There is a ton of pressure on the democrats to speak out against cuomo on the Sexual Harassment as well as the Nursing Home Scandal. It has been a mixed reaction. This is the first time he will be speaking since he gave that written apology amid allegations by 2 former aides. In that written apology he said he was sorry that his playful jokes were misinterpreted by these women. The last time we saw a Press Announcement made like this, he had a power point presentation ready to go and spoke for about 45 minutes defending his administration how they handled the nursing home situation. I dont know if we will expect a power point. We dont know if he will address the allegations. There is now an independent investigation. We will see how far he will go. Usually in the covid19 briefings he takes questions. Fox news and others are there ready to ask questions if he takes them. Calls for him to resign are growing. You were asked by members of your party to consider running for new york governor amid these scandals against andrew cuomo. What is your plan . Will you run . I have received a lot of phone calls and texts and emails over the course of the last 7 days and week people looking for andrew cuomo to go. Concerned about the direction the state. Governor cuomo in his third term. He is intent on pursuing a 4th term. After speaking to my family i announced i will be exploring running for governor of new york against andrew cuomo in 2022. He has to go. We are seeing it right now with regards and fox has been on top it. The coverage with regards to the Nursing Home Scandal and the cover up and the Sexual Harassment and abuse that came out from democrats. Democrat State Legislators and former staffers talking about the character and conduct of andrew cuomo. A lot of the calls i am getting people are concerned about many other issues with the state. The costofliving here. The impact of the pandemic where so many Small Businesses are closed. Kids still not back to fully in person learn. Public safety was eroded. We saw the riots in New York City and the defund the Police Movement and those are just a sampling. We have family and friends who are leaving the state. I have a lot of Family Members who have left. They are in florida and South Carolina and North Carolina and tennessee. Sandra so its a yes, you will run . I am going to spend the next few weeks reaching out to other people to hear what they have to say. I may run for governor next year. I have not yet decided. But i will be actively exploring. I believe that Governor Cuomo will go. I will do my part to make sure that happens. John you said you would be running against Governor Cuomo in 2022 but you also said right there that you think he is going to go. You said you would only run if its a run you could win. If he survives this could you run against him and beat him . Would you run against him . That is a big question about whether or not we would win next year. Thats why i will be reaching out to so many people to have conversations. I believe that Governor Cuomo will be on the ballot next year. Things could change. Thats what Governor Cuomo is stating. I am not motivated by the idea of finishing in second. I will only do this race if we can come in first. I enjoy the house. John the idea of coming in first, does that depend on cuomo not being there . Could you beat him . I believe Governor Cuomo will be. Even though he should resign, i dont think he will. Thats not his style. I am looking towards November 2022 thinking that Governor Cuomo will be on the ballot. Its a question. Thats why i am reaching out to people to assess whether or not we can win. That decision of whether or not we can win will be influential as to whether or not i can enter the race. Sandra we were just told that Governor Andrew Cuomo sat down for a Covid Briefing. He hasnt done this since February 19th and his team said there will be a statement. Hus approval rate. Put it up on the screen to see what happened in just recent months with the Approval Rating of this governor. April 71 . Right in the middle and being heralded as a leader during the pandemic. He dropped to 38 . He is expected to make an announcement here. There are calls for him to be impeached or resign. What should he do . He should resign. If andrew cuomo is sitting in the seat right now they would be calling on the governor to resign for a host of reasons. I dont think Governor Cuomo will resign today. He will probably give a long update in a very controlled setting. This is over zoom. Its carefully scripted as to which questions he will answer. There is a deal in the State Legislature to revoke many of his Emergency Pandemic Powers am its getting criticism from others that it does not have enough in it. Why is Central New York, midhudson 4 times higher than Central New York . Hes areas, same state, same demographics. It is about behavior. It is about behavior. Its about what we do. You take western new york, 1. 9. Western new york for weeks was a trouble area. Now its 1. 9. Because the community changed. The community adapted. The community heard. This is a function of personal behavior. Thats why you are seeing these variances across the state. You look at New York City, the bronx is down but 5 . It doubled manhattan. Staten island which was an aberration is now more in line. Staten island, bronx, queens are all about the same. It is about behavior. Vaccines we have big news. Just under 5 million vaccines done overall. Really good news. We had a white house call yesterday. Johnson johnson vaccine arrived in new york. This is from a practical Point Of View and not a medical Point Of View, much easier than the pfizer and moderna vaccines. Its one shot. You dont have to come back for a second shot. You dont have to schedule a second shot. It doesnt take a second appointment and there is no cold storage for the Johnson Johnson. Its a very big deal. We are expecting an initial getting 164,000 doses. I will explain that in a moment. This first watch which is large will be administered by radically ramping up the vaccination system. We had the pfizer and moderna. We were scaled to the Pfizer Moderna On Top of that the federal government then adds about 160,000 doses which is a lot of doses for the state. So, we needed extra ramp up of actual Vaccination Operations because of this Johnson Johnson influx. Its good news. But we have to then get it in arms as soon as possible. We have taken a number of measures. But, Ark Mong Them Our Mass Vaccination Sites will go 24 7. I want to thank the staff willing to do that. These are staff stretched to begin with. Apparently using the Defense Production Act they have accelerated the production of the vaccine. But the president used the Defense Production Act. This will dramatically increase the production and allows them to move up the schedule to may. The president also said prioritize teachers. He is also still in the middle of that Nursing Home Scandal from which there is an investigation by the new York Attorney general. Thats right. There is a reported fbi investigation into whether or not his administration with held the covid19 death data in nursing home. This is the first time he is speaks since he hired a lawyer if the Sexual Harassment scandal. We dont know if the announcement will have anything to do with the Sexual Harassment allegations or the Nursing Home Scandals. We dont know. If this is a Press Conference, they do get questions. Again, we will see if he takes questions, no doubt he will be asked about the scandals. The democrats announced they will strip him of his Emergency Pandemic Powerses. This means his authority to have extraordinary to decide how the state will respond to covid19 is going to be tampered. This comes amid pressure against kermits in the state to do something. He will have to speak to democratic leadership to extend the executive mandates. Republicans are saying this was a bogus Back Door Deal and doesnt have teeth to it. We have 16 state democratic lawmakers in new york calling him to resign. Thats still small and 6 socialist lawmakers are calling for his impeachment. And the new york state democratic chair is defending cuomo. He said its premature and unfair for anyone to opine on the outcome until the investigation is completed and the results reported. Many of the Top Democrats are taking a wait and see approach while you have rankandfile State Senators calling for impeachment. Many dont believe that will happen. We talk about the Top Democrats. The White House Press secretary yesterday jen psaki was pushed as to why President Biden and Kamala Harris have not made a direct statement about any of this. On top of that the Senate Majority leader Chuck Schumer was asked about it. This is what they said. I can speak on behalf of the president and the vicepresident. They both believe that every woman coming forward should be heard. There is an investigation in the hands of a very, very capable person, the Attorney General of new york state. I supported it and called for it. Critics are sayin and see approach from democrats a bit hypocritical given the fact that democrats led the charge against judge kavanaugh and franken. Mississippi lifted restrictions today. Texas will follow suit next wednesday businesses including restaurants and bars will be able to operate at 100 capacity. However, these businesses will be allowed to set their own covid safety guidelines. Public Health Officials caution not enough people have been vaccinated for herd immunity. Governor gavin newsom described these actions as absolutely reckless. John this it has been going on since 1886. The last time it was closed was during world war ii. What was it like to not have the Texas State Fair last year . It was devastating to be honest. We are used to hosting 2. 5 Million People at fair park. Not having that was hard for the entire team. We got hard on work on things to host last year to keep the state fair spirit alive. John one thing the state fair does is raises money for charity. Were you able to fill the gap at all after last years cancellation . Due to the loss of our largest fundraiser of the career the 2020 state fair, our Nonprofit Organizations suffered a loss of approximately 18. 5million dollars. John wow even with this loss, we were able to meet all of our obligations for the City Of Dallas and made a 2. 5million dollars contribution to the city for fair park improvement. However the loss of a 2021 event would be hard. It may look different, we are hopeful we can host the state fair and the community will come together for us this fall. John Governor Abbott got criticism about that announcement. The governor of California Newsom thought the decision was absolutely reckless. What do you think of the criticism Governor Abbott is getting . We are just focussed on the state fair and what that looks like in 6 months. I dont have a crystal ball to see where we will be since the fair is 6 months away. We are hopeful by fall 2 Million People will be able to come back to fair park in dallas and celebrate all things texan at the state fair. John we wish you luck. Let me take both questions. First, you are right about the state budget. Its critically important. The state budget is going to turn the page to the rebuilding phase. We have been working very hard it get funding from washington to fill the gap. But then we have tremendous financial needs on top of that. People have to pay their rent. They need food. You have New York City which is if a very precarious situation. Its teetering to use the word. Crime is way up. Homelessness is way up. Many people have left New York City. Hamptons and midhudson valley and other states. We have to get New York City functional again and safe again. And viable again. We have to do that quickly. We have a new mayor that will be selected in june, i guess. Something could happen in november, but basically in june. That work has to start right away. Yes, the budget is very important. Could you step aside and let somebody else handle it . Having said that i will cooperate with the Attorney Generals investigation and do the budget. Remember, we did a budget last year in the spring in the heat of covid where it was the most intense period of my life of this governments life. Of this states life. We did both. Governor, you have taken the Sexual Harassment training required by new york that all employers are to give to their empployees . And melissa as the highest ranking woman in State Government right now, someone who interacts with governor on a daily basis, how do you feel about these allegations against him . What is your message to women who see you in your position and see these allegations against the governor . The short answer is yes. I will turn it over to melissa. Keep in mind there are hundreds and hundreds of people who work with melissa. We have more senior women in this administration than probably in any administration in history. I will ask melissa to respond. I would ask that everyone refrain from judgment until the Attorney General is athroughed do her work. Allowed to do her work. We asked her to come in and i am proud of the work this administration has done to further womens right and expand protections for women in and out of the workplace. Maternal health. Reproduction health and the list goes on. We have seen more women rise to highest levels in terms of commissioners and senior staff locals. We promoted each other and supported each worth. Thank you. Sandra andrew cuomo wrapping his News Conference in albany addressing the Sexual Harassment claims against him for the first time publicly. Lets bring in the host of outnumbered, emily. He said i support a womans right to come forward and encourage it in every way. The governor apologized saying he was sorry. Even getting choked up at one point and said i never touched anyone inappropriately. I never meant on it hurt or offend anyone. Obviously the new York Attorney general has been asked to come in. There is an ongoing investigation. What does this it tell you about what happens next with the governor . Pulling that apart for a moment. The statement where he said i never knew at the time i made anyone feel uncomfortable. Under New York State Law for it to be Sexual Harassment, it doesnt matter what he knew. It doesnt matter what he intended. In fact, he explored that further when he said it didnt matter what i meant. Its a bit confusing. That dove tails into the last question by a reporter you have undergone the Sexual Harassment training required by employers for employees in the state of new york . Not only does it not matter what his intent was at the time. The standard is whether a remark, joke comment or unwanted touching are perceived as hurtful. He was on noise with Charlotte Bennett. He disclosed the interaction with Governor Andrew Cuomo to his chief of staff. They gave her a Different Office and position. Thats one example that is a problem for his clear pr campaign now. Sandra at this point he said, he was acting against legal advice when he directly addressed new yorkers and said i understand that i acted in a way that made people feel uncomfortable. Why did he preface it with that . I think it goes into aw, shucks demeanor. I learned this from my father. I didnt mean anything. I am embarrassed and feel shame. I am getting choked up. I am embarrassed. Turning it on to him. It remains to be seen whether that matters. The standard is not what he intended or meant. It has no bearing on that whatsoever. Another if i may touch on a different point. He said i never touched anyone inappropriately. The first boylan accuser said he kissed her without her consent. He said i never engaged in behavior i am ashamed of. He kept repeating he was sorry for behavior that accidentally offended someone. He said sensitivities have changed. But he is maintaining that hard line he never engaged in something he is ashamed of. He said i am apologizeings to the young woman who said i made her feel uncomfortable. The allegations go far beyond that and allege a severe, hostile Workplace Environment which rises to the Legal Standard of Sexual Harassment. John i noticed the same thing you he kept repeating the same phrase. I never knew at the time i made anyone feel uncomfortable. As an attorney that, sounded like a lawyered statement. It doesnt make any difference. If it were lower down the food chain, such allegations would be referred to the Human Resources department and there would be an investigation at that level. Then there might be some sort of remedy that followed out of that. When you are the top dog and you are the governor of the state, its a different standard. To a degree, john, but the law is the same for any employer under the state of new york as well as under federal law. The Civil Rights Act and City Ordinances in new york. I hear what you are saying. You are held to a higher degree of conduct but the law is the law in new york as to what is illegal. The compaint that Charlotte Bennett. Governor cuomo wiped away the Affirmative Defense that said if an employly did not complain about Sexual Harassment, that provides a defense for the employer. The law at the time of the allegations still in place. They are still among the strongest in the nation. I would love to go into a couple of details about this investigation that the governor referenced. Is there time . John sure. Heres a few reasons why its sticky. He referenced the Attorney General in an independent investigation. She employed a law firm to do it. The governor has to receive weekly reports of the investigation and countersign every check for this investigation. It will take months. She has the right to get Witness Testimony including his own.
