That is a cost that isnt necessarily even reflected when it comes to the economy in the short term. To me what is most disturbing the damage in my opinion that the president did to freemarket capitalism under his term, neil. You know, these days when you talk about trade youre accused of being a globalist, selling america out. To me that is the real damage long term, not necessarily that he underperformed or outperformed bill clinton which he happened to underperform but where we to long term, in terms of getting back to those principles which actually power the economy forward. For me its a mixed record on the president. Neil you know, ann, on the trade front that is one thing that didnt go in the president s direction here. You can blame the pandemic, all the trade wars sparked not only with china but our friends. We were going after the canadians. We were going after spain and italy, a host of others. When all said and done the trade deficit soared regardless. Im wondering whether you see any of that changing . It is interesting, youre right, neil, influence of china actually went up last year despite the focus of that during the Trump Administration. I think in terms where it goes from here it really depended bidens approach to global trade is going to be. He doesnt seem to be making statements that he wants to detract from the position trying to protect american interests at least philosophically but the way he will do it is very different. Neil, you really want to stimulate the economy it should be a continuation of President Trumps policies of deregulation. Not stimulus. Fda is probably the best example. It, deregulating, cutting a lot of red tape that allowed us to get to the vaccines we have today in terms of combating the virus. Were going unfortunately in the opposite direction, more spending, more government control. That has never been good for anyone of any economic social strata and in a way what powers the economy forward, Economic Freedom, certainly joe biden is not putting forth. Neil you know, ann, this has been a bipartisan buying bing whether democrats in charge, republicans in charge, where deficits grow each year. This is off the charts past year we got through with 3 1 2 trillion dollar deficits that used to be the total debt years ago. This brings us 21, 22 trillion in total debt. There are certain key areas so important to the investment at the federal level in particular, to try to stimulate some of the drivers of future growth and future productivity so that the tax, the revenue base can actually come in over time to start paying that down. It will be critically important to see what janet yellen does with biden around the long talked about Infrastructure Improvements for the nation to continue to help productivity. It will be important to see what investment is made in a labor force to help to educate and train folks, particularly those displaced through the pandemic, to make sure that there is a cost from underlying growth that ultimately will help to try to pay off some of that deficit off without a huge hike in tax rates. Were seeing what fiscal spending is going to be directed towards and how that drives growth is really key to understanding ultimately what the stock market response to this is going to be. Neil you know, keith, i think something that is morphed in the years the definition of stimulus it used to be in the republican stance, cut taxes that is stimulus on the economy and away we go. Wall street is celebrating with more stimulus is coming actually with a lot of spending and thats just fine but im just wondering whether there is a limit to that and whether this notion whether it is a two trillion dollar, almost two trillion dollar covid stimulus plan, another environmental package that could cost trillions when all said and done . Stimulus is one thing, going into hock to get it is quite another. You know thats a key point. We seem confused with having a plan with actually doing something about it. What happened to the people in all of this. That is the thing, actually enrages me because real stimulus is about the creation of Economic Freedom to grow an economy. Not necessarily because somebody will spend their way into it. You cant spend your way out of debt any than you can spend into growth. You have to create an environment helping those left behind. That is one time i agreed with janet yellen, help those who struggled the longest but you have to create the environment where free markets flourish. That is the way you actually grow something. Forget about all the stimulus nonsense. Get the selfabsorbed leaders in washington to actually get the right check book out, not a checkbook at random to throw money at this. Lets go it. Yet, if you take a look at all the technology chieftans and all, theyre no big personal fans of donald trump. Obviously he did a lot to cut their taxes you know, ease, you know, a lot of burdens on them. Will they have as big after friend in the white house, do you think, under joe biden who is raising their tax rates and limiting some of the things that they have enjoyed under this one . Raising their tax rates, neil, and also continuing on the president s policies unfortunately going after them in a political way. I think the biggest risk to technology which in many ways has saved us. What would life under the pandemic have been without facebook, amazon, netflix, all these Amazing Technology companies, and neil, theyre hated not just by the president and a lot of his supporters but by those on the left as well, those two opinions in evil words, antitrust will come back under the Biden Administration to haunt big tech companies. This cancel culture is permeating into our actually government. It is dangerous and a dark road to start going down. The way i respond to that, using words like sedition or terrorist is wisely chosen by the left because there are certain precautions that are taken away when people are labeled terrorists. So i believe it is a dark road the left is going down. Right now people on the right including myself are calling for bipartisanship. Lets work on issues like term limits and infrastructure reform but what were seeing from the left is theyre only work with us if we agree to bend the knee. The interesting thing in the society were living in now some of the recipients of pardons will probably spur state action. Pardon covers your federal crimes but not the state ones. I wouldnt be shocked if ambitious d. A. S in manhattan and elsewhere, this isnt going to stop us. Well find a way to jimmy it into state prosecutions although there are constitutional issues there with them trying to do that. It may not be totally done for some of the recipients. The intention to clear the name, to be done with the federal prosecutions. Neil james, were told that even though the president might have been considering pardoning himself, by the way there is no proof of that. That is out there in the public lexicon. Hard to fathom that anyway but can a president pardon himself ahead of time, sort of you know, make a pre, you know, defense move like that . Well it is unchartered territory in terms of pardoning yourself but the notion of pardoning before you have been prosecuted isnt new. Obviously Richard Nixon wasnt being prosecuted when gerald ford issued that pardon. It covers past conduct t can be a pretty wide blanket in terms of covering you from federal prosecution. We have not seen it before terms of it pardoning yourself. The constitution doesnt explicitly eliminate that possibility but Donald Trumps personality does. As hard as he predict to see hardest hit would hitting home would be pardoning family members but not himself. Neil that doesnt look likely either. Who knows with all of this. James, while i have you i wanted to get your latest thoughts on the Senate Taking up the house impeachment measure. I was raising this with a prior guest but can the senate just drop it, all right, this is a former president. An uphill battle anyway. We have enough on the docket are they constitutionally mandated, you have to do something, the papers will be passed to you eventually and you have to act on them . I think they could act on it by dismissing it as you would in regular litigation. Look this, is not sufficient to take his words and try to create a dog whistle and flip the meaning of those words is not what incitement to insurrection is all about. I think there are statutory issues in terms how you would construct incitement to insurrection. I think there are big issues with him being out of Office Although the democrats point to 1876, well, we did it once before. Murky territory could lead to litigation although i dont think courts are trying to jump in. Senate can table it, replace it with a censure if they want to, probably be okay in terms of any litigation. Neil well watch it closely. Is it getting the top rate back up to 39. 6 which is, i think, what joe biden wants to do especially for those earning 400,000 and over. Is it getting the corporate rate from 21 is to 28 , still less than the 35 it was at its height when donald trump took office. Connell, we have gone into this many times, this notion of what is a fair share to pay in taxes if youre a wealthy person, youre a corporation. It always seems to be a moving target. And im just wondering if it will get closer to what the biden folks are saying it is when, lets say, the top rate approaches 40 and the Capital Gains and other rates could be taxed at the same amount. What . It is a moving target. It is. They are going to push for all of the above for what youre describing with a particular focus, i think, on that top rate for individuals and also the corporate rate. But a lot of these questions will come down, just as they did, by the way, when president obama took over in 2009, to timing. It is a real open question now as to how hard the new Biden Administration will push for those tax hikes rather than focusing on things like speeding up the vaccine rollout which would have a positive Economic Impact, looking at other issues that would get stimulus into the economy quickly which janet yellen has also talked about today which would have a shortterm Economic Impact to be positive. Yes, they will push for higher tax. I think the hope is for many in the Business Community that that push wont be successful early in the administration, but i think youve said this a few times, neil, other the last week or over the last tweak or two is week or two that many of the same people work for biden that did in the Obama Administration, and they seemed to think the lesson is while you have the chance, lets push now. Well be watching closely to see if they make an early push. Itd be really hard to do in a closelydivided senate. Neil yeah. You know patrice, reading Barack Obamas book, that regret, frustration early on that even with the run of the table that the democrats enjoyed as they do now when he took office, he did put off the tax hike on wealthy individuals. The economy was tanking, so obviously that was supporting the notion if youre going to raise taxes, that was not the time to do it. But in retrospect given the nature of the wealthy and those secure or or taking such hits, it probably came too little, too late, hiking taxes. So do you think one way or the other joe biden is not going to repeat that, hes going to push this tax hike immediately . I mean, i think he will, neil. Certainly, he has a Vice President who has been full force for raising taxes particularly on the wealthy, scaling back the 2017 tax cuts, particularly calling them tax increases for middle class families. Disinagainous about when disingenuous when taxes would rise. It wouldnt surprise me if they would try to do that, but i would hope in the first hundred days the attention is going to be on the coronavirus and actually getting businesses reopened. Because, you know, its going to be difficult to tax people if these businesses shut down at the rates that we have been seeing them. And so to keep them shut and then at the same time taxing, you know, people who are generating jobs, people who are trying to keep workers employed, i think its going to be very politically untenable. Neil you know, delaware deneen, i know everyones fixated on this president leafing with the lowest approval numbers ever of his presidency, among the worst for any outgoing president , even Richard Nixon, that we dont focus on the economic record. Of course, theres a way to play that prepandemic, postpandemic, the markets soaring right through and after the pandemic. On those levels certainly the market sees one of the best president s weve ever had for that. But hes not given much of a bow for that. How do you feel about that . How much do you think was him, how much do you think was the Federal Reserve . Is this something that sorted out later because the markets had ronald reagan, bill clinton, a good many of them whatever your political views feel the same about donald trump. Well, neil, first of all, President Trump didnt get all that much credit from his accomplishments with the media that was so hardstrong against him. That is why his America First agenda, his agenda was for all americans, the forgotten americans. The Prime Minister was able to the president was able to implement a progrowth economic environment through tax cuts, through deregulation which is everything the Incoming Administration wants to overturn. But when you look at how we had record low unemployment, we had businesses that were able to reinvest in their companies, reinvest in their employees with higher wages, with benefits, with bonuses. So americans were able to keep more money in their pocket which helped our economy because they were spending money. And this is prior to the pandemic. And so our country was booming, our economy was booming, and were seeing the stock market and the different indices that have gone up at record numbers as well under this president. So when we see the Incoming Administration and they are so hell bent on raising taxes and regulations, were going to see the opposite effect with our economy. Finish. Neil all right. Way too early, but, you know, connell, looking at Technology Stocks that are soared, apple up better than 300 , microsoft 240 plus percent since four years ago this week, yet its those companies, you know, and a lot of their workers and the guys who run them not personal fans of trump even though, you know, he lowered their axes, he got a taxes, he got a lot of trade policies that, you know, you could interpret protechnology companies, u. S. Technology companies. And yet, you know, kicking them out the door. The money they made notwithstanding, i guess its just a lesson in life here. I dont know what lesson, but its rather revealing that these guys who benefited appreciably under donald trump seem to indicate theyre not going to miss him. Right. A lot of that around the country in general, and the stock market is maybe a microcosm of that. This has been a disastrous end to this presidency by just about any measure, so people are going to feel that way based on other factors. Now, on the flip side of that, neil, you were showing before you put up these Technology Stocks which have had spectacular gains under this president some of the energy stocks, stocks that his administration has been quite friendly to, in particular the big oil names. But they havent done as well, and that also is for another reason, the oil price coming down plays a big role in that. So sometimes you with might not be as friendly with someones personal politics, but youre the one who always says theyre not red or blue, these guys are green, and you figure out a way to make money. And in the case of exson and these guys exxon and these guys, you lose money. Neil we might have learned a thing or two, patrice, about liking a president s policies, not liking a president or his demeanor. And whether its joe biden coming in or future president s of after him, are there lessons to be learned here, to just go with your policies and let that the speak for you or the risk of going on tangents that tend to bury that . Well, i think a lot of people in the policy world, myself included, we spent a lot of time trumpeting what President Trump and his administration accomplished. Not only defending rhetoric and things that he said, but recognizing historically low unemployment was huge not just because it meant fewer people were unemployed, but black and brown people, you saw poverty rates that fell to their lowest levels. Thats something that should be recognized, and that has everything to do with policy. And certainly President Trump was talking a lot about helping the black community. But sometimes, you know, the things he said kind of got in the way. I think Going Forward when we look at any president , you want every president to do well because depending on their policies, if america is stronger because of a president , that benefits everyone. So, yes, i know when we look at the polls theres some voters that sat out the election because they doesnt like his rhetoric, but at the end of the day, you have to look at your situation and say am i measurably better off, and i think there are a lot of people who say, yes, i am measurably better off, and they were willing to stake their vote on that. Neil you know, deneen, very quickly, i see the Republican Party including Mitch Mcconnell welcoming back the senate today, once again blaming a lot of the upheaval that we saw on the president and his words. Theyre clearly trying to move past hill. Im not imagining that. You fear that could be at their peril, dont you . The senate moving past im sorry . Neil yes, im sorry. With the senate, Senate Republicans and the Senate Republican leader, you know, still zinging the president and how his behavior was at the time of the capitol uprising, that theyre done with it. Theyre done with donald trump. Not to every man and woman in the senate, im just saying is that risky. Youre not a fan of just dumping the guy and forgetting what he did, right . You think thats perilous. Well, im not surprised that some of these republicans are backing away from the president because theyre only thinking of themselves, first of all. And you mentioned Mitch Mcconnell, establishment republican who probably wasnt all in with President Trump anyway. And so theyre backing away from him and, you know, when i rook at the fact that look at the fact that the president is not solely responsible for what happened at the capitol. He said for people to go peacefully and to bait Law Enforcement. Obey Law Enforcement. You had some rogue folks there, republican, democrat or otherwise, whatever they were, who decided to take matters into their own hands. And people were there, neil, majority they were majority peacefully protesting, which is something that i dont hear about that much in the news. Neil all right. To be fair though, deneen, he didnt say that when he was speaking to them from the south side of the white house, go peacefully and all. He did say that later after the uprising, but thats what set the narrative that he pushed that. You think he pushed it to the extreme it became . Neil, i say that folks were there in washington, d. C. For a reason. They feel like they are not being heard right now. They feel like their voice has been drowned out, and they were there on their own time and their own dime to march peacefully in washington d. C. That is my response to all of this. Policies around Border Security and immigration dont change overnight no matter who the Incoming Administration is, just doesnt work that way. Theres going to be nothing here right now at this time in terms of policies that are going to change to allow entry into the United States. As a matter of fact, i would say its highly likely that any immigration policies that you see change or be addressed within the u. S. Will impact those that are here already, right now. As far as border processing and things like that with customs and border protection, were going to have to wait and see how those policies are developed under a new administration. Neil you know, charles, im wondering when you interview some of these protesters, you know, dealing with the security forces, they said for some, not all of them, was this change in administrations in the United States and that they might be greeted more favorably than they were under donald trump. But the truth of the matter is that even under barack obama they were pretty tough standards about letting anyone and everyone in. In fact, to this day donald trump had the notion as the deporter in chief because he deported so many who did try to break through. Is so how do you think joe biden will handle this very caravan . Well, i think there always has to be priority given to anything around immigration. You only have limited resources, neil, to address the problem. So i think as it relates to the caravan, you know, we cant control the fact that every four years theres either a continuation of an administration or a new administration coming in as is the case here. We also cant help that, you know, in the Central American region that theres this anticipation that theres going to be immediate immigration changes coming to our laws. Its just not the way it works. So all you can do right now as it relates to the caravan is just clearly articulate that if you make this dangerous trip to the United States, theres a very certain likelihood that you are not going to get in the cup. In the country. And you are much safer to just stay and remain in your country and await any procedural changes to policies around immigration and Border Security. As it relates to the interior of the United States, i think youre also going to see a continuation of the prioritization of deportations. I think it will focus on criminal histories, those that are committing crimes while here illegally, and i think that will continue to be and should be the priority in terms of who were removing from the country based on the resources that we have available. Were waiting patiently, but i believe someplace the distribution of the vaccine took many different curves. And those who got the vaccine already, first, should have their second dose. How do you get this under control . Yeah, its tough. I mean, i think about 30 million or over 30 million vaccines have been distributed, but only about a third of those have been administered, so its definitely a problem. I think initially we started out with cdc guidance that was, in my view, complex. And as i alluded to last time i was on, actually i dont think it was well placed. I think what we should have done, as mabel suggested, was prioritized elderly people and rather than trying to slice and dice all these different groups for all sorts of other reasons, prioritize the older, vulnerable folks. And once we get those people vaccinated, once they have a level of immunity, people are going to stop dying from this disease. The hospitalizations are going to. Its getting worrisome in places like germany which seemed to have this under control and now dealing with a new virus variant akin to what the u. K. Had to deal with and other countries including our own several states are dealing with right now. First of all, vaccines out there, can they address these variants . And what does this say about the progression of the virus itself . Yeah. So viruses mutate naturally. This is always going to occur, and its always occurred. What we see in germany we dont really we have no reason right now to be fearful or to panic over it. 35 individuals in bavaria, one small area, and we dont have any evidence or data that suggests that it makes the infection any worse or more transmisif bl. This is in contrast transmissable. This is in contrast to the u. K. Strain and the south african variant that are outcompeting the previous strains. We know theyre already infectious than this already infectious disease. Neil you know, its sort of outside your venn view venue, doctor, but its actually inside. I was talking to a broadway producer friend on the phone, and one of the things he lamented was forget about our trying to open up in the spring. The earliest id say, neil, is the fall, and that looks dicey. I wouldnt go looking for it. But, for example, for me it was more, it really was indistinguishable from the types of respiratory infections ive had the last couple years. And for every person my age who dies of it, theres probably a thousand just like me who experience an unpleasant illness. So i think that what we need to understand is that human beings deal with infections, we need to stop the deaths from them, the serious illnesses, the hospitalizations. We can do that now with the vaccine. We need to prioritize our elderly and vulnerable individuals and work our way down, and we need to go on with life. We cant stop living. I you, u. I think joe biden will even have to display that in his speech tomorrow, how is he going to not make too much light of this situation that this is such an unprecedented inauguration also during such an unprecedented time during coronavirus. Neil now, we do know that theyre looking at all these 25,000 troops that are there now, i guess there was a vetting process. Abc news is reporting that two with ties to trump organizations were removed from that crowd of soldiers. But do we know anything else . Yeah, you know, i think theyre still investigating if theres any sort of internal threat here. Of course, that abc news report was troubling because, you know, we heard over the weekend that they were investigating, you know, if any of these troops had allegiances that could be with harmful, and be harmful, and two of them have now been removed. I think as they continue this, hopefully more news like that doesnt come out. But, yeah, from what i know theyre continuing to investigate these troops to make sure that everybody whos in the capital, you know, the thousands of troops around are all safe and not planning some sort of internal threat. Neil alex, i know youve been reporting excessively on this, but were hearing that joe biden is going to want to start at a frenetic pace with a lot of executive orders, sort of like an fdrtype 100 days agenda that will keep him moving. Of course, i dont know the order of things hell be pursuing, but he wants to hit the ground running. What can you tell us . Yeah, he definitely wants to hit the ground running. I think thats part of why hes even nominated people for his cabinet who are generally not going to be, lead to tough debates in the senate hearings, and they can quickly get confirm because he really wants the hundred days to get the vaccine rollout moving quicker and the vaccine to thousands of more americans. But also things like immigration and an executive order on that to get a pathway to immigration reform. Of course, then hell have to work with congress to get a bigger package. Same with infrastructure. Figure out what hebb do on the executive order front and then kind of call on congress after that to do what they need to do to actually get a huge package through. So i think hes trying to set a precedent here in these hundred days that hes going to be a president that cares about policy and getting things done and getting things done quickly, especially in comparison to what weve seen over the past four years, you know, maybe reversing some President Trump actions as well. And so hes going to use that to really show you off, you know, s legislative skills. I mean, he was in the senate for decades. But hes also going to really be focused on coronavirus. I mentioned the vaccine rollout. I think theyre ready and they will be day one, or at least theyre touting that they will be are, to really speed up this process and get the operation of getting vaccines in americans moving as quick as possible because theyve been very critical of the pace at which the Trump Administration if has been able to do it. Neil yeah, indeed they have. Were at this event were following in delaware, alec, but we do know as well that the enmity between the outgoing and the incoming president could not be more acute. Right away i noticed that joe biden rejected the trump push right now to lift covid19 travel restrictions on those coming from europe, the u. K. And brazil. So they dont see eye to eye on anything or sharing anything, do they . No. I think even Something Like masks. Like, weve hear joe biden say he thinks there should be a mask mandate nationally. President trump weve seen for months not even wearing his own mask. So, yes, this will be a very stark difference. Bidens not going to be afraid to do things that maybe are unpopular but that he feels in the long run is going to make a big difference. And i think he also though is going to have a large are focus on bipartisanship. Hell need that in the senate with a 50 50 split with the tight margins in the house. He needs people to be able to Work Together and get what he wants done or at least not get pushback on everything he does. And so i think well really see his tactics and how hes able to, you know, get consensus builders in congress, get republicans to work with him. And i think that will be a large focus of the first part, set that precedent of were all trying to fight this virus, boost the economy together and how can we do it as a bipartisan government. Neil real quickly, alec, a lot of republicans alex. A lot of republicans are saying though theyre no fan of the president , theyre urging and reminding democrats dont throw away the baby with the bath water. Theres a lot of good things the president did, helped turn around the economy obviously prepandemic and certainly lifted the markets with a lot of good ideas. Yet he is issuing executive orders that will do just that. He is pushing to raise the Corporate Tax rate his he is pushing to get investment related tax hikes as well. The message to the Financial Community is that, you know, youre not going to like what youre going to see. Yeah, i think theres definitely the fear amongst republicans, you know, we got the republican tax bill done early on in trumps tenure. Things like that that they can tout and say look how successful the president was in terms of Financial Services whereas, of course, a democratic prosecutor president is always going to be somewhat scary to the Business Community of what kind of taxes and things like that they can put on, on businesses. I think one early indication though has been his coronavirus plan that biden released last week. The Business Community largely came out in support for it. I think also just the fact that he had a plan, hes ready to hit the ground running from day one, the Business Community liked that kind of stability. And so that might be an early indication that hell be able to find allies there. But, of course, President Trump and republicans have been able to have allies there in the last four years themselves if theyll, you know, be able to jump to biden, i dont know about that. When i came home after graduating from delaware and hen going on to law school and then going on to law school in syracuse, i got home after law school to wilmington. To our county. It had gone dark. Dr. King was assassinated. Wilmington had been in flames. The National Guard controlled the streets. And that turmoil inspired me to become a public defender, a step i never anticipated would lead me toward this improbable journey. But 12 years ago i was waiting at the train station in wilmington for a black man man to pick me up on our way to washington where we were sworn in as president and Vice President of the United States of america. And here we are today, my family and i, about to return to washington to meet a black woman of south asian descent to be sworn in as president and Vice President of the United States. [applause] as i told beau on that station waiting for barack and hunter, i said dont tell me things cant change. They can and they do. Thats america. Thats delaware. A place of hope and light and limitless possibilities. And im honored, im truly honored to be your next president and commander in chief, and ill always be a proud son of the state of delaware.
