[applause] >> president biden: we saw it again last night as we were coming to the oval office. i got the word that in south carolina, a physician with his wife, two grandchildren and a person working at his house was gunned down, all five. so many people, so many people sitting here today know that well, unfortunately. you know, they know what it's like when the second is change your life forever. i've had the pleasure of getting to meet in awful circumstances many of you, many of you who've lost their children, your husband, your wives. you know what it's like to bury a piece of your soul deep in the earth. we understand that. mark and jackie, i want to tell you, it's always good to see you but not under these circumstances. i want to say before i introduce the rest of the folks, what a lot of people have not been through -- who have not been through what they have been through, it takes a lot of courage to come to an event like this. there are absolutely determined make change. but mark and jackie and his son, daniel, was a first grader at markel elementary school. daniel loves sports, outdoor sports, getting muddy. his daughter freshman was a freshman at marjorie stone douglas high school. she was an accomplished dancer. i see brandon wolf, shooting at the pulse club nightclub. he survived but his two best friends died. greg jackson, who was just walking down the street when he was caught in the cross fire of a gunfight. and of course, i see a close friend of jill's and mine, congresswoman gabby gifford who is here who was speaking with her constituents in front of a grocery store in her state when she was shot and a member of her staff was killed. you know, they're here, and their pain is immense. and what a lot of you, hopefully many of you don't know, is if you have gone through a trauma, no matter how much you work to make sure others don't go through it, every time you show up at an event like this, it brings back when you got that phone call. it brings back the immediacy of what happened at that moment. so i genuinely mean it, thank you. thank you for having the courage to be here. the courage to continue this fight. senator blumenthal understands it. a lot of the folks out here understand it, but it takes real courage, so thank you. to turn pain into purpose and demand that we take the action that gives meaning to the word "enough." enough, enough, enough. because what they want you to know, and not just listen, every day in this country, 316 people are shot every single day. 106 of them die every day. our flag was still flying at half-staff for the victims of the horrific murder of eight primarily asian-american people in georgia. 110 more lives were taken in a mass murder in colorado. you probably didn't hear it but between those two incidences, less than one week apart, there were more than 850 additional shootings. 850. it took the lives of more than 250 people and left 500, 500 injured. this is an epidemic, for god sake. and it has to stop. so i'm here to talk about two things. first, the steps we are going to take immediately, and second, the action that needs to be taken going forward to curb the epidemic of gun violence. i asked the attorney general and his team to identify from the immediate concrete actions i could take now without having to go through the congress. and today i'm announcing several initial steps my administration is taking to curb this epidemic of gun violence. much more need be done, but the first, i want to rein in the proliferation of so-called "ghost guns." these are guns that are homemade, built from a kit and they include directions on how to finish the firearm. you can go by the kit. they have no serial numbers, so when they show up at a crime scene, they can't be traced, and the buyers aren't required to pass a background check to buy the kit and make the gun. consequently, anyone from a criminal to a terrorist can buy this kit for as little as 30 minutes, put together a weapon. i want to see these kits treated as firearms under the gun control act which requires that sellers and manufacturers make the key parts with serial numbers and run background checks on the buyers when they walk in to buy that package. the second action we are going to take, back in the year 2000, the bureau of alcohol, tobacco and firearms released a report on its investigations into firearms trafficking in america. the support was of pivotal value. an important tool for policymakers when i was in the senate and beyond at all levels to stop firearms from being illegally diverted into dangerous hands. today, with online sales and ghost guns, times and trafficking methods have changed and we have to adjust. we also have to ask the justice department to release a new annual report. this report will better help policymakers address firearms trafficking as it is today, not what it was yesterday. the third change, we want to treat pistols, modified with stabilizing braces with the seriousness they deserve. it essentially makes that pistol a hell of a lot more accurate then many rifles. as a result, it is more lethal, effectively turning it into a short-barreled rifle. that is with the alleged shooter in boulder appears to have done. i want to be clear that these modifications to firearms that make them more lethal should be subject to the national firearms act and that act requires that a potential owner pay a $200 fee and submit their name and other identifying information to the justice department. just as they would if they went out and purchased a silencer for a gun. fourthly, during my campaign for president, i want to make it easier for states to adopt extreme risk protection order laws, they are also called red flag laws which many people on this lawn know but many people listening do not know. these laws allow police or family member to petition a court in their jurisdiction and say, i want you to temporarily remove the following people any firearm they may possess, because they are a danger in a crisis, representing a danger to themselves and others. and a court makes a ruling. to put this in perspective, more than half of all suicides, for example, involve the use of a firearm. but when a gun is not available, and attempted suicide, the death rate drops precipitously. states that have red flag laws have seen and seen the reduction in the number of suicides in their states. every single month, by the way, on average, 53 women are shot and killed by an intimate partner. i rode the violence against women act. it's been a constant struggle to keep it moving. we know red flag laws can have significant affect protecting women from violence and we know red flag laws can stop mass shooters before they can act out their violent plans. i am proud, the point of personal privilege we used to say in the senate, i am proud the red flag law in my home state of delaware, is named after my son beau biden -- our son, excuse me, jill, who proposed that bill back in 2016. i want to see a national red flag law and legislations incentivizing states to enact their own red flag laws. today, i asked congress to publish a model red flag legislation, so states can start drafting their own laws right now. just like background checks, the vast majority of americans support these extreme risk protection order laws and it's time to put these laws on the books and protect even more people. the attorney general will have more to say about this in a moment. additionally, we recognize that cities across the country are experiencing historic spikes in crime, as law-enforcement can tell you. homicide is the leading cause of black boys and men ages 15 to 34. the leading cause of death. but there are proven strategies that reduce gun violence in urban communities, and there are programs that have demonstrated they can reduce homicides by up to 60% in these communities. many of these have been badly underfunded or not funded at all. gun violence in america, for those of you who think about this from an economic standpoint listening to me, estimate to cost the nation $280 billion -- let me say it again, $280 billion a year. you say, how can that be, joe? hospital bills. physical therapy. trauma counseling. legal fees. prison costs. and the loss of productivity. not to mention the psychological damage done to the children who live in these cities, watching this happen, knowing someone it happened two. this gun violence in our neighborhood is having profound impact on our children, even if they are never involved in pulling the trigger or being the victim on the other side of the trigger. for a fraction of the cost of gun violence, we can save lives, create a safe and healthy communities, and build economies that work for all of us and save billions of american dollars in the meantime! much of it is taxpayer money. finally, the bureau of alcohol, tobacco and firearms, the key agency enforcing gun laws, hasn't had a permanent director since 2015. today, i am proud to nominate david chipman to serve as director of the aft. david knows the aft well. he served there for 25 years. as president harris and i believe he is the right person at this moment for this important agency. i have said before, my job, the job of any president is to protect the american people. whether congress acts or not, i'm going to use all the resources at my disposal as president to keep america safe from gun violence, but there is much more that congress can do to help that effort. and they can do it right now. they've offered plenty of thoughts and prayers, members of congress, but they have passed not a single new federal law to reduce gun violence. enough prayers, time for some action. i believe the senate should immediately pass three house bills to close loopholes that allow gun purchasers to bypass the background checks. the vast majority of the american people, including gun owners, believe there should be background checks before you purchase a gun. as was noted earlier, hundreds of thousands of people have been denied guns because of background checks. what more would have? these bills, one, require background checks for anyone purchasing a gun at a gun show or an online sale. [applause] >> president biden: most people don't know, you walk into a store and buy a gun, you have a background check. but you go to a gun show, you can buy whatever you want and no background check. the second thing is, close what's known as the charleston loophole. people here, i spent time down in that church in charleston. what happened is someone was allowed to get the gun used to kill those innocent people at a church service. if the fbi didn't complete the background check within three days. there is a process. if it wasn't done in three days, according to the charleston loophole, you get to buy the gun. he bought the gun and killed a whole hell of a lot of innocent people who invited him to pray with them. and three, reauthorize the violence against women act, which would so-called close the boyfriend loopholes to keep guns out of the hands of people found by a court to be an abuser and continuing threat. i held over 1,000 hours of hearings to passed the violence against women act and one thing came through, if, in fact, a stayaway order, an order preventing the abuser from coming in at a certain distance of the person he has abused or she has abused, and now the idea that they can own a weapon when they have a court order saying they are in abuser? these are some of the best tools we have right now to prevent gun violence and save lives. but all these bills, they had support of both democrats and republicans in the house. and universal background checks are supported by the vast majority of the american people and i might add, the vast majority of responsible gun owners. let me be clear, this is not a partisan issue among the american people. this is the view by the american people as an american issue. and i'm willing to work with anyone to get these done. and it's long past time that we act. now i know this has been a hobby horse of mine for a long time. got it done once. we should also ban assault weapons and high-capacity magazines in this country. [applause] >> president biden: that ten years that we had it done, the number of mass shootings actually went down. even law enforcement officials have told me and told other champions of this legislation they sometimes feel outgunned by assault weapons with large capacity magazines. there is no reason someone needs a weapon of war with 100 rounds. 100 bullets that can be fired from that weapon. nobody needs that. we got that done when i was a united states senator. it wasn't easy going up against a gun lobby but it saved lives and we should also eliminate gun manufacturers from the immunity they received from congress. [applause] >> president biden: you realize the people here, because they are so knowledgeable out there on the rose garden, but what most people don't realize, the only industry in america, a billion-dollar industry, that can't be sued, is exempt from being sued, are gun manufacturers. imagine how different it would be had that same exemption been available to tobacco companies, who knew and lied about the danger they were causing. the cancer and the like. imagine where we would be. this is the only outfit that is exempt from being sued. if i get one thing on my list, the lord came down and said joe, you get one of these, give me that one. because i tell you what, there would be a coming to the lord moment these folks would have real quickly. but they are not. they are not. they are exempt. i know that the conversation about guns in this country can be a difficult one. but even here, there is much more common ground than anyone would believe. there is much more common ground. everything that is being proposed today is totally consistent with the second amendment. there is a wide consensus around the need to take action. i know that an overwhelming majority of americans want to see something change that will affect their lives and it still doesn't change, it can be demoralizing to our fellow citizens. it can feel like our entire political process is broken. i know it's painful and frustrating that we haven't made the progress that we've hoped for. but it took five years to get the brady bill passed, and it took even more years to pass the assault weapons ban, and it saved lives. no matter how long it takes, we are going to get these past. we are not going to give up. we have an opportunity to fill the first responsibility of government, to keep our people safe. and in the process, we can show the world and show ourselves that democracy works. we can come together and get big things done. i look around and see such brave survivors in the rose garden, public servers who have devoted their lives to dealing with this, advocates who feel strongly and are pushing every day to make their rational changes and courageous parents and family members. i know the progress, even in this most difficult of issues, t is possible. so folks, this is just the start. we've got a lot of work to do, but i know almost everyone of you sitting in the garden here, none of you have ever given up. i'm not going to give up now. the idea that we have so many people dying every single day from gun violence in america is a blemish on our character as a nation. let me say to all of you, god bless you, but most importantly, the memory of all the many of you who have lost two senseless gun violence. now i would like to send it over to the attorney general for him to speak and make some comments. i hope i get a chance to see some of you -- >> harris: we are going to paul away from the president as he hands over the microphone to others in the rose garden. today he's talking about a gun violence plan he would like to enact. many questions, starting with anyone who thinks the second amendment is in jeopardy is "putting forth phony arguments." that's where he started before he said he wanted to do the six or seven things, letting you know he is already anticipating some headwinds. let's get into it on "outnumbered," my cohost, also with us, emily compagno, kayleigh mcenany, lawrence jones. he already anticipates this fight and it's also worth mentioning that some of the criticism starts with, what does this do to make a safer exactly? >> lawrence: that's a big question and i've been jotting down notes throughout his entire speech. i don't think it's appropriate to start off this conversation by saying it's a hobby, but since he used those words i would think the president of the united states would be educated on the issue. he honed in on three cases. he talked about douglas, he talked about pulse nightclub and sandy hook. stoneman douglas and the pulse nightclub, the fbi was warned about this, so these red flags he was alluding to, if they directly notified the fbi, what more flags would have done to stop those killers. that is one case. he also talked about sandy hook. as you know, this perpetrator killed his own mother. he could not purchase his own gun. he stole the gun after assassinating his own mother. there were no red flags there, he did not legally have to purchase a firearm. he stole that firearm, so that is another thing right there. he talked about immunity for the gun stores. do you want to hold gun stores accountable for the actions of other people? one thing is to illegally sell a gun to someone. i think all americans would agree there is criminal liability for that but if someone decides to carry out this attack and they have no idea they illegally stole the gun from them, that doesn't make sense to me. last thing, this is something minor but i think it's appropriate since we are having the conversation, if you are going to talk about the atf, maybe you should say the name right. it's not the a te. lastly here, as someone that lives in new york city and is from the state of texas, criminals are out of control here, they have talked about defunding the police, and i don't have a firearm in this city to defend myself. so a lot to unpack. i know i just threw a lot out there but i think the president should know a lot of this stuff. >> harris: this is interesting. while you were taking notes, i was working with the team on not getting from the weekend, we know the numbers of shootings and deaths in chicago, illinois, as we get closer to the summer, they pop every weekend by just monday and tuesday, shootings 35, deaths 7. why do we mention that? because i have the guest list and i see the people in the rose garden, a lot of people clapping, i wonder how many of these people are having these types of spikes during the pandemic, particularly, and what they would say on this list that would make a difference in their city. wouldn't they already be doing that? kayleigh, i come to you. >> kayleigh: you are exactly right and you just hit on the most important take away. a number of red herrings there, saying they would fix the problem when they wouldn't but for you to mention crime on the street, it is so important because we in the trump white house would constantly bring up in democrat-controlled streets we are seeing crime go up and it's a travesty for the urban community. it would be nice to finally care democrat admit to that, but guess what, none of this gun legislation would fix any of that because department of justice data tells us 90% of crimes committed with guns by inmates are committed with guns that are already illegal, so none of this would do anything, be it the charleston loophole that he mentioned, that is imaginary. that doesn't exist. there was a data entry problem, there is no loophole. if you are in ff l, someone who sells a firearm, you still have to go through a background check no matter where you sell it so these are all red herrings and it ignores people like the little boy who lost his life lying in his bed because of crime in the streets. it avoids the real problem, which the trump administration quickly with operation legend partnered with local communities come out locked some of these people up here that changes things, not just defund the police and imaginary gun changes. >> harris: i had on joey jones, also a former bomb technician for the marines, and he said one of the false flags in all of this is how much politics are not being talked about. there's a lot of politics on joe biden's list. he points to something called ghost guns. did you notice that is where the president first started? with the ghost guns, things that people can manufacture on their own. i want to listen from joey and then dagen, i'm coming to you. >> you can buy a block of aluminum off the internet and if you have a drill press and all types of tools that cost thousands of dollars, you can take the block of aluminum and turn it into the lower receiver of an ar. if you can show me a criminal on the street that has thousands of dollars to spend on those tools to turn the block of aluminum into a gun, than i will show you someone who does not care about this executive order and will find a way to do it anyway. does this make us safe? no, it does not. does this give joe biden a little bit of meat on the bones to say he did something today? absolutely. >> dagen: joe also commented that on the police from the biden administration, it asserts that these firearms can be assembled in as little as 30 minutes and that is absolutely ridiculous. what this part of the order about the ghost gun, what it is trying to do, again, going after law-abiding citizens and legal gun owners because what they are trying to do is redefine the federal definition of a firearm as broadly as possible to require serialization and background checks be conducted on unfinished frames and unfinished receivers, as many as possible. that is from second amendment advocate kim edwards. but be careful here, you want to talk about the politics, the total misinformation, the misinformation out of biden about the murderer down in south carolina. that murderer, that was a screwup by the fbi, just like down in florida at the pulse nightclub. the fbi had the report on that south carolina murder three months, three months before that shooting and they had two days left in the three-day waiting period. they abandoned the search of those records. these orders don't do anything to stop mass shootings, but what they do is politically, this is -- republicans are going to use this against the democrats in the midterm election. that they are coming for your guns. we can never, ever forget, this is a constitutional, guaranteed right for americans, to bear arms. and just one more thing, this new head of the atf, he is a gun control advocate and he made fun of people buying guns, said people were buying guns to fight off the zombie apocalypse. so that is who is running the atf. >> harris: you are talking about david, who he announced as director of the atf today. it tells you a lot. if you were already expecting a headwind, emily compagno, and you hear these words, you don't have to worry about the second amendment because anyone who would suggest that what he is pushing, joe biden, wouldn't be good for the country and make you safer would be funny arguments. so i start there. is there anything that makes us safer in that list? >> emily: the short answer is no inference here is i to call out a certain few additional points as well. he directed five federal agencies to make changes to the 26 existing different programs to direct vital support for the community violence intervention program "as quickly as possible." the president has already proposed a $5 billion investment in community violence program, eight years under his infrastructure package and i think it would say it would be a safe assumption that for the families of violence on the streets, they probably just want enforcement. they probably just want to turn consequences for this violence, creating more legislation and creating more laws does nothing to quell the violence as my colleagues have been pointing out. he also addressed the justice department issue an annual report on trafficking which the agency hasn't done since the year 2000. the mexican government estimates that we traffic over 200,000 firearms across the border and the state department has spent over $250 billion to help mexico in this effort. a lot of these things would require a bird's-eye view to know how our tax dollars have been spent and in the context of why or why not it would be effective and certainly for the issues today, ineffective. >> harris: and i don't know that we can answer this question but it is on the minds of people, are they coming for people's guns? people are going to watch this today and that is what they are going to wonder, how does this change if i am a gun owner? real quickly. >> emily: biden said if he could make one change out of all of these it would be listing the immunity he says dealers and gun manufacturers now enjoy even though there are plenty of exceptions. a pennsylvania court rule just in november that that is an unconstitutional law. look for that fight ahead in terms of the ability for people to sue effectively, but i think we are focusing on the wrong option here. >> harris: just ahead, the biden administration releasing staggering numbers on the border crisis. stay with us. ♪ ♪ ♪ ♪ >> harris: fox news alert, staggering new numbers on the border crisis. more than 172,000 migrants were stopped at the border in the month of march alone. the most in more than a decade and nearly 19,000 unaccompanied minors were encountered on the border in march. a shocking 100% increase from february and right now there are more than 20,000 migrant children in custody. also, disturbing allegations of child sex abuse at an overcrowded migrant facility in san antonio, texas, along with the lack of adequate food. the texas governor is calling on the president of the united states and his administration to close down that facility. he says the blame for this chaos lies squarely with president biden's policies. speak of the biden administration is now presiding over the abuse of children. children in this facility should be moved to other federally run facilities where the federal government has the space, personnel, and resources to ensure their safety. >> harris: lawrence jones, your homestay but all along the border, similar stories. >> lawrence: they bring this mess to texas, and i'm not talking about the children, but this crisis to texas and now we have to clean it all up. what is happening to these children is not new. this is what happens when you incentivize a criminal enterprise. they come across the border, so now the kids through their journey have to worry about being raped and messed with, and then when they get in these facilities they have to experience the whole thing again because there is no oversight. the president and vice president, harris want to coordinate this through zoom. they haven't been on the ground and they don't want the press to cover it. all the reporting we have gotten so far from all of this is from sources and leaked photos, because they don't want you to see what is really going on. the person i am most disappointed at his homeland. he knows this. he was the deputy, he knows the process. he has talked with border agents before and if he is honest with himself and stands up to his administration and says, mr. president, we can no longer do this. this is his third tour that he is ready to do. hopefully something changes between now and then but i won't put my money on it. >> harris: kaylee? >> kayleigh: what we are looking at is a total and complete abdication of leadership, not just from joe biden, as lawrence points out, but for nancy pelosi. we are on a good path on emigration from the border. as a five and 6-year-old child are tossed over the border and abandoned by the people they had traveled with. he saw the heartbreaking video yesterday from that little boy, we are on a good path, according to nancy pelosi and when the press secretary is asked what about kamala harris? why is she going to baker instead of the border? they said, she wanted to get a snack like other americans. their tone has descended not only into the incomprehensible but almost mockery. the heartbreaking images, this is the party that cares about migrant children? i'm not buying it with the cavalier "snack" line. >> harris: talking about the border crisis, let's watch. >> i keep telling folks, this isn't an issue of right versus left, it's an issue of right versus wrong. this may be our fight today but it will be in everyone's backyard tomorrow. just to put that in context, that is the entire population of the city like tempe which hosts the festival every year. it is bigger then syracuse, new york. we are seeing the system overwhelmed. >> harris: dagen? release the receipts. if they helped craft it, there is no flip-flopping anymore. so again, this is hypocrisy from stacey abrams, but she won't be held accountable for it at all. >> emily: this public comment stance, with the game being pulled out, with the loss of $100 million, at some point, will they start pushing back and saying we are not going to plan to this anymore? >> dagen: i would say it's a head-scratcher but it's not because of this is the liberal-controlled new york government. $2.1 billion for undocumented workers -- there is a billion dollars for small businesses. an estimated one-third of small businesses will be gone forever. that is just in new york city. what message does this send?
