children detained at the border has tripled in two weeks. the department of homeland security is asking for volunteers to help admit the migrant surge. thousands of children are in holding facilities which "the new york times" says is "akin to jails." despite a rising number of covid positive migrants. many have not been tested and are still being released into the interior of the country. no answer there from mr. biden and to hear critics tell it, the nonanswers are significant at at the border. >> we sent a signal to the world if you bring a child to the border or send your child to the release. the governor began talking publicly about writing the book just four days after releasing a public report on nursing homes deaths. a report that the wall street journal says his top aides the gunfire became commonplace after four months after george floyd died. police, with city council became less visible. >> i think the city council should be disbanded. they put us in this mess, they allow this to happen. i think they and our mayor should pay the consequences and give up their positions to someone that can take care of our community, because they don't. >> when they do show up frequently come of the crowd turns on them creating a threatening situation. >> i've had reports of officers who've had shield other officers who've been providing narcan to an overdose victim. they scene to bring us the facts, mike, thank you. breaking tonight, doctors who studied the risk of coronavirus transmission for students and teachers returning to in person classes. now says in a "usa today" op-ed, the cdc misinterpreted our research on opening schools. it should loosen the rules now. let's discuss the larger issue of reopening with fox news medical contributor dr. marc siegel and father of three from virginia, he's worked in the political world, actively fighting to get his kids back bo the classroom, rory cooper. welcome to both of you. >> hi, shannon. >> shannon: let's start with those doctors, all four of them say keeping schools closed is not unwarranted, it's become a human rights issue paid the science shows we can safely open our schools and keep them open. doctor, why would the cdc disregard or may be misinterpret if you want to give them the benefit of the doubt, that's guidance and how it's communicative to school districts around the country. >> well, first of all, shannon, that is their own research that they are ignoring. the cdc published a group of studies that showed it was very saved open schools schools, one of them was written by this group that you are talking about in usa today. i've interviewed her, she is a top infectious disease specialist. that is behind a lot of this. obviously there is political pressure here, there is the teachers unions involved, there is the idea that there is a lot of fear involved. i've written a book on fear. everyone is afraid because teachers are afraid and the fears are stoked. but parents are increasingly -- they are increasingly aware that your risk of suicide as a child in the usa to dps goes into those, but it's 288 deaths of c. children tend to get very, very mild illness or -- what harms them is keeping them out of school, both in terms of socialization, mental and physical health issues. >> shannon: one of the doctors let a study of wisconsin, i want to put some of these numbers up, they studied 4,876 students, 654 staff members, and several school districts in wisconsin. here's what they found. over 5,000, seven students contracted the virus and zero staff conduct with the virus. they said that's at the time the community rate was a positive rate of 41.6% in wisconsin. rory, you got my attention this week and because i saw a twitter thread that you had going talking about the financial motivations. you claim there are schools actually making money by staying closed and renting out the school space to people who are not their students who should be in class. he also say the wealthiest districts are the ones that are the most closed, see argument is that is more money is not going to help the schools open. >> writes, that's what we've been being told. being told we can't open schools until there's enough funding. the problem is putting that aside the funding that is still sitting on the shelf in 2020. the schools that are close right now are actually saving money because as you can imagine, they get less operations. the schools that are open are the ones that are losing money, we are told we have to get more money for the schools that are closed. in fact, have the schools in america, public schools in america now are open five days a week. the schools that are closed right now are the ones that are sticking to the cdc guidelines that their own researchers say are incorrect. the real sticking point right now is over this 6-foot rule and community spread. when you tie school opening to a 6-foot ruling -- you are only going to open in a hybrid fashion because you can only fit half the kids into the classroom. even when the cdc director has admitted that 3 feet is sufficient. we need the schools open five days a week. and we needed open today. >> shannon: dr. siegel, you mention the spirit talking about how in many cases these authors of the study end of these articles are saying it's inhumane for kids. >> completely inhumane for kids. to rory's point, the wisconsin study that we are talking about that got published by the cdc clearly show that 3 feet was safe enough and did not increase spread. now, you take kids out of school for over a year and now, right? they don't interact with people, they don't get the usual socialization cues, they don't get nutrition, they don't get checked for immunizations -- immunizations are falling off. developmental delay, they get very depressed, their parents may not know how to look for this sometimes. a lot of this gets picked up in schools, all of this is cumulative. it's one thing to do this for the first month or two months last spring, another point is in europe and the article points this out in "usa today" also. shannon, in europe, where the variants are spreading -- the variance or spreading, actually it's not making it worse in terms of the schools. in spain, france, italy. even with all the variance they are, the spread in the community is much greater than the spread within schools. "this is a story about a very fiercely, loyal, dedicated father who rescued his daughter, people were harming her and they were exploiting her." he said he would love nothing more than to see that britney doesn't need a conservatorship. he also wanted to say that if britney spears wanted to end it, she could file a petition to end it. but in 13 years, she never has. congressman, are you hoping britney will come and testify about this issue? >> i am. the issue of conservatorship abuse is a very serious one. there are many americans every day who suffer at the hands of their own guardians, someone who has the ability to control not only their estates, but the decisions over there person. and the congress -- republicans don't really have the authority or power to legislate, but we do have the power to convene around issues of importance. it is my hope that judiciary chairman will agree with jim jordan, myself, that we ought to have the discussion and potentially reveal a bill of rights for awards where they can vote, where they can have transparency as to the status of their assets and where they can have some review and what that statement from j.b. spears leaves out is that britney spears has been diligently trying to replace him as the conservator of the state to get a bank or some sort of professional there so she is not left destitute like so many wards are. >> shannon: governor, not a leap britney's case, but peopler things -- why did you decide to get involved in this? >> i think it's an issue that a lot of people are not aware of. britney spears and her celebrity will bring some attention to it. and i'm grateful that congressman gaetz and congressman jordan are trying to elevate it. it is not a partisan issue. honestly, matt gaetz and i are probably to most unlikely people to be champions for britney spears. but if her case can help people understand other cases, for example in alabama, the case of the error to the golden flake fortune, she passed away. but she had two employees who refused to take care of her -- the investments that she asked him to do. they then turned around and said that she had dementia, even though her doctor, her lawyer, and she herself said she most certainly didn't. but the courts gave the control of her entire estate to a court appointed guardian. it finally got reversed, but by that time the lawyers made a lot of the money instead of the money going to the charities that they would have been given it to. it's an abuse, it is an exploitation of people. and it shouldn't be happening. >> shannon: as he said, britney britney spears will bring awareness to it. what do you hope to accomplish? the people that live in our city support our police officers. the people who want our help, they support our police officers. but those in leadership positions stand quiet. by example, yesterday i had a press conference to bring this to the community's attention. these four incidents -- i invited the community leader in to denounce this violence. he politely said he would not show up. what does that send?
