southern borders. there were more than 5700 unaccompanied children apprehended on the southwest border in january alone. that's a 113% increase compared to january of last year. a report says according to leaked documents dhs projects 117,000 unaccompanied minors will arrive at the border this year and border patrol referred to hhs custody an average of 321 per day. some relief groups are calling on the biden administration for additional help. >> we just need that additional investment from the federal government to make sure we do this in the most safe and dignified and humane way possible. >> the biden administration is started the work on the border wall with catch and release policies that worry some residents who live along the border and law enforcement officials who work there. >> border patrol officials have asked words do you want these people in your county? i can't take a position on that because it would be a liability for me to turn them loose in this rural area. >> covid a big concern. migrants are not allowed into the u.s. unless they can show a negative covid test before entering and are negative stateside. congressman henry quasar said te city of brownsville gives a rapid test for migrants released by border patrol. 108 migrants have tested positive since january and the city doesn't have the authority to meet the quarantine or stop them from traveling to other places in the u.s.. jon: christina coleman thank you. the biden administration reportedly is thinking of housing unaccompanied migrant children at a military base in virginia as officials scramble for ways to handle the surge in the numbers of children arriving at a border without parents or family of any kind. lucas tomlinson has the story from washington. >> jon border agents detained 100,000 migrants on the southern border last month including many children who arrived without their parents. the u.s. government is scrambling to find a place to put them. the department human services visited military base outside of richmond thursday to as a site to potentially house until until limpett i asked jon kirby the defense secretary supports the move. the secretary was supporting of having hhs visit fort lee to examine and to do a site survey and if there is a need and right now there is that one, there's no request but if there is one the secretary is committed to making sure that request gets a full airing at the pentagon and we make the best decisions we can. jon: the number of migrants spiked 20% last month compared to january. these numbers were reported by reuters as an expected report by u.s. customs and border protection. these are the highest numbers of migrants arriving in the month of february since 2006 and a sign of an increasing waive of migrants coming in the spring and summer but house minority leader kevin mccarthy has requested a meeting with president biden to discuss the rising number of children coming to the border without their parents as the white house wants to repeal trump supporter policies it calls inhumane. federer general -- it's not clear why it was chosen as a possible destination for migrant children. more from the white house. >> jon good evening. the white house and says the country is not facing a border crisis would still be administration plans to send a group of advisers to u.s. southern border to get an idea of what's going on on the ground. top republicans though they say the administration is not realizing the full impact of the president's push to soften the trump era border policies. we are -- later mccarthy put out a letter to the president saying we must develop a plan and in no uncertain terms discourage individuals from mexico and central central america for him ever making the dangerous journey to our southern border. mccarthy is asking to have a chance to sit down with president biden to sit down and talk about the policy. they are ready to meet with both parties as they talk about immigration form of the president's plan is not moving anywhere with congress but congress however is moving forward with the president's american rescue plan. that's the $1.9 trillion stimulus package the senate voted down party lines to approve it if included funding for several government programs including $1400 stimulus checks expected to go out later on this month and the enhancement of unemployment insurance in early september and provides the money for state government to make up for tax revenues missing and would allow more money to go for covid test go for covid testing and vaccinations. the president talked about the bill is afternoon and here's what he had to say. >> it's going to make a big difference in so many lives in this country. unemployment benefits will be extended for 11 million americans who have lost their jobs. there are brighter days ahead, they really are. as i have said before it's never a good bet to bet against america. it's never been that good that tibet is against the american people. >> senate republicans were completely opposed to this and we heard from the senate minority leader mitch mcconnell who said we could have worked together but the democrats decided their top priority was an pandemic relief was there washington was listed republicans felt non-pandemic items were were in this bill. now it will move to the house after the senate passes it and they will see the version the senate took up and it will happen on tuesday before it reaches the present desk but they are very optimistic that this bill could become law. jon: mark meredith at the white house thank you. for more let's bring in republican congressman from texas tony gonzalez and member of the house appropriations committee. congressman we want to talk to you about the situation of the border at first the news on the senate passing this covid relief bill or so it's called. but do you think are the prospects in the house and what do you think of the bill overall? >> you know it's terrible that this wasn't handled in a bipartisan manner. the previous packages were handled in a bipartisan manner. what you've seen with this administration administration doesn't want to work with anybody that i think democrats just want to shove it down our throats. over 90% of this package has nothing to do with covid relief. it highlights what else are they not going to work with us on? is just very dangerous. jon: for instance a $350 billion for state government i think casual observers would look at that and say that's a tax revenue and so forth that's not coming enduring this pandemic. is that what it is? >> absolutely. some of the behavior that has put them in a situation is the wrong thing to do it the wrong time. we need a bipartisan solution to it. it absolutely could have happened. folks are willing to have that conversation if the new administration wanted nothing to do with it. jon: there is a trillion dollars of money available from previous covid relief bills that have not been spent yet? >> absolutely. over a trillion dollars that hasn't been spent and now we are cutting another 2 trillion? it's getting out of control, the spending that is happening is just out of control. we need to take a tight look at things and honestly we have to hold this new administration accountable. jon: talk about out of control a lot of observers say the situation at the southern border is out of control. you have just been there talking to some of your constituents and the cities and the people who run them. what did you see? >> i'm on the border every single week and i was just there yesterday. the biden administration deserves an f for how they have handled this border crisis and what is happening is in terms of the reckless policies now be very specific but in february they did away with the visa program which allowed judges to determine these cases and in many cases pushed back again some of these immigrants that are coming. they did away with that program and what we have seen our record numbers of migrants coming over that hampers their structure and our system. the good news, which is meeting with border patrol agents. numeral -- der morales hired the men and women on the ground in the work, they are proud of what they are doing and they deserve our thanks. jon: i want to play for you what congressman cuellar your fellow congressman from texas from the democratic side of the aisle had to say about the situation at the border. he sees it somewhat differently. let's listen. >> we can play with words that challenge a crisis. let's look at the numbers. since august of last year the numbers have been increasing and especially october, november and december where we are hitting 70,000. in january we had 78,000 this is again under the trump administration not and now moving into the biden administration. jon: he seems to me making the point that the situation was already dire in the waning months of the trump administration. is that right? >> henry cuellar is our neighbor to the south in their districts are similar. we are hearing the exact same things from our mayors, or sheriffs ranchers and farmers. things are out of control and it's in large part due to the inaction of this new administration. there's a federal grant program that works that highlights sheriffs and police forces that are doing the work. we need to put more resources to them and those on the frontline. jon: the heartbreaking thing is the incredible numbers of unaccompanied minors who are coming to the border. how are they getting their first of all and what happens to them once they arrive? the. >> absolutely. i was the first member elected official to visit this facility and this is what i saw. within days that facility was at maximum capacity. as i was talking to some of the migrants they were coming from central america, honduras guatemala ousdahl the door coming from central america and it was honestly heartbreaking to see because there are so many of them. it's out of control and a large part of that is because there is this open border image that the new administration has put forward to the country in the world and we need to give legal immigration that -- not illegal immigration. jon: i want to play quickly for you what jen psaki the spokesperson said on friday involving the situation at the border. let's take a listen. >> this administration's focus is on digging out of the inhumane immigration approach of the last administration and that's why the president is proposing an immigration bill that would not only address the root causes that later mccarthy referenced in his letter that would move beyond the policy of the border wall by investing in smart security and ports of entry and create a pathway to citizenship. jon: ineffective border wall she said. as the border while not were? >> their entire plan was to do everything opposite of what the trump administration did. that is a wrong approach. there are things that worked and maybe things would maybe things are could have done better but instead of scrapping it all, instead of listening to the people that are on the ground every single day like myself in the district, like henry cuellar in the district, we see it everyday in our constituency of everyday but we need a comprehensive border package that highlights all the needs of the men doing the work. more sheriffs and police forces at the front of data when you add technology we need to use up in all-of-the-above approach. jury selection set to begin monday businesses are bracing for the possibility of violence. rioters tore up the city after floyd died last summer causing an estimated $500 million in damages to minneapolis alone. matt finn is there with the latest. >> george floyd's death led to international protests and now the trial is here. the jury selection is set to start here in downtown minneapolis on monday. this areas heavily fortified with razor wire and all types of fencing and entry points. the city is bracing for a potential outcome in the george floyd trial that perhaps protesters may not be happy with. minneapolis officials estimate $650,000 to protect the city's five police precinct, city hall and the public service building up to $1 million spent on fencing downtown on fencing downtown. minneapolis police have partnered with state agencies the fbi for operation safety net and a preventing crimes allowing for peaceful demonstrations. police are warning not to mistake kindness for weakness. business owners we talk to said they will board up again if needed. one downtown restaurant security director said they have an extensive plan to protect their property. >> we don't know the height of the level of the threats and we don't know how it's going to be but we just want to be here and make sure that we are here to protect their residents and to protect the city. >> as far as the trial itself a last-minute twist here. judge peter cahill who will be overseeing the case ruled the third degree murder charges not apply in the case but yesterday an appellate court ruled that he ruled an error so now we will wait to see if the third degree murder charge is applied to former officer derek chauvin in the jury selection set to start monday. we will keep you updated. jon: matt finn reporting for minneapolis, thanks. parts of the south are still struggling to recover from the massive winter storm that hit the region last month. in mississippi's capital city of jackson, thousands of people still have no running water. city officials scramble to come up with solutions. charles watson is live in atlanta with more. >> hi jon. folks in jackson up in dealing with this border crisis for nearly three weeks and the last last hours they've been in contact with the mayor's office who tells us the situation is improving. right now less than 1000 residents down from about 40,000 are without water or have low water pressure after freezing temperatures crippled infrastructure and in parts of the south. mississippi capital cities on nearly 100 water main breaks most of which have been fixed that disrupted service for thousands according to officials. nearly 60,000 remained under an oil water advisory reading many to rely on bottled water from distribution sites. with that being said city officials say restoration efforts look promising. >> it's disheartening that has gone on this long but you know i see the light at the end of the tunnel and i'm very encouraged by what we are seeing right now. >> the mississippi governor has declared a state of emergency and requested federal disaster relief. in a facebook post he said there is rightly been quite a bit of attention on the jackson water situation and i expect that they will be added to this at some point. in the meantime the governor says he is to play the mississippi national guard and delivered more than 500,000 bottles of water and has also secured several tankers of the border so folks can flush their toilets. today the water crisis improved enough for the city to move forward with the mass vaccination event. it was forced to cancel after the unexpected winter blast. looking ahead the mayor says the city can afford to ignore jackson's glaring infrastructure issues. >> we constantly invest in to our pipes and water treatment facilities, the sewage the roads and all these things that are residents depend on that we are making millions of dollars in investments when we have a 2 billion-dollar issue overall. >> jon this water crisis has ignited a pretty contentious blame game among leaders in jackson has the current mayor looks ahead to the summer >> we are 100% on track grade we are doing spectacular with the vaccination program and broken all the goals vaccinating 2.5 million doses yesterday weren't ministered and today 2.9 million doses were administered. we have 22% of u.s. adult population and in some parts of the country like alabama and new mexico gets one in four adults have received at least one dose. we are doing well and that in 1% of the u.s. adult population every 48 hours. jon: the statistics about 114 million vaccines delivered, 85 million administered that still leaves 30 million sitting on the shelf. is that the number you would expect or are we lagging a little bit and getting those shots into people's arms? >> we are lagging a little bit but there is a plan for mass distribution and mass vaccination sites. they will primarily be on weekends. they are doing very well. they had one of those today and one part of the country where they immunized a tremendous amount of people so we are on track. it's not a perfectly streamlined process. we are behind schedule but we have gone through the goal of 1 million doses per day. jon: i want to show you some of the statistics on how people feel about getting the vaccine and their comfort level seems to be rising. the -- back in november when asked whether they would get the covid vaccine, 60% of americans said yes. as of last month the numbers up to 69% so americans seem to be warming up doctor to the idea of getting a covid vaccine. >> that's right jon. they are finding it more relatable when they see someone get the vaccine. there's a feeling they will be liberated once they get the vaccine. we see see this within a vaccine rollout or any new medication. once it's in use and once people are taking it at large people feel comfortable. it's not fair to ask someone would you take a vaccine that hasn't been fda authorized. now the number people who are absolutely refusing to take the vaccine in surveys is 13% so we are doing much, much better. you have to remember you have essentially zero in unity jon in the first 10 days after the vaccine. that doesn't kick in with the strong protection until four weeks so you may have a false sense of being empowered and engaging in the moral hazard soon after you get the vaccine. jon: what about people who have been diagnosed as having the virus? my daughter is in her 20s and was diagnosed covid positive. should she get the vaccine? >> the natural immunity is pretty good. we have seen very few re-infections even after year of observational data than when they have occurred there often mild so i'm telling people who have had covid for sure if they've been documented to have it to maybe get one vaccine and hold off until high-risk individuals get it first. jon: but again we are getting to the point where many high-risk, the majority of the high-risk people in this country will of had the vaccine. >> yeah in some states are doing better. connecticut is one of the best dates in the country and you see they have plans now to have basically mass vaccinations for anybody at any age level any citizen of the state can get the vaccine by the end of march. when you look at texas which is a little more complicated than they are further behind a plan to get any senior who wants it as you've heard from the governor can get it by the end of the month. that's what states are doing doing differently in their rollout of who gets vaccinated but now it's impressive. the facts are going in the right jon. we are not going to distinguish distinguish -- we are still going to see new cases on a daily basis at a low-level but the deaths are going to plummet. already we have seen 10 states now where days were they have had zero deaths. that's for mark abdul. another 10 states so we are slowly getting there. jon: what about the variants that are out there from brazil and the variant from south africa and the variants that showed up in the united kingdom that is still highly contagious?
