Signing the executive actions, theres a lot that unusual about today and a lot that is still very familiar. Despite the masks, the social distancing, the unprecedented security measures, todays inaugural has managed to capture a lot of the tradition of years past. Very true. One tradition that we didnt see tonight, the first time in over 100 years was the outgoing president at the inaugural. Senator Lindsey Graham talking with the former president in his last days in office. And of course, they worked a lot together throughout the course of his presidency. He joins us now. Senator graham, great to have you with us today. Thanks for being here. Your thoughts as you have watched all of this unfold this evening. Well, i thought it was pretty flawless. Roy blunt is her. He did a magnificent job. I nominate him to do this the rest of his life. Amy and roy did a good job representing the senate. Good speech by President Biden. I wish President Trump had been there. That was not to be. I talked to him last night. I think hes in a good mood. Hes in a good spot. We got the future to look forward to as a country and as a party. Donald trump will be a the strongest voice in the Republican Party for years to come. Biden has the same problem every new president does. Theres three things. What do i correct against the past president that was a mistake. What do i build on the success of the past president and how do i chart my own way. My question is, how will joe biden be different than barack obama . Will this be the third term of obama or something different. What about the gop, senator . Its bret baier. In the senate theres negotiations on going between Mitch Mcconnell and Chuck Schumer. How this 50 50 split will work. Whether theres a deal on not blowing up the filibuster. Currently theres some senators that have holds on nominations already. Where does this stand as far as Negotiating Power in the u. S. Senate . In 2000 we had the same situation. I think that will be the template. Democrats will be in charge of the committees but an even split. So 50 50. You cant do a lot of big things unless you get a lot of byein. Room for infrastructure, maybe something smaller. At the end of the day, the president serves his can cabinet. Ill vote for the Secretary Of State nominee. I want to work with President Biden to get his nominee in play and see what we can do together. You tell your fellow gop senators, senator hawley has a hold on Homeland Security, senator cotton says he wont give the waiver to general austin. What would you say . Let them have their nominees . Number 1, you can i think putting a hold to ask questions about Border Security makes sense. I worry about the dangerous times in which we live. I know lloyd austin a long time. His world view is sound. Tony blinkin is very close to President Biden. Hes a reasonable person. Somebody that a democrat would pick. The way i look at it, i expect the democratic president to choose people differently than i would have. As long as theyre qualified, of good character, im inclined to vote them. Ly grant the waiver for austin and vote for him. Senator cotton, i see the world like him on National Security. I think theyll get confirmed. Martha senator, when President Trump, then still president , boarded Air Force One to head to florida, he spoke to people that were gathered there and he said we will be back in some form. So what form that takes, i would imagine, will depend on a number of things. One of which is the business before the senate of potentially moving forward with this second impeachment. I know that is something that youre against. Where does that stand today . Well, looks like were Going Forward. Were about to impeach a guy in florida, okay . Were about to impeach a man out of office for the purpose so he cant run again. Its unconstitutional. Continues to divide the country. Puts a cloud over the presidency. Will open up pandoras box regarding the presidency itself. So i would like the Republican Leadership to be more firm. Mitch mcconnell has been a good majority leader. He was indispensable for President Trump not only doing judges but Everything Else we did. Hes a solid conservative. Im hoping that he will make an announcement soon saying impeachment is unwise in our constitution. If this party will survive, we have to realize that donald trump had a consequential presidency for conservative. He will be the strongest voice in the party. I realize that. I appreciate that. The test for President Trump is will he help us in 2022 take back the house and the senate. Without his help, we cannot take back the house and the senate. With his help, i think we can. You mentioned senator mcconnell. He said the mob that attacked the capitol was fed lies and provoked by the president. You agree . No, i dont. Theres things that are being said about the Election Campaign were wrong. There were not 8,000 felons voting in arizona. This whole thing about the dominion Computer System was to me just way out there. But the people who broke into the capitol are responsible for their actions. Im not responsible. Trump is not responsible. If you think President Trump committed a crime, he can be prosecuted. Impeachment is a political exercise that will further divide the country and i think destroy the presidency. You said senator mcconnell is a good leader. He said the mob was provoked by the president. Yeah, i dont agree with him. If you think that would be a crime, to provoke somebody to incite them to violence. Show me the clip where he did that . What id say about senator mcconnell that he has been a good leader, a great street fighter. He will be a challenge for schumer. But he is in my view giving some legitimacy to this Impeachment Process that i think is wrong. They impeached the president in the house in 24 hours without a lawyer, without one witness. Is that what were going to become as a country . I hope not. Martha senator, you said that you believe that President Trump will play a big role Going Forward in these 2022 elections. A lot of focus as soon as the inauguration is behind us will turn to those. Seems like theres a lot of folks in your party that want to erase him from the party. Hes talking potentially about building his own party called the patriot party. What do you say to that . I hope he doesnt. I hope he stays the leader of the Republican Party. If youre a conservative, this has been a good four years for judges, for rebuilding the military, for bringing order to the border, for historic Peace Agreements in the mideast. This has been a consequential presidency. Three Supreme Court justices. I hope President Trump understands that his legacy and his best future lies with the Republican Party. I hope people in our party understand the party itself. If youre wanting to erase donald trump from the party, youre going to get erased. Most republicans like his policies. A lot of republicans like his style. A lot of people are disappointed with him personally at times. But appreciate the outcomes hes achieved for our country. So this idea of moving forward without donald trump in the Republican Party is a disaster for the Republican Party. The one way democrats can survive is for the Republican Party to crack up. The best way for the Republican Party to crack up is try to move forward without donald trump. Senator, do you have any regrets how you handled this . You ran against President Trump as a candidate, called him all kinds of names. I ran out of names. He ran out of names. Ran out of cell phone numbers. You then got very close to him. You advised him. Yeah. You were part of the effort in georgia that talked about votes down there. Then on the senate floor after the mob came in, you said enough is enough. Im done essentially. Do you have any regrets how you handled this . No, not at all. I think the president had a right to challenge. If he was a democratic president , nobody be grudges a democrat for going to court. Hes not the first politician to say ive been cheated out of an election. Once the Legal Process is over, i didnt believe it was appropriate for the congress to overturn a certified election at the state level where there was no dispute about the electoral slate. So we pushed it too far, i thought. I thought the Commission Ideal was a very bad idea. But i have enjoyed getting to know the president. He can be a handful. Ive had my differences with him. But hes allowed me to have a say in his presidency that i appreciate. If you care about the military, hes done as good as anybody since ronald reagan. If you want to make american safer from Radical Islam, he destroyed the call fade. He stood up to china and iran. If you want to create order it of chaos at the border, he did that. He did things with mexico that they would have never done to help us with immigration. Im proud of what hes achieved. Im disappointed in him at times. What he did on january 6 going to that rally was a big mistake. It was out of bounds. I dont think it was a crime. I blame the people that came into the capitol, not him. Senator, do you believe that he should or will run again in 2024 and would you support that . I think the first thing he needs to do is take some time to himself. Hes going to be a potent force in the Republican Party. I hope he will help us take back the senate and regain control of the house. That is really i think the first step for him and all of us. If he does run again, i think there will be a lot of support in the party for him. Im not worried about 2024. I want to help biden where i can. I want to get this country back on track and impeachment is not the way to heal. I want to do what i can to help President Biden stand up to a radical agenda and work to make my party stronger. The best way to make the Republican Party stronger is to realize that donald trump did a lot of good for this country, the Conservative Movement and work with him, not against him to make us stronger. Just to be clear, by helping biden, would you tell your republican colleagues to release the holds on his nominees . They have to make that decision. Im going to vote for the nominees. I think the dhs person you know, one thing about being a senator, you get a lot of advise whether you ask for it or not. I dont give unsolicited advice. Hes not doing anything wrong. Hawley can put a hold on anybody. So can i. They can ask to investigate the election. I dont agree with that. So at the end of the day, the secretary of defense and the Secretary Of State will be confirmed pretty soon. I hope the dhs guy will get his guy on the floor. Well have our hands full. Ill be fighting Bernie Sanders as he uses the Budget Reconciliation Process to impose the green new deal, higher taxes and medicare for all. Your thoughts as we head into the next segment of this. A parade, the president , joe biden, is about to walk into the oval office for the first time as the president of the United States. Well, i thought that interview with Lindsey Graham was just fascinating as you guys pointed out. Graham had a very complicated relationship with donald trump. He tried to be the trump whisperer to try to sometimes keep the president on the tracks and doing constructive things and helping the Republican Party. I think at some point the day of the inner is insurrection said thats enough. Im done. But i thought he made a couple of really strong points. One is when he talked about, you know, what are we going to do, impeach a guy in florida . Its a complicated thing. I can understand why people in the capitol january 6 dont want to cut donald trump a lot of slack. They feel he was incited violence. Even Mitch Mcconnell said that he provoked the violence. On the other hand, you have to ask yourself after the speech where President Biden called for unity and talked about his ambitious agenda, is an Impeachment Trial in the senate of a former president going to get in the way of that or not . The sense of unity is in the way of that. Secondly, he has an agenda. He wants the covid rescue package, 1. 9 trillion passed. You have an Impeachment Trial. That could take up two or three or four weeks, which will slow down his legislative program. The other thing that is interested is about Donald Trumps role or not in the Republican Party. There is this talk that trump would start his own party, the patriot party. That is a prescription for disaster for the Republican Party. In 1912 when the republicans split between the Republican Party of william taft and Teddy Roosevelt with the Bull Nose Party and the are is the democrat, Woodrow Wilson was elected president. You get two separate parties, that is a prescription for democrats to hold on to congress in 2022 and hold on to the white house in 2024. Thats right. Youre looking live at the motorcade from Arlington National cemetery. Theyll get to as you look there 15th and pennsylvania where there will be bands every branch of the military represented. Obviously not big crowds today because of covid19. They will, were told, do some sort of walk as they get closer to the white house. Juan, want to bring you in. Were talking semantics and logistics about the senate control. This really is the determining factor about the biden agenda and how they manage this Power Sharing at 50 50. Right. You started at the right point. By the way, i want to compliment you on noting this Lindsey Graham ran out of phone numbers. Right now they have the five Cabinet Members on hold. And right now, they have the hold on the Homeland Security nominee. And you have lots of questions about exactly if senator graham holds the position that a new president , republican or democrat should have his nominees, why are republicans getting in the way at this juncture . Is it just a matter of spite, you know, well stop you, going to fight you Tooth And Nail from the very beginning, theres no opportunity for healing from. The biden perspective, he has an agenda and hes got to be promoting that agenda. Part of that comes into the difficult question about the filibuster. So right now, it would require 60 votes for this to happen, to become a reality. Will democrats try to undo the filibuster and if they do, what does that mean Going Forward in terms of, you know, the club on capitol hill . That could be a very divisive acted but could be a necessary act from some from the perspective of some democrats. Bret juan, if republicans continue these holds, somebody like joe manchin could get mad and say you know what . Im going to bust up the filibuster. Is it possible . The world of joe manchin i never heard him say that. That he would do that. Its possible. Again, you said people are very angry. I think its more that people are tense right now. Everybody in washington is tense. We have a lot of pressure around. People like manchin and schumer right now would say youre with us or youre against us. Right now these people are trying to block, obstruct. You know how they called Mcconnell The Grim Reaper when it was obamas time. Joe manchin, are you with us or against us. Martha its worth going back and i want to bring in katie here to remember the resistance that President Trump had from day one. He was under investigation from day one. He was never given any honeymoon of any sort. Its remarkable when you look at what he accomplished, that he got anything done given the fact that he was called an illegitimate president by the person that ran against him, Hillary Clinton and was unrecognized as not my president was one of the common terms that we heard from his opposition from day one, katie. Yeah. Thats why when President Joe Biden talks about unity, the standard for that will be very difficult because theres a lot of forgiveness that republicans have to find from someone like joe biden that was heavily involved talking about the delegitimacy of President Trump. You know, Lindsey Graham was on earlier. He had a complicated relationship with President Trump. He used to have a friendship with President Biden. They worked together in the senate. The first impeachment started splintering that friendship. You had joe biden calling him a personal disappointment a couple months ago. So you know, on the hill, joe biden, you know, has to move forward with his agenda. Were seeing on the first tweet that President Biden sent out that he wants to get to work to deliver covid relief for the American People. The white house website has listed the top priority, the first one is covid relief for the American People. Youre seeing congress now saying that they may not get him a bill on covid relief until march 5. If that is what he wants, that seems like a bit of a wait for him. Bret katie, do you think the message from the election is one of lets drop the chaos and lets get something done or do you think what do you think the message from the election was . I think the message was it was a close election, that the senate is split 50 50 for a reason. Very reflective of the American People. Its clear that they wanted more Government Relief from governments around the country that told people that they cant work, theyve taken away their livelihood through lockdowns and lockups in washington d. C. On these Relief Packages. In terms of moving forward, people Want Washington to work better for them and to do less to harm them, whether that means giving them the relief that they need or just getting out of the way in terms of allowing the private sector to move forward with vaccine distribution, which has been gummed up by state governments. So joe biden now has the ability and the authority to manage these new big projects. Hes the one in charge now with all of these Executive Orders. Hes written a number of them, replacing the ones that President Trump put in to place. So theres a few of them that have a lot to do with National Security implications and that kind of thing. Talking about the consequences of those actions is something that hes responsible for now. Martha juan, when you talk about first actions as a president , there was a lot of reflecting in the early first 100 days of President Trump. What if he had gone with the Infrastructure Bill out of the gate . What if he worked across the aisle . Would there have been a moment that that was possible . He did the muslim travel ban, other things that people thought the other move might have been the better way to go. What were seeing in these Executive Orders is not that joe biden wants to make that first move to reach out across the aisle and said lets get this vaccine program, lets Work Together to get this done in the first 100 days. What do you think about that . I think i understand differently, martha. He does want to get the vaccine program, the 100 million vaccinations in 100 days. Requires money from the congress in terms of setting up some of these Healthcare Centers hiring additional Healthcare Personnel martha millions have been unspent so far, the money that has been allocated. Correct. We have to find a way to make that money work for the American People and if necessary add to it. Thats the question. You know, you heard senator graham say just what you said. Infrastructure. I can work with joe biden on Something Like infrastructure. So put it on the table, lets make it happen. I think theres also a tremendous hunger, if you will, out there in terms of dealing and i was surprised to hear senator graham say to you and brett, immigration. He didnt say anything big. He said we can Work Together on something small like immigration, which can be a third rail around here. Bret that will be tough. 60 votes on that is just its always like loosy the football from charlie brown. Yanked away at the last minute. Looking at the motorcade coming down closer to 15th and pennsylvania. Theres something surreal about today with the lockdown of 26,000 National Guards troop not even adding the Secret Service and the police here and also the fact that covid19 has prevented the massive crowds along this route, the parade route and also the national mall. Take a shot of that the 15th street towards Pennsylvania Avenue. You know, the flags in the middle seemed like a good touch as far as the visual. There werent people there. They didnt have to argue about the size of the crowd today. Martha argue about the number of flags . Bret yeah. But were seeing massive motorcades here because you had three former president s and a current president and current Vice President new to the job just a few hours old. Martha always see a lockdown in the middle of washington d. C. On these days in order to let all of these people pass with the kind of security that they need. The lack of people Walking Around the city, its always a big celebratory festive mood. I remember last inauguration we were all on the mall, all of us together in a tent with thousands and thousands of people all around. Im always amazed at how quickly and how adaptable americans are. Everyone just sort of accepts. This is the way were doing it now and this is what it looks like. You have to wonder what goes through the mind of Vice President Kamala Harris and President Joe Biden as they pull up to the white house for the first time and walk into the executive office buildings, the office of the president and the white house for the office of the president for joe biden. Its been a long, long road covering this election. It ends here today as they enter their offices. Bret it will be a short road to the white house. The parade is cut down. There will be some element of a parade, roughly an hour. A virtual parade call a parade across america that features all kinds of performances in communities in all 56 states and territories. Well see a lot of this that is going to look a little bit like the Video Presentation were told from the dnc when they bounced around the country and had all kinds of people weighin. Tom hanks will be the Master Of Ceremonies later on for the concerts that will take place. All kinds of names coming in. Bruce springsteen, bon jovi, theyre here. Lady gaga busted it out earlier. Im going to jump in on the two of you and say usually when the president is pulling up to the white house, there are bands from local high schools, National High schools and may be from your hometown in new jersey or georgia. People are so proud to see their kids out there and the president is in an observation box, Bullet Proof Glass watching. People say he should be there for my kid. You can see so much excitement. People so pleased to be here. Today, what a difference, martha. Martha if you look on the righthand side of the screen, at the beginning, there were military bands, bands from the University Of Delaware as you suggest representing joe biden and Howard University band representing Kamala Harris for their alma maters. That was before the arlington part of this process. We see it continuing now. Well see them get out and walk a little bit along this parade route. Yeah, all of us have covered from those stands covering inaugurations. These parades as they do by. It seems liked four years has been a long four years but feels like yesterday that we were all covering that inauguration as well. Lets bring in karl rove, joining us once again, former Deputy Chief Of Staff to george w. Bush and donna brazile, the former dnc chair woman. She attended as a guest of Steve Scalise in a sign of unity. Donna, start with you. Your thoughts from your very close perch there as you watched this historic day. Really was an amazing day. I want to thank Congressman Scalise to allow me to sit next to him and to see so many of my friends. Former president s and members of the Supreme Court and just had an opportunity to just have a lot of great fellowship. The mood was very, very wonderful. You know, at one point, it started to snow. Were like my god, i was talking to justice roberts. I said was this in the forecast . The highlight is taking my picture with lady gaga. I didnt know i was still a teenager. After seeing that dress, i decided i had to get a picture with her. Never in my life have i had an experience of seeing the first woman being sworn in. So really truly was a historic day. I think what you heard from the president today, a call for unity. This is not a call simply for the moment. Its a call for the ages. Being on that being on the steps of the capitol where two weeks ago we witnessed in disbelief our fellow citizens charging up the steps, it was important that i was there with my fellow louisianians, my lsu buddy, my new Orleans Saints pals. We wanted to be there together. I was happy to be a part of the historic moment. Bret yeah. Before i go to karl, control room, do we have the band . Theyre pumping it up ahead of the white house. Can we listen to that a little bit . Bret all right. This is the u. S. Army band, the commanderinchiefs corps. The old guard. Thats these guys right there. Theyll have every branch represented here. And then thats right in front as you see the beast as we call it, the limo for the president where the president and the first lady are inside flanked by Secret Service. She will get out and he will get out and make a walk in front of the white house before heading that way. Karl, youve been through this a number of times on actually both sides. Commenting on it. On the inside, getting ready to walk into that white house. Your thoughts. Well, you know, it is a moment when the president walks in to the office for the first time. Biden is familiar with it. He was there many times as a senator, obviously in and out a lot for eight years as Vice President to barack obama. But when you walk into that office, the enormity of the responsibilities come down on you. No matter how much you think youre prepared for it, every president has remarked in the modern era that they felt a new sense of responsibility and burden. It dawned on them that they were the man in the arena, the person that had these enormous responsibilities. Even as a staffer, i walked in my office. My office on the west wing was occupied by Hillary Clinton. The only first lady to have an office in the west wing. I walked in. You know, sort of dawned on me that i was not in kansas any longer as they might say to dorothy. Martha watching this. We can see it from where were sitting. Its an absolutely Beautiful Day. We see the procession and some of the bands as they move towards the white house and begin the process of moving into the offices. Peter doocy reported earlier that in between and theres this fascinating move of moving peoples things and out. Unlike you and me, they do it for you and they move everything in to the white house for the biden family as they get ready to go in. They did the Sanitization Process that weve become familiar with in this awful year of the Covid Pandemic that weve been living through. They will go in, get settled. Were told that President Biden will go in to the oval office and to the resolute desk. I dont know how quickly he will decide to the temptation to open the desk drawer and see what donald trump wrote to him. That letter is in there. I imagine that is one of the first things he will do and then get down to business. Donna, you theyre pausing now. If they get out, well let everybody breathe that in. Donna, the unity factor that we heard so much about in this address, does that work to go in there and undo the paris climate accord, get back into that, i should say, cancel the xl pipeline and things that half the country felt very strongly about in the early days of the Trump Administration. Is that a good move . As you well know, when candidate joe biden campaigned for the presidency, he promised democrats and in the general election he promised the American People that he wanted to reverse course on some issues and other issues hes going to move full speed ahead. Especially on covid19 and the economy. So i think you know, they always say elections have consequences. This is part of why he ran for president and what he campaigned on. I think its important that he keeps his promises to the American People. Martha theyre making the turn on Pennsylvania Avenue now as they begin the approach and get closer to the white house here. Bret donna, i want to follow up. You talked about being there in your perch sitting next to scalise as they get ready to stop here and perhaps get out. You know, juan eloquently talked about the moment seeing Kamala Harris sworn in. At a point got emotional thinking about his mother and others. For you, we talked about that as the nomination happened. You were on the stage today. What did it mean for you . Juan, i have this. The platform. I also have one from barack obama from 2009. But i also have this that i will share with my students, scalise brazil. This is the blanket. George bush had a blanket. Michelle and barack and i had a blanket with Steve Scalise. It was important for me. I made it clear to not just my friends and my family but i talked to the press down in louisiana. I said, joe biden would like to bring the country together. I know someone in the congress who also believes its time to bring the country together. Steve and i are miles apart on the issues. He didnt support as you know the electoral college. He voted no. I still believe it was important to share this historic moment. This is a historic moment. I didnt believe growing up in the segregated deep south that i would see this moment. My mother and grandmother and so many others continue to instill this belief that in america anything can happen. As i said after barack obama was elected, i said we used to giggle, actually laughed at our parents when they would say that. Because we just didnt have the faith. Through hard work and believing in our fellow citizens and this great democracy, look what has happened. I can only think of what Abigail Adams would be saying now when she told her husband, dont forget the ladies. Guess what . We will never forget the ladies now because theres a lady serving as Vice President of the United States of america. Its a very historic moment. Martha indeed it is. In some ways, should have happened before now. Geraldine ferraro ran as Vice President. Its a historic moment to mark this Development Today as we watched that unfold up there at capitol hill. Now we can see the pause. I believe theyre going to get out shortly from the vehicles and begin to walk this last section to the white house as they, you know, sort of get ready to enter as the president and the Vice President. Normally you have this moment where they would be greeted by the outgoing president and first lady. I remember the moment when the obamas stood there and Melania Trump and President Trump arrived and then theres pictures taken that part of these proceedings have been removed today from what we have been watching unfold here, bret. Bret yeah. Usually theres some people on the streets. The security as we mentioned is tight. You have to get through several barricades to even get anywhere near this area. They have just locked it down. National guard troops are really polite and wonderful, interacting with them. Theres a ton of them. Nobody is going anywhere unless its planned and you have a pass. Karl rove, the issues now facing this president , do you think covid is kind of the bucket he puts a lot of things in and kind of says this is where we need to be, focused . I agree entirely. For two reasons. First of all, its the reality. The country cannot get back on its feet economically and we cant do other things until we overcome this pandemic. Were at a critical moment. We have an extraordinarily short period of time come up with not one but apparently at least two or three or four vaccines to deal with it and now we have to get people vaccinated, this is what he made his campaign about. He didnt make his campaign between march and october, he didnt make it about a whole range of issues. He had two simple themes. Donald trump is Bungling Covid and i will be normal, i will not be like him. Those were thats why he got elected. He laid back, let trump keep the spotlight on him and you know, the old adage in politics, if your opponent is digging a hole, dont get in the middle of them and their shovel. Two runs. Trump is Bungling Covid and im going to be normal. We know he can deliver on the second one. We saw it in the speech. He is who he is. Now we have to see him deliver on covid. Without it, the economy wont rebound like it should. Peoples expectations are high. Well have 100 Million People vaccinated in the first 100 days. Lets see if it can be done. Bret the armored limo there, the beast. Just looking at it closely, the license played says 46 for the 46th president of the United States. You know, you think about the power of the presidency. All that comes with it. All of the pressure that comes with it. Its a job that few you wonder why people want it. Dana perino joins us. You know the feeling about being president , having talked to the 43rd president about it. It comes with a additional layer of responsibility that you cant fathom unless youre in it. I remember watching sometimes with president bush. Lets say he gave a speech about education. In the back of his mind, he was thinking are we doing enough to preventing the country from being attacked a again. The country was on a war footing since. One of the reasons that i think two weeks ago was so shocking is that the nation because we took the fight to the enemy had not been dealing with it here on our shores and booth barack obama and President Trump prevented that. And those threats are still very real. Dan hoffman, one of our contributors and former cia Station Chief that said that alquaida want to continue to do things and there might be other threats out there as well. The weight of the world is really on your shoulders. Youre the commander 92 chief. Every problem comes to your desk. You have to be willing to make tough decisions, weighty decisions, decisions that will be unpopular. Joe biden is no stranger to the criticism that comes from public office. I think its even different when you become president. Thankfully he has his loving wife with him. Shes a good partner for him and he will definitely rely on her and the team that hes put around him. Martha its worth noting throughout the day, we kept getting emails and news flashes that they had the fbi arrested more and more people. They continue to round up these people that stormed the capitol and for whom all of this layers of security was became necessary after the course of the last couple weeks. Now we see the president stepping out of the beast, his vehicle the next four years. Lets watch. Bret you look at this image of President Joe Biden and First Lady Jill Biden and think about the political journey, the journey at the very beginning, think about his three this is the third run now successful, but the journey of the democratic primary. He ran as this president for all, unity candidate in the middle of a Progressive Primary where he got hammered. He was way down in the polls in iowa. I told the story about being in a basement, in a church in New Hampshire where there were 12 people. Six of us were reporters. He was giving a teleprompter speech. He went through all of that and the general election to get the most votes of any candidate ever. Now hes president of the United States. Quite a journey. Martha it is. You think about the covid element of its presidency. He campaigned from the basement in his home in delaware. Criticized for it. Turned out to be the strategy that worked for him and to resonate. He stayed out of the frey a lot while the president was going after him. Hes running over to the side to say hi to people, which i imagine is a little concerning for the Secret Service. Hes been a politics a long, long time. Now here they are walking in front of the white house as they began the journey up the road, a long, long journey for joseph r. Biden as he begins to get ready to move into the white house. His jogging a long a little bit as we saw mim do on the Campaign Trail. He said that hes youthful and energetic for his age. Hes 78, the oldest president to become president of the United States. He seems energetic and fired up. 13 members of his family following behind, including his son hunter there in the crowd as well who has been a focus of a lot of attention and is under investigation, we should point out and seeing how that plays out with its he Department Of Justice is going to be fascinating in the early days of the Biden Administration as well. Yeah, i think his Inaugural Address was spectacular today. It was just what the country needed. Were a country as that been wounded by ranker and division. He was like a soothing ball. He said lets start afresh, reached out to Trump Supporters and said lets give each other a chance. You know, you were pointing out earlier about how youve been on the Campaign Trail in this Progressive Primary where people were trying to go cut to the left of each other. Joe biden campaigned and won as a moderate, as a centrist and someone that will unite the country and reach out to republicans and try to forge consensus. His challenge is and he hinted at it, he said that it requires so much more than work. That was a quote from the speech today. Hes right. It requires action. So today is a day to celebrate and to unite but tomorrow we got to see how do we translate those words into actions. Are we going to spend the next month holding a trial in the senate to impeach his successor and to debate the failures and the flaws and the horrific transition that donald trump led or are we going to focus on finding Common Ground . What is he going to do to unite the country . Words are great. Its a great start. Its got to be followed by action. Bret were going to listen here for a second. He waited a long time to hear hail to the chief. Martha interesting to see the biden family coming in. Theyre roughly the same ages as the trump children and their spouses as these two president s are not too far apart in age, 78 and 74. Now theres a whole new feeling in the white house as the 13 members of the biden family rush in to get acquainted with the place they will be very familiar with. In all of those years, weve had women citizens but never a woman hold national office. To see Kamala Harris put her hand on the bible today, i think about my grandmother and my mom and so many other women who saw this and some young girls that can finally believe that they can be president , too, because of what we did as a country in november. So this is a really good day for the country. We can go back to political ranker tomorrow. Big issues to debate. We have this challenge of covid19 that we have so solve. But right now we should celebrate being american and the fact that hour democracy works. There was a peaceful transfer of power even though it came with a couple bumps along the way. We will continue to thrive and do that under joe biden as president and Kamala Harris as Vice President. Bret so it hit you emotionally during the speeches . Absolutely. Just to see her put her hand on the bible, bret. I think about my grandmother and my mom as an immigrant from jamaica. So much goes in to these campaigns, into the fight to become president of the United States. Hes the 46th person to have that honor in an enormous and diverse nation. We see that this pair reflects a lot about our country and where it is today. Its a remarkable day. It is worth noting again, the peaceful transfer of power, which just a couple weeks ago looked like it was strained. Even momentarily in jeopardy and it was a tragic day on january 6. But today is a Beautiful Day. It is important to take this breather as we watch it play out, dana. You know, this is what the United States is all about. Just looking across the scene here, the amazing view of our nations capitol, something that were all so proud of. With the sun shining and the flags blowing in. Im taken aback by the first and as richard pointed out with the first black woman, it is remarkable. I love the emotion. I love it that we have a time to reflect and as richard said, there will be the Policy Fights to come. Your thoughts on eisenhower and his middle way and the circumstances under which he took office back in the 1950s. Well, i must say it was an emotional day for the whole country. Just the sheer relief of getting through this period where so many really dire precisions were made about the security situation. Thank goodness for that. I must say i was most interested in now President Bidens Inaugural Address. It had a great deal of resonance with a theme that eisenhower put out in his twoterm presidency. That is the middle way. The middle way is where you can compose the differences between the right and the left for progress. I certainly hope we give that president the president the opportunity that he has given both sides the chance to Work Together. Bret susan, were seeing Vice President Kamala Harris exit the vehicle now getting ready to walk down the street. As we saw from President Biden, susan, your Grandfather Led his Inaugural Address with a prayer. I referenced earlier that President Biden stopped in the middle of his for a prayer for those lost in covid19. The message of the speech, it resonated with you . Well, it did resonate with me. I thought he went out of his way to say that he was going to be a president that would work for all of the American People, whether those individuals voted for him or not. I think its now up to the Republican Party to recognize that were in the middle of multiple crises and im afraid that the public is going to hold it against the gop if they dont take them up on his invitation. Martha lets bring in Dan Henninger. We watch Kamala Harris, Vice President of the United States who is greeting the rest of her family as she climbed out of the motorcade and now shes walking her way to the executive to the Eisenhower Executive Office building. Yeah, a good scene. I like the pomp and circumstance that weve been looking at today. The images on screen. Theyre so much better than those that weve been looking at for the last two weeks. You know, if i may, march that im going to issue something of a dissent from some of the fellow here today. Joe bidens inaugural speech, i thought it was two speeches. There was a lot in there that was good about unity and reconciliation, even quoted st. Augustan, one of my favorites. There was another speech in there that he talked about things like people telling lies for power and profit. He talked about nativism, white supremacy. I think a lot of people lets face it. Half the country, nearly half the country did vote for donald trump. It was at that point President Biden talking about donald j. Trump or is he talking about the people that voted for trump . I think a lot of them would be entitled to sit out there and same im not that person. If hes trying to reconcile with the country, its one thing for him to be giving his inaugural speech about his grievances with donald j. Trump, but a lot of people out there that supported trump and his policies did not agree with some of those ideas. So they might be asking, why is he bringing up nativism and fear and telling lies through power and profit in the middle of a inaugural speech . Martha i think its a great point that you bring up, dan. He talked about nativism, racism and fear. You know, it kind of fits in to the litany of words that weve heard about the deplorables, clinging to guns and religion, about cults and people need to be deprogrammed. Although there was a lot of outreach in that speech, there was not a line that he could have had in there that might have said, you know, you voted for President Trump and, you know, i hear you. I hear the things that you want, i hear the things you care about. He did say hear me out, there were references to it. Do you think there could have been a more forceful and more specific Bonding Outreach . I do. Could have been more. If i may say so, i thought the speech was father odonovan, the former president of georgetown university, which conveyed the sentiments that one would expect if youre talking about true reconciliation. I mean, lets face it, President Biden is about to go into the white house and sign 15 Executive Orders basically more or less erasing the trump presidency. So the Trump Supporters and i would think even Mitch Mcconnell and Kevin Mccarthy sitting there today saying, we are willing to compromise and do business, but were also waiting to hear one substantive issue on which we think there can be compromise and reconciliation. As many people have been saying today across these hours, the proof will be in the pudding of the next 100 day as President Biden puts his presidency into action, puts substance into the words that we heard today. Will we be genuine outreach to the half of the country that voted for donald trump. Martha governor huckabee, youve been through a number of elections. You know elections have consequences. What are the consequences of this election . Were going to find out over the next few weeks. I think were seeing already with the Executive Orders. Daniel had a great point. If you really are serious about bringing unity, then it needs to be substantive. I dont expect joe biden to compromise on his core beliefs, values or that of his party. Frankly, elections have consequences. Hes going to run the table as much as he can. Theres a couple of things, bret, that he can do that could be healing. If he would issue a firm rebuke to his own party about the impeachment nonsense. Donald trump is no longer president. He really cant be thrown out of an office that he doesnt hold. So if joe biden could say for the sake of the country and the fact that theres nothing to be gained, lets end this little charade. The second thing he could do is to issue a stern rebuke to social Media Companies that have said we dont want to hear conservative voices. We dont want to hear or even allow the voices of 75 Million People. If he would simply say, i may not do what you folks want, i probably want, but at least ill let you have your opportunity to get on your soap box in public opportunities and say what your piece is. That would go a long way. I dont expect him to say im going to adopt america first. If he could just say, im not going to be america first, but america will be in the top five, that would be a real beginning point, i think, for joe biden to bring some substantive healing and not just the speech. Bret governor huckabee, as we watch Vice President harris make her way to the white house. Were getting news. Operation warp speed with the vaccines now called Something Else is now amazon has extended an offer to the Biden Administration to use all of its facilities as vaccination sites. We obtained a letter that shows that and perhaps federalizing of the Vaccination Program it seems in this communication. Something that was not offered in the Trump Administration. Thoughts on that . Well, i would like to think that joe biden would thank donald trump and the rest of america would no matter what they think of him. Had it not been for his pushing and shoving, we wouldnt have that vaccine. It would have been four to six to ten to 20 years before we would have it. We had it in record time. If you go back and look at the commentators that back when he first announced it in the spring that well have this vaccine this year and they scoffed and they scorned and they laughed at him. Made light of the fact theres no way that will happen. I just for a few of them to come back and say, by golly, he got that done. Now, in the distribution, if amazon suddenly decides they want to help america, why didnt they want to do this two months ago . A month ago . If they can help get that vaccine to people, more power to them. Lets get it in to as Many Americans arms as possible and move forward. Too many people have died and too many businesses have been destroyed because of it. Martha go back to susan eisenhower. Your thoughts on what dan said about wanting more from President Biden in that speech of outreach to the 74 Million People that supported President Trump. Ive got two points on this. We all have to recognize Americans Still in shock over what happened two weeks ago. If you look at the polling figures, you know, im not sure the numbers would have been as great for the former president as they were before that incident two weeks ago. So i think that is an argument that doesnt really hold water now. We had an opportunity to start thinking about the things we share and promise. I think that actually theres a lot that can be said about the similarities between the struggles in Rural America with other struggles in the big cities of the United States. I think we have to start looking for Common Ground. Finally, let me say and this is the most important, certainly my grandfather believed and i believed, im in the National Security field and i work in policy areas, that we have to have a fundamental commitment to the truth and to rule of law. Theres no compromises possible until all americans understand that this is what is the bedrock of american democracy. That will be the formal office for the Vice President and has been. Susan, as you look forward, do you think covid kind of overtakes the priorities in the early days and that that is the real push here or do you think in a divided government, 50 50 in the senate and a few seats majority for nancy pelosi that bigger things can get done . Well, i think theres so many things to do that the key here is to prioritize. Bret, i know you wrote a wonderful book on the eisenhower presidency. You know how strongly he felt about prioritization. The reason i think covid is key, we cant really fully open the economy again and create the confidence that americans need to go back into their workplaces with confidence and to do other things to keep our economy alive. Bret, by the time that Special Report airs at 6 00, we expect to see a stack of 17 Executive Orders and agency orders signed by the now President Biden who we just watched walk in his front door. Something that you dont see president s do very often. We expect the first batch to address Climate Change among the issues there that will be pull the permit to the Keystone Pipeline and rejoin the paris climate accord. And then an order from the president , joe biden, to stop construction of the border wall, the southern border wall. Hes going to rescind the Travel Ban On Visitors from majority muslim countries. I want to fill in a few things that you may not have seen in the pool camera. Theres a lot of commotion. Amid questions earlier today about President Trump left, he was the president and a Nuclear Football going with him and joe biden was here in washington d. C. And what time, when do they give him the Nuclear Football. It came walking in the gate a few minutes after the president walk in the front door with the first lady. Bret . Bret interestingly there were two. The president when he left had to have the nuclear codes, so it was on the way to florida and theres two for the Vice President as well. So a lot of different logistics as far as the Nuclear Football. Peter, one other thing. When you have these Executive Orders, are saying what theyre hearing from capitol hill on the negotiations on Power Sharing, is the administration kind of signalling which way Chuck Schumer will go . We expect to hear more about that later on today specifically with the Immigration Package that they sent over to congress before biden took the oath. We have gotten more detail about the 1. 9 Trillion Covid relief plan. The democratic leaders, Chuck Schumer and nancy pelosi say theyre confident that they can turn bidens vision for covid relief and covid action into legislation and can pass both houses. This Immigration Package, which the headline there said it would shorten the pathway to citizenship down to eight years from 13 for 11 Million People in this country illegally, we have not heard such confidence from democrats in congress that that is something that they can get through yet. As small as it was, still had the feel and the pagentry of the day. Kamala harris, the Vice President , is in a sorority that theyre known to say this is a very serious matter. Today is a serious matter for her and the country. I couldnt be prouder for her and her family. As i listen to the show and you did such a great job, im reminding of the words of the first catholic president , john f. Kennedy that said let us not seek the republican answer or the democratic answer but the right answer. He said let us accept responsibility for if future. That is the challenge that the president has. I was relieved and encouraged to see senator mcconnell take a lighthearted approach as he gave remarks in the capitol, taking responsibility and claiming joe biden and dr. Biden as well as the Vice President as creatures of the senate, never served in the house. So we think about the tension between the branches and the president and the senate in particular. Theres a real chance for some breakthroughs here. I was encouraged to see Lindsey Graham give praise to President Trump at the same time said he was looking forward to voting for as many of the nominees that the Vice President or President Biden, excuse me, put forward. So im encouraged today. There will be disagreements. This is a journey that at least at the beginning here is suggesting that President Biden wants to find ways to bring the country together. So eloquently, when were together, very little we cant do as a country. Bret harold, i want to follow up on that. I dont know if you heard Dan Henninger talk about his criticism of the speech saying he didnt feel there was an outreach to the 74 million trump voters and bother bad the line telling lies for power and profit or a focus on racism. That is a problem. And joe biden addressed that. Your thoughts on that. I dont know if you heard dan or not. I didnt hear dan unfortunately. I hold him in high regard. I dont always agree with him but i hold him in regard. Ill say this earlier. At no point did the president say im speaking to democrats when i say you all better get in line. Im speaking to republicans when i say you shouldnt be quick to judge. He said all of us. He said lord, the temperature in politics. Bret, you repeated that line shortly after the president concluded his speech. Theres always things that we can pick out, things that we wish there were less emotion to let us not deny race and other issues still roil our society. So i didnt hear a overly politically charged speech, partisan charged speech from the president. I think progressives that could poke or find points in the speech that they might have grievances with. Everyday americans that watched the last two weeks, what transpired in washington and what happened in that building and what has been talked about already, they would have to say, you know, were off to a good start here. A positive start. Are they going to have differences . Of course they are. The answer they should all be seeking is the right answer. We picked the right man for the right moment and that man is joe biden and i wish them the best as they embark on a very challenging course. Martha lets were doing blake burman and talk about the Economic Impact of all of this. I cant help but think listening to what harold is saying, you know, when you look at the Executive Orders, may have been ground more palatable for both sides as Susan Eisenhowers talked about priorities when faced with Something Like covid19. Blake burman, lets talk about the prospect of the end to the xl Keystone Pipeline, a change in the paris climate agreement. All of these things that will have an impact on the bottom line for a lot of companies, for a lot of workers. Big Business Decisions for folks across the country. You mentioned a couple of them. Whether or not youre working on the pipeline which runs down the middle of the country, Othermer Sures that were expected to hear from the biden team and the president in the oval office. You mentioned the paris climate accord, something the president got out of because hes felt it was too harmful for businesses. Other actions were expecting to see from the president , cancelling the construction of the border wall, a mask mandate on federal property. What is interesting when we heard in the president just a little while ago during that Inaugural Address, he didnt get into any specifics as to what policies will be Going Forward. He had this plea to those across the country for those that might not necessarily agree with him. Take a measure of me and my heart. If you still disagree, so be it. That is democracy. That is america. The right to descend peacefully in the guardrails of our republic is our nations greatest stream. Hear my clearly, disagreement must not lead to disunion. I pledge this to you. I will be a president for all americans. Theres also going to be a economic focus on these Executive Orders that the president is about to sign, especially as relates to the strains of the covid19 pandemic. That includes asking federal agencies to extend the Eviction Moratorium and the Foreclosure Moratorium and plus ask the Education Department to extend the pause on Student Loan Payments longer than that, pushing that back to september 30th. We heard from the president s top economic adviser on a Conference Call last night. Heres what he told us. He said these steps are immediately helpful and will help millions of families, which is why we will act without delay. The key part there, being without delay. We know that the president is hoping for this 1. 9 trillion Stimulus Package potentially here in the upcoming weeks or months. These are actions that he will be taking in the upcoming hour that the president and his team feel will help many millions, tins of millions they say across the country. Martha, bret . I do have some thoughts on these Executive Orders. We have watched this peaceful transition of power today and the pomp and circumstance and the tradition of when a inauguration is supposed to be. The fact is that the Biden Administration, President Biden has taken real action today through these Executive Orders that will outlay a number of his policy positions. You heard about the muslim ban and the muslim majority country ban. It wasnt a ban. It wasnt based on religion. You had chad wolf, Acting Director of Homeland Security talk about this. That ban was put in place in 2017 against countries that were basically failed states. Yemen, somalia, libya. A number of countries like venezuela, north korea to get through the core process and the Trump Administration was sued. The reason why they did it is because the governments could not prove that the people traveling on their passports or on their identification with not affiliated with Terrorist Organizations in their country orb criminal activity. There was a reason why that was put into place. So the Biden Administration is taking that off and there may be National Security implications for that. The Border Wall Issue is a National Security issue as well as especially as weve reported this week on the new caravan coming up from south america. You know, to say youre going to stop building a wall that has funding while youre seeing another Immigration Crisis coming right now, thats a question. Finally, this issue of rejoining the World Health Organization when we now have a number of pieces of evidence that that organization that the United States gave a lot of money to and will continue to do so under the Biden Administration covered up for the Chinese Communist party when it came to humantohuman transition of this disease. As covid drives the Bidens Administration priority number 1, what they want to do with congress, with the administration, you have to take these things into question and the substance of these things. They werent just things that the former president did, that President Trump did that were bad necessarily. There was substance behind the reason that theyre put into place in the first place. That is as you get President Biden in office a lot of focus on the split in the gop and what the Republican Party looks like and karl rove calls it a civil war Going Forward. Either way, its in disarray. Theres still this split in the Democratic Party and progressives. How much of a honeymoon with progressives will President Biden have before he gets real pressure from the left side of his party . That remains to be seen. It does depend on what the actions are. Joe bidens words today were fine. At the end of the day, you know, how much is he willing to compromise on legislative priorities . Is he willing to do what Mike Huckabee said, were not going to do this impeachment thing, were not Going Forward with a trial . Its too much of a Distraction A and divisive. That would win over probably some republicans and some independents but cost him support with the Rank And File of progressives in his party. So its going to depend on the actions, how responsive they are to needs and wants and desires. Again, hes trying to win over independents. His honeymoon will last a little bit. The way the newses moved as quickly as this is, as polarized as the country is, it wont be long. Probably shorter than the past. Martha want to bring in robert wolf to add to that. When you look at the potential for another impeachment sort of gumming up the works on the senate side and the real need for senators to have to agree on certain things in order the get anything through, what is the likelihood that they will abandon this push for an impeachment on the senate side once it gets delivered by nancy pelosi . I dont think President Bidens focus is the impeachment. His two book ends are the pandemic and the recovery. Hes clear. You cant have Economic Health without public health. So in idea of the impeachment and may or may not go forward on the timetable the senate decides, but irrespective of that, hes signing 17 Executive Orders today. They pull out a plan of what theyre going to do the next ten days. Theyre going to have an incredible legislative plan on relief and moving ward infrastructure. So he know whats the two most important things are. Its the tens of millions of people that impacted either by lack of jobs or the pandemic or Small Business closings. The impeachment will be based martha to focus on those things, robert would it make sense to be more muscular to advising the senate to push this to the side, to put it on the back burner and move it forward . Would that be heal something. I dont think that makes a difference whether a Relief Package gets done or whether the pandemic distribution gets done. I think people are going to do their job because america is hurting. President biden is the right one to help push that forward. Irrespective of the timing of impeachment. I think the senate wants to get some stuff done. The country wants them to get stuff done. So i dont think the impeachment will halt that one way or the other. Bret doesnt create the best environment if youre trying to impeach a guy that has left and is in florida as senator graham has said. I agree with that. Bret ben, the question i was getting at with tom is theres a lot of talk about unity, negotiating and reach across the aisle today. Everybody praised that. In reality on the left, they dont want unity on that front. They want to blow up the filibuster and do big transformational things. They want joe manchin to vote to bust up the filibuster and let Chuck Schumer do the agenda that is a lot further left than maybe joe biden wants. I guess what im wondering, how pressure there will be to do that . Martha im glad you brought up the filibuster. That is a big part of what is going on behind the scenes right now on capitol hill. Mitch mcconnell is going to use the leverage that he has and negotiating this shared Power Agreement that you have with a 50 50 senate. The moment that a democrat says it, the republicans oppose it. The moment a republican says its, the democrats oppose it. We cant keep playing this game. In the end, it will hurt all of us.
