industry. 700,000 in the swing states of ohio, michigan, and pennsylvania. democrats used to support blue collar workers. now they kel their jobs in the name of climate change. next, the democrats tax plan, the prestigious wharton school studied proposed tax hikes by sanders and warren. neither brings in as much money as forecast. that is very important, if massive tax increases don't bring in money you need, odds are socialists would raise taxes some more and wharton says the economy will shrink a little and wages will go down. in short the policies that a democrat president would try to put in place would wreck any of the positive achievements of president trump's first three years in office, energy independence, economic growth, the jobs explosion, prosperity. you got it. it was president obama who lectured republicans after his win in 2012 that elections have consequences. yes, they do, mr. president and they're not always good. take a look at this. the state has ban fracking, they are, maryland, new york, vermont, washington. some democrats would expand that to the entire country as we just discussed. "real clear politics" white house reporter phil wegmann is here. phil, i don't know how the democrats plan to win those swing states, ohio, michigan and pennsylvania where fracking employs 700,000 people and supply billions of dollars to the local economy. why are they doing this? >> i think they're doing this falling in line overall that the field moved farther to the left. environmental changes or "medicare for all," if those policies were implemented it wouldn't just be a break with the trump administration t would also very different than president obama's administration. some of these proposals, they are much more progressive and make him look moderate by comparison. stuart: seems to me the president is setting out on the campaign trail offering tax cuts if reelected for a second term whereas the democrats are universally proposing tax increases. i was saying to art laffer a moment ago, reminds me of reagan-mondale. >> this is not a idealogically debate here. this would affect most americans across the board. whether or not elizabeth warren will admit it yet or not, bernie sanders came out and said that "medicare for all" would require an increase in middle class tax cuts. that is going to have an immediate effect on top of a lot of other things we were discussing now on middle-class families. it is not something that will happen in washington, not affect the rest of the country. this will see immediate effect on day one. stuart: phil wegmann, thanks for joining us. appreciate it. >> thank you. stuart: check the big board. we've been down most of the morning. at one stage down 200. now down 134. part of the concern on wall street which is a virus which is spreading. who knows where it goes. i think that is the concern. that is why there is some caution on the street for a moment. biotech stocks, we've got the can't pronounce it. sues novavax. stuart: what is the last one. susan: nano viricides. 14% for novavax. they're up. can i leave it at that? >> your last guest mentioned there are certain stocks, travel stocks, in particular casino stocks, lvs, people don't realize las vegas sands 90% of revenues in profits 24 china and singapore. that stock will be under pressure. particularly if they put restraints on travel. wynn also majority of revenues there. if you look at portfolios, a few stocks will be exposed to that. these are entrepreneurial companies. some are entrepreneurial companies we watch very closely. stuart: can i repeat this about macao. are we correct in saying, susan, macao suspended festivities. susan: for chinese knew year. they're considering closing down casinos during the busiest time. that is why i point out looking casino stocks selling off today. this is the largest gaming market in the world, with $40 billion each year in gaming revenue. that is more than go times the size of las vegas. you're looking at steep decline for some gaming names. stuart: very direct impact right there. i want to bring in china watcher, steven mosher. how much of a hit will chinese economy take from this virus? >> well, when you say some of the people who died didn't have a fever but they had symptomatology associated with it. i think what you heard secretary azar say was really quite correct. the system in place is to try to identify people who are entering the country, who might be symptom ekh, who clearly have this infection and documented and isolate them and do contact tracing but also the local, state and other health authorities with the cdc putting out the notices to get everyone alert when someone comes in with a particular fever, with a particular type of constellation of symptoms you're now asking what the travel history is. if they came in, were without symptoms at the time they come in, they can still be identified and isolated. one case we have, one in seattle of the young man that went to wuhan was actually something that worked. he came in before the airport screening and yet he was able to be identified by local authorities and an appropriate action was taken. so it did work correctly with that individual. stuart: now china, the chinese authorities, are taking drastic action. as you know the city of wuhan is quarantined, two smaller cities, quarantined. is that the kind of drastic action which you think is absolutely necessary in china? >> you know, i don't want to second-guess the chinese health authorities. they feel that since they're having infections now spreading to other cities in china, beijing, shanghai, kwan dong province and other countries in asia surrounding china, they feel the best part of valor to try to contain this, blocking to some extent the ready public transportation. whether that turns out to be a good idea in practice remains to be seen. one can at least understand why they're trying to do that. stuart: is it at contagious as sars? >> you know, with don't know that really. it is very difficult at this time. you know, it is an evolving situation. clearly it is spread from person-to-person. we know that because there have been clusters in families, and 15 health workers in wuhan hospital were infected from a single person who was a super spreader. however what we don't know is the efficiency in which it is one person to another to another to another. namely the persistent type of sustained transmission. once we establish that, as we get more experience with it, we will be able to make some sort of a better prediction about where this is going. stuart: does the virus evolve? does it mutate rapidly? by that, i mean, is it therefore possible to get a vaccine for it at short notice? or does it just evolve in something else by which time the vaccine is no good? >> you have asked a question with in two separate areas. let me answer both of them. do vaccines evolve and mutate? yes. most of the times they mutate but don't have any real functional impact on the mutation because viruses that replicate rapidly, particularly rna viruses are able to mutate. that is one situation. regarding your question with a vaccine, generally when they mutate, they don't mutate so much that it makes it difficult to make a vaccine. in general, coronavirus are reasonably stable in a sense if you make a vaccine against a particular coronavirus you don't have to worry too much about the replication and mutation being such, it would immediately negate that vaccine. the first step, to try to make a vaccine. we at nih are already in that process of trying to make it as well as a number about of other investigators and a number of other companies. so the attempts to make a vaccine have already been started. stuart: okay. anthony fauci, we always appreciate you being with us especially at times like this. appreciate it. >> good to be with you. stuart: yes, sir. vaccine makers, their stocks risen very nicely given this virus outbreak. money flows naturally into a vaccine maker at a point like this. susan: especially at a point like this. don't forget a research development pipeline for vaccine is very expensive. especially trying to get a vaccine for coronavirus. we talked about novavax, trying to raise $100 million in a time period, not today or instantly, they are looking to develop a vaccine. they have a good track record. they developed vaccine for mers. and they raised 7 that of million in new offering. moderna is working with dr. fauci and nih to develop a possible vaccine. stuart: the dow is down 120 in part because of the threat to the virus which could slow down china's economy. that is part of the downside move today. complete change of subject. some high-end restaurant in california are adding a climate surcharge. wait a second, just high-end restaurants? lower bad economics performance? that is the concern in the moment we are down 141 points. just past 11:00 eastern time, i believe group got the latest numbers on how much oil we've got in storage or how much we have used. how much? 405,000. where expecting a pullback and others expected none. >> what's affecting the price of oil the most, a dollar 55? >> no. >> of $55. bottom of the screen. that's way down because of this virus outbreak. if it cuts down on travel, and the house, it cuts down on the use of jet fuel in it well, that affects the price of oil. i would expect that's the price of gasoline will continue to fall if you've got oil down this much. everyone, the news coming out of britain's royal family recently has not been exactly uplifting. first, prince andrew, say no more there. then, harry and meghan, that story will never go away. now prince charles, the future king of england, he's trapped the crown right in the climate debate. now charles is a long time climate warrior. ten years ago, when we first went on the air, he is predicting climate doom within 18 months. despite getting the time frame wildly wrong, he's at it again. this time calling for a revolution. little odd for future king. that is what he told cnn in an interview. we can't go on like this. if we leave it too long, just growing things is going to become difficult. that's a little extreme, your highness. it's another major league scare. what does he want, a revolution? he does not spell out the nature of this revolution but i guarantee he's using the climate scare to take control of private capital. that is very dangerous. they were in the future king, he's talking like bernie sanders and elizabeth warren. changing the global economy and changing the way financial markets work is write up a socialist streets. climate scare. this is the last thing the royals should be doing. for centuries, the rule has been simple. royalty stays out of politics. he may be a friend of popular opinion, but you will be an enemy tomorrow when it changes. another argument about climate, one way or the other, what i'm saying is this -- scare don't work. voters will not sacrifice for it later. revolution is not in the air. prince's who try to stick it down our throats will loose. i think we've got to get straight to our favorite guest. there he is. have you heard what i've got to say? >> no. it's just reflective of what you and i talked about, it seems like years now. we need to build more housing. we are looking forward to 2020, we think we will get up to about 925,000. but we need 1 million. until we can get the supply back, we are always going to be in that market but we are not worried about any major catastrophe right now. >> i prepped the statistic greater ss millennial's makeup only 4% of homebuyers. that seems extraordinary low. is it accurate? >> i don't know that the numbers are exactly accurate but we know millennial's have not gone into the market as quickly as previous generations have. i can tell you it's exact reflection of affordability. we have a housing supply problem in the housing both for first-time homebuyers is the toughest to build. you can't make it work so it's more expensive, hence people are delayed getting into the marketplace. it something our policy makers at every level of government need to look at very carefully and take action on it. >> you got ben carson, he was with you a few minutes ago, i know he was with you. kitchen and bath expose there. he wants to get things moving. he's trying to cut regulations but it's going to be an uphill struggle because a lot of these regulations are based on state rules, not federal rules. isn't that the case? >> yes, he is with us here in las vegas, so is epa administrator wheeler. they are making exciting announcement. they are doing their share. it's going to be largely on the shoulders out state and local government officials but the federal government has the opportunity to provide and possibly encourage them to do more. i know secretary carson likes that idea. and of the president like that idea. >> just wait until the green revolution arrives. thank you very much. good luck to you. you're in vegas. las vegas. 2020 democrat hopefuls, joe biden, bernie sanders released their tax plans. they want to tax the rich even more. surprised. i'm trying to find an economist, i haven't found one yet. an economist who says you can raise taxes by trillions of dollars and still get economic growth. i think it's nonsense. >> thank goodness you can't find an economist who says it. if they do, they are crazy. one of the worst ideas to come out of the democratic party this year is this idea of a wealth tax. here's the way i describe it to my audiences and status, the c cow, that's the wealth. the milk that comes from the cow is the income. if you start to tax the wealth from one year you take 6% of the cows, let's take the back left leg in the next year you take that years and the tail and pretty soon, you take the orders and when you take the auditors, you have no income. this is one of the worst ideas ever heard probably unconstitutional but it would kill the united states economy. it kills every economy words tried. if you look around the world, we don't have wealth taxes because those economies are gone. >> let's look at the other side of the coin. larry kudlow on this program suggested 3% growth in 2020 is possible. you've been on the stroke many years and you've always been enthusiastic about america's economy, especially the last three years. you think they will get 3% growth this year? >> i'm about two and a half to three, i'm not going to argue, we could see three. here's my disappointment. if we want to get back to 4% growth, which we had during reagan and even partly bill clinton in the 90s, if we want to get back to 4% growth, we have to cut the size of government. really what i would encourage larry kudlow to do and president trump to do is to find a way to cut the size of government because every time the government spends, it takes from the private sector. the smaller private sector is, the harder it is to grow the whole economy. i believe the only way we will get to that 4% number is if we cut the government. 3%, two and a half to three and the reason i'm a little more pessimistic than larry is because of the size of the government. >> tremont because it's a dream we've had for a long time. i'm out of time. come back again sooner. next one, union membership, it's an all time low. >> in 1983, that number was 20.3%. the lowest it's been at since they've been keeping track and what's interesting, 14.6 million union members around the country but the majority of those, certainly more than 50% concentrated in seven states. number one, california. two and a half million union workers followed by new york at 1.7 and hanoi just under 1 million. union leaders blame the trump administration for being anti- union. >> i never think of california as a union state. a technology, hollywood kind of place. industrial union. >> yes, not anymore. >> changes are coming, they can lower your credit score. >> lenders are getting a little nervous. ten plus years into recovery and debt is at an all-time high. credit score goes from 300 to 850 being perfect. it might change. the middle of this year, if these changes go into effect, let's check your pattern of behavior. if you always pay your balance in full and you start to not pay in full, just minimum amount, maybe they will lower your credit score. if you took out a personal score to pay off credit, make sure if there's a change in the economy, he will be okay. >> they can track your moment to moment. we won't ask everybody. >> it's good, i just don't remember. i hope it is. >> we roll back the, administration role past september and today we are finalizing a new role. >> today we are putting common sense and certainty into the definition of waters of the u.s. water protection role. it's going to allow every person to understand the definition of a waterway. >> i have a tree farm in upstate new york and i was told this role would stop me from moving any like a rock within 20 yards of any of the streams that run through my property unless i get an environmental impact statement and pay for the study. i'm glad to see it's gone and dead. >> yes, we hear that from a lot of people. a lot of states analyze the regulation and they found over 95% has fallen under the federal definition. it was a definition that would be a case-by-case basis where the individual inspectors that would come out would determine whether or not you had a federal waterway. we are trying to bring common sense and certainty so the average american can read the definition and understand for themselves whether or not they have waterway on their property. >> thank you. now this. michael bloomberg, i'm being sarcastic, i know. michael bloomberg says he has an infrastructure plan and he wants clean water by 2025. i thought we caught the cleanest water on the planet, at least according to the president. >> we do, our water is cleaner today than it's ever been. back in the 70s, over 40% of our water systems standards today over 92%. mayor bloomberg, when he was mayor of new york, new york city was not in compliance with drinking water standards. even the obama administration had water against the city of new york and they still didn't comply. last year, i finally took action against the city and issued an agreement and we are trying to get them into compliance. they don't have a good track record when he was mayor. >> we had a picture of a big stack of rules and regulation, redtape running throat. the president vowing to cut it big time. i know he said he cut to regulations. can you give us an update?
