the faa says the passenger jet returned their safely after experiencing engine failure in the right engine. miraculously, nobody hurt on board or on the ground. christina coleman is following the story for us live from los angeles. christina? >> jon, 231 passengers and 10 crew members were on board the plane when the the casing around one of the engines apparently blew right off. no one was hurt and the boeing 777 was able to land safely. the plane returned to denver international airport and all of the passengers deplaned and bused to the terminal. take a look at how close a huge chunk of debris came to landing on top of a home. take a look at that there right there near that truck. the faa says the plane had right engine failure shortly after it took off from denver international airport. the united airlines flight 328 was on its way to honolulu when this happened. some people who live in the small community of broomfield, reported hearing an explosion and huge chunk of metal, metal just raining down in the area. local police says there is a sveda spread area of debris. they are securing it as much as possible to leave the debris intact so the ntsb can investigate it and try to figure out what led up to this engine trouble. there is also reports that some damage to homes in the small community. a spokeswoman for the broomfield police department says her heart dropped when she got a call about this. she says it's incredible that nobody got hurt. >> i'm honestly shocked looking at this debris field and business the park is. we have the dog park. the turf field. playgrounds. this park on a day like today when it's not as cold as it was last weekend we could have hundreds of people here. the fact that we are still not getting reports of any injuries is absolutely shocking at this point. i'm -- it's amazing. >> and also just to point out fortunately the plane was close to the airport so it could make an emergency landing. at this point the faa and ntsb are investigating. jon? jon: christina coleman from los angeles. christina, thank you. joining you us now rob mark commercial pilot and publisher of jet wyandot come. when you look at the pick pictures of this dough bree, robert, what goes through your mind? >> i think luck certainly was in force today, jon. but i think also there were a couple of skilled pilots in the front and probably six or seven flight attendants who had a yeoman's task under themselves to try to keep people calm. if you see the pictures that were shot from the ground, that whole right engine the front end of it blew off and there was smoke and flame and that's enough to scare anybody up there. jon: the vibration would have been up tense. that's what some of the passengers reported. the vibration from that engine that no longer has the skin on it. engines don't fly out there without cells. >> the cell is important aspect of it. what we will find some rotating part let go and it unbalances the entire engine and that's where all the vibration came from. and the only thing pilots could do, which i'm sure they probably did shortly after, this was to shut the engine down because, general, they worry that if it's vibrating that hard it could tear itself apart or do some kind of additional damage. and we're lucky that these flies parts went down and not sideways into the fuselage like they did on that southwest airlines flight a few years back. jon: right, that's the one that penetrated the cabin and apparently broke out the window and a passenger who was seated there was partially sucked out of the aircraft and killed. again, when you look at the damage, you said you think that it's likely that there was some kind of a failure inside of the engine, what about a bird strike or a bird ingestion, could that have caused what we see here? >> well, it certainly is possible. all we know right now is what happened. we don't know the why. and that is something that will begin to take place already because the airplane is on the ground now. and the ntsb will be on sight, i'm sure very soon as will the united mechanics. and they will be looking for those kinds of issues. it's a little unusual though for a bird strike to tear an engine apart like that. i mean, believe it or not, when they are testing these engines long before they ever fly on a new model, they throw an unbelievable amount of junk into the front end of that thing while it's operating to see exactly what's going to happen. so, that they can try and protect the engine and/or the passengers as much as possible from that kind of tee bree. jon: and for, you know, the people who look at these pictures and say wow, i'm never going to get on an airplane, i guess i would say just the opposite, robert. maybe you would echo that. that this is a sign of really how safety conscious and robust the u.s. aviation industry is. >> oh, absolutely. i mean, you are a pilot, so you understand that. and it's important people realize these situations are very, very rare. i mean, they are very spectacular when they occur, because they are not on the ground. there is usually hundreds of people's lives at stake. but, then again, it's very rare situation for this to occur. jon: yeah, well, again, a very unusual situation, scary situation. and when you look at that engine cell intake there ring sitting there a couple of feet away from somebody's house in broomfield, colorado, it's just amazing that nobody on the ground was hurt. and nobody inside the aircraft was hurt. it's a happy ending to a very, very scary scene. >> that's where the [inaudible] comes in. jon: absolutely. thanks very much. robert mark. >> you are welcome. jon: joining us now sergeant todd ballbeck public information officer for broomfield, colorado where this all took place. take us back to the very first phone calls that your department received. what did people report to you? did they know what was going on? >> the first phone calls, i don't think people did. it was calls. there is debris falling from the sky. jon: and we are looking right now at a home that has a hole in the roof. obviously a big chunk of something went right through the roof. was anybody home at the time? do you happen to know? >> we know we have reports of two houses that were hit by some pretty big debris. one of the houses nobody was home. the other house there was people home but nobody injured inside, thank goodness. >> jon: yeah, the house that has the engine cell ring, that entry ring where the air first comes into the engine, was anybody home in that particular house when that thing landed in the front yard, do you know? >> from the reports that i'm getting, those folks were home, yes. no damage to that house, thank foodness, but those people were home, yeah. jon: yeah, it must have been quite a react when that thing fell from 10 or 13,000 feet up. >> i can't imagine what the people that are here in our community and in our park experienced when this happened. it had to be a pretty amazing thing to listen to and watch as it was unfolding. jon: i'm guessing the switch boards really lit up there at the broomfield police department, huh? >> they did. we got several calls when it happened just after 1:00 our time here in colorado. and, yes, we got a number of 911 calls from numerous people calling about hearing the loud bang, seeing debris falling from the sky. damage to houses. but, this is still very fluid for us here. we have got officers on the ground, still looking for debris in neighborhoods. neighboring jurisdictions. helping us out as well. trying to figure out exactly how big this debris field is. jon: yeah. just so our viewers know on the right of the screen that's part of the engine cell that fell into a park there in broomfield. we also a couple of seconds ago had video up of the actual aircraft as it was flying through the sky trailing what looked like smoke from the right wing because the engine had some kind of an internal failure. there it is. you can see the con trail just above the apex of that house someone was smart enough or aware enough to start individual taping it with the cell phone. that's the stricken airliner which looped back to the international airport. here is another view with a cloudy background you can't see the smoke trail quite as clearly. i know that the faa and ntsb are going to want to want to get every single piece of this plane and i know people might come across pieces on the ground and not know what they're looking at and take it home as a souvenir. obviously that's something that is discouraged and possibly even illegal. >> yes. what we are asking is if anyone sees anything in their yard or street if they think it might have come from an airplane. please do not touch it. the ntsb does want to see where it landed and photography it untouched we are asking people don't handle this stuff for their safety as well. it could be hot or sharp or could be things that could harm people. but to call the broomfield police department. i have a phone number that i will give out for anybody that finds anything unusual that they think might be related to this incident to police call our dispatch center at 303-438, 6400. jon: that's for the broomfield police department h a big day there. todd dalbeck the public information officer for broomfield, police. thank you, and we are glad that nobody in your town, nobody on the ground and nobody on the aircraft was hurt. thanks, todd. >> thank you. ♪ jon: president biden approving a major disaster declaration for texas days after unprecedented winter storm has left many families still without food and clean drinking water. nearly half of texas is under a boil water advisory as crews struggle to repair broken pipes and busted filtration systems. meanwhile, tens of thousands of people still don't have power and can't turn on their stoves. we have continuing coverage on the crisis. david spunt has the latest on the federal response. texas congressman ronny jackson is standing by with reaction first to grady trimble live in fort worth. grady? >> jon, this mobile food pantry was supposed to wrap up an hour ago they are still going at this hour because so many people need help. their food has spoiled. they don't have water. so when people hear there is a location where they can get either of those two things, they come and they come in droves. many grocery stores still closed. the ones that are open, they have been completely wiped clean. the state is working with the federal government to get more supplies here and when we talk to people here, they say it can't come soon enough. listen. >> we need food. you know, you can't even go to the grocery store. they don't even have a lot of food yet. so, that's what i decided to come out. >> stores are empty. no water. none in the stores. >> our house had no power like other people in texas and our food spoiled and my daughter, my 2-year-old daughter, i need to get food for her. i drove, in and started tearing up. i have never had to do this. and it means a lot. it means a whole lot. >> as people deal with water leaks and burst pipes. some homeowners are dealing with another problem exor buy tant electric thrill bills. some let the market set the rate and with prices to generate electricity going up. we have heard about power bills as much as 6,000, even $17,000. governor greg abbott held a meeting today with other state lawmakers. he just put out this statement a few minutes ago saying we have a responsibility to protect texans from spikes in their energy bills that are result of the severe winter weather and power outtanels. today's meeting was productive. the politicians he met with will put politics aside, jon, to get this taken care of as people here are dealing with so much. >> jon: grady trimble live in dallas. grady, thank you. >> experts for a long time have been saying that something like this could happen and they have been saying that because policy has played favorites and has lifted up wind and solar in a way that it has given them an unfair advantage. having an independent system, i do believe is the right call. and we need to make sure we keep that and go back and look at the resiliency of our grid. jon: that's texas congressman august on cavuto live this morning saying america's most energy rich state needs reevaluate power supply after this week's disaster. most states have interconnected electrical grids. texas has its own independent power structure. let's bring in another republican congressman from texas, ronny jackson. members of the house armed services and foreign affairs committee. congressman, what does your state need most right now? >> we need the federal support. president biden has designate this as a national emergency and natural stacyer. 77 of the 250 counties in texas is eligible for that so we need some help. you know, we got the power back on. people aren't freezing anymore. people are hungry and thirsty now. we have about 1 million people in the state of texas that don't have potable water right now. and a large part of the population the pipes have that youd out today have realized that those pipes had burst during the freeze. and now they have water running freely out of their homes. so there is a lot of water damage out there right now. a lot of people will be eligible for grants and low interest loops as part of the fema relief and usda will help some of our farmers and ranchers. that's what we need from the federal government. jon: texas is familiar with hurricanes. have you had a bunch of them hit houston in particular in recent years. this is almost like a statewide hurricane. you have got huge numbers of people who are affected by this deep freeze. >> yeah. it has. it's been across the state. some regions hit harder than others. up where i live in the 13th congressional district of texas haven't been hit as hard as other areas of texas. areas people don't just have what they need right now. i'm encouraged. i think we have to figure out what happened here, obviously. we have to get to the bottom of this. i hope that governor is going to push hard on coming up with talking to the energy rewere reliability texas what they did and didn't do and how we can keep this from happening again in the future. that's what we need find out. it. jon: what about congressional action? the fact that the grid seemed to so badly fail or texas' version of the grid seemed to so badly fail here that's all across the country. electrical grid is in bad shape and needs to be rebuilt. isn't that something that both parties in congress could get on board with? >> it is, you know. there has been a big push for a long time on infrastructure. this will part of the infrastructure packages to come. we do need some help here. i do not want this. one thing i don't want to see happen from. this i don't want to see this become a man date from the democrat to regulate our texas energy grid. we have an independent grid. i want to keep it that way. i think governor abbott has been adamant about having the texas legislature look into this and figure out where they as a state we as a state need to regulate. this we don't need the federal government to regulate. this i don't want the federal government getting into our energy grid. you know as well as i do any time the federal government touches something it eventually breaks. i want them to stay out of our grid. con. jon: what was the lie from ronald reagan i'm from the federal government and i'm here to help. that's what president reagan used to say. congressman ronny jackson of texas. ronny, thank you. >> thank you. jon: after approving a major disaster declaration in texas he says he will visit that state soon. david spunt at the white house. david? >> speaking of the federal government, president biden in declaring that major disaster declaration will be sending tens of millions of dollars in federal funding to texas to try to help the people displaced by this winter storm down there. president biden has been briefed according to the white house over several days about the basics of the storm. he addressed the texas crisis yesterday from the white house. listen. >> fema is already there and supporting support, generators, diesel fuel, blankets and other supplies. i have directed health and human services, hhs, housing and urban development, u.s. department of agriculture, the department of defense, to identify other resources, other resources that can provide and address the growing needs of the folks in texas. if. >> president biden on his way back now to the white house after attending church. but he spent about an hour or so with former senators bob and elizabeth dole at heir home here in washington, d.c. bob dole announced he has stage 4 lung cancer. the former senator from kansas 97 years old and is a close friend of president biden. the two served in the senate together from 1973 to 1996. of course, we wish senator dole well. president biden looking ahead this week will meet with canadian prime minister justin trudeau and as you mentioned about texas, it's a possibility the president will go there. he said there is logistical concerns. of course we will follow it if he does. he wants to go to texas, he says. jon? >> hi, jon, yeah. i just talked to a guy who says he has worked out here 15 years. he didn't want to be named. he knew enough to know something was wrong when that plane was come in. i want to give you perspective as i explain this here. you have denver international airport right behind me. and then we will have lloyd, our photographer, push off to the west. and that is and broomfield where that plane had to turn around and all that tee bree dropped is exactly almost exactly due west from denver international airport. the man i spoke with said he saw all of the emergency vehicles heading in here on denver international airport and then he watched the plane come in to land here as it was greeted by those emergency responders. he said there was no smoke. nothing was trailing at that point. as we do know that there were witnesses on the ground in broomfield who heard that loud boom and thought they heard an explosion they saw smoke at the end of that plane by the time it made it here and able to safely land according to officials it was no longer doing that. we are still awaiting word on what exactly is going to happen with those passengers. we know they were taken safely off of that united flight by bus back into the terminal. no word yet on when they are going to make it to hawaii. that's where they were headed. and miraculously, according to broomfield ph.d., no one on the ground was hurt and no real -- no large amount of damage. jen, which is just incredible. when you take a look at those pictures and that debris, we talk about debris, but these were massive chunks of that engine part of that plane, jon? jon: john it is absolutely incredible that nobody on the ground was hurt. alicia acuna at the denver international airport. thank you. the "new york post" reporting tomorrow will be the last day for ice skating in central park. as the city force was the closure of two skating rinks because they are run by the trump organization. city making the decision in response to the capitol riot. the trump organization's contract was set to run through april. among many others, the closures will affect the ice hockey in harlem program which has used one of the rinks for more than 30 years. the trump organization slamming the move as a political stunt by mayor bill de blasio. we have reached out to the mayor's office for comment but have not heard back. more reaction to this later this evening when lara trump appears on justice with judge jeanine. the house of representatives set to vote on the massive stimulus bill which is filled with items unrelated to the controversies pandemic. including more than $100 million for a controversial underground rail project in california's silicon valley. lucas tomlinson has details. jon apparently not all the $1.9 trillion stimulus bill for cody relief. one raising eyebrows $100 million for a rail project in southern california. subway construction costs has nothing to do with combating covid-19. new documents obtained by fox bit indicate the rail project will cost $112 million. construction hasn't begun. it's been in the planning phase for several years. president biden's appointee to be deputy administrator of the federal transit administration fernandez previously the ceo of the santa clara valley transportation authority before her appointment last month. fda spokesman told fox business fernandez is recuse from issues that involve her previous work in california. the skyrocketed in recent years from 4.7 to $6.9 billion. obama's former top economic adviser lawrence summers warns about the huge costs for the stimulus bill. there is a chance that macroeconomic stimulus on a scale closer to world war ii levels, the normal recession levels will set off inflationary pressures of a kind we have not seen in a generation. while some lawmakers are concerned about the high price for this latest stimulus bill, others just want to get the money out as fast as possible to help americans in need, pet projects and all. jon? >> what i'm talking about is i said opening the majority of schools in k through 8th grade. because they are the easiest to open. >> the vice president won't say whether or not she agrees with cdc guidance that teachers don't need to be vaccinated. >> can you reassure teachers who are listening right now that it is safe for them to go back to school even if they are not vaccinated? >> teachers should be a priority. >> this really wasn't supposed to be so complicated the way biden talked about things when trump was in charge. >> democratic leaders are ready to get this done. they have already proposed such legislation. mr. president, where are you? >> now president trump is in palm beach but those democratic leaders who biden claimed were all set to pass a bill with money to reopen schools back in september still work up the street yet almost a month into the biden's term no deal. at the white house, peter doocy, fox news. jon: our next guest is a doctor who says the end of the pandemic is right around the corner. his "wall street journal" opinion piece says quote we will have herd immunity by april. covid cases have dropped 77% in six weeks. experts should level about the public about the good news. joining us now john hopkins surgeon and professor and author of that op-ed piece dr. marty mckaye he is also a fox news medical contributor. that is some stunning good news. why aren't we hearing more about it, doctor. we have where immunity including those never got tested felt great or had the infection or exposed to the inif affection and developed some t cell activation may not have been a at this bodies that are in the blood system but t-cells when they are activated provide immunity and study from europe shows more people have those than antibodies. we probably have already seen herd immunity kick n the united states. when you see a 70% decline in cases over five and a half weeks, have you got to, as a scientist ask why and it's not explained by a sudden change in behavior or by the few vaccines that have kicked in over that time period it. can only be explained by more breaks in the transmission and fewer people who are susceptible. north dakota, for example, probably already hit herd immunity. researcher from columbia university found that about 60 to 65% of the population there may have immunity. they had zero cases this week, jon. so we need to look at this and ask why did north dakota have few cases the entire winter when the rest of the country had a surge of cases. jon: in your op-ed piece you indicate it looks to you that maybe two thirds of the country is already immune from the vice. >> well, if you look at the vaccination rates, we are at about 5% of society right now. and if we add 1.7 million a day and let's hope we get the approval from the fda from pfizer and moderna to use the deep freezers that researches found this week were unnecessary and we can use regular freezers hope we get the vaccine quit. we could see a major rasp up and next six weeks we could up to 40% of our entire population vaccinated i think closer to 30. by the end of april it is very likely we may hit a very strong herd immunity level. jon: let's talk about the rollout of these vaccines. the vice president, kamala harris said that the biden administration had to start from scratch because she said there was no plan. president biden said there was essentially no vaccine at all when he took office. is that true? >> well, i think it's disingenuous, jon. i don't really talk about politics. but i talk extensively to people in both biden administrations. the last administration at hh is and the current administration. and they worked very hard in the last administration in the final months to build the railroad tracks and now we are seeing this high speed train come through deliver over a million vaccines a day two days after biden took office. and i think we need to do more to speed up vaccination distribution. but i don't think it's helpful to use that rhetoric. we could give out more first doses and focus on that. we could put those who are previously infected and have natural immunity at the end of the vaccine line. that would safe more lives. we probably shouldn't be using all the resources for these mass vaccination centers as long as grocery stores and pharmacies and dialysis centers are saying we are set up, just give us the vaccine and we are ready to go. jon: what about these variants popping up? how concerned are you about the damage that they might do? >> well, look, as a public health researcher, this is something we are following extremely carefully. let's look at the data. although it does propose a threat, in the u.k. where the u.k. strain is dominant, they have had a massive decline in cases even greater than the rate of decline than we have had in the u.s. in south africa the same. in brazil it's been a little more persistent there are a few cases of that strain in the u.s. we will be tracking it. but the tools are effective. if we look at the real end points in the studies of how often the vaccines or previous immunity prevent death that is of the key indicator. not just whether or not you get the infection, but whether or not it prevents death, it appears that the current tools are still nearly 100 percent effective in preventing death from coronavirus. jon: projected 250 million doses will have been delivered to 150 million americans by the end of march. good news. dr. marty makary, fox news medical contributor, thank you. >> thanks, jon. >> jon: democratic senator joe marchen saying he plans to oppose president biden's pick it lead the office of management and budget neera tanden over her controversial twitter post. could that torpedo her nomination?
