coverage. blake burman at the white house. edward lawrence in washington. we'll start with you, blake. reporter: jackie, last night during the coronavirus briefing president trump first floated this idea of him potentially going down the path of trying to get a cut on capital-gains taxes going forward. here is what i'm told according to sources. right now the white house is exploring that idea, looking into it and doing so via the form of an executive order because there would be little to no appetite within washington, d.c. right now of doing that legislatively, especially when you consider what the grand picture is with everything. we've just heard some of it from mitch mcconnell within the last half hour or so. both sides, democrats, republicans, still 2 1/2 trillion dollars apart. both side right now not even talking. they are also acknowledging that this is going at least for the moment, nowhere. watch. >> we are i will two sit down as long as it is a serious negotiation. thus far it has not been serious. the numbers, democratic numbers are way too high. we are not just going to split the difference. >> while president trump and his aides certainly been an impediment, awful impediment to an agreement, the republican senate is equally culpable and the american people know it. reporter: we might potentially get president trump's thoughts on all of this coming up next hour. the president will hold another one of coronavirus briefings, 5:30 on the schedule at least. jackie, connell, the white house said today president trump would get an update on the process regarding vaccine development. so also possible we hear from the president on that front. back to you. jackie: blake burman, thank you as always. connell? connell: let's talk to vince coglianese about all of this from "the daily caller." a lot of blake's report properly focused on what president trump can do on his own, he was focused on himself over the weekend rather than congress might come up with on stimulus. mitch mcconnell confirmed that on fox news last hour. doesn't look like they're getting together anytime soon. what do you make of all this? >> no. they're not going anywhere. the story of this past weekend with the president coming out with four executive orders all designed to help people economically who are struggling because of lockdowns nationwide, that out maneuvered democrats. the president truly out maneuvered democrats in a negotiation where democrats were not relenting, not giving an inch. you had republicans make offer after offer after offer to extend unemployment benefits to the american public and democrats refused over and over and over. that left the president with no choice. he did what he could as president of the united states on saturday. i thought it was deeply unusual for a republican president to seize the high ground in a negotiation like this. democrats look no further than their actions. what do they do in response in they went home. they're not in congress right now. they're back home in the districts which suggests that the president did it on his own and he didn't need them and no matter what they're saying in public, they seem okay with that. connell: the whole thing happens of course, amidst of the campaign, whether it is control of the senate or control of the white house at stake and it seems like, with the president's moves he wants to make it about taxes, make it a simple choice between he and joe biden, if you reelect me, president trump would argue you will pay lower taxes, higher taxes, if it is biden. biden has been leading in the polls largely making it about trump, about his response to the virus or about his personality, whatever the case may be. which side wins out do you think in the next few weeks and how all of this is sculpted politically? >> president is playing to a strength of his which is that people like the economic circumstances that they were in prior to the pandemic hitting. that is why you keep on hearing say, i did it once. we can build it again. this is why he wants to hit really hard on an economic message. he sees the coronavirus and handling of it a liability when it comes to public polling. when you look at numbers, it is really clear, people are concerned about the handling of the actual pandemic. economic side of it, boy there is real strength. he is bringing this up. i will say the key here economically you can't pay taxes unless you actually have a job. you actually have to have income to do that. so the more the president and any politician for that matter can focus on getting americans back to work, making sure they have good, healthy jobs for their productive families, the better. i think that is where the president wants to be focused. connell: the other conversation going on, kind of in the background today, throughout the day, if you're on twitter, you would think it is the only thing happening in the country, who would joe biden be to hit the running mate? somewhat amusing moment on fox news channel earlier today when dana perino had the mayor of los angeles on, eric garcetti own the vetting committee. biden narrows down choices between number of women on the screen here and garcetti ad this to stay when dane at that brought it up at the end of the interview. >> i want to know how imminent the decision is? can i walk the dog the next two hours without worry i will miss the vice-presidential announcement? >> i can't guarranty anything, but i would walk him outside and relieve him close to home. connell: dana loves her dog. maybe she had headphones on, but pick seems to be down, if you believe these betting markets and pundits and everything else to kamala harris versus susan rice. it has been volatile throughout the day about which one is in the lead. your thoughts who might be, how much it matters? >> all the theatrics here are designed to draw your attention. that is the whole point. that is why the biden campaign is slow rolling this out. they want a big splash. i feel like to joe biden said to peter doocy, it is going to be you. i'm still pulling for peter doocy. if it is not peter, my suspicion i think it will be susan rice. ultimately they want to get the old band back together. joe biden wants voters to think of him as the obama administration, not the biden administration. he wants to come in and have people think of him as the old days, as the obama administration. that is what susan rice will make them think. i wouldn't be surprised susan rice for vp. should he be elected president, maybe he will make kamala harris attorney general. connell: obviously that would relitigate benghazi. would bring up the flynn unmasking. all things republicans trump campaign would want to talk about, right? >> sure. here is the thing. not only brings back the old days, it brings back establishment washington. if joe biden chooses susan rice, you're choosing to a woman who lies very easily. she did that on national television. that was the story of her role of benghazi lying about the youtube video involved t wasn't. more importantly she was the one who told president obama to go to war in libya. she is the on often pushed for military action in a world where donald trump was elected to push back against all of that. the message of the trump campaign. message the trump campaign will have, the reasons you elected me, establishment washington we don't go on foreign excursions with no end in sight, boy, joe biden, susan rice will get us back into messes and i will clean them up. president trump will run on a message really clearly if those two are on the ticket. connell: we'll see. vince, thank you. for what it is worth, the online betting markets, day like this, earlier in the day, rice the big favorite, the last 15, 20 minutes, harris the big favorite. we don't have the announcement yet. vince, always good to talk to you. jackie, back over to you. jackie: we're watching a possible break through in covid-19 testing. the saliva test used in the nba bubble may soon be approved by the fda for broader availability in this country. edward lawrence is in washington with those details. reporter: jackie this, comes from the yale school of public health. the research found that the coronavirus floats in your saliva. the nda was on the verge of the approving the saliva test, called saliva direct. one the students who cree h created this, researchers says, spit in a tube. three hours later you can find out if you have the coronavirus. >> yes, that is indeed the whole idea behind this, to make it less expensive, to make it more flexible that we can scale up testing. that is really what we need right now. reporter: the yale school of public health partnered with the nba to perfect the test. an nba spokesperson says this about the test, quote, working with the nba players association to support research in the interest of public health is a league priority and we're encouraged that the contributions of our players, team and league staff are helping the larger fight against covid-19 by advancing this new technology. the test also reduced the risks for the person giving the test there is no swab to go up your nose that could cause a cough or a sneeze which is a good thing receipted to this. researchers say once approval cops through for the fda, they will if i have the process away for free to any company or any lab that wants it. listen. >> we don't make any money out of this. we don't want to have this something commercial. we want to keep the cost down to products currently available and we want to make sure, you know, testing gets scaled up and becomes more available so we can prevent the transmission of the coronavirus. reporter: she says they want to help states reopen also. this test costs only between one dollar and $4 to give. very cost effective. you could see it distributed if it is passed, if it is approved within the next two months. back to you. jackie: edward lawrence. thank you. connell? i don't see it. only pay for what you need. ♪ liberty. liberty. liberty. liberty. ♪ ♪. connell: they're calling it sputnik 5. russian president vladmir putin claims his country has the world's first covid-19 vaccine. this despite the fact that the final tests on the vaccine were apparently not completed. so let's get to ashley webster with more on all of this. ashley. reporter: just a minor detail, connell. they're claiming the gold medal in the global race for the vaccine. the big question being asked after the surprise announcement is this russia trying to put forward some national prestige ahead of sound science and. russia says no, the claiming that the vaccine has undergone necessary tests and proven efficient that offers lasting immunity from covid-19. in fact russian president vladmir putin said one of his daughters has already been inoculated and quote feeling well now after earlier testing with 100-degree temperature. putin went on to say during his announcement he said i would like to repeat it has passed all the necessary tests. the most important thing is to insure full safety of using the vaccine and its efficiency. russia, as you said, connell, says the vaccine will be marketed to as sputnik 5. a nod if you like to sputnik 1, the world's first satellite launched by russia 63 years ago saying we're first again. russia's enthusiasm as you can expect met with a lot of skeptical global. it -- ignored accepted protocols. connell: ashley, got to jump on you for some breaking news right now as we come back. the pick is in as they say in politics. we just learned from joe biden's campaign he is picking california senator kamala harris to be his running mate. the biden campaign making that announcement moments ago. news release is out. biden talks about in the news release why he is picking harris. among other things, these are not normal times. for the first time in history we're facing three historic crises, facing them all at the same time, worst pandemic in 100 years, worst economic crisis since the depression. the most powerful calls for racial justice in a generation. talks about how in his view the president failed to lead there and he works alongside someone who is, to quote, from the release, smart, tough, ready to lead. he says kamala is that person. he needs someone who understands the pain that some people in the nation are suffering kamala harris who had run, unsuccessfully herself for democratic nomination for president, much as joe biden had in 2008 before being picked by barack obama to be his running mate, is now the choice of biden to be his running mate in the election of 2020. a live reaction now as we're joined on the phone by a former aid to aforementioned president obama, the global situation room ceo right now. so the pick is in as i said. it is kamala harris. not a big surprise. we were led to believe it would be down to harris or susan rice. your thoughts? >> i'm really excited about this ticket. we just went on the podcast, hot as a woman, talked to dr. jill biden bit. in the podcast i said who it is, dr. biden? is it kamala is the first one. a lot of us is thinking she is vetted, through the process. he it is painful as woman to be judged in politics. both sides of the aisle recognize that, whether melania trump or mrs. obama. we're judged by a different standard sometimes. when we see kamala, she is representation of a modern american woman, to her modern family to what she has done in, really breaking barriers as woman who didn't have political connections in california and rising in the ranks. i think it is really exciting. i can't wait to see her story come to the forefront in the next couple weeks. connell: that story, as you reference includes you know being the child of immigrant parents. rising up through state politics as district attorney in san francisco, the attorney general in california, now a senator from that state. does being elected statewide a number of times in a large state like california, is that the deciding factor for, you know someone who may, maybe more than any other vice-presidential pick is, running mate pick in modern times looked upon someone who has to have qualifications to eventually step in to be president herself? that is what a lot of people talked about in this election process, how important do you think that was? >> we elected a president with no political experience and bankrupted multiple companies. i don't think that there is a precedent now. i think that kamala shown through her dedication of public service for years, she is dedicated to the american people. so i think that her qualifications that she takes into office are, or that she would take into that office would be exceptional in terms of leadership, bringing people together. it's a hard thing to run a presidential campaign especially for women. and we've seen that on both sides of the aisle. i think that she did a very good job. i know in middle america where i'm from, illinois, my family was thrilled watching some much her town hall meetings early on. so i think you know, as the american people get to know her, they are going to know she stands up for what is right, stands up for the law of the land and who will stand up for the american people. that is really important. connell: the numbers didn't back that up as you know. they didn't back biden up himself when he ran for president but he was still the pick for president obama. it is not like that particular part of it is unprecedented when you run a presidential campaign that isn't successful. we've seen a pick like that before. why kamala harris, not susan rice? do you think it came down to those two? >> i remember when we picked joe biden. i was kind of liked, i worked on the obama campaign. we worked against him in iowa. his campaign did not work, successful in iowa. i was kind of, why joe biden. david axelrod told me you will not meet a more sincere person than joe biden. it was his relationship actually helped us bridge differences get a lot done in the obama administration. so to pick kamala someone who he believes will be a exceptional governing partner, it's a very tough decision but i think he made the right decision. on susan rice -- connell: one final question if i can bring it up with you. make a point about susan rice as well but the other thing i was going to say, whether the base of the democratic party was at all put off by kamala harris' law enforcement experience would something would help you a lot in a race like this but maybe 2020 and these are different times and there were some talk inside i think the democratic party that wasn't necessarily a positive given all -- >> yeah. when you're elected leader you will make decisions that are going to frustrate people. she has defended the law even when the law hasn't been as, i guess inclusive as some americans would want it. she has defended the law even when the law has been you know, something that she maybe wouldn't want to defend but that is the rules that she had. on susan rice i think she is an exceptional leader but never has been elected. so you know, i know that people were looking at her. i think kamala has been elected. she is very popular in california. and so to look at her going nationwide, it is really exciting for most of us who are democrats and looking forward to the race ahead. connell: breaking news. as we coverage on it. thank you, johanna maska a former aide in the obama white house. the news is in, jackie, kamala harris is the senator from california is the pick for joe biden. it is not a huge surprise. we thought it was either her or susan rice. if you want to say elizabeth warren was third in the running. many people we talked to on wall street, that was a nonstarter for them with former vice president biden t probably came down to rice and harris and it is harris. jackie: i think it was the obvious choice, connell. i think people will be relieved to know who it is as we head into the convention lever it chafer it looks likes this was a safe pick i think for joe biden. joining us to talk more about it by phone, christie setzer, new heights communications president and founder. great to have you with us. want to get your reaction about this i think it was a safe pick. i'm curious what you think the public is going to think? >> i agree. i think it was a safe pick. again, thanks for having me. look what we know from the campaign is that kamala harris is battle tested. she has been through the ringer, not just as a u.s. senator but as a presidential candidate. even in the vice-presidential stakes, she, you know, she was up, she was down. she fought her way back. all of this says that she wants the job and she is able to compete to get it. i think she is a fantastic pick for a lot of reasons. one of them is the legal experience that she brings to the table. you saw again, not just from her work in the judiciary committee but again in the presidential debates against joe biden. she is really able to bring those cross-examination skills and so she is able to prosecute the case against the trump administration. that will be a fantastic asset she brings to the table. jackie: a lot of people thought if she wasn't the pick for vp, she would certainly be in line for attorney general to your point there but interesting in his tweet, vice president biden said, called her a fearless fighter for the little guy and one of the country's finest public servants. you know our previous guest was also talking about how she appeared when she was on the stage as a candidate herself. you know this is somebody who very well could take the stage as president if this ticket wins because joe biden is on the older side. and i think that is probably something you know, people want to see in a leader, do you agree? >> it is definitely historic pick but i wouldn't say safe. this is kamala harris, first african-american, first jamaican woman and vice-presidential ticket on a major party in the united states. this is big win for her. on top of that it speaks where the country is, the mood of the country is. i think joe biden knew he had to pick a woman. given the country after the death of george floyd, he might have to pick a black woman, picking kamala harris. a woman who has time as a prosecutor. has some time in the united states senate, made her the right choice in this moment for the vice president somebody who could be a governing partner to joe biden as he takes on donald trump in the next 80 days we have left until the general election f they win, for the next four years. connell: that was the governing partner argument, one of the reasons some people thought he might pick the former national security advisor susan rice, former u.n. ambassador as well. they knew each other so well, worked together whereas kamala harris was not afraid to go after joe biden as we remember in the primary debates. what does it tell you about him that he picked her because of that or despite that? >> well a couple things here. i think if you look how joe biden became the vice president. he had tough comments on barack obama. and barack obama forgave him. he is candidate believes in forgiveness. he is a candidate also understands what it means to be vice president. i think the other thing really important that is sort of distinguishes kamala harris from susan rice is that kamala harris has actually been on the ballot. being a candidate is different than being an advisor, being an appointed position. understanding the pressure and the rigor of being on the ballot is a pressure that nobody can understand besides somebody who actually been on the ballot. knowing that kamala harris has been on the ballot statewide in california, a number of times, she also ran for president of the united states, she was willing to take on joe biden, tells you she has tenacity, shows you she has strength, shows you she has somebody willing to take on the role, one to be a governing partner. two, she is willing to lead the country in the absence of something god forbid happened to joe biden if he wins this election. three, it shows they are willing to have a working relationship. that he is willing to put the past behind them, look how do we work to move the country forward. connell: all right. we'll have more here as the news breaks. richard fowler. thanks for calling in on the spot. we appreciate it. jackie. jackie: advancing technology to curb the pandemic. new york's mass transit agency is calling on apple to come up with a better way for iphone users to unlock their phones without taking their masks off. in a letter to ceo tim cook, the mta chairman says riders have been seen removing masks to use the smartphones facial-recognition technology despite a recent update by apple to simplify the unlocking process. connell? but i doubt it. you will not see people dying. reporter: there is a reason the big 10 and the pac 12 want to postpone their seasons to the spring instead of cans scheduling them all together. that is because football makes a lot of money for some of these universities. ohio state, for example, brings in $115 million worth of revenue from its football program alone. that is outdone by university of michigan which brings in $122 million worth of revenue. the conference itself, the big 10, bringing in one billion dollars every year thanks to football. so there is a lot at stake. they say they will have a season if conditions improve by the springtime, connell. we'll have to see what happens with those other three conferences in the power five to see if they change their decision based on these two. connell: like you said, there is a lot of money in that power five. so we'll wait on the others. grady, good reporting. thank you, sir. back to politics, jackie. jackie: just to review, joe biden announcing his running mate, kamala harris moments ago. the trump campaign now responding. joe biden is no moderate, with harris as his political living will he surrendering control of our nation to the radical mob with promises to raise taxes, cut police funding, kill energy jobs, open our borders and appease socialist dictators. let's go straight to jacqui heinrich in wilmington, delaware with more on this. jackie? reporter: the trump campaign reaction coming out very quickly with a lot of what we expected. we saw a lot of talking heads on various political talk shows leading up to the announcement, if he picks kamala, a real easy line of attack for the trump campaign to remind voters they had that spat, biden and kamala harris at the first democratic debate where harris had taken issue with biden's stance on busing and asked for an apology that she didn't receive. these are the things that the trump campaign is bringing up in their reaction email. however, kamala's announcement is, really worth mentioning again. she is the first african-american to ever join the ticket and could potentially excite african-american voters in key cities and also swing states. she brings legislative and also law enforcement experience to the ticket. she was california's attorney general, a senator. she sits on the senate select committee on intelligence. we knew that some of the key qualities biden was looking for were his values, shared values and also loyalty and, we know that kamala and biden came together first through biden's son beau. they were both state attorneys general. that personal connection kind of bumped her up in the list of contenders. eric garcetti, l.a. mayor, member of the vp committee, biden's choice said that joe biden makes his decision himself. that was a nod to the controversy around the busing debate back from the first democratic debate because one of the other members of the vetting committee, former senator chris dodd raised questions about harris' loyalty. that attack on biden was a cheap shot to make him look racially insensitive. there were concerns about the committee about her but this obviously is an indication biden let that roll off, made the decision himself. electorally this choice doesn't help democrats too much. she doesn't come from a state they will struggle to win. however her seat probably won't be too difficult to replace her. democrats won't struggle to put another democratic senator in her spot. a drawback though in this choice is that some progressives might not be so happy. they have criticized her record as attorney general and wanted some representation on the ticket but this choice will definitely move the marker for women in politics especially african-american women. back to you. jackie: jacqui heinrich, thank you. connell: jackie, jacqui, thanks to both of you. we talked a lot about joe biden this hour. president trump is set to hold a news conference in the next hour. that will be live from the white house. we'll take you there as soon as it begins. we'll be right back. given my unique lifestyle, that'd be perfect! let me grab a pen and some paper. know what? >> kamala harris has no record to speak of to assume a candidacy as vp, more or less be a president. i don't think people can see her as president just based on her resume' and experience. you're talking about somebody who came to the u.s. senate in 2017, basically, spent no time in the senate. she was on the road running for president almost from the beginning of her ascension to the united states senate. then, what was she before that? she was attorney general of california. she had been a district attorney before that in san francisco. she is more apt to be a democratic choice for attorney general but, how do you make this argument to be the vp, especially when she doesn't pass the vp test which is, you do no harm. she has done harm to the ticket because she is not fit to be president. help an electoral state that is needed. she doesn't do that. california truly is going to go for biden. so, and having impressive resume' that will wow people. there is nothing in her resume' that speaks to her being vice president, more or less being the president some day especially when even democrats are fearful of not only biden's advanced age but his ability to be the president. he is suffering from what the voters, i'm hearing it from voters, republicans, independents, swing voters, democrats, worried about his ability, joe biden to be the president. you don't even get to his record. they're just talking about his ability to be president. connell: it's funny, brad on the first point, the point you made a couple times now about her qualifications to be president, that's exactly the argument democrats are using for why she was picked. she has been elected statewide to two different positions from a huge state in california and that of the people, you know, biden was considering, that she is the one they could most imagine assuming the role of president but you say it is just the opposite? >> you know, unless she wants to be the president of california. she seems to know that state very well but california is a blue state. what does she bring to the electoral map? she doesn't. what benefit does she give the ticket broadly, nationally?
