traditionally, former presidents don't say so much right after leaving office, and they don't necessarily go after the people who have followed them, however, that's not going to be the case later on today. as for the kind of reception the president's going to to be getting, we imagine he is going to be thrilled to see his supporters. they've been lining up for the last two days outside of the orlando hyatt convention center for a chance to see him as the excitement if builds. we expect the president's going to speak on a number of topics with more on a focus of how the party can move forward to win back the house and senate in 2022. fox has a few of the excerpts. quote: we are not starting new parties, and we will not be dividing our power and our strength. instead, we will be united and strong like never before. now, cpac's speakers have repeated that there is no civil war within the gop. but other gop lawmakers say they can't see a trump second term in the cards. >> i don't think he'll be our nominee for the reasons i've said. over the last four years, we've lost the house, the senate and the presidency, political campaigns are about winning. >> reporter: we know that the speech is going to be lengthy, that it's going to include many different topics including, as we a talked about, with president biden as well as his thoughts on how the country can move forward. we've also seen increased security, the first time the president's made formal remarks since leaving office. you can imagine he'll have a lot to say and this crowd very eager to hear from the former president later on this afternoon. mike? mike: mark meredith starting us off from cpac, many thanks. for a closer look at what we can expect to hear from president trump this afternoon, are let's bring in senior adviser jason miller. jason, welcome. >> mike, thank you for having me on the day where we're heading to the rose bowl of political conferences, c pac, president trump's first speech after leaving the white house, and we're pretty excited about it. mike: we expect. the president to say he does not intend to divide the power and strength of conservatives. what more should we expect from him? >> well, mark did a very good job in the setup in where the president's going to go with this. we're going to talk about the future not just in the republican party -- because, keep in mind, a lot of people who turned out in 2020 don't view themselves as republicans, but they bought into this america first ideal set. so as we talk about ending these endless wars, reducing regulations, cutting taxes, the president's going to do a deep dive on what trumpism really means, about what this america first agenda really means, and it's going to go a little more granular than in the past. also president trump is going to call out joe biden for what he says is the single most disastrous first in presidential history. and all the things president trump predicted back on the campaign trail are now coming true, everything from ca capitulating to iran and chai that, killing energy jobs, the whole cancel culture. there's some really good stuff coming up today but, again, it's forward-looking, it's talking about the future and how we win back the house and senate. mike: we have some excerpts of the president's remarks. he is expected to say the republican party is united, the only decision is between a handful of washington, d.c. establishment, political hacks and everybody else all over the country. the greater the challenge and the tougher the task, the more determined we pub to pull through and win -- to pull through and win. wouldn't it be better for him to focus on pelosi and schumer instead of cheney and mcconnell? >> mike, i'd push back a little bit there and say this is why folks love president trump, because he doesn't sound like a regular politician, he doesn't sound scripted, canned, rehearsed. he's going to tell you exactly what he feels. that's why we talk about the most transparency presidency in american history was the one we just finished up in the last four years. really where the divide is right now, you have the wall street elites, the beltway power brokers, and then you have everyone else in the country. this isn't something that started with president trump, but this does feel a lot like 2016 when president trump was talking about the need to change washington, did a great job over the last four years and, hey, there's not going to be any sort of announcement today. i'm biased about what i hope president trump does in 2024, but in the short term let's win back the house and senate and set the course for the republican party overall. mike: jason, is it your expectation he's going to do everything possible to get republicans back in control of the house and senate in 2022? >> absolutely. the key part to this, the reason he's going to be laying out trumpism and the america first agenda so folks understand this is what it means to carry on this movement. this is how we keep that record number of african-american, latino-american, asian-american voters in the coalition. as i started off by saying, a lot of the folks who supported president trump in 2020 don't wake up and say i'm a republican, they wake up and say i'm a taxpayer, i want to get our schools reopened, i want to get the vaccine distributed to folks, i want to have a strong the national defense. the president is going to start this his speech today the, he's going to talk really strongly about the southern border and how it's completely idiotic that joe biden is pushing towards amnesty and stopping wall construction. this is what we have to do to keep this coalition together, and the final thing i'll say, keep in mind it's only 44,000 votes between wisconsin, georgia and arizona that separated this last election. we have the coalition, we have the right ideas, let's go to win everything back in the midterms. mike: jason, is there any concern at all that he's coming back too soon? it's only february 28th of 2021. >> not at all. this is modern day presidential, as i was joking with the president yesterday. i also think it's important for folks to realize this is the first time in over a century we've been in this type of a situation where you have a former president who has another term that they could do that still has this rock solid national movement. in fact, it's been over 100 years, like 130 or so since we've had this similar type scenario. and for president trump, all the polling, everything from independent polling to our own polling shows that the republican party views him as the flag bearer. he is the one who can carry it forward, and this is his time to continue leading. he's looking forward to stepping up and doing it starting today. mike: jason miller, we look forward to the speech. thanks so much for your time. >> thank you. mike: we will bring you former president trump's entire speech live as it happens right here at 3:40 p.m. eastern time. ♪ mike: new york governor andrew cuomo is asking the state's attorney general and top judge to appoint an independent lawyer to explore sexual allegations against him. alex hogan is live in new york city with the detail it is. hello, alex. >> reporter: hi, mike. well, both sides of the aisle now calling for an independent investigation because of these claims, but some new york senate republicans say that they want cuomo to step down. this all comes after a 25-year-old named charlotte bennett told "the new york times" about her experience working for the governor. she eventually left that job in the fall. bennett claims cuomo would ask her questions about her personal relationships or if she'd ever been with older men. the governor responded saying i was trying to be a men to have to her. i never made advances toward ms. bennett or intend to ask in a way that was inappropriate. the last thing i would ever have wanted would be to feel any of the things reported. leticia james is ready to oversee an investigation, the special counsel to the governor announced it will and has called on the a.g. and chief judge to select a lawyer to investigate. congressman lee zeldin spoke on fox today. >> the attorney general is calling for a fully independent investigation to take place. governor cuomo trying to dictate who should be working with the attorney general, who the attorney general should be appointing. the attorney general, he should stand down and let the attorney general do her job. >> reporter: this is the second woman to step forward with sexual harassment claims. cuomo's former top aide, lindsey e boylan, published her alleged online saying this took place over several years. now, the governor has denied these claims, and his office says that it will leave all investigation decisions up to a special counsel that again is created by the a.g. and the chief judge. mike? mike: alex hogan live in new york city, thanks a lot. two astronauts now taking a stroll above the earth. you can see their space walk live right there on your screen. how cool is that? the astronauts are working on one of the airtight hatches on the outside of the international space station. nasa flight engineers kate rubins and victor glover jr. set out about 6 a.m. eastern time, so that means they've been outside of the spacecraft for more than seven hours. they'll be completing another walk on friday and will be joined by a japanese astronaut. we wish them the best. ♪ ♪ mike: president biden's calling for the senate to quickly pass his $1.9 trillion covid relief bill that narrowly passed the house with no republican support. david spunt is live in wilmington, delaware can, where the president is spending the weekend. hello, david. now. the eyes of the nation are upon those 100 senators that have a difficult decision and important decision to make here in the next couple of days. now, president biden wants this to pass as soon as possible, so do democrats because on march 14th that's when unemployment benefits expire. you mentioned the president, the first lady, jill biden, also some family members here in wilmington, delaware, this weekend. now, president biden has always yearned for some bipartisanship, but there was none in the house as all republicans and two democrats voted against the $1.9 trillion plan which includes increased testing, increased ppe, school funding, food assistance, rental assistance, childcare assistance and stimulus checks. >> this package is meant to, of course, provide immediate direct relief but also provide a bridge to help us all get true this crisis. >> reporter: but republicans are crying foul arguing there are some earmarks, about $100 million for public transit in san francisco, about a billion dollars for other similar transportation projects, around $200 million for museums and libraries and about $2 the 70 million combined in arts and humanities endowments. >> do we need to pay for bridges? does that have anything to do with covid? if do we need to pay for tunnels for silicon valley? does that do anything? i mean, if you look at what they're doing, listen, if we're focused on covid, let's take care of the people that have lost their jobs, let's help our businesses. >> reporter: democrats wanted to pass a $15 minimum wage proposal, but the senate parliamentarian ruled against it, said it is against the rules in the senate. however, mike, democrats there plan to go around this, they want to look at potentially applying a 5% payroll tax for large corporations that refuse to raise the minimum wage to $15 an hour. mike? mike: david spunt live from wilmington. david, many thanks. i spoke with utah republican senator mitt romney earlier this week to discuss that covid relief package and his efforts to reach a bipartisan agreement. here's some of that conversation. i know you're also actively involved in trying to cut a bipartisan deal on covid relief rather than this 1.9 trillion monster package. how those talks going, sir? >> well, there's not much going on in terms of talks because the democrats want to push through their $1.9 trillion bill without input from republicans. and, unfortunately, their bill is not just big -- and that's a problem in and of itself -- but it's really wasteful. even "the washington post," kind of a liberal spokesplace, said look, this doesn't make sense right now. because, for instance, they have $350 billion going to states, and the data that came out at the end of the year shows the states are doing pretty well. as a matter of fact, the average deduction in the tax revenues is well less than 1%. so we don't need to be spending $20 billion to california when california already has a surplus. so we want to make the bill a little skinnier and make sure that if we're going to spend money, we spend it where it's absolutely needed, and that's on states and localities, health care and people who really need it. mike: a lot of unity talk, is it take it or leave it from the democrats? >> well, they keep talking about bipartisanship which, from the what i can tell, means sign up for our plan. that's saying hey, if you don't like what we have, we're going to jam it down your throat anyway. i'd like to see regular order where we have committees that understand the various aspects of our economy, what's happening in various parts of our country. they work together to come up with a bill that actually is ideal for the american people. look, we just did that in december. we passed a $900 billion covid relief plan. so the next one really requires that kind of a give and take of the two parties if it's going to be appropriately spent and spent in the right places. mike: thanks for your time, sir. >> thank you. mike: my thanks to senator romney. now let's turn to rhode island democrat senator and member of the senate appropriations committee jack reed, also chairman of the powerful senate armed services committee. senator, welcome. >> thanks, mike. mike: how do you respond to that complaint from your colleague, senator romney, about the lack of negotiations with republicans? >> well, we have been working very diligently with our republican colleagues, but it appears as gone straited in the house that they're not -- demonstrated in the house that they're not interested in doing what we must do for the american public. and it's this bill as it is crafted today, and that's not just democrats, that's republicans. republican governors, republican mayors, democratic governors, democratic mayors are all enthuse yeasic -- enthusiastic. in addition to that, we have had persistent support from people like the chairman of the federal reserve who recognizes that the danger here is going too small and missing an opportunity to keep and build momentum in the economy as well as finally defeating the disease. and i think that is the most important thing, and that's what the american people feel. mike: of course, the united states senate is full of 100 people who have bright ideas of their own. how substantially do you think this covid relief package could change in the senate, sir? >> i don't think it'll change dramatically because it's been discussed not only publicly with the republicans, but also with the house. there's procedural hurdles to make significant changes, and so i anticipate that there will be few changes. however, there will be an opportunity for every member of the senate to offer amendments. indeed, i think the last reconciliation bill we did a few weeks ago and this one there'll be more attempts than offered in the entire session of the congress last year in the senate. mike: do you think there's time to bring over some republicans to ultimately support this package? >> i hope so, but i think it's a combination of factors. i think some have strong ideological opposition, some have ideas themselves that they want to promote, and i think also there's been a political calculation that if it works, great, no one will recognize how i voted. if it doesn't work, then i can have a axis of criticism against the democrats. mike: okay. to your armed services portfolio, sir. the airstrikes in syria against the iranian-backed militias, have you gotten an an assessment of how effective those airstrikes have been? >> we have not yet gotten a full assessment. we were notified before the strikes, as is the custom in all the administrations. the assessments we hope to get this week through briefings by defense. but it was a very deliberate, very calculated, very moderate and moderated strike. after the president and intelligence community had established that iranian influence was involved in targeting several attacks within iraq. and it was proportional, it was appropriate and, hopefully, it sends the signal that while we're ready to negotiate particularly with respect to the jcpoa, we won't tolerate attacks that harm our personnel in the region. mike: your colleague, senator tim kaine, has been talking about a renewed authorization for the use of military force. is it time for lawmakers in our remaining few seconds, sir, is it time for lawmakers to have that debate once again? like you, my hands have a lot more to do. unlike ordinary memory supplements— neuriva has clinically proven ingredients that fuel 5 indicators of brain performance. memory, focus, accuracy, learning, and concentration. try our new gummies for 30 days and see the difference. ♪ mike: california governor gavin newsom is pushing to reopen schools, changing his tune as he faces a growing recall effort. christina coleman is tracking the story live from los angeles. >> reporter: hello, mike. governor gavin newsom hasn't publicly acknowledged the recall campaign yet, but as support mounts, the governor is ramping up his own efforts to get the schools back open and vaccines rolled out. he announced a new plan thursday which will allocate 10% of the state's vaccine for education workers starting tomorrow. now, newsom has been under a lot of political pressure to get kids back in the classrooms. also a notable change in his public outreach lately, he's now launched a tour highlighting efforts to get more people vaccinated throughout the state. it's a very campaign-like style. reporters are there, he shows off his work and the progress being made. take a listen to him on friday talking about the vaccine rollout. >> the allocations are starting to increase. we now have a three week window into the future, better predictability. there is light -- not light, there's bright light at the end of the tunnel. >> reporter: but the fight to open schools in california loom ares on. just yesterday parents protested in los angeles over the school closures and school closures and lockdowns and restrictions have really fueled this recall effort. some political analysts deemed newsome's december 30th announcement of a $2 billion package as a reaction especially since he had been talking about opening schools back up but didn't announce a big financial incentive for school to reopen until the end of last year. also the announcement came just weeks after momentum for the recall effort soared following newsom's ill-advised dinner at the french laundry. the came pain is in its final stretch, march 17th is the deadline, and so far the secretary of state's office has verifieded about 45% of the signatures needed to trigger a special election. mike? mike: christina coleman live in los angeles, thanks a lot. joining us now, fox news contributor, progressive radio host and democratic strategist leslie marshall and senior policy analyst for the independent women's forum, kelsey bowler. welcome to both of you. >> good morning. >> good afternoon. >> or good afternoon. [laughter] mike: let's start with governor andrew cuomo. leslie, is new york's governor on his way out? >> not necessarily. look, there have been sexual allegations against politicians if you look at bill clinton, joe biden, donald trump and all of those individuals survived politically. it's possible that andrew cuomo survives politically. look, as the victim of sexual assault and as somebody who believes a woman when she comes forward, sadly, when an individual -- whether male or female -- accuses somebody of something like this, it does seem, sadly, to fall along party lines. so there are going to be those that believe now two accusers of the governor and those that will not. not sure it will derail him politically, mike. i think the nursing home scandal actually might be a bigger and harder issue and hurdle for him to overcome. mike: chelsea, your thoughts. >> well, according to the standards that they set during the kavanaugh allegations, governor cuomo absolutely should resign. we should hashtag believe all women. i personally support due process and a thorough and independent investigation, but the response to these two very credibly allegations -- credible allegations goes to show the double standard and the unfortunate politics that play into these types of allegations. i do agree governor cuomo is plagued by many scandals right now. the nursing home scandal, we know, has cost lives. so he is, rightly so, receiving backlash, and i think americans are fed up at this point of the widespread lockdowns, the shutdowns of schools and now to be plagued with a sexual harassment is not -- assault allegation on top of it, you know, americans specifically in new york are running out of patience. and i think it's all finally catching up to him. mike: okay. congresswoman alexandria ocasio-cortez, a new yorker, on twitter today writing, quote: lindsey boylan and charlotte bennett's detailed accounts of sexual harassment by governor cuomo we are extremely serious and painful to read. there must be an independent investigation, not one selected by the governor, but by the office of the attorney general. leslie, is aoc right? >> absolutely. and that's why, i mean, when people say the left aren't speaking out, has she become a conservative republican in the last 24 hours? you read my mind. look, there needs to be an independent investigation and, quite frankly, that's in the interest of both parties. look, statistically when there is a claim of sexual harassment made, overwhelming majority of individuals are telling the truth. but there are some people who do not. and i think it's important for us, one, to believe accusers, and, two, to have such an investigation so the facts can bear out in the best interests of the alleged victim and also the alleged perpetrator. mike: kelsey, your final thought on this topic? >> i fully support due process, but i don't think it's fair that due process often only applies when it's a democrat. we need one standard for both republicans and democrats when we face any sort of allegations like this. so, absolutely, i think governor cuomo needs to be held accountable, there needs to be an independent investigation. i applaud aoc for coming out, and i hope across the board that somewhere we can both agree. mike: okay. to your state above in california, leslie, gavin troub? >> no. a lot of people -- if you just, like, dig into the facts and not ound bites, began miesome has actually had about half a dozen recall efforts against him, but you didn't hear about them. right now this is the one that's gained the most momentum. if you look at what governor gavin newsom has done and whether you like him or you don't, he has been consistent. his plan starting last fall was to core relate the lockdown decisions with health and science information. is so here in this state, mike, we had run out of body bags in some areas, there were hospitals who were at or surpassed icu capacity, and he continued that, one. two, he has always put teachers as essential workers. teachers have been able to get the vaccine for over a month now. he's ramped up those efforts. additionally, california's seventh in the world in vaccinations. we are leading not just in the united states, but in the world. and on top of that, school reopening, mike, that is not solely up to the governor. not just do we have unions and we have local unions, state unions, national unions, we have kids that have been in school k-2. not just in private. san diego opened a few weeks ago, and what happened? one of them had to close because an individual exposed, 100 people had to be quarantined for two weeks. so it's not just, oh, governor newsom is like god and says reopen, my children, and schools reopen. it's a lot more complicated. mike: there was a recall effort that gave us governor schwarzenegger, so we'll see where this one goes. kelsey, your thoughts on the situation in california and governor newsom. >> certainly, the teachers unions hold a lot of power, and they are a huge reason why we have schools still closed for in-person learning. but what we need is leaders, politicians who are willing to stand up to the teachers unions and say science does not support the position that you are putting forth. really the damages to children and their development is, it's unforgive bl at this point. there's no science that still supports schools, public schools being closed. private schools across the country, only 5% opened virtually this summer. this is, unfortunately, putting teachers unions and politics above children, and we need leaders who are going to stand up to the teachers unions. and, unfortunately, in california and also in new york we have seen a resistance to doing that. unfortunately this also leads up to the white house. president joe biden has not been standing up to the teachers unions, and parents are waking up to the fact that their children need to be in school learning, in person, and the damages really at this point are i unforgivable. finish. mike: all right. kelsey, leslie, enjoy your sunday. >> you too. mike: nasa astronauts heading outside of the international space station to complete a space walk today. we'll bring you more pictures and tell you exactly how long they were out there after the break. ♪ ♪ how great is it that we get to tell everybody how liberty mutual customizes your car insurance so you only pay for what you need? >> well, first of all, mike if, it's $1.9 trillion, that's more money than we spend in the annual discretionary federal budget for the entire country. this is a pelosi payoff. it's a liberal wish list. $50 million for climate justice, $112 million for nancy pelosi's subway for her district. $12 billion in foreign aid and then regarding the school aid? 95% of the dollars will be spent in '22-'28. in other words, not this year -- mike: right. >> -- but in the outyears. so it has nothing to do with the covid relief. it's a liberal wish list, is what it is. mike: here is senator jack reed from earlier this hour, i want to get you to to respond. >> the danger here is going too small and in missing an opportunity to keep and build momentum in the economy as well as finally defeating the disease. mike: how to you respond to your colleague, sir? >> well, first of all, they haven't even spent half of the last package we passed back in december. there's $900 billion passed in december, only half ofha been spent. the economy is strengthening, the infection rates are going down. we should focus on the vaccinations, but we don't need this massive, massive $1.9 trillion. keep in mind, mike, when you add up what's been spent in the last 12 months if we pass pelosi's wish list here, that'll mean nearly $6 trillion of borrowed money for covid aid. and the sad part about it, most of the dollars in this package are not really covid aid. it is really nancy pelosi's payoff. mike: do you have any hope of making substantive changes to the bill in the senate, sir? >> well, here's the challenge, mike. the five prior packages that we have passed have been bipartisan. you know, bipartisan cooperation takes work. it takes a little more time. unfortunately, with this package nancy pelosi, chuck chuck schumer and joe biden have said it's their way or the highway. there's no effort on their part to cooperate with republicans. and so now it's going to come down to a purely partisan vote. you saw that in the house, you'll likely see that in the u.s. senate now. mike mike okay. to the other critical task that united states senators do, confirming cabinet. nominees and high ranking officials. is near rattan den's mom -- neera tanden's nomination going to get pulled sooner or later? >> it looks like that, mike. i think there's agreement amongst republicans that many of her very, very -- the vitriol she's expressed, there are so many in her tweets. it's probably going to cost her that appointment. i get the understanding she'll probably pull pull that nomination. mike: what about javier besir rah at mhs -- becerra? some raising concerns about his lack of a formal health background. >> well, you mentioned the massive agency. the secretary of health and human services controls the largest spending of any, of any secretary in the -- about $1.3 trillion. the problem we have with javier becerra is he's taken very radical, far-left positions. he supports open borders, literally has pushed as the attorney general of california to decriminalize illegal border crossings. he supports taxpayer funding for illegal immigrants who come into our country. and then on the issue of life, i'm pro-life, mike. we need to stand for the most vulnerable. he's taken the most radical positions as it relates to abortion and protecting little babies. so he's so out of step with the mainstream of this country, it's one more example of president biden putting very far-left, virtually radicals as nominees -- mike: does he get through, sir?
