i'm the leader of this department. they expect me to lead, create a safety. that's what i'm trying to do. that's it. yeah, i'm emotional. >> that chief as well out of his position, out of his job. today a lot of emotion on all sides on this story and then it's the white house on the left-hand side of your screen moments ago, president biden sat down with members of the congressional black caucus saying "a lot can be done on policing" after another night of anger on the streets of minneapolis. >> they just killed duante wright. if i make a mistake, you going to kill me, too? you can make mistakes and kill people. it's okay. >> martha: with us former minneapolis city councilman, don samuels and former d.c. homicide detective ted williams. first, to senior correspondent mike tobin. mike? >> martha, things are calm in front of the police head quarters here in brooklyn center. another demonstration is expected tonight. it's been a day in which the developments have been coming fast. less than 24 hours after we learned the identity of kim potter, the officer at the center of all of this controversy, the 26-year veteran of the brooklyn center police force and with mayor elliott calling for her firing, she and the chief resigned. potter's resignation letter reads in part "i have loved every minute of being a police officer, but i believe it is in the best interest of the community, the department and my fellow officers if i resign." last night, there was more unrest. a delegation was sent to negotiate with protesters in front of police headquarters to try to get them to comply with the curfew without conflict. the respect was rocks and fireworks. please used tear gas and arrests to clear the streets. there was looting. the family dollar was among those ransacked. brooklyn center has an acting police chief. tony gruning is his name. he's a 19-year veteran of the force. martha? joining me first, former t.c. detective ted williams. good to have you with us. your reaction to the resignations, the firings of how this case is being handled so far. >> i got to tell you, it's a mess and a circus from what i've seen. i listened and watched the press conference from the mayor. it will just unfortunately out of control. as you have said, there's three people that have been fired. we look at one of them. the city manager. he was here yesterday saying the police woman that shot this guy with her gun, she deserved due process. he's gone. he's absolutely right. she deserves due process. and then you had the chief of police that said that he wanted to be there for his men and women and he was very emotional, as you remember, martha. and now he's gone. and then you have kim potter, the young woman, 26-year veteran of that police department that did the accidental shooting of duante wright. she submitted her resignation. after 26 years, she's in a position to actually retire from the force, martha. >> martha: you go back to that video and look at what was taking place. a couple of things that stand out. obviously you hear her yelling taser, taser, taser. and then she realizes according to what we can hear on the audio and i would emphasize that we're still waiting to get the whole play by play here, and that's when it's appears she accidentally shot him. but you say they should have brought him to the back of the squad car. explain. >> it's standard police procedure that once you got the occupant, specifically the driver of the automobile out of the automobile, you don't leave him right by the driver's door because he can do just what mr. wright did, and that is he broke loose, just as they were about to handcuff him and jumped back into the automobile. so the standard procedure for police officers is to take the person to a safe area and the same area is normally between their police car and the back of the person who they have stopped. that's what i think should have happened in this instance. >> martha: and you can see the wrestling that happened at the open door when it appears that he tried to go back in. one of the questions on my mind, when you look back at what appears to be the record of events here with regard to duante wright is that he had an april 2, i believe, appearance in court for an unlicensed gun and he didn't show up at that appearance. now, would that -- if that is indeed the case, which is what it appears to be -- when they see that license -- he's gotten a lot of attention around the fact that he had expired tags. so when they ran the number on the expired tag, would they be made aware that he had run before from the police? >> yeah, absolutely. if he had an outstanding warrant and they ran his tag, it's more likely than not that it came up that there was this bench warrant. that in and of itself would have led to them actually putting the handcuffs on him to attempt to arrest him. >> martha: yeah. and also it might go to his motive for trying to get away, right? >> well may very well go for his motive trying to get away. i have to tell you, martha, i'm deeply concerned about the actions here of officer kim potter. this young man is now dead. he's someone -- she pulled what she thought was a taser and she actually pulled her service resolver. i got to tell you, those two different weapons have different shapes. so they need a full and thorough investigation to determine what happened here. >> martha: absolutely. ted, thank you very much. ted williams, former d.c. homicide detective and a fox news contributor. also joining me now, former minneapolis city councilmember, don samuels. i'm sorry this tragic story unfolded since the last time that we met. what is your reaction to what's going on in your city right now, sir? >> of course, this is in brooklyn center, not minneapolis. but it is in the metro area. we're pretty much neighbors. so this is very troubling. philandro castille was not killed in minneapolis. it was close enough. another suburb. so there's a pattern here that is very disturbing. >> martha: yeah. go ahead. >> people are very -- there's a lot of sadness and a lot of fear. we have a 17-year-old young man living with us, as you know. just on thursday, there was a young man that was shot in the back just a year younger than he by someone who came up and asked if he was in a set. he said no. he got shot in the back. right across from the gym where our young marcus works out. then on thursday, this thursday -- well, a couple days ago, we had this incident with the police. so there's a sense in the african american community that there's really a siege both internally and externally. >> martha: one of the things that you and i discussed when i was with you to cover the derek chauvin trial, which is going on in the backdrop of this and make things more tense, you were concerned that the police had backed off in communities like yours because of what happened with george floyd. does this incident make it a bigger problem to keep the neighborhoods safe and to have that community presence of police when things like this happen? now he's going to jail. >> a short while ago in court, a defense brought a use of force expert that testified on the stand that george floyd died from an accidental death. martha? >> martha: a lot happening in there today, matt. thank you. matt finn in minneapolis. mercedes colon is here with us. good to see you today. >> great to see you. >> martha: it's interesting to watch that year-old video. you can see an interaction that is reminiscent in some ways of what we saw a year later. you also see that floyd takes a number of pills and puts them in his mouth. you can hear the police officer saying spit it out, spit it out. they later recorded there were eight or nine oxycodones that he was trying to swallow. what is the relevance to this case? >> the defense is trying to to move away from the devastating 9:29 video as promised in the opening statement to the jurors that this case is beyond those nine minutes. that he has to go through what has been done in the past. with respect to the 2019 arrest. here's an instruction the judge gave to the jury. it's not just the day that floyd acted in conformity to the way that he acted in 2019. but what the defense is trying to introduce, this was a man that had a drug problems and non cooperative. the judge is telling the jurors that he acted this way in 2020 but bringing in the message to the jurors that he said is a very opening -- this is beyond the 9:29. >> martha: he's saying it's not about the character or the drug use. it's about the impact of the drugs on this individual, on george floyd. how does he act while on the drugs. that's what they were trying to establish. you can watch yolanda hill also in the car, this is an exchange that happened shortly after. watch this. >> he's already gone. he doesn't need -- >> put the phone back. >> he's gone. went to the hospital. >> tell him where it is. >> are you sure? they have been cheerleaders for censorship. >> martha: strong words from ron desantis accusing youtube and google of censorship because they took down a video of a covid panel that he organized. some of the doctors on the panel said that children did not need to wear face masks to guard against covid. youtube says that contradicts the census of the local and global health officials. governor desantis session youtube and google are acting as enforcers of a narrative. they said that the cdc does not recommend young children wear masks. there were legitimate doctors on the panel and a lot of people feel that they should be able to listen to both sides. not so from the folks at youtube and google. florida is among dozens of states putting johnson & johnson on hold today after the feds recommended a pause. the cdc says they're investigating six reports of blair blood clots including one death out of seven million j&j vaccinations. jonathan serrie live in atlanta, home of the cdc with low levels of blood platelets. of the 6.8 million americans that received the vaccine, only six cases of this rare medical combination have been identified. all in women of child bearing age between 6 and 13 days of getting their shots. the cdc and fda are recommending providers temporarily pause j&j vaccinations while they investigate whether there's a connection. at least 45 states are doing the same. a leading theory is that this particular vaccine may trigger a dangerous reaction in a handful of individuals. >> the person being vaccinated makes an immune response potentially that actually involves their own platelets or other parts of coagulation system. could cause this problem. >> johnson & johnson officials say we've been working closely with medical experts and health authorities and we strongly support the open communication of this information to healthcare professionals and the public. president trump criticized the federal government's decision to recommend a enormous government spending tree, the like of which we have never seen. and now the third largest monthly deficit on record. president biden is considering another $2 trillion with little to no used at schools across the country. ron johnson has a warning on this bill. first, jacqui heinrich joins us live from capitol hill. hi, jacqui. >> hi, martha. there's another round of linguistic maneuvering as democrats are trying to redefine infrastructure, arguing the republicans narrow view of it doesn't meet the modern needs of the country. now the democrats are trying to argue that this infrastructure bill can be a bipartisan victory even if it doesn't win over a single republican vote. it's a clear departure from the conventional wisdom of bipartisan support by both sides voting on the ball. but bipartisan support doesn't have to come from washington and polls and prays from governors and mayors that like the infrastructure plan. >> well, that's the sort of argument that you would make when you have very little support among elected officials that actually got sent here by the people to serve as republicans. but let me say this. we need to prove we can do something big in a bipartisan way. >> democrats hope this language will push republicans to vote with the constituents that they say want this. but the gop is ready to wave around their own measurements of public opinion if it's turning into that sort of a game, where polls are showing that voters are concerned about wasteful spending. it's not the first time that democrats have tried to use this tactic after they passed covid relief without a single gop vote. they said that it had bipartisan support, pointing to public opinion, but the infrastructure bill just got off the ground here. in fact, president biden just met with lawmakers from both sides yesterday a little bit early. republicans see it that way. >> jackie, thanks very much. so republican senator ron johnson of wisconsin warning the spending blow-out imposes costs beyond the enormous price tag. he joins me now. senator, good to have you here. you know, the amount of money and the deficit is absolutely unbelievable. did you ever anticipate that they would make this effort, the biden administration would go this far this quickly? >> no. probably not surprising. they are acting irradical and it's going to bankrupt this nation. when i came to congress in 2001, we were $14 trillion in dead. now we're $24 trillion in dead and this doesn't include the covid relief bill and now the infrastructure bill. 5% of it is for roads and bridges. no more than 20% of what most people define as true infrastructure. the rest is spent and not in a very productive ways from my standpoint. >> martha: so you hear what was biden is saying and echoed by rahm emanuel and others that you guys are too slow to catch up with bipartisanship and what it really means is if you have republican governors and mayors across the country, it's bipartisanship. but you all are north in sync with where the rest of the country is. what do you say to that, senator? >> everybody loves free money. i realize a very bipartisan thing to support.but the problem is, again, we're $28 trillion in debt. we don't have an unlimited checking account. i think it's immoral. that is the point of my "wall street journal" op-ed. nobody knows where this money gets spent. president obama had the $800 billion stimulus. probably no more than $100 bill went to infrastructure. you said the projects weren't all that shovel ready. so this money will be frittered away and added to the debt of our children. >> martha: it's a great point. look at infrastructure. there's a lot that meme can agree on and probably falls into the $600 billion mark to do a real infrastructure package. you heard from your colleague in the peace there from jacqui heinrich. do you have any deem, reality scenario where that kind of infrastructure package that is where both sides intersect will ever happen, will ever come to fruition? >> again, just listen to people talking in the conference. it's entirely possible if it's reasonable, if we know exactly where the money is going to be spent. it's spent on real infrastructure, places where it's needed and paid for to do things like user fees and toll roads. a whole host of ways of paying for this. if you're going to borrow money, if you're borrowing money on real infrastructure that will last for 20, 30, 40 years, that makes sense. the problem is we have already committed to borrowing about $6 trillion since covid began and there's no end in sight. it's completely irresponsible. >> martha: you have a lot of covid money that has not been spent and in the school systems yet and we can't get the school systems open. a lot of people look at republicans and say you weren't that cautious about where the money was going in the last administration, so you lose your right to say now you want to wane in spending and be fiscally responsible. what do you say to that? >> we had corporate tax cuts that juiced our economy and produced a record economy. the fact is, we had covid and we had to respond. we should repurpose what sun spent. when we passed the $1.9 trillion package, there's a trillion still unspend. >> martha: it's hard to imagine anybody running a business or household this way. trillions what was the extent of the damage do you think? >> the damage was extensive. anybody that served in iraq and afghanistan had experience with them. the one in iraq, camp victory, probably the biggest one was ten acres. this thing was smoldering. it's a low burn. burns like leaves. they use jet fuel to ignite the human waist, hazardous waste, hazardous radiation like -- it's this toxic brew and this thick black smoke that would pour over 24/7 the soldiers that lived there, slept there, ate there and were exposed. now many of them are suffering the effects of these kind of toxic exposures. >> martha: what kind of effects are they saying? >> it's runs the gamut. it parallels the 9-11 community almost almost identically. you have rare cancers like blastomas and pancreatic cancer in very young, healthy individuals. you have permanent modules and long damage. neuro muscular immune. the whole gamut. it's the reason why we can't do it in america, martha. that's the whole point of this. to delay and to deny -- the v.a. exists to abdicate for the veteran's care. they shouldn't be operating as an insurance company that has a barrier of entry to deny service-related diseases. we couldn't do it here, believe me. if senator or a representative is unsure of the science, let's go dig a ten-acre burn pit in their town, light it on fire with jet fuel and see how quickly the health effects come to the forefront. >> martha: it's a great point. you have attached yourself like you did to the 9-11 fund. it's so heart breaking to see these people that have sacrificed so much, to fight for us or to go up the towers, to go up the buildings on that day and then we leave them hanging when they have longer term effects. you've been so personally invested in this. how is the response on capitol hill, how is this going? do you think you'll get something past that will help these heros? >> so i feel like we have more momentum now than we had. we've been add this. so people like rosy torrez and leroy torrez. they've been working at this for 10 years, 15 years. and our foundation has been involved for two years, which is helping right the legislation, the war fighter's bill. we feel like there's mow men to you do something. we don't want them to take the easy way out. we don't want these veterans another clerical procedure. they need to immediately be placed into a program that mirrors the 9-11 program, which has medical screenings that tend towards what are the illnesses that come from these sorts of toxic exposures and the healthcare an benefits from come from the diseases. so it's a simple program. we have the blue print. it's going to come down to money. my feeling about the money is, this is the cost of war. this is the total cost of war. you don't get to pay for one aspect of the car and not the other. you don't get to leave people hanging. so you know, you ordered the meal and ate the meal and you don't get to haggle about not paying for a part of it. >> martha: before i let you go, you see the trillions that we're talking about spending for a lot of things, covid, infrastructure. how does that make you feel about what you're pushing for here?
