To defund or even dismantle Police Departments all together. The explosion of violent crime across the country. The stalled Police Reform bills in congress and the relationships between police, sheriffs and the communities they serve. Today as you may know, elizabeth city, North Carolina is under a state of emergency. Ahead of the expected public release of Body Cam Footage of the Police Killing of Andrew Brown junior. Matt finn gets us started this hour with that news and much more. Matt. Harris, in North Carolina now there are nightly protests for Andrew Brown, The Black Man shot and killed by police last week during a search warrant. The brown family is expected to announce the results of an independent autopsy and well bring it to you. They claim the County Attorney only allowed them to see 20 seconds of Police Body Camera video which the brown family says will Show Brown was compliant with his hands on the steering wheel. Brown is described as a Drug Dealer with an extensive criminal history and the latest victim in a string of officerinvolved shootings around the country. The biden administration now investigating two local Police Departments, louisville Metro And Minneapolis probing for excessive force and discrimination. As in every Justice Department Investigation well follow the facts and the law wherever they lead. Louisville p. D. Has been under scrutiny since the Breonna Taylor Shooting last march. 15 of the Police Department retired or resigned, a fiveyear high. Find the defendant guilty. D. O. J. Announced its civil Rights Investigation into minneapolis one day after Derek Chauvin was the first white Police Officer in Minnesota History to be found murdering a Black Man George Floyd. Baltimore is under a federal Dissent Decree after a federal investigation there. He thinks the d. O. J. Will find wrongdoing in minneapolis. I believe the Justice Department will in its investigation probably find patterns and practices of unconstitutional policing and likely minneapolis will be in a Consent Decree as well. They spearheaded the defund the Police Movement last summer after floyds death. This council will dismantle this Police Department. The attempt to dismantle the police backfired with a spike in murder and violent crime. Council members are still pushing for a required amendment to the citys charter. In columbus, ohio, protests and calls for a federal investigation after Police Body Camera video shows an Officer Shooting and killing a 16yearold Woman Swinging a knife at two young women. It appears the officer responded as he was trained to do with the main thought of preventing a tragedy and a loss of life. In chicago another city with a federal Consent Decree police sources tell Fox News Morale is very low of the officers fear being labeled racist. They say the onus for murder is placed on the Police Department, not gangs. Many officers left the force in nypd. Ill send it back to you in New York. Harris thank you very much. In chicago the number of officers leaving the job is up 15 over last year. And 20 of the Police Force has called it quits in minneapolis where former officer Derek Chauvin was convicted last week in the murder of George Floyd. Jason, i want to start by taking a look at video from your city of seattle since last summer. Stunning hatred aimed at police. Lets watch. I need you to kill yourself. Were asking for people to think about what it is like to have lost a loved one. Thats the anger you are hearing right now. Do me a favor, take your guns, put them under your khins and pull trigger. You have blood on your hands. Killing innocent children. Dont grab my phone. [shouting] that might have something to do with the numbers you see on your screen. Jason rantz reported some of this to us. So far this year 66 Police Officers have left the department. That number could top 100 by The End of may and in 2020, 193 officers left the Police Department in seattle. I want to start there, jason, pause for a bit and i want to go to daniel linskey. The things theyre saying to cops, that has led to war on cops and how it must feel. Take us inside the minds of Police Officers at this moment in time. Right now, harris, Law Enforcement feels they are under siege personally and professionally. Professionally in some instances they need to do better. Theyve had Family Members threatened because they werent saying anything against the police on social media. If they were quiet they had to pay for it. Children were being threatened. Police officers feel the work they do every day, when a call comes in Theyll Run toward the bullets and the bad guys repeatedly. And right now it seems like the majority of folks who are vocal about it are talking about defunding the police, getting rid of the police, all police are racist and corrupt. Thats a morale issue. Unfortunately the cities and communities in our nation will pay the price for that. Policing has evolved over the past several years. Leadership and knowledge has grown and were now losing the senior Knowledge Base of lots of officers with lots of Life Experience that isnt there anymore and we dont have a pipeline to fill them. So we need the public support the police for police to do their jobs and police need to rely on the public how they want to be policed and what the model should be. Harris you bring up such a critical point. So many of them. This one in particular and it touches seattle. Jason, seattle had a minority Police Chief, a woman, a racial minority, a woman. She was deemed as someone who was a Great Leader of the Police Department there and when they started to defund things she said she wont do her job for less pay. What daniel is talking about is thats the top of the Food Chain in terms of leadership. How do you immediately replace that back and you know firsthand, jason, when leadership is not there, and the verbal vitriol and threats come from citizens in the streets you know what that looks like for cops on the streets in seattle. Yeah, were running leaders out of positions because they arent cow tauaing to the radicals on The Street Screaming Acab and we act surprised that sheriff best and another a woman celebrated at the time with all Identity Politics but she didnt immediately go on the attack against her own deputies. Same thing with Carmen Best, it is ridiculous. As a result you see Police Officers leaving this force. The forces across the country in record numbers. And it is causing significant issues. I was thinking about it on the way into the studio today. This is one of the only jobs where society has decided or at least the left has decided to define the entirety of the industry by the worst officers, not the best. When it comes to a bad teacher we say 99 of the teachers are great teachers, we have to back them. When you have a bad apple we say its not just one bad apple, the entire tree. They ignore all the amazing cops who do really, really good work until it is politically beneficial to them to go out and say they support billy evans. Harris i want to talk about that. Is there resistance for the good cops to call out the bad ones . Thats a Sticking Point for many people. We have challenges. We dont have processes to help Police Officers do that. We need better programs that some of the things we do and dont do we dont realize were supporting bad behavior. We have to fix that. In carmen Bests Situation for years they were trying to recruit and train diverse candidates to represent the community. They had done that hiring and then the defunding police they wanted to get rid of the newest hires, the 500 diverse candidates they had spent time, Energy And Money on recruiting to help improve the department. The very things we have identified as improvements would be cut and taken away and gutting the department without the resources it needed. Harris i would imagine you need people like the former Police Chief Carmen Best in seattle to talk about why she made the hires and you need what you talked about, the Law Enforcement leadership to want to stay to address issues in the community and make everything better. Both bills address the controversial issues of no knock warrants, choke holds, use of Body Cameras and collecting data on use of force. Democrats are taking issue with Scotts Bill with qualified immunity that gives officers legal protection. Qualified immunity is a very big deal. If you want to destroy policing in america, make sure that every cop can be sued when they leave the house. So there is a way to find qualified immunity reform take the cop out of it. We need to end qualified immunity, period. If you dont hurt people, if you dont kill people, if you are just and fair in your work, then the qualified do you need the qualified immunity anyway . Harris a republican congresswoman from florida. You saw her in some of what she showed you. Her husband is a firefighter that serves as a swat medic. Joe game all dee is from the order of police. I will start with the debate and fiery on Capitol Hill. Is it going anywhere . Well, as you can see things are pretty divided right now in congress on all issues. But i think we need to step back and realize this notion of the police versus the community is a misnomer. The Police Officers that serve the communities are members of the police. We have completely with a broad brush dehumanized the people that are donning the badge and thats really one of the big problems were seeing. It is us versus them. In the case of our local police, they are retiring and getting out of policing in droves. In my Home County in Clay County we have over 100 Police Officers that have resigned since 2018. As the wife of a first responder this is pretty personal to me. We are part of the community and to have communities basically turn around and attack their own this is just creating incredible strife. As far as getting things done on Capitol Hill i challenged my Democrat Colleagues to a ride along to see how split second decisions are made in the heat of a moment you have to make decisions of Life Or Death in some cases and not a single one of them has taken me up on it. Well do the Ride Alongs and showcasing it for them to see firsthand. Harris the first time i had you on this program we talked about that. I was waiting for the update. Now you have given us one. Not a single democrat has gone along for a ride along. And you know, i dont know really how you get a conversation started if you dont go see the issues that someone is facing. This is much like the border crisis. It seems like were stuck in a gear here particularly with democrats. Just based on their actions. As we look at this, though, there must be something that police feel like they need in all of this. I come to the Vice President of the fop for you. From your side of the line what does it look like, the compromise, the answer . I think its important Number One to talk about qualified immunity. I feel like there are so many false narratives surrounding it. Surprise that 2021 we have false narratives around police work. It doesnt protect officers from criminal charges or internal investigations or internal discipline or even being fired. All it does is protect an officer who is within policy, Training And Law from civil liability. It doesnt protect an officer who knowingly violates the rights of an individual in our community. People think qualified immunity is a given. Thats not the case. In the last 200 cases handled by the lower courts qualified immunity was only given to 57 of the officer. We need support from our Community And Part of the conversation. We want to have a conversation with anybody that wants to have a fact based back and forth about police works. When they passed the George Floyd act No Input from Law Enforcement and no debate on the floor. Senator scott will meet with us. We agree there needs to be reforms but removing qualified immunity. I dont know how to be any more frank than this. Our profession is dying. In new York Retirements were up 75 . On the Recruitment Side the new Jersey State troopers say they saw 90 reductions in applications. In colorado 70 of agencies said their recruitment is tanking. As a result of these things happening in Law Enforcement are communities are harmed. Weve seen over 20,000 homicides last year, the first time weve been over 20,000 in this country since the 1990s. Our profession is dying, our community is suffering and there wont be anybody left to take this job. Harris when you hear the words our profession is dying from the fraternal order of police, what message are you taking to Capitol Hill . A quick answer on this to give us a preview of the fight really that may be coming. We cant live without law and order. Absolutely. Its heartbreaking to hear that. Im seeing it firsthand. Im hearing it from officers everywhere. The bill is not a Reform Bill. This bill is redirecting lifesaving funds for our departments to groups like aclu and naacp. Keeping the equipment keeping them safe and stripping them from the ability to actually go out and serve. This bill is dangerous and if we are serious about investing in our communities and making them bigger, better and stronger you dont defund the very backbone of our communities working every day to keep us safe. You invest. I dont care if you are republican or democrat you invest in the things you care about. If you are serious about getting our communities safer and stronger, invest. You dont divest you invest. Thats my message to my colleagues on Capitol Hill. Also i would say go see firsthand. You talk a big game, Walk The walk. The data show democraticled cities that slashed Police Funding last year have seen a major surge in certain crimes, Gun Violence exploding in cities like chicago, New York, los angeles, philadelphia and portland. I want to bring in detroit Police Chief James Craig who has called for Congresswoman Tlaib to go ahead and resign. And clyde Boatwright A sergeant with the Maryland Order of police. On two points here i want to start with you. Tlaib and The Call for lets get rid of police. What is the reality of that . You know, i got to tell you and said it so many times. Her comments were reckless and dont represent the people who live in our city. When you talk about vulnerable communities, they want effective and constitutional policing. Who is she speaking for . They are reckless and she is doing it as a selfserving approach. It doesnt work. I have to tell you this whole qualified immunity is being that is dangerous. That is not dismantling thats eliminating police all together. My colleagues have said if they push that bill of qualified immunity there will be a problem. We will not know policing like it is. It is tragic. Whats going on today, harris, is tragic. Our profession is in a crisis. Harris Chief Craig has just laid out some pretty stark facts there. Policing wont be the same in america. Sergeant boatwright, how do you see it . I couldnt agree with Chief Greg more. Were struggling to find qualified applicants. We have made attempts to lower the standards for Police Officers for Entry Level Police Officers. We are struggling to retain our veteran Police Officers and this notion of lets abolish the police, that is not going to make our communities safer. Were struggling with crime and violence in our major cities and there is no push to hold these criminals accountable for the violent crime that they are peddling with our communities. Harris a new Fox News poll. The majority of voters oppose reducing Police Funding. 62 compared with just 33 who favor it. So clearly america is taking a look at this and saying what, Chief Craig . They are saying we dont want it, just what i just said. When you look at whats going on in New York, a 75 increase in attrition, 75 . We talk about the other cities like chicago and minneapolis, fortunately here in detroit we see something very different. Last year 2020 detroit didnt burn. There was no looting. Our community stood with us. They understood these outside agitators came in. Unfortunately many of the other cities didnt fare as well. The key in detroit were still recruiting and hiring. And our Police Officers are still motivated to do the job. But i will tell you things are rapidly changing. What happened in New York the other day when a detective was doing his job an individual whacks him over the head with some object. Why did that happen . Two nights ago in Detroit Officers at the scene of an investigation and an individual drives through the crime scene, opens fire on our officers resulting in a fatal shooting. So why is it happening . Because of these reckless comments, this antipolice rhetoric thats going on and they hear people sitting in seats of Influence And Notice i didnt say seats of leadership. I said seats of influence. Harris i hear you. I caught that nuance. You are in Police Leadership in baltimore, maryland. Earlier we had the Vice President of all of Fop On with me. He said yours is a dying profession. Is he right about that . Is that the direction were pging in . Yes. He was correct. This is a dying profession. Six years ago today i stood with members of baltimore police and other Police Departments in baltimore city and we dealt with a full Out Riot here in our city. Today is the six Year Anniversary of that. We see Police Reform train going across the Country And Stopping in major cities peddling reform and it is making a small group of people a whole lot of money. Until cities and communities get to look at deeper into who is making all the money, who is making all the recommendations and who are making all the changes it will be until then we will start to see the Tide Change and our communities become safer again. I make my comments based on 30 years of being a civil Rights Attorney and suing Law Enforcement. I want to put this to bed right now. There is no systemic racism within Law Enforcement in this country. Especially in democratic cities where people of color are running the cities. I would challenge the White House and my colleague, name me the head of the department that is implementing a Pattern And Practice of racial discrimination against people of color. I want to be very clear. White house, al sharpton, ben crump. No systemic racism exist and i challenge my colleague to give me the name of the town, Police Department and head of the Police Department now on national tv. Hi, leo, nice to see you. It is very easy to lob a bomb like that without saying what it is. There are every year in our country 100 cops who are killed in the line of duty. Thats horrible. It is a really tough jobs. There are also 1,000 on average, 1,000 citizens killed by cops every year. A black person is more than twice as likely as a white person to be killed by a cop. Some of that happens because black people live in more crime laden areas, more dangerous areas where cops are more on edge, i get that. I spoke with two black moms, both professional women yesterday. They told me they tell me in Passion Term how fearful they are for their law abiding teenage sons when they drive around at night. That is terror felt by black parents and is real. How do you solve that . Harris you are asking leo how to solve it. This subject is too important. I asked right in front of you name me the town and city. Here is what i want. I would like us to abolish most no knock warrants. I think they are really very dangerous. I think we should abolish most choke holds. I think we should have a major campaign to recruit black and latino youngsters to be Police Officers. We should get a Police Department that reasonably reflects the community it serves. These are not unreasonable suggests. This is the way to when make it better rather than yelling at Each Other. Are you hearing what the cops are saying . Thats what this is i supported mayor giuliani and Mayor Bloomberg in New York when they had stop and frisk, when they had broken windows policing. I think it may come to that as the Crime Wave continues. But for god sakes, how can we not appreciate the black parents who are more fearful for their child meeting a cop than the crook .
