white house with the president saying don't get too enamored with what is happening on the economic front. peter? >> the white house says it's jobs day. despite the positive economic news this morning from that jobs report of biden's first full month in office, they still want that $1.9 trillion worth of stimulus. >> last month, job growth is the result of the december package. without a rescue package, these gains are slow. >> the white house chief of staff writes this. if you think today's jobs report is good enough, know that 379,000 jobs it would take until april 2023 to get back to-with we were and february of 2020. republicans are arguing the opposite. more jobs are being created because more businesses are reopening as states eve covid-19 restrictions. so the republicans are arguing this report is proof, $1.9 trillion in stimulus is not for right now. >> the economy is ready to take off. disposable income is up, savings is up. there's pent-up demand. this will spark inflation. this isn't needed. >> the public relations push to pass the american rescue plan and get the public behind it is on today. the only two teams we've seen the president with janet yellen for a meeting and then with some folks at a roundtable affected be i the economic downturn, he's spoke about the plan twice. that's it. neil? >> that's right. a delay right now. tonight's votes are about two things, timing and the math. we expect the senate to wrap this bill late tonight. democrats are trying to get west virginia democratic joe manchin on board with a plan to extend additional unemployment assistance through september. there's a problem with lowering that aid from 400 to $300 a month. democrats need to stick together to pass this bill or get help from the gop. the senate minority leader mitch mcconnell says no. >> democrats inherited a tide that was already turning. we could have worked together to do something smart, to finish this fight as fast as possible. democrats decided to do something else. >> now, the senate basically lost a day when senator ron johnson, republican of wisconsin, made senate clerks read the new version of the bill until 2:00 a.m. >> i'm sure you didn't expect that part of your job this week would entail standing on your feet and reading dense legislative language for more than ten hours straight. i can't imagine that is anyone's idea of a good time. >> now, if all 50 democrats can stick together, they still need vice president harris to break the tie. she's broken three ties as vice president. the senate has rejected an effort by bernie sanders of vermont to override the parliamentarian and include a provision to increase the national wage standard to $15 an hour. neil? >> neil: chad, for clarification, the amendment that are part of this vote a rama when they get going on it, how likely do any of them get through? >> it depend. they need 51 votes. that's why if you're on the edge and you have at, you might pluca democrat or two. that's why the issue with senator manchin. on senator sanders motion, this was to waive the budget act. ignore the provisions of reconciliation and let's go over the head of the parliamentarian. these are motions to weigh the budget act. in that case, you need 60 votes, neil. >> all right. chad pergram, thanks very much. where is this going? john thune is here, the republican south senator. kind enough to join us. senator, very good to see you. i assume you're a no vote open this. democrats are working they hope on lisa murkowski, your colleague from alaska. you think she's a yes vote? >> i hope not. this is a wasteful bloated bill trying to run it through the senate in a partisan way in which they cut republicans out of any discussions or negotiations. there's not a republican in the end that will vote for it. it's loaded with special interest provisions. very little of it dealing with coronavirus relief, which is the stated purpose of the bill. but we're doing everything we can right now to try to stop really bad policy and a really high price tag, all of which is borrowed money, all added to the death. $1.9 trillion. i certainly hope that we can hold all republicans against it. >> neil: you know, you've been mentioning the debt and all that. we just came off of republicans running the show and having to white house where deficits and debts ran out of controls. democrats counter what you're saying and saying your a fine one to judge. >> you know, i think to some degree that is true. previous administration, this wasn't a debt and deficits weren't a high priority for them either. they've been a high priority for me. i'm very concerned about any money we spend. last year in march, we borrowed a lot of money to do coronavirus relief at a time that we felt like we had to be big and bold. we're a year later. this is a march, an entire year later. the situation has changed. anything we do needs to be targeted and fiscally responsible and conscious of the fact that every dollar we're using to do this is a borrowed dollar. the democrats have a wish list that goes forever. they have no problem with borrowing the money to do it. at some point all of this borrows will bite us. we're already starting to see inflation pick up, interest rates picking up. that has serious implications for the fiscal picture for the country and families around this country faced with higher prices and higher interest costs on mortgages and student loans. we're not doing this in a vacuum. this has serious repercussions throughout the economy. a lot of folks are telling us the congressional budget office, this is about three times what they think is necessary. we're glad to work with them open healthcare-related costs and some of the other things they want to do. this idea that we can just sort of throw caution to the wind, throw $1.9 trillion out there with not a lot of controls how it gets spent is a bad idea not only in the near term but the long-term for our country. >> neil: a lot of democrats are saying, well, donald trump set the stage for this the last package was being debated to make it over $2 trillion. go big. he wanted generous benefits, far more generous that are in the package being voted on now. they say this is what donald trump would have wanted. you never wanted something that large. you were something akin to the third of the size we're looking at now. but they're doing back to say this is no different than what president trump would have done and pushed for. you agree with that? >> i think that president trump at the time -- this is last fall -- wanted to go bigger than what many other republicans here in the senate or the hill wanted to do. but things have changed since then, neil. we have three vaccines available out there. people are getting vaccinated. the economy, the economic numbers continue to improve. i think the idea of borrowing trillions of dollars on top of the trillions we have already borrowed, if we're doing to do that, we better have a good reason for doing that. look at the economy. what we need is to get people back to work. that means opening up the economy, getting jobs created out there and an infusion of government resources into state and local governments and schools and everything else, much of which the money we put out there hasn't been spent is a bad idea in that situation. >> neil: i did mention president trump. even though you didn't vote for the impeachment in the senate and did not vote to convict the president, the very fact that you disputed his claims of election fraud when he said of you that your political career is over and thought it would be a good idea for you do be primaried and challenged. what did you think of that and what is your relationship with the former president now? >> it's a free country, neil. he's an individual that has a big following out there obviously politically. continues to be a major force in the politics of our country. you know, i will do what i have to do in south dakota. if getting primaried is the price for standing up, speaking the truth and standing up for the constitution, so be it. the main thing that as we look to go forward looking at 2022, the former president, republicans here in the congress are going to be united in trying to take back our majorities in the congress so we can turn this country around. in my view, at least, heading into a left ditch. the democratic party is controlled by the bernie sanderss of the party and we think people are center right and want solutions center right and we want to govern in that direction. to do that, we have to win the senate and the house become. the president and all republicans will be united in that cause. >> neil: because the blamed the losses on the senate on mitch mcconnell. do you blame mitch mcconnell for the loss of the senate? >> no, i don't. i think we should have won both of the georgia seats. notice a lot of recriminations after an election. but in the aftermath of the presidential election, all the allegations flying back in the state of georgia between the georgia and the secretary of state were not helpful. we should have won both of those, we should be in the majority today. you play the hand you're dealt. right now we have a 50/50 in the senate. we use every vote we have, every opportunity we have to stand up for conservative values, the conservative vision for the country. and hopefully we'll get that majority back. >> neil: sounds like you're saying you're in the conundrum you're in with the party with the election disputing the comprise on the georgia races? >> it's certainly one of many factors that contributed to the races in georgia. obviously that's in the past now. that's in the rear view mirror. we have, again, we're in the minority today by virtual of the fact that the vice president cast the deciding vote. we're going to exercise as much political influence as we can to try to stop the democrats from taking the country left ward when it comes to the economy, cultural values and issues and work very hard to get the majority back in 2022. that's something that the former president and all republicans and candidates around the country and voters will be very committed to. because right now that's the best chance that we have to keep the biden pelosi schumer agenda from harming this country. >> neil: thanks, senator. john thune. the senate minority whip. we'll have more on this, the drama playing out on capitol hill. the backdrop of a stunningly strong jobs report that has people saying do we really need to do something this big? "the new york times" is reporting four days after the release of that altered report, governor cuomo began commenting on writing miss book about the pandemic, preparing to cash in on his pandemic a achievements. pressure has been mounting hour by hour for cuomo to step down as new details are now emerging over sexual harassment claims. charlie bennett said the governor propositioned her for sex. neil, just in the last few hours here, state lawmakers are also now calling for a hearing in to the "wall street journal" reports as they strip him of his pandemic powers. neil? >> neil: all right. thank you so much. my next guest is going further than what you outlined. he just wants the governor to leave. tom is here with us right now. sir, thanks for taking the time. you say enough. leave, governor. is that the gist of it? >> i think so. thank you for inviting me. yes, i've urged the governor to step down. i think it's time for him to resign. he's got to spare new york of having a governor whose actions are very different than his words. his actions and evidence, disrupt for people in general and women in particular. he no longer commands the respect to lead new york. his really distracted at this point. he can't give the attention to dealing with the pandemic and negotiate a complicated difficult budget at this point with these distractions. we democrats are trying to change the attitudes throughout the country to one of respect for all people, no matter what gender or political view. that's why i'm coming on your show. we have different political views but we have to talk to each other. >> neil: you don't know what my political views are. i am curious, sir, when you are pushing this point, is it a recognition that there aren't enough votes to impeach the governor so rather than go down that road, it might be more advisable to ask him to step down? are you saying that because of the nursing home scandal, these allegations from these women, both, all, what? >> i think it's all. it's all. it's not a question of impeachment at this point. impeachment is a legal process. you have to get the evidence, you have to hold some hearings, set everything up. you have to have enough evidence and then a political process as to whether there's enough votes to do it. here we believe it's in everybody's best interests. he's done a fairly good job on a lot of things. but right now there's the pressure. it's hard for him to explain his actions. you know in politics once you have to explain complicated things, you lose the public. we need someone that can lead us in the right direction. pandemic isn't over. okay? we're going in the right direction. the pandemic is not over. we need to get -- >> neil: i know many of your colleagues are pushing to take away his oversight of the covid-19 response in new york. that would naturally then make cities and precincts respond on their own to this. is that a better way to handle this in your mind? >> if you speak with a republican and when you ask them what changed? they'll say we're still in a pandemic. the difference between just now and a couple months ago is that the administration in office is different. joe biden has clearly tried to change policies. he tried to take in the words of his own dhs secretary a more compassionate stance. as of now, it seems more migrants have gotten the message that it's a good time to cross over in the united states across the southern border. >> neil: so this separate policy the administration is reportedly considering to house, you know, some of these migrant minors at a military base, one in virginia being considered, does that continue this theme? republicans are claiming it's like a green light for immigrants to come here and illegals to take up residence to push the point. >> yeah, we've seen between january and february a 16% increase in the number of migrants coming across the border. clearly the administration is trying to come up with a new plan to house those migrants. and what is interesting here is that the administration continues to say, there's no crisis. the dhs secretary told us that in the white house briefing room on monday. but then tuesday when i shouted a question that president biden, is there a crisis at the border? he said no, we'll be able to handle it god willing. if he was there in 2014 when there was migrant children making that trip alone, he knows what this looks like. so he has to be preparing for something. when you hear these plans about can we house children in naval bases, can we house them in different facilities, you have to wonder was there a plan in place, did the administration expect things to change so rapidly and what are they doing to get the message to those that would consider making that trip to urge them to stay put. >> neil: yeah, that's the issue. glad you clarified it. i meant my grants when i said immigrants. my fault there. i want to know if it increased to the degree more than 100,000 last month, i'm sure it's still very high numbers now. and now you got to try to hold back what could be a surge in this type of activity. the administration is not outlined a plan for that. >> they haven't. monday when we talked to dhs secretary mayorkas, he said that his message to those people considering crossing is not don't come but don't come now. i think that if you are considering making a dangerous trip like that, you're probably looking at who is in control, you probably have been looking at sort of the presidential debate, you're probably not keyed in to what the dhs secretary is saying. there's no overarching message coming from the white house. it's stemming this they're and they're caught flat-footed. >> neil: thanks, phil. real clear politics following this. it's really escalating. that's fair call. when we come back, pat toomey will be joining us. interesting what he reads on this and his concern about the $1.9 trillion stimulus plan that looks like it's a go along party lines, but to the good senator, going to be a financial mess after this. ordinary tissues burn when theo blows. so dad bought puffs plus lotion, and rescued his nose. with up to 50% more lotion puffs bring soothing softness and relief. a nose in need deserves puffs indeed. ♪ limu emu & doug ♪ hey limu! some are trying -- >> i don't think so. bernie sanders offered an amendment that puts the nash name mandate to $15 and it failed. a number of democrats joined every republican and voted against it. so i think that is dead. even though that may not have closed out the vote. that's because they're wrapped around the axle over a different issue, which has to do with unemployment benefits. it's a mess over there on the democratic caucus. >> neil: i'm wondering though, a lot of the democrats with whom i've been speaking, senator toomey and i was just talking with john thune, the republican, that says that this is a very pricey package. i pointed out what the democrats have pointed out was donald trump embracing what was a much more expensive package that had gotten over $2 trillion. when that was dialled back, he was arguing to go big a lot of benefits were dial back as well a lot of goodies and the stuff that he was a fan of collapsed. they harken back to him saying well, donald trump wanted a big package and this is that. >> that's not my criteria. my citeria is what does this require? we're not in april of 2020 before. we don't have 14% unemployment. it's 6.2. you saw the jobs number. fantastic. this economy is recovering enormously. we don't have the entire economy locked down the way my state was for months on end last summer. thank god. they went way too far. did a lot of damage. the fact is we're growing the big debate among economists whether growth this year is 5, 6 or 7% or maybe even more. look, this bill, neil, have no doubt, this bill has nothing to do with covid. it's not about an economic recovery. it's about a liberal democrat wish list being packaged on to the last train leaving the station that they can pretend has anything to do with covid. think about the items in the last. $130 billion for schools. we think we need to reopen the schools, right? but they don't require that you reopen the schools. of the $130 billion, only $6 billion will be send this year. the other 124 billion is for the future. it says appropriate such sums as may be necessary to pay off the loans of socially disadvantaged farmers and ranches. heard about this one? you can't make this up. you know what the sole criteria is to qualify? to have the taxpayer pay off 120% of your debt? the only criteria is you have to be an ethnic minority. if your a white person, you don't qualify. it's unbelievable. >> neil: there's a lot that is not covid related. looks like in the end it will pass along party lines. your better judgment. i know you're leaving the senate. you got into a storm of controversy with your own state gop because you voted to convict the president in the impeachment trial in the senate. do you look back at that and have any regrets and the wrath you have received for that vote and the criticism of the president and others? >> neil, i did what i felt was right. i think what republicans -- over time what republicans will do is acknowledge and recognize as most already do that there were some tremendous accomplishments by the trump administration during the four years. but in my view, the behavior of the president after the election culminating january 6 was unacceptable and i think i did the right thing. so i tonight have any regrets about that. >> neil: do you believe he should run and deserves to run for president if he wants to?
