clyburn, the house majority whip on the division within the party of progressive that doesn't think this goes far enough. will they bolt? we'll explore that first with jacqui heinrich and what is going on right now, hi, jacqui. >> good afternoon. the house is expected to pass the bill tomorrow. democrats are working to guard against defections after several changes were made after republicans lobbied moderate democrats to pair back the items including the federal unemployment, which was whittled down from $400 to $300. when the house passed the bill, two democrats voted against it protesting the huge price tag. prossives are expected to make the most noise frustrated by changes to the minority party fuelling calls to abolish the filibuster which would affect gun control and immigration reform. democrats can lose four votes and still pass the covid relief package without republican support. none is expected over criticism that it's a progressive witch list. democrats say republicans are choosing the wrong side of history on this one. >> speaker pelosi took advantage of the crisis to fill the bill with things that have nothing to do with covid and should have been discussed separately. >> they'll be at the ribbon cuttings saying the kids are in school and that is great. it is great. $130 billion later. in this bill. they voted against it. >> meantime, there's work being done now to make sure checks are ready to go shortly after the bill hits the president's desk. >> as the president said last week, once the rescue plan is signed we'll start getting payments out this month. treasury and irs are working tirelessly to make that happen. >> this is only the first half of biden's plan to combat the virus and repair the economy. the second portion of that plantar getted at jobs and infrastructure is expected to be at least as expensive as this firsts the 1.9 trillion plan, neil. >> neil: thanks, jacqui heinrich. james clyburn is confident as close this will be it will get done tomorrow. some of the progressives fighting this and not fans this will play along and vote along. he joins me now. congressman, great to see you. you're optimistic to start saying checks could go out next week. still feel that way? >> thank you very much for having me, neil. you know what i've been saying is, it's my hope that it will go out next week. i've also said that i spent all of my career before coming to congress as an administrator. at the local and state levels. so i know what complications can occur and so i'm hopeful that the president will sign this bill this week and that the administrators running the various agencies will start things going out next week. that's my hope. >> neil: there are some progressives, you know, congressman, that are concerned, they're still smarting from the senate removing the higher wage provision. is it your understanding when the president says he hasn't given up on that that will be part of future legislation, maybe the infrastructure legislation? can you share that? >> sure. i'm very hopeful about that as well. i'm one of those progressives. i don't walk around with labels on my forehead. i think most people know that i'm a progressive legislator. i believe in the $15 an hour minimum wage. my very first piece of legislation that i introduced when i came here almost 30 years ago was for a livable wage. i believe in it very strongly. i do not believe that you're to sacrifice a good deal in search over a perfect deal. we often to what is perfect, what we've done here is very good. it's one of the best pieces of legislation that i've seen since i've been here. i would love for it to have been better, bud it's a good deal and we'll look forward to working with our friends on both sides of the aisle to do better by the american people. >> neil: meantime, there's a lot of talk about when the next promise from joe biden is delivered and that is to hike corporate taxes, taxes on the upper income, that sort of thing. do you know what the timeline is for that or has that been put off? >> i know in the campaign joe biden talked about a possibility of raising the corporate rate. i hope that he gets around to doing that. because i've heard from a lot of people in the corporate world. i came here after serving 12 years on the board of predecessor banks, what is now bank of america. so i know that the corporate rate right now is driven too low. 21% is not what anybody ever advocated for. no one ever wanted the corporate rate to be that low. we have made it impossible to do affordable housing the way it ought to be done because we have taken the tax incentives out of it. i want to see the corporate rate go up. >> neil: i'm confused. so you want to see it go up from the 21%. i get that. i'm looking at the timeline and planned introductions of major legislation including infrastructure, which is being teed up next. i don't see a tax hike that is done in the first half of the year. is it the second half of the year development? >> oh, i don't know if i know what is going on in the president's head. i'm hopeful as you just mentioned that infrastructure will be up next. i'm hopeful that voting rights will come very soon. i'm hopeful that we'll get around to the corporate rate maybe the second half of the year or next year. we'll wait and see. >> neil: now you are very close to the president. i'd like to say you help make him president with your endorsement in south carolina. i'm curious why he's not doing any major press conference? you have to go back to calvin coolidge at this stage, as you know, congressman, for a president that has not had a full press conference. you know why that is? you know why he seems to avoid the press? what's going on? >> you can't avoid the press in this day and time. you go back to calvin coolidge. my goodness. how many -- >> neil: i know this. i was there. [laughter] >> i thought maybe you did. >> neil: do you worry about that? a lot of people are wondering, is he reluctant to talk to the press or are they preventing from talking to the press? do you know when he intends to talk to the press? >> there's no reluctance on this president's part to interact with the press. >> neil: why isn't he? >> simply because we're busy doing other things right now. we're not here just to satisfy the media. we're here to satisfy the american people. we get this bill signed tomorrow, signed this week and he's told you he will be out there among the american people selling this deal. every media person will have an opportunity to ask him as many questions as -- >> neil: congressman, i have to tell you, you haven't avoided the media. you haven't avoided any networks. you always talk to us. he forgot his defense secretary's name. is there something we should be worried about or much ado about nothing? >> this is much ado about nothing. i talked with the president about this. he has a -- what we call stuttering. it's always been a problem. he's been very open with that. it doesn't affect his brain at all. but sometimes affects his speech. so that's an issue that all of us know is there. i don't know why we keep trying to make something out of it. >> neil: yeah, i just thought i'd raise it with you and see how mad you got. james clyburn, it's always interesting. thank you very, very much. james clyburn, the house majority whip. in his eyes, everything is okay with the president. we have gary calpon. the nasdaq was up a lot today all on optimism about stimulus. the reason why i mention the two together, they haven't been together. the big rise we saw in tech stops help propel the nasdaq higher. the dow was higher. it's the first time that they have moved in tandem. gary, what are we to make of that? the belief over stimulus happening? we don't know till tomorrow. what do you think? >> it's a combination of things. the technology was very oversold and overnight, china leaked the china state funds will be buying stock to stop the bleeding and due to the fact that asia is so technology laden. you saw the semi conductors up 6% and tech up 4%. there's nothing wrong with the dow softening here. they had their way with the vaccine trade since november 9. i think that story continues. as we open up more and as the economy strength thens, the traffic areas and the commitly sensitive areas i think will continue to do well no withstanding the pull back. >> neil: you know, we go back to politics. i spoke with kevin brady of texas on fbn. if you don't get it, you should. one of the issues that i raised with brady is this idea that the tax increase isn't out there yet. it might be coming. i raised it just now with james clyburn. it will be coming. we don't know when. we asked him about the timing of the timing. this is with kevin brady earlier. >> increases are coming. there's no question about it. they intend to pair it with a infrastructure bill. democrats have seen this move so quickly without a single republican conversation that my guess is they'll run the same play over again in like this covid bill, it will hurt the economy as well. >> neil: it's an interesting take on his part. he thinks it will be part of the infrastructure bill. congressman clyburn didn't know any about that. what do you think about that? by now we thought the tax increases would be proposed and tucked into something. that would have been hard. what do you make of the status of the tax hikes the way they stand now? >> i agree they're coming. the question is when. joe manchin mentioned that he wants to see tax increases as part of the infrastructure bill. that may not be what comes out of the house. again, democrats may confront king joe in the senate. kyrsten sinema and they may have to include it in order to get the bill through the senate. it's interesting, too, what kevin brady said, biden promised bipartisanship on this. at the end of the day, the democrats decided to go alone. it was more important for the political win than to have republicans on board. i suspect he's right an't that, too. that will be a constant feature now. i'm surprised how unified republicans were against this bill in both the house and the senate. we might see the same on infrastructure while there's clearly broad bipartisan support for infrastructure, the politics of it could make it very tricky in the house, in particularly and in the senate. >> neil: especially if you attack a tax hike to it. we'll see. meantime, want to draw your attention to stuff going on across the pond. the majesty responding to the royal interview that has created a royal pain. jonathan hunt from brooklyn using his british accent for this with more. jonathan? >> hey, neil. after meghan speaks out, the queen responds. perhaps even more significantly, so does my mom. i'll tell you what the most important women in england fell about meghan's interview after the break. this is going from bad to worse. >> yeah, a lot of pressure on buckingham palace ever since the oprah winfrey interview. in particular, the allegation from meghan markle that someone in the royal family wondered allowed about what her son archie's skin tone might be when he was born and the talk by meghan of having suicidal thoughts. finally today the queen put out a statement. she said -- >> now, of course, for all things royal as you well know, neil, we have to turn to my mom for the real british viewpoint. well, she texted after the interview last night in the u.k. mom said "i still felt harry was not entirely happy with what they had done so publicly. but meghan was very satisfied to have got ten everything out to the world. i do not approve of what they did. you enter royal life as a commoner at your peril." so mom still seems skeptical about meghan but less harsh than she was before the interview aired. i should point out her text arrived before i woke up in l.a. this morning. even allowing for the time difference. there's a reasonable chance that she was sober when she sent it. reasonable. >> reasonable. sure. i'm just wondering, you get a sense that in the commonwealth, they're rallying around her, rallying around the queen. not so much meghan markle or in this country it splits down 50/50. if you're in britain and you see it, you take great offense to the queen being offensed. >> yes. the queen is so beloved in the u.k. that there's certainly automatic sympathy for her. i think it was -- harry was very keen to point out according to oprah that it was neither his grandmother the queen nor his grandfather prince phillip in the hospital who made the comment about archie's skin tone. so very important that he said that. i think you will always see the british people rallying around the queen at times like this. to them, quite simply, neil, meghan is an outsider and will always be one. that is the fact of the matter for a lot of british people. >> neil: they didn't be rule out prince charles, however. >> they did not. very true. >> neil: what did your mother say about that? >> she said it could have been anybody in the family other than the queen and prince phillip. you have to say, neil, as well, when you talk about the royal family, there has been allegations of racism before. there have been racist comments allegedly made by prince phillip. oprah said that harry made it clear to her it was not prince phillip in this case. you don't have to go far into the history of the royal family to find allegations and suggestions of racism within that family, neil. >> neil: wow. this doesn't end here. thank you, jonathan. jonathan hunt. following it closely. my thanks to your mother as well. and luisa james join us from britain. i don't know. the whole royal family seems disjointed right now. i don't know if they can put that humpty dumpty back together again. what do you think? >> the statement is very interesting. it clearly comes from the queen herself. she apparently stopped a statement being released last night because she wasn't happy with it and she wanted more time to think about it. her character is all over it especially where she talks about harry, meghan and archie being much loved members of the family. there's some significant words that they want to address this privately. that is her saying no more airing of dirty laundry in public. we want this behind closed doors. at the same time, there's the nod to the fact that there may be another side of the story here when they talk about not all recollections are recognized within the palace. i think that's them saying very agendaly that they don't agree everything that they said and they take issue with some of it. what the queen wants to do now is draw a line under it and not talk about it anymore. if you contrast it with the statement that buckingham palace puts out a couple weeks ago when before this issue went out where there were allegations against meghan markle, that was more for right, tolerance, bullying, harassment. the contrast between the statements is apparent i think. >> neil: just amazing. thanks very much. i apologize with the breaking news including an update what's happening at the border right now where we now have a triple in migrant minors. is that a crisis? >> i don't think we need to sit here and put labels on what we already conveyed as challenging. >> fox has confirmed kevin mccarthy will lead a delegation to texas. that's something that alejandro mayorkas but he's not briefed biden. he asked for volunteers to take an assignment down side. he said in 2019 over 1,900 employed during a similar migration surge. join the volunteer force to provide needed humanitarian support along the southwest border and relief for our colleagues. the administration is now saying that because there's so many more unaccompanied children arriving, they're looking for new locations to safely house them until they can be resettled with families or approved upon sores. less than two weeks ago, they talk about one facility they were opening up. neil? >> neil: peter doocy, thanks very much. the fall-out has affected some democrats that are normally in lock step with the president. but on his border policy or maybe lack thereof, henry cuellar was raising concerns that he simply has to get there to see it for himself. henry cuellar. >> neil: you think the president should go to the border? >> absolutely. as you recall in 2014, i asked president obama to go down there. i'm certainly think the president ought to go. >> neil: all right. with us now, the former isn commissioner. doris, very good to have you. thanks for taking the time. we can play with semantics whether this is a crisis or not. the tripling in the migrant manors and now looking at housing them somewhere, probably a u.s. base, virginia, we don't know for sure. but what do you think of that to address this sudden surge? >> what you have at the border is an effort by the biden administration to manage this. the numbers have gone up. at the same time, one would have to expect that the numbers would go up because there's a shift in policy here away from shutting down of any effort to provide protection or access to the asylum system to one where the administration is trying to put in to place a set of more humane policies. so the numbers are increasing, but what the biden administration is doing is moving to handle that rather than throwing up their hands and calling it a crisis. this is an increase in numbers and they're putting mess sures in to place to take care of people so that their decisions on asylum can be made and determine whether they can stay in the country or not. >> neil: when it triples, it raises eyebrows. we can go back and forth on the crisis part. but i'm wondering whether intentionally or not the president now faces reality that he had a more open policy -- democrats have a more humane policy than president trump. many trump loyalists disagree with that. if you follow that and a lot of this began ahead of joe biden's inauguration and has picked up speed since, do you think that he sent a signal that he regrets? >> well, i don't know if he regrets. he has sent several strong signals. first in saying during the campaign that we need to have more humane immigration policies. but after this election when he was going to become president, he sent a very strong message that this is not a time to come to the united states. the new administration needs to be able to put new procedures in place so that it can effectively manage workable asylum system. he has said several times that the system has been completely allowed to be dysfunctional. the difficulty, of course, is that people that are intended to migrate and fleeing the harms and dangers that we see in central america don't necessarily abide by those kinds of messages. the messages that they listen to are the messages from the smugglers that tell them this is, you know, now time to come. so the administration -- >> neil: would you think it's a good idea as henry cuellar that the president should visit the border, see what is happening for himself? is everybody behaving? everybody adhering to distancing or whatever the rules? i know florida is more open than other states. update us. >> we are open. we're open more than other states. things are going well so far. the mayor of miami beach has stepped up with the county and providing more law enforcement support to make sure everything is orderly. all of our numbers are going down. the hospitalizations have gone down. there's still a curfew in place, something i'm not a big fan of but the county has implemented a curfew. it's in place. it can be a tool during spring break in particular. but things are getting better in the city and we want to continue that way. >> neil: how do you handle those that don't supply or give you time or authority? >> look, we have to draw a line in the sand. we want everybody to have fun but we want to make sure the law is respected. we want to make sure there's no disorderly conduct. we live in a viral world. disorderly conduct that goes viral gets a lot of attention. we want to be in the national news for the wonderful things happening in miami, which people are talking about. >> neil: so when it come to masts, not many are wearing them. i don't know what the requirements are in florida or what you advocate, mayor. can you tell us? >> sure. look, we advocate people acting responsibly. we think it's a good idea to wear a mask in public. we can't fine people for it but we think it's a good idea. people are asked to respect social distancing, wash their hands, all of the things we've been sort of engraining into the population for many months now. that is in part responsible for why our numbers are going down. we want people to have a good time but act responsibly. understand there will be an increased police presence, a variety of things that they can't do that they can normally do during nonspring break time. just so we can maintain order and make sure everything is under control. >> neil: thanks, mayor. good luck handling this. >> thank you. >> neil: all right. meantime, the other side of the country right now, disneyland is looking at an april reopening, late april reopening. only 15% capacity. as charlie gasparino would tell you, it's a start. how big a deal is this going to be for disney? >> it's unclear obviously. california's economy as you know, neil has been shut down. they've been decimated by this because of the harsh shut downs. there was a time that you couldn't even eat outside in 70-degree weather. so this is a -- what's going on in california is obviously a start here with disneyland. but contrasted with what is going on in florida at disney world. now, look at the case loads. florida has had plenty of covid. you can crunch numbers different ways. california is not or new york, another lock downstate, they're not doing better than florida. it's basically comparable. california's economy has been decimated. new york state's economy is decimated. florida is doing well. disney world has been open since last summer. you can go to a restaurant in miami. this is fascinating. when you -- listen, covid is a terrible thing. i was never a denier. you weren't a denier. my brother runs an icu unit. he caught covid. it's horrible stuff. we also had politicians that destroyed economies and lives. i think that's the -- a lot of the focus going to-ward. did california and new york do the right thing locking down as drastically as they did with disney world now only open at 15% when its case loads respect better than florida which has a thriving economy where disney world, disneyland is in california, where disney world has been open since the summer. it's going to be the big story going forward, the economic impact, neil. >> neil: yeah, while reopening and everyone welcomes that, this is a staggered reopening. 15% capacity. but that's one out of every ten spinning tee cups at disneyland. great job as always. charlie gasparino on that. we're monitoring new york governor andrew cuomo and the stringent efforts that they took to lock down the state. none of that is coming up in the discussions that the governor is having. what do you think is though? how do you have to handle it? >> there are different rules depending on the municipality. we have more than a little bit of practice making sure that we work with the local leaders. in general we are able in texas, 163 here in the lone star state to be at 100% capacity. we are thrilled with that in our dining rooms. one of the things we learned is that our people will stay in masks. guests can come in as they are comfortable playing with or without a mask. the pit crew will stay in personal protective equipment. they will have gloves, their hair back, having on masks. we are keeping some of our other things. we'll be at 100% capacity but we will still have hand sanitizer louisville have distance between tables. we will have partitions up. guests can feel comfortable coming back to dining. >> neil: a number of retailers in texas, many of them are going to continue, the gap and others, requiring masks when you going to either stories. it's not a requirement for you. but your help, they are going to be wearing masks. they are going to be protected. are they nervous and no one else will be? >> we have talked a lot to our pit crew. we are in the folks business in the food business. making sure the pit crew feels comfortable, they are well taken care of. we may see it staying around in the restaurant energy. used to being in protective gear. in gloves, having her hair pulled back. safety certified. layering on additional things is comfortable. our pit crew members. they are comfortable with that. i think they know that we have so much training and communication. we are keeping a lot of the same things in place. the "let us get that for you." whether it is sauce or sides or ice cream or a big yellow cup. we will get it for the guests to keep the communal touch points in the restaurant negated. so folks feel comfortable whether they are doing delivery, ordering online, dining outside or coming back in. >> neil: obviously dallas has been faster getting people back into office buildings. do you have to deal with that?
