find the best in entertainment all in one place, with disney plus now on xfinity! a way better way to watch. ♪ >> john: the number of americans fully vaccinated against the coronavirus has now surpassed 6 million. the cdc says the u.s. cases of covid are approaching 31 million in total with almost 555,000 deaths. a top official at the european agency says there is, what he called a causal link between astrazeneca's coronavirus crack seen and rare blood clots. the official says it is unclear what the connection is. he says the benefits of taking the shot still outweigh the risk of getting covid-19. dr. anthony fauci says he feels confident in current indications of the enduring efficacy of covid-19 vaccines but fauci says emerging coronavirus variants are a worrisome wild card factoring into the calculation of whether booster shots might be needed some time down the road. the federal government is expanding covid-19 vaccine access to all federally qualified community health center. there are roughly 1400 of those facilities nationwide. they serve communities both hardest hit by the coronavirus and the ones most difficult to reach for vaccination. more american colleges and universities are requiring student vaccinations for in person classes next fall. brown university in rhode island and saint edwards university in texas are the latest to make that call. many critics of president biden's border policy are asking tonight where is vice president harris? she is supposed to be in charge of diplomacy concerning the migrant surge but neither harris nor the president have actually been to the border. the vice president appears focused on other matters. white house correspondent kristin fisher takes a look for us tonight. >> thank you, mr. president, for having the confidence in me and there is no question that this is a challenging situation. >> it's been exactly two weeks since president biden announced that his vice president kamala harris would lead the diplomatic efforts to address the root causes from migrants from mexico and the northern triangle. >> specifically the root causes and not the border there is some confusion over that. >> so far the vice president has not held a single press conference since assuming her new role nor has she traveled to any of the countries that she is now the diplomatic lead on. harris did spend easter gheekd a border state her home state of california. >> i'm so excited to be here. >> on monday she traveled to oakland to tout the american jobs plan. >> everybody here got vaccinated. >> and on tuesday she visited a vaccination site in chicago where she also made a quick trip to a bakery. >> while she was there like many americans she got a snack. i think she is allowed to do that she was there to talk about covid. >> harris also talked on the phone to the president of guatemala last week and the president of mexico today. but she did not accompany the administration special envoy for the northern triangle on a trip this week to guatemala and el salvador. now the governor of texas and the attorney general of arizona say it's time for harris to visit the border. >> i want to make sure that the vice president fully appreciates and sees that this is a crisis. it's not a politically manufactured event. >> despite this lack of visibility from the vp on this issue, the white house insisted today it is still a priority. >> absolutely an issue that she remains committed to and is the lead on. >> the white house press secretary was pressed again today about when the vice president might finally be taking a trip down south. jen psaki said she didn't have an update just yet but that she is sure it would be soon. john? >> john: kristin fisher in the brady briefing room for us, thank you, kristin. americans are beginning what promises to be a contentious national discussion over the largest change to our tax system in almost 30 years. we thought it a good time for some historical perspective. tonight part one of a series based on bret baier's upcoming five part documentary the unauthorized history of taxes. bret starts with how the founders viewed taxes and what they saw as your fundamental rights as an american. ♪ for most of the -- taxes were lower than in the home country. land was plentiful. and opportunity there for the taking. but as so often happens throughout history, the cost of waging war changed the tax system. >> 1756 to 1763 had the french and indian war. after that england is in huge debt so when in the 1760s britain started taxing the colonists. they wanted to know per their 17th century rights where is our representation in parliament? it didn't exist. that problem was not solved. the american revolution of 1775. >> bret: throughout the colonies measures now rebelled against the new taxes. >> the founders had two very important notions about taxation. number one taxes should be low. they really were a burden and they should be kept to answer in up in. number two, you should have a say in the taxes you actually pay. this notion of taxation from afar the king of england that wasn't going to fly anymore. >> i think there is a sense that americans don't want to be overtaxed and they don't want to be unfairly taxed. one of the slogans of the revolution itself was no taxation without representation. that meant there are these people over there far away in england and they shouldn't be telling us what to do especially since we don't have a chance to participate. they didn't say no taxes ever. they didn't say no taxation. they said no taxation without representation. >> bret: founders embraced the concept he that rights are god-given and perceived the founding of the state. government is created by the people not vice versa. in their view, government's sole purpose is to help secure the rights of its citizens which include property rights. >> the american view of taxes flows directly from life, liberty and pursuit of happiness. taxes are an infringement on your liberty. they are taking something from you without you having a choice and they diminish diminish your pursuit of happiness. you don't have as much money and might be stopping you from doing things you would like to do because now too expensive. if you believe you are endowed with the right to life, liberty and pursuit of happiness. can you get a little republicanly when the tax system doesn't look like. that's a very different view of the universe than saying first and foremost is the king and the king decide what the king needs and you get what's left over. >> bret: tomorrow, a side of alexander hamilton you didn't see on broadway as our "special report" clips of this special continue. tune in sunday night for fox news channel's one hour special fox nation presents the unauthorized history of taxes. the full five-part documentary series drops on fox nation next week. john, back to you. >> john: looking forward to that, bret, thanks so much. the sheriff of los angeles county says the february suv crash involving tiger woods was caused by excessive speed. >> estimated speed of the first area of impact were 84 to 87 miles per hour. and the final estimated speed when the vehicle struck the tree was 75 miles per hour. >> john: while woods was traveling at nearly double the posted speed limit he was not given a citation. the sheriff says there were no signs of impairment. woods sustained what were called life threatening leg injuries. he is said to be in florida recovering from multiple surgeries. coming up next, the backlash against the backlash over the georgia election bill. companies supporting the china olympics are now feeling the heat. >> we cannot give beijing that global platform flying the american flag and turning an eye to everything that they have done. ♪ ♪ ♪ (car audio) you have reached your destination. >> so far no. i mean, i think the communications have been very oddly all over the place you have had varying job numbers. transportation secretary pete buttigieg had to admit that that 19 million jobs number may not be totally accurate. so, you know, it's funny, we talked about this last week on the show and harold actually brought up that we needed a bipartisan infrastructure bill because we needed to compete with china. and i actually totally agreed with harold on that last week. this is where i think many republicans are confused. there is an appetite to revamp our infrastructure to compete with china. there are many things where biden could have made good on his inaugural address where he promised to bring people together to work in a bipartisan fashion. this would have been the perfect opportunity to do so. especially after a covid spending bill that was just ridiculously and needlessly large and wasteful. but the biden team is once again shunned the opportunity to be bipartisan, shunned the opportunity to stand up against china and their comm strategy is all over the place. >> john: how about that harold ford jr. it looks like it's going to go through a rec done sillation process or nuke the filibuster to get it through on strictly partisan vote. unity is not in the cards here though the president says he wants to work with republicans. >> thanks for having me on. i did say that i thank morgan for the kind words. i believe that any bill any law that is passed with bipartisan support in any space or sphere is a more sustainable one for a lot of reasons. sometimes you find yourself having to go a different route. look, the 20th century was won by america because we built an incredible coalition and consensus around the notion of advancing democracy and freedom across the european continent and around the globe. the 21st century in the first 21 years we are seeing that a big part of this is going to be decided by who is best positioned to compete and win against china? >> you know, i think that we sometimes rush to racialize things a bit. without first laying out all the facts. let me be clear. i think the sport of hank aaron and jackie robinson shouldn't be criticized here. >> the relates is this bill doesn't do the two things. ensure thawing have checks and balances in an election. remove the authority and oversight from the secretary of state. and gave it to the state legislature. and went buy more voting machines. democrats will have to largely give in on the notion that we should have some voter i.d., voter requirement -- voter i.d. requirements whether you vote in person or mail-in. this jumping the gun that corporations have no right to say that they believe access to the ballot is fundamental and fair is the right thing to do. and north carolina they did this several years ago and they waited six months to change a civil rights law change they made to the bathrooms there they lost $4 billion. why would you give up this level of investment whether you think baseball is right or wrong, just change the law and do the things that you want to do without hurting people's access to the ballot. >> john: morgan there has been a support of the boycott mlb and moving the all-star game out of georgia to denver. at the same time the president has not weighed in on boycotting the olympics. in fact the white house did weigh in today saying we are not going to boycott the olympics. listen to what jen psaki said followed up by the former u.n. ambassador nikki haley here. >> our position on the 2022 olympics has not changed. we have not discussed and are not discussing any joint boycott with allies and partners. there is no discussion underway of a change in our plans regarding the beijing olympics. >> he refers to the georgia law as a jim crow law, yet, he is not doing anything about literal slavery happening in china. america should be leading the charge on the chinese boycott. >> john: is there a double standard at work here? >> yeah, nikki haley was absolutely right. what's going on in china is not about politics. it is genocide. we have a number of reports of women that are being forced to have abortions. forced sterilization. i mean, we really have to peel back the layers here and look at what is actually happening. it's either a genocide or it's not. and the administration should ask themselves would you hold these same olympics, would you attend these olympics if they were in darfur. would you attend if they were in myanmar. you wouldn't? what's the point of attending them in china and also, i should note, if you look at the chinese communist party daily rhetoric about the olympics, they are incredibly threatening to any country or any entity to would boycott or would not attend. and so while they are having this over the top rhetoric and threatening, we are once again capitulating and it's befuddling to me. >> john: bill, your thoughts on all of this? >> yeah, well, two things. one, do an experiment and decide who is right. play president biden talking about china. play president biden talking about georgia. interest is nor dripping contempt for georgia. more disdain for georgia than for the murderous regime in china. this is what biden has been doing for a long time. he is a classic knee jerk liberal i come from new york. i know a lot of them. he criticized texas for being than thrall. you remember the comments in virginia he said to a black audience they he want to put you back in chains. jim crow thing. jim crow on steroids does he have any idea what he is talking about when he is talking about jim crow?
