SARATOGA SPRINGS - The former operator of Siro's Restaurant, the celebrated bar and restaurant on the edge of the Saratoga Race Course, was arrested on Thursday for allegedly falsifying his insurance paperwork and liquor license, Saratoga Springs police said.
