lower taxes. massive rollback of costly regulations that damage business. energy independence, and successful trade deals and negotiations to stop unfair trading practices which has damaged everybody. workers, manufacturers, you a toes, farmers, technology people. simple program to create economic growth. lou: don't forget the importance of those tariffs which those same ceos at davos said would disrupt and destroy our markets and economy and prevent any possibility of growth and prosperity. they have been an important tool to restoring exactly those goals with this -- that this president said back in 2015. >> i agree. on this point, i agree. i think the president taught us how to negotiate. i agree. and i promoted it. but again he carries the day. during course of this election season, the facts will win out. that will be our card. lou: we live by that very, very same set of values. facts, facts and facts. that's why we get along so well. >> always. my pleasure to come back. thanks for having me. lou: we would like to hear your thoughts about larry and i having so much fun. share your comments. follow me on twitter @loudobbs. like me on facebook. pass for robert jeff refs after he monday our guests tomorrow evening. please join us for that and more. the quarantine of the cities in china by millions of citizens stop the spread of the coronavirus? >> it's a moving target. it's an evolving situation. that's why we are watching it carefully. what you are seeing is a real surge in recognition of cases. one of the critical issues that needs to be determined is we know for absolutely certain that it can be spread from human to human. the unknown is how sufficient you have sustained transmission from one person to another. if it adapts itself to be very efficient, then you have a more serious situation. it's not surprising you are seeing the surge? cases. what you are seeing when people travel outside of china. you have it in south korea, japan, tiled. those are d thailand. those are travel-related cases. when you get sustained cases outside of china and the wuhan district. that's the reason we are taking it serious will be and watching it carefully. lou: i know you are work at least one other country to develop a vaccine. reminiscent of the avian flu, there is an interval required to develop an effective vaccine. one of the estimates i have seen is 90 days. is that accurate? if not, in any case, what are your expectations? >> we mentioned and that's probably what you heard. we among others are developing a vaccine at the national institutes of health. from the time that we got the sequence to the time we actually can start testing tonight phase one trials for safety is about 3 months. so we expect to have it in people for phase one testing. but getting it in people for fizz one testing doesn't mean you have a vaccine you can utilize. it will take at least a year understood emergency circumstances to get a vaccine available. a vaccine though we need to work on it, is not the immediate answer. the immediate answer is good public health practices. remember with the sars outbreak? 2002. you had 775 dead. that outbreak was contained by classic public health practices. identification, isolation and quarantine where appropriate. that's what we need to do right now. that's what the chinese are trying to do in china by restricting travel in certain cities. lou: are you impressed by what the chinese -- i remember vividly the discussions and concerns in the country and the world. the chinese, are they doing what you think is correct? to me it's an impressive reaction on the part of a government that was not always -- did not always act responsibly in these outbreaks. >> it's like night and day. having lived through the sars experience, they were not very transparent at all, and they likely delayed the response we should have had. in this situation it's entirely different. they are being quite transparent and literally in real-time on an hourly and daily basis, they have given you what's going on in china. literally in real-time we are getting information about new cases, about deaths, about a description, the topography of the people, and the serious disease is in those with underlying conditions. we didn't know that early object with the outbreak with sars. so i'm pleased this is the situation now with their transparency. lou: we appreciate, doctor, as always. come back soon. dr. anthony fauci. congressman doug collins joins us next. stay with us. when you think of miami you think of,you know, rich, glamour but 5 miles away from the beach there's people who have never seen a beach. i was confused why somebody was in this situation especially in america. ♪music:oooh, oooh, oooh so when i started joshua's heart foundation it was a key thing to be able to engage youth in the foundation. to help them participate. ♪music:oooh, oooh, oooh i think passing on the torch and lighting a new flame in another person to do good is probably the point of the bigger missions i have. ♪music:aha, aha, aha so we are each making a bigger difference. ♪music:oooh, oooh, oooh that's it! just giving back and producing love for everybody. lou: among the stories we are covering, coronavirus deaths on the rise. the chinese government reporting 25 people have been killed about it virus. 830 cases have been confirmed. china substitute down at least three of its cities to try to stop the virus from spreading. two possible cases are being tested here in the united states. another trade victory for the trump administration. treasury secretary steven mnuchin says a trade deal with the u.k. could happen by the end of this year. the u.k. will officially exit the european union next friday. the radical left today continuing their farcical impeachment process against incidentally the president of the united states who just happens to be the most historic in this country's entire existence. here is a little of today's absurdity. >> there is some method to our madness. >> common sense would tell us this allegation against joe biden is false. >> the constitution is not a suicide pact. >> their goal is to weaken our country. >> this conduct is not america first, it's donald trump first. lou: biting, don't you think?
