Im looking forward to talk about the fed and joe biden in one breathe. Maria exactly. Your reaction, markets, i guess jon markets were very disappoint and happened to jay powell several times where hes not doveish as the market expected. Everyone is talking how the stock market reacted, watch the dollar, the dollar is getting a lot stronger, that will be a political problem for jay powell,
President Trump
does not like seeing the stronger dollar. Maria youre also going to see cut into earnings, multinationals who will be blaming the stronger dollar on weak guidance and weaker than expected performances. In a world with trade is unkern. We will uncertain. We will talk about that. Remember when every president wanted a strong dollar, they wanted a strong dollar from reagan on. Maria they said they did. The president s economic adviser was always in favor of strong dollar. People are giving you money, you must be doing well, so trade deficits where people are giving you money and i love art but hes never changed that song even when you look and say but they cant give you money forever. At some point they bought you. Maria good point. We will talk about that this morning, u. S. National security adviser john bolton joining me to talk iran this morning, acting customs and boferredder border and commissioner is here. And
Peter Navarro
to talk china trade. We kick it off with top stories, 2020 democrats facing off last night and sounding off in detroit in economy, health care,
Hillary Vaughn
was there for night 2 of the democratic debate, good morning, hillary. Biden defended attacks hoping to get hit of front runner and accused of borrowing republican talking points when he criticized harris medicare for all plan for being too pricey. The senator had several plans so far and any time someone tells you, you should wonder it takes 10 years. Your plan does not cover everyone in america. By your staff and your own definition, 10
Million People
, as many as 10
Million People
will not have access to health care and in 2019 in america, for a democrat to be running for president with a plan that does not cover everyone, i think its without excuse. This idea is a bunch of malarky that we are talking about here. The fact of the matter is that theyll be a deductible in the paycheck. I dont know what math you do in new york and i dont know what math you do in california but thats a lot of money and the deductible in our paycheck. Party of universal health care, the party that is not afraid to say we will tax the hell out of the wealthy. Biden would oppose the new usmca and renegotiate the tpp before joining back in. The approach that
President Trump
has taken has been extremely volatile without any clear strategic plans. I will not join the tpp as it was, i would insist that we renegotiate a piece of that with the pacific nations that we had in south america and north america so that we can bring them together to hold china accountable for the rules of for us setting the rules of how trade are conducted. They will be doing the same thing they are doing and run the table. The
Vice President
the only person on the stage that voted for original nafta, row ready to say that you oppose a new nafta . Answer is yes. Since 2001 we have cut 5 trillion worth of taxes almost all of that is going to wealthiest people in america. Some of the more notable exchange were when mayor bill de blasio turned into narrator bill de blasio and did not talk about his own plan but to quiz biden and ask him his own questions, maria. Maria all right, hillary, thanks so much,
Hillary Vaughn
in detroit, joining me former clinton senior adviser, nbc partner mark penn, good to see you, your reaction to the debate. I was disappointed last night because it generated into slug fest, i walked out of there with a thousand dollar income, extra thousand if i were a woman and reparations and what did any constituency walk out with after promise after promise, they started to attack each other, i like the day before where there was real discussion between liberals and moderates as the right direction to go forward. Last night i thought was way too political, biden remained standing but not winning. Maria they were trying to take him down. What i found interesting and you could say better than i do, bill clinton wasnt in the reason, not bill clinton the man but policies, barack obama wasnt really in the room, barack obama the policies, 16 years of successful democratic president s that had legislative accomplishments and for the most part only joe biden would stand up for any of those, for trying to clean up our streets and dealing with crime, trying to trade agreements that he believed in, et cetera, and it did make him sort of the guy at the alamo wondering whether he could shoot at everyone or everyone was shooting at him. The problem is that he he has a set of policies that have won for democrats that are losing in this election if you believe the other candidates. Maria isnt that the issue, mark, because right now theres this push toward the left, extreme left, you dont see any of the moderate policies at all anymore, you dont hear about them. Well, you saw a little fight for moderate policies on tuesday and you saw joe biden say hey im about obamacare and i wont go for medicare for all. I thought that identity politics had really made its return here. What was everyone trying to do, they were going after african americans, they were going after women, they were going after new immigrants, they were going after specific ethnic or religious or other groups not painting the vision of the country as a whole and where are we going and how will tech revolutionize our world and very few discussion of the big issues, that really disappointed me last night. How would you compare primaries for democrats for where the group was in 2008 or in 1992 . Is it really unusual for them to be talking so much about these policies on the left and all these kind of for veryreaching ideas . Theres always shift to the left during primary season but like i said this is a big shift that we are seeing this season, i think you are seeing the moderates being in some ways looked at outliers, mainstream democrats right there in detroit far more moderate than you heard on that stage. Outstanding at the end . Biden is still standing, no one is close to majority, this could be a brokered convention. Maria thats what you said at the beginning. You have biden, harris,
Elizabeth Warren
did well the night before, shes emerging i think instead of
Bernie Sanders
, i think 3 or 4 candidates, i dont know who gets the nomination. That begs the question of who are the delegates, remember the last time they had sort of baked in the delegates for hillary, i think baking in the delegates or are we going to find ourselves with, you know, basically the only thing only agreement is weve got to get somebody who is ultra liberal. If we remember bill clintons 1992 and i think your point was good, the way you beat 12 years of reaganism is in fact, with the new democrats, theres no new democrat at the table unless you consider joe biden who is certainly to the left of the democrats and hes the guy, hes the closest thing, new democrats have become the too old democrats. Expression that
Ronald Reagan
used, the he didnt leave the
Democratic Party
, the
Democratic Left
him. Thats what theyve got using divisive politics. Maria dagen, what did you think, what was your reaction. Joe biden might be standing and standing on looks of jello, watching him was like watching an episode of lucy. Kamala harris put back back on her heels, t,
Tulsi Gabbard
, and cory booker does he have a ground game, cory booker can attack somebody with a smile on his face and do it in a way that you
Pay Attention
to the person that hes attack and not cory booker, he didnt come as being overly aggressive, he scored points against joe biden, i cant wait to see
Elizabeth Warren
on the stage with joe biden because she is going to wipe the floor with him unless he improves performance. Maria yeah, youre right about
Kamala Harris
, she has been doing well but last night was not her best night. Dagen how did she not know that they werent going to come after her and she needed to follow up her first debate that she had with joe biden, joe biden at the end of the night, i was still up watching it and the closing statements he said go to joe 3330 and nobody what he was going to talk about, text joe 23330 so it was like again, he did a face plant, at end of the debate he was okay, he should be thankful that certainly people across the south were already in bed at that point. Maria whats your reaction to that . Yeah, look, everyone says biden did better in this debate, so he made a couple of mistakes but they werent as bad as last time. Ic i think no question, harris prosecuting criminals was something you could lose voters, she should have been proud of her record, putting criminals away, thats not something to run away from. Maria they want to decriminalize everything, decriminalize crossing the border, decriminalize is a big word for them. Policy versus enforcement and she couldnt make the pivot that it was her job to enforce if shes president she would make policies, she had an opportunity and she missed it. Maria we will be watching the next one, mark, great to have you, thanks so much. Mark penn joining us there, the

chief jay powell disappointing the markets with
News Conference
after the cut suggesting that this could be one and done,
President Trump
says that the market wanted to hear this was the beginning of a, quote, lengthy and aggressive cutting cycle, joining us right now chief strategist, bob, were you disappointed . No, i wasnt, i think the market had view that the fed can continue to cut rates, 25 basis points and thats what they did and if they need to do more they will, somehow market markets participants were thinking they will keep lowering rates, the fundamentals in my view, maria, dont justify that, the economy is okay, it can be better here and there, employment is in pretty good shape, a lot of worry about nonu. S. Which is part of fed mandate, we could debit that all day. Maria okay, we could look at that but europe is not growing and they basically run out of any wiggle room, they are already negative, dagen, were you surprised dow down sharply after conference . Dagen not at all, i want it, i want it now, they wanted reassurances that they would get series of rate cuts, this is what would have happened f jay powell came out you would do that if you saw real economic weakness, talking about long series of rate cuts, thats not what we are seeing, what if jay powell had signaled economic weakness and the need for multiple rate cuts, the market would have had the exact same reaction. He did exactly what he what he should have and, again, goes back to how much to expect the officials to telegraph every move 6 months from now, i remember the days where we watched the brief case that
Alan Greenspan
used to tie around. It was just a few years ago when people were saying, the fed cant solve all of the economys problems, we have to have other policy and something that we have to ask now, is the fed expect today solve everything, one of the questions that i wanted to ask bob, the dollar, the dollar is a lot stronger today after yesterdays meeting and i wonder if you can thats the potential problem building for the fed and the economy, if the dollar keeps getting stronger, is that going to hurt export activity and
Manufacturing Activity
and do you think the dollar is going to be stronger with ecb and other
Central Banks
looking to cut rates . For sure its a problem for multinational earnings, look, our economy is doing better than most other economies, our
Interest Rate
s are higher than most other places, thats the recipe for a strong currency, so the dollar bit higher shouldnt be a surprised, thats why in domestic portfolios, you have to have more companies that are doing their business in the u. S. And be weary of the nonu. S. Portion of those earnings, thats been a theme for a while and i think that theme will continue. Maria yeah, let me point out that
Manufacturing Activity
contracted at the fastest rate, according to nur survey. Pmis, purchasing
Managers Index
was first indication that things were beginning to slow and we see pmis weaker in europe today. We are, but if you look out 18 months, this is the problem with the fed, instead of having confidence with us, we will do what needs to be done, they said one and done and then, do what needs to be done and people think they are not looking 18 months out, the reality is manufacturing is coming back to america under this president. The dollar will rise or fall but decisions to make to its and bmws in the u. S. And then export them will be options that will be available if the factories are operational here. Theyre not available if you havent made the investment. When we looked out 5 and 6 years, the reality is we are going the right direction and thats really where
President Trump
is trying to say he wants to make sure we dont go into a recession, hes not confident that the fed really understands that as bob just said, we have a problem, and that is the rest of the world is at negative
Interest Rate
s and we are high according to him. Jon one one of the things thats worrying right now the investment numbers that came out last week,
President Trump does not like seeing the stronger dollar. President Trump is trying to say he wants to make sure we dont go into a recession, hes not confident that the fed really understands that as bob just said, we have a problem, and that is the rest of the world is at negative
Interest Rates and we are high according to him. Jon one one of the things thats worrying right now the investment numbers that came out last week,
Business Investment not only in software but in big factories and in equipment and i think one of the worries out there is all the trade uncertainty is making
Company Executives more reluctant to the things that are going to make our labor more efficient are actually getting an awful lot of r d dollars. If we look at where the
United States is going to be on labor efficiency, those investments are being made here and candidly around the world, we will be the beneficiary of them and the way tax policy is in fact, labor efficiency. Maria all right, short break, bob, great to have you, real quick before you go, knowing what we have seen yesterday from the fed and that things may slow with stronger dollar, the international markets, would you put money to work right here in stocks . Frustrating as our view i think its going to be a boringly neutral period, i would only buy in pullbacks, maria. Maria bob, good to see you, bob dole, coming up the battle of the border, acting customs mark morgan is here joining me next to talk new asylum agreements with guatemala and building the border wall. Nations Capital, 6 32 a. M. On the east coast, markets looking to turn around following yesterdays big selloff, take a look at high offense the morning with dow futures 71 and nasdaq up 26, yesterday investors got rate cut but jay powell sparked broad selloff after the cut, he signaled it could be one and done, markets sold off in a big way, dow industrials down 133 points at the close yesterday, s p was down 32 and nasdaq was lower about 98, better than 1 , the markets this morning looked like, this european indices reacting this morning higher although weaker than expected, manager index, up 10 points, dax index in germany higher by 58, in germany the july pmi showed manufacturing slowdown hitting 7year low, in asia overnight markets falling as well after the feds rate cut and the end of most recent round of trade talks between u. National Mustard day coming up, you can celebrate with sweet treats ice cream, how you can get a mustard ice cream, yeah, we will check that on later on this hour, first story half an hour, battle at the border, lessens the number of asylumseeking families crossing the border but could raise the number of single migrants trying to raise the country, unpopular in guatemala and led to protest, joining me cbp commissioner mark morgan, mark, great to see you. Thank you. Maria thank you so much for joining us, commissioner. Why is it important . Its important in a couple of factors, one it is signal to go people that are lead leaving the country and claiming asylum they will get protection in guatemala a heck a lot sooner than taking the dangerous track all the way across guatemala, all the way across mexico into the
United States. Thats first and foremost, the
American People need to understand it really is for those individuals calling asylum, gives that protection. Maria you will claim asylum there and not come to america and claim asylum. Not put your hands in the hands of smugglers, cartels, mortgage your home, 3 to 10,000, potentially abused on the way here and instead you get protection in guatemala. Maria people in say in guatemala will say more people here and less for the rest of us . Why the protests . Similar to the issues that we are having in the country with the immigration but again the president has been driving negotiations, this administration has made this happen because really the crisis that we have on southwest border, its not the
United States crisis only, its a regional crisis, so this is about mexico and guatemala. Maria good point. Stepping up and addressing you have seen significant move of apprehensions as a result of the partnerships, explain why . I will go back to the president and specific negotiations with the government of mexico has made it happen, they have stepped up in unprecedented ways 26,000 troops, strengthen the southern border and apprehensions and strengthening operations in u. S. Mexico border, its a gamechanger. Maria apprehensions are down 30 . Heading that way. Right now looks like july are continuing downward departure and another thing thats next, mpp, migrant protection protocol that we work with the government of mexico, we have put 26,000 individuals back to mexico waiting in mexico while they go through asylum process in america, thats 26,000 people that would either wait maria when you release people to the
United States they dont necessarily come back to the hearings, the hearings are years later . Thats exactly right. We would lose the individuals in the interior with the
United States, right now the law forces us to deal with children. Maria you have certain laws and
Congress Needs to address and hasnt, youre looking at a good situation given participation with mexico and guatemala, but longer term not a fix. Everything that guatemala and mexico is doing is positive but we are still in a crisis, we are still apprehending over 2600 per day, its a fullon crisis. Maria 2600 apprehensions a day . 2600 a day. This past year we got over 5,000 in a single day. Maria incredible. Its incredible, this is still a fullblown crisis even with help of government of mexico and guatemala. Not durable and not sustainable for this to have a true fix we need congress to act, pass meaningful throacion address loophole. Maria they are gone for 6 weeks, we know that, in terms of 20 democratic hopefuls were on stage last night facing in detroit, former
Vice President joe biden and
Julian Castro got into a heated back and forth on illegal border crossings, watch this. The fact of the matter is you should be able to, if you cross the border illegally, you should be able to be sent back, its a crime, the only way we will guaranty that these kinds of family separations dont happen in the future is that we need to repeal this law, theres still going to be consequences if somebody crosses the border, its a civil action, also we have 654 miles of fencing, we have thousands of personnel at the border, we have planes, we have boats, we have helicopters, security cameras, what we need are politicians to have guts on this issue. I have guts enough to say this plan doesnt make sense. Maria your reaction . Maria, its very simple, for the
Law Enforcement perspective, im not going to weigh on the political landscape, what im telling the
American People if you decriminalize the criminal behavior of illegal entering this country, youre going to make our job more difficult to secure and safeguard the country, its simple. Maria yeah, what do you think in terms of they are getting political, so when they come back in session in 6 weeks, 5 and a half weeks, do you think we are going to see any movement on this in terms of the loophole in. No, ive engaged
Congress Time and time again and its clear that im being told, again, repeatedly that they dont believe that they will be able to come together and pass meaningful legislation and its very clear what we can do, the flores settlement agreement, we treat kids from canada and mexico different. If your child comes alone from mexico and canada, we send you back to your parents, if youre from guatemala, we keep you. Talked to them and said america, please change your law. Maria real quick on 6. 1 billion in defensive fund, taken out of variety of fund after
Supreme Court decision last week, how would that money be spent . Every bit of that is going to be for new wall and i think this is another narrative, its not just a wall, a wall system, so its not just a physical barrier thats going up, theres technology, theres access roads, theres lighting, its a wall system and every mile that goes up, raising our capacity with the
Border Patrol to do their job effectively. Maria what i was stunned by when i was at the border was that the
Border Patrol officers are trying to do their job and secure the border and yet they are being forced to take care of kids, take babies to hospitals, i mean, all this other stuff and taking them away from their job that theyre supposed to be doing. People dont real that. First of all, thank you for going there. People need to do that because when they do they come back with the same perspective that you have once youve been there. 50 of our resources are being diverted away to humanitarian mission, the border more open and cartel getting into the drugs. Maria looks wide open in el paso because the rio grande was dry. Only steps to mexico. We will look at this another data breach now, this affected thousands of u. S. Students,

Lauren i trust facebook so much, maria, that im going to invite them into my living where my family watches tv so i could have their camera watching what we do and then microphone listening to what we say so we can make a video call through this device and also stream our favorite shows. This is what facebook is reportedly working on and they want to have this device code namecatalina. Guess what, we dont have exact
Sales Numbers because they dont provide them but we know they cut the price of it, i dont think folks are buying that device and now facebook is looking to one up that device by enticing you with disney, hulu, hbo by putting content on it, would you buy that from facebook and allow it in your living room, thats the question, i dont think so. They have paid for it. Maria after all that we have learned about facebook breaching data and our privacy, i mean, first with the libra currency and now this, i dont know, would you get it, jon . Jon im the wrong guy to ask, i havent gotten on twitter yet. [laughter] jon maybe congressman issa. I have a couple of amazon shows which are slarrly similar, you particularly similar and this is one to have challenges whether its amazon who already has a product or facebook, its a question of trust and right now the
American People have low trust in most we were talking off the set other than am, apple, theres very little trust in tech companies. Dagen its tablet and ipad, if you succeed in streaming, you to have a service that you can feed through your television set, thats the most critical thing. I use and i again google is no apex of privacy but i use youtube tv and gives you
Live Programming and its not that expensive, this already a dinosaur on facebook. Lauren one other point, maria, we just got facebook
Second Quarter earnings and guess what, despite all of this, they are growing, they are active users 2 and a half billion a month, whether its disney or hbo, they might be looking at this, lets get our content to these users and at the same time we can sell them advertisements. Maria youre right, i dont think facebook has really seen a major impact from all of these problems. I mean, i guess the perception of the company has changed so thats a huge deal but in terms of the stock and the market cap, investors havent really acted. Jon do you think most americans think that theres no privacy anymore, someone is looking at their data or their conversations maria most americans wouldnt know that they are actually selling the data and giving it to advertisers, they didnt understand the business model. Jon right. Theres a generational question and its a big challenge, are we in a generation thats not going to care versus a generation thats sitting at this table who does care about privacy because the policymakers will follow the voters. Maria lauren cares. Lauren. Lauren no way. Maria exactly. Thanks, lauren. Federal Reserve cuts
Interest Rates but investors disappointed. Fed chair jay powell said maybe one and done, markets this morning are bouncing after big selloff yesterday, we are expecting a bit of a turnaround, dow futures up 37 points, wells off of the highs to have morning, s p futures up 34 and nasdaq up 18 as earnings continue to hit the question, verizon beating earnings expectations but missing on revenue, comments from fed chair jay powell spark broad selloff yesterday, take a look at decline, 133 points, the s p down 32 and nasdaq lower by 98, better than 1 lower yesterday. Take a look at european indices, purchase and
Managers Index, cac quarante in paris up 26 and dax up 28. In germany index shows that manufacturing slowdown at 7year low. We continue to see weakness in marving, in asia overnight markets fell overnight following the feds rate cut and end of most recent round of trade talks with u. S. Budget battle, senate votes, struggle to find support coming up. Amazon, big move to expand clothing line and sales, all the stories coming up, thursday morning and joining me to talk more about that former congressman darrell issa,

Dagen Mcdowell, good morning, everybody. Dagen good morning, everybody. Maria good to see you, dagen, whats on your mind this morning . Dagen the debate last night and again joe biden held up the former

Democratic Party that has moved very far left that takes about getting rid of fossil fuels in a matter of years, so just tell me, please, what are we going to put in airplanes . This is how far field maria stop traveling. Dagen exactly. Again, its like more
Government Intervention in our
Health Insurance system, who are they talking to in detroit . Unions, people join unions to pay those unions to negotiate great
Health Insurance benefits, well, guess what, everybody will have to go on government plan in some way, shape or form, explain how that reaches the union base. Maria yeah, about mr. De blasio, the mayor, saying lets tax the hell out of the wealthy. That was his big comment. [laughter] dagen he is so repellent that even all democrats on the stage were looking at him go back, go back east, go back to new york city and the people in new york city are saying, stay, stay. Maria what a debate, we will talk more about that this morning and joining the conversation u. S. National security john bolton is here, talking iran with mr. Bolton, assistant to the president for trade and
Manufacturing Policy
Peter Navarro will be here to talk china trade as well as the fed, by the way, dont miss a moment of it, big 1 hours coming up. All eyes on the senate, lawmakers set to vote on budget and spending agreement later today, around noon eastern time despite having
President Trumps support notable republican holdouts including senators mitt romney, marco rubio and rand paul. My next guest will be voting no on the deal today, senate on
Services Committee member marsha blackburn. Good to cedar relate issa. Maria youre voting no, tell us why you are putting your stamp on this and stake in the ground to say, the spending is out of control . Nancy pelosi have pushed the president into this spot and the budget spends too much, 300 billion in these spending. We have to get a handle on the debt, every year i do across the board spending cuts, 1 solution, you supported me for years on that. Cuts the penny out of a dollar of money appropriated, maria, we have to look at making some changes in mandatory spending and entitlements which medicaid is the largest, that brings back to states and you get rate and beginning to sure up trust funds which are medicare and
Social Security and take a vote on balance budget amendment, make this a priority. Maria i just feel we get to this point and its always youre held hostage, if you want to spend more money on the military you have to pony up for other discretionary. The
Discretionary Spending, so i did a telephone call and half of the questions were around the federal budget and why are we not doing something about the debt and why is there not an effort to begin the rein the spending and people see this waste, every time they call federal agency they experience it firsthand. Jon voters say they care about this but then theres no impact on politicians, politicians seem to think that incentives will go the other way and spend more money, how do you explain the difference and what are you doing about it . I think the fed depends on who you are, in tennessee they want to make certain that what youre doing is reducing federal government reduces reach into their lives, reduce regulation, reduce taxation and that is one of our major topics that we will hear as well. Jon i wanted to ask you about something kind of related and thats fed chairman jay powell, theres a big disagreement going on between the president and the chair of the
Federal Reserve, the president thinks that he can fire jay powell if he doesnt like his policies, if the president tries to get rid of chairman of the
Federal Reserve, will you take a side on the issue and which side would you be on . Right now i think there are other things that we are looking at that youre going to get, theres going to be the personality difference, focus more on policy but the trade issues are paramount, there are votes right now for the usmca, one of the house members is 300 votes when pelosi would schedule it and put it on the floor. Well, she should have brought it before they left town and then china trade, those negotiations, people want to see that happen. Maria yesterday we had james on the program and he seems very positive about usmca, a lot of changes that have been been made, the unions are happy with it, they hate nafta. They hate nafta the first time but this by definition lowers chinese content, raises u. S. Content so its definitely a win for u. S. Manufacturers. Any time you have the farm bureau and the u. S. Changer chamber for trade agreement, this is something that pelosi needs to disedge vote and send it over to us in the senate. Maria do you think she does it in the fall . I think she better. [laughter] i think youre exactly right. Real tool that you could see bipartisan support. Under house rules if you can get 218, in other words, enough votes to pass something, if you can get them onto whats called discharge petition, you can move it to the floor and that technique is only used when leadership is being over something that has broad appeal, it wont from aoc, it would come from moderates but thats what you can see. Maria i want to ask you
John Ratcliffe whether he gets confirmed. New sanctions against iran, senator, this time targeting tehran minister, iranian president responding this, calling the move childish, your reaction. We have to keep maximum pressure on iran, it is working. Their economy is in shambles and lack of goods and products and services, maximum pressure works and i hope we continue the maximum pressure. Maria colleagues and friends across the world, it feels like europe is pushing back and wants to continue the flow of gas and oil from iran. Many times we say you are trading in both sides, i will tell you this, when we go over in southeast asia, they never want us to leave, they want us to be there for the stability that we bring and europe, they want us to continue to push back on russia, iran, north korea, the new axis of evil. Maria
John Ratcliffe, president nominating him for next officer, director of national challenges, do you think he gets confirmed . I do think he will get confirmed, hes diligent, good member of the house and i think you will see his confirmation. Maria dems are trying hard not to have this president have team in place, slowwalking certain confirmations. They are going to continue to do this and what we will continue to do continue to push nominations forward and this is why going to the twohour rule on debate, we are now 135 judges and have pushed so many confirmations. It is a shift the senate has to make. As somebody who has waited a year to just get a hearing its very clear that there has to be more than judges, if this president is going to be effective, he has to get the rest of the folks confirmed. Maria
John Ratcliffe is terrific in terms of fbi and what went on election, we will be watching, i know hes highly a lot of feel that hes the guy for the job but we will see, they want to stop the president from getting nominees in place. Thank you for joining us and voting no on budget deal. President trump just tweeted, congratulations to kelly of kentucky on confirmation as un ambassador after having served ambassador to canada, no matter how difficult the task, kelly was fantastic at the

Maria welcome back, days after the capital one data breach compromised information for a hundred million americans, we are learning it might have been other additional targets, grady with details. Good morning, maria, hacker bragging online and private messages on slack, apparently more have been leaked,
Michigan State university and the ohio dot, all of those organizations reportedly possibly involved in this hack as well, thats according to cyber
Israeli Security firm, the
Justice Department says additional charges may be on their way if this turns out to be true, we reached out to all of the organizations involved, first this morning we heard, this is what they said, we take security seriously, we are not aware of any info related to capitol one, the capitol one security breach, we also heard back from the
Ohio Department of transportation, they tell us they are working with the fbi but they cant confirm if anyone has gotten active to data systems, the online forum is related to publiclyaccessible crash data, not any personal info of any people who use the dot there and they also said they dont use
Amazon Web Services which was what was targeted in the capital one breach. Ford says its also investigating but right now they havent confirmed, so all of the organizations and companies, they are working with the fbi and will find out more as more information becomes available, maria. Maria all right, grady, we will be watching that, grady in new york this morning, coming up white house trade adviser
Peter Navarro will join me next to talk all things trade, usmca and china. Why you may not receive a huge payout if you were affected by the breach, stay with us. All right brad, once again i have revolutionized the songwriting process. Oh, here we go. I know i cant play an instrument, but this. This is my forte. Obviously, for auto insurance, weve got the wheel route. Obviously. Retirement, were going with a longterm play. Makes sense. Pet insurance, wait, let me guess. Flea flicker. Yes howd you know . Studying my playbook . Yeah, actually. Maria welcome back, u. S. China trade, secretary mike pompeo and chinas top diplomat meeting face to face, first time this year promoting positive ties in the tensions over ongoing trade negotiations, two sides have discussed and why talks went down. Peter navarro, thanks so much for being here. Welcome to washington. [laughter] maria love coming and love being able to have you on the set. Where are we in terms of china, can the president do a deal if the chinese will not agree to stop stealing intellectual property . Investor lighthizer and treasury mnuchin got back today and we will find out where we are, constructed talks, other than that we need to be patient and see what happens by the afternoon. Maria the chinese economy has obviously had an impact but if the president does that additional, that additional tariffs on 325 billion coming from china doesnt the u. S. Economy take a hit . What we need to do is be patient here. I said this many, many times, negotiations take place behind closed doors and speculation in the media does not help the cause and theres a lot of good things going on. Just yesterday senator lindsey graham, republican, and joe manchin, a democrat, dropped bill for reciprocal trade act, sean duffy had been on maria have been talking about this for a long time. President trump used this as great idea in state of the union, what it does it solves the problem of the
World Trade Organization rules, over 100 countries around the world can charge us systemically higher tariffs, it happens over twothirds of the time, this bill would give the president the ability to raise tariffs if they wont lower theirs. Our goal is to get the tariffs down, kudos to senator graham and senator manchin. I tell you its a huge problem, maria, 90 of the time, india, for example, the king of tariffs around the world charges higher tariffs, great for our ranchers, manufacturers and workers if we got the rest of the world to lower tariffs and this bill would do that. Maria do you not see as tax to the
American People . No, i see tariffs with china, china tariffs are supported by maria because i get china, i understand, theyre been stealing, they are bad actor, but the rest of the world . It has different concepts depending on what the sector is, steel and aluminum, weve had dumping of steel and aluminum for two key
Pillar Industries and what it does defend from dumping steel. Maria argument there is, well, we saved a small amount of jobs in aluminum and steel and we hurt the jobs of the companies that are actually buying that aluminum and steel. Thats a false argument. The steel and
Aluminum Industries are doing great. Factories around the midwest are going strong, but tariffs in mexicos case, the president threatened tariffs, in 2 days you got more done than we got done in 20 years, the china tariffs are defense against intellectual property theft, forced technology transfer, forcing into our computers. So i think the tariffs, for example, in the china case clearly these are being paid for by china, the chinese producers are seeing fewer experts, lower profits. We love tariffs. Maria you love tariffs and a lot of people dont love tariffs, they look at it as a tax. The people understand that the president is powerful by communicating that tariffs are good, tariffs are raising revenues, they are helping steel and
Aluminum Industries and you think china would be at the negotiating table maria no, i dont. Worked beautifully or anybody who attack the tariffs, they dont understand china. Maria well, i know china is a
National Security issue, i get it, i understand the china story but im just questioning we have tariffs on china and steel and aluminum. For both cases its a good thing. We would not have a steel and aluminum industry if
President Trump had not put tariffs in. Maria yeah. So 2 and a half years ago, nobody in this country really understood the problem with china. Today we have a right here, capitol hill, right there in capitol hill, one of the few things they agree with on capitol hill is we have something about china and
President Trump is doing it. Maria for too long american ceos were so interested in getting products in china that they forgot to protect their own intellectual property and i agree with that. The china story i dont think we will get a deal. Im not expecting a deal anymore. The big story for me, if we want to get the big story for me is getting the rates down, at least start yesterday and wasnt just rate cut but the end of quantitative tightening. If you look at gdp numbers, gdp numbers down, understand whats going on there. I think those numbers could have been 4 instead 2. 1 , if you look at the fed, what the fed does when it raises
Interest Rates basically it suppresses investment and suppresses exports, right, if you look at the 2. 1, we lost. 8, almost a full point with inventory adjustment, right, thats good news because that will bounce back next quarter. Maria you think gdp bounces back next quarter. Let me work you through the numbers. We lost almost a full point due to inventory adjustment, that generally bounces back. We lost 2point because of private nonresidential investment, that was pure fed, commercial real estate, that will bounce back because the fed started low rate and quantitative tightening. We lost twothirds of of point to reduce exports and thats pure dollar effect of
Interest Rates, we are getting
Interest Rates back down. The point is that the conditions are different for going forward, so the next quarter, q3, we should have robust inventories go up because consumers have such strong purchasing power which we saw in q2 numbers and we should see improvement in exports, we lost. 4 on just the boeing 737 max. Here is the thing, if you parse those numbers and this is the
Financial Market show, if you look behind those numbers, that number was a strong number, you can see how its going to bounce back. The inventory thing was huge. I mean, almost a full point because of drawdown on inventories, now, those inventories have to come back given the strength of consumer. Maria i love that. Youre not expecting recession . Come on. Maria cutting rates and why is the fed stopping because the fed cut rates, raised rates by 100 basis points when it didnt need to. Maria thats true. Based on what
Interest Rates are around maria yeah. So you dont raise
Interest Rates when you have zero inflation. Maria 13
Central Banks across europe. We had senator blackburn on, look, congressman issa is saying theyll be consequences if nancy pelosi doesnt bring it to the floor in the fall, what do you think . So maria what is the president going to do if the usmca doesnt come to the floor . Lighthizer is working very well with both sides of the aisle on capitol hill, theres expectation that in september which will be brought to the floor and if its brought to the floor and pass overwhelmingly. The important work that needs to be done by this administration is by people who support usmca is now in districts, congresswomen and woman are back in the districts, they need to hear that this is one of the top priorities,

Democratic Candidates faced off last night in detroit. Here are some of the top moments from the night. Senator harris says shes proud of her record as a prosecutor and that shell be as pros creprosecutor president. Im deeply concerned about the record go im proud of making a decision of not just making fancy speeches, but actually doing the work. The bills of the president excuse me, the future president here, that the senator is talkinabout first of all im grateful he endorsed my presidency already. Please go to kirsten gillibrand. Com. Maria joining us now is kristen anderson, as well as emily dishiski and elana trene. He wanted to get your take in terms of the debate last night and what youre seeing. First, your reaction to what took place. What struck you . The first nights debate where you had
Elizabeth Warren and
Bernie Sanders was a philosophical debate about the future of the
Democratic Party. Last night was the candidates dumping
Opposition Research on one another many. It was a brawl where their focus was less trained on what are we going to do about the economy, what is the future of the party and more lets talk about
Kamala Harris record on criminal justice, joe bidens record on race and immigration. It was more of a slug fest. Maria isnt that going to continue, though . As we get closer to the election, they all want to keep that spot on the stage, emily. Youre going to see more
Opposition Research thrown at each other. Certainly. Thats why last night was important. It means the gloves are starting to come off. This has been a slow build. My biggest takeaway, its time to get rid of the two debates where one peer is not on the same stage. Its time to see joe biden on the same stage as
Elizabeth Warren,
Bernie Sanders,
Kamala Harris and cory booker. Its getting ridiculous not having that matchup. Maria i agree with that you cant compare until theyre there together. What did you think . I agree with em mri emilys. The night, bernie the first night
Bernie Sanders and
Elizabeth Warren didnt take the bait. They were trying to pit these candidates against one another. Last night, out of the gate, joe sbiden,
Kamala Harris going at each other with the healthcare plans. I feel like we had a senior biden person text in to say he was a punching bag but he didnt punch back as much. It will be interesting to watch what the former
Vice President does in the future debates. Maria who won the debate last night, do you think . Tulsi gabbard took a couple shots at
Kamala Harris. Who do you think did well . Who won the debate. I think joe biden did enough to stay in the frontrunner position. I suppose you could say he won. The debate is unlikely to shake up the polls too much, you might see a little boom for
Tulsi Gabbard or cory booker. I think its unlikely that last nights debate really shook up the field in a meaningful way unlike the first round of debates where
Kamala Harris really benefited from being the first one to take the gloves off and lay a punch of someone else. Maria can any of the candidates beat donald trump so far . Its a long way out. I would say its way too far out to say yes or no. I mean, i think certainly joe biden looks a little rusty up on that stage but if hes able to sort of get back into the groove and be someone who is able to reach that kind of centrist voter by saying look, you may think my partys going far left ofthe rails, but im not. He didnt go too far off the left. I think
Kamala Harris could beat donald trump. Like kirsten said, its early. Kamala harris has shown she was shaky in the conversation about the healthcare plan. She didnt defend it as well as i had expected her to. I think shes the one to watch. Maria she backtracked over the last couple months. First, she said im all in on medicare for all. Then shes wait a second, we can do both. We dont have to get rid of the 180
Million People that get private insurance right now. In
Kamala Harris, we saw in the first round of debates, she tried to show herself as someone who could take on
President Trump, her big line is im a prosecutor, i can prosecute him, including on the stage. I think it is to kisse kirstens point, it is early on. As we get later on and we see who the frontrunner is, well see more strength in someone where they can go a after the president in a general election. Maria whats your reaction to the president s feud with
Elijah Cummings . The president tweeted a video yesterday of the maryland congressman slamming his hometown of baltimore. Watch this. This morning i left my community of baltimore, a drug infested area. Maria that was august 1999. Whats your reaction, kristin. I wish the president would move on from this feud. I understand he is frustrated. I understand that congressman cummings is investigating ivanka trump, jared, thats very frustrating there. Are a lot of americans who want to see solutions on healthcare and immigration. I understand the feuds is how the president likes to on. Maria theyre feuding with him. This is not just onesided. But i do think as president , keep your focus on the issues. Dont let this drag into a multiday affair. You notice, the left is defending baltimore. Baltimore is a wonderful city but baltimore has serious issues. The way donald trump and
Elijah Cummings have described the city are both accurate descriptions. To have the democrats clamoring to he defend baltimore, looks like the president is on the right side of the argument. Maria because he calls out baltimore for what it is, suddenly hes racist. Why is that racist . That is a question that a lot of people are pointing at. Especially in light of this comes after the tweets that he had sent on the quote, unquote, squad, the four minority congresswomen, so i think its a sensitive time. I was in ohio the other day with
Vice President pence. He said kind of to the point youre making, the president s going to call things as he sees it. I think theres a loot of lot of personal fighting, infighting with the congressman and that is driving the tweets. Maria what kristin said. Theyre investigating his family. I dont expect it to end. I think it will be interesting to see what the president does at the rally tonight, to see if he stokes the debate even further and tries to get the crowd to support him along the way. Maria good point. Great conversation, ladies. Thanks so much. Thank you. Maria coming up, the equifax hack, why you may not receive a huge payout if you were affected by the breach. Body language could be very telling. Joe biden and senator
Kamala Harris shared an interesting greeting on stage. Watch. Are you good . Im good. Maria joining me right now is body language analyst tonya ryman. Thank you for being here. What did you see there and tell us about the big body language moments last night. That was an important moment. The person who touches the other person first is normally considered the dominant one. If you notice, they went out and shook hands and they pat each other on the arm. Thats their way of having a dominant struggle. In addition, she probably won that because what does he say at the end, go easy on my kid. He looks like the older man and she looks like the young exuberant woman. Maria what other points do you want to make in terms of the other big moments in terms of body language . We saw andrew yang, if you watch him, his hand movements are really big. Maria his
Opening Statement makes large hand gestures. Right. Sso its two great things. If you do this, you can tell if im being deceptive. If you go last night went really well, as opposed to last night went really well. You can see the difference. What he does is smart. It keeps attention focused on him as hes making cor choreogrd move machines. Maria beto orourke also uses his hands a lot. Dagen thats basically all hes got going for him at this point. He didnt do a horrible job in the first night. But again, i think people were happy to see some passion from somebody, like andrew yang. They really got off to a slow start. I dont know if tonya will agree with that. People are trying to sound like they could be president ial and talking like this and speaking very slowly and, again, youre just waiting for somebody to put the hammer down and put it into second gear. Yeah. I saw the same thing many even when we were looking at the booker interaction, when he was talking to joe biden, you could he see there was a lot of dominance, right. So already booker is taller and so that comes across as more dominant and stronger. What he does is he cuts him off, he cuts biden off completely. Not only does he cut him off with eye contact, he looks away, and he gives him a hand signal and touches biden. When we see that kind of interaction, what we realize is cory booker feels like he can dominate biden and the height difference really makes it stronger when youre looking a at these two next to one another. Maria so during senator harris closing statement she began in a somewhat combative stance. How do you read that . You know, she is a powerful woman. Watch her left elbow. Thats how you see shes a little frustratessed, a little angry. In addition, shes really smart. When shes talking to people she nods her head up and down. She talking to you and go like this and we automatically tend to nod when we see somebody else nod. Thats her way to get you to agree with her, on an unconscious level, you go maybe thats right. She does that quite well. This is something shes really good at. Dagen ill give the viewers a little hint. When a woman puts her arm on her hip like that, shes bending one knee because shes been standing there in high heels the whole night. The men have it easy. [ laughter ] dagen youre bending one knee because if you lock your knees out, anybody who has ever been in a wedding knows youll go over like a tree, that youll pass out. Thats just a way of like trying to get comfortable after being on your feet for so many hours. Maria its as simple as that. She started early. She started that elbow flair early. That wasnt even a hip, that was like a bump every few seconds. Dagen joe biden, when he spoke to
Kamala Harris and said what was it, go easy on me, kid, if thats what youre going to get upset about, any woman likes being reduced in age, period. I dont care how old you are. He stole that from sarah palin. She put the vulcan mind meld on. Came out on the stage and said can i call you joe . He in essence borrowed that from sarah palin. Takes the power away from that individual. Maria really good analysis. Kid, isnt that a way of him asserting dominance. Absolutely. Talking down to her and patronizing. It goes back to that reagan youth and immaturity. The fact is, harris doesnt have a record of accomplishment in the senate at all. She didnt really have a record of accomplishment as the attorney general. And he does have a record. So i think hes recognizing that his strength is his experience and i think hes trying to play that. But what dagen said, rightfully so, both of them said, knowing how to shake your head is important. Hillary clinton shook her head a lot. It became a saturday night live event. Maria . She was doing this inf a slight head. She was moving up and down like this. She started to look ridiculous. When i look at this, it seems to me these are all people running for president , theyre all trying to assert their dominance. Of course. Seems like its a l game maria you would expect it. Some people do it better. Maria great analysis, tonya. Thanks so much for being here. Still ahead,

Second Quarter earnings deirdre. Good morning, maria. Look for a beat on the top end bottom line i am taking through numbers instead of 1. 44 per share wall street was looking for the company posting 1. 64 a clear beat if you look at revenue stronger there as well 36. 1 billion dollars with a gm posted wall street looking for 35 and 98, perhaps most important as we know the company is reaffirming fullyear forecast saying it will earn between 6. 50 and 7 dollars a share reaffirming full year guidance story behind numbers china does remain a challenge everybody expected that including, gm it is already baked into expectations the company does say though that the
Second Quarter will be better in china than the first, not too many more details other than that but clearly better. Also what is going on in north america, is that u. S. Sales if you just count by unity are slightly lower, but here is a trick, gm is selling models big trucks crossover record deliveries should i contention crossovers as well helping the profitability even though they are selling fewer units the ones they are selling are more about profitable. People who love to drive know
Chevy Silverado gm full sized selling extremely well in north america as i mentioned theed record deliveries for the crossovers basically entire cadillac line, the x5 blazer some units people know well all in all, an extremely positive quarter for gm a beat on top and bottom line we reaffirming full year guidance as far as
Earnings Seasons go did as good as it goes, i dont want to not mention this quarter has done so much better than expected up 6. 3 for earnings versus a decline of. 6 wrote a expected for the s p 500. Maria much better than lowered expectations, by the way, gm stock up almost right now quite a run last couple months thank you deirdre we will wash that one of the winners on wall street we watch senate focused on senate ahead of the budget vote lawmakers set to vote on the budget spending agreement later today, around noon eastern time despite
President Trump support notable holdouts that include mitt
Romney Marco Rubio rand paul we heard from
Marcia Blackburn joining me right now
Senate Finance
Committee Member senator james lankford,
Senate Finance
Committee Member great to see you both thanks for joining us, you are a no vote. I am. Tell me why. Because it includes the debt ceiling debt ceiling historically the
Moment Congress has to pause look at debtor only country in the world has a debt ceiling at all the reason we do that gives one moment to look at trajectory and to be able to decide is this right trajectory if not we need to direct think it time the debt ceiling included in budget agreement not doing anything on that, we need to address it not looking for so many kind of shutdown not looking for cliffs what is the moment we actually look at the debt and trajectory that moment is gone. What do you think. I think important the president congressional leaders were able to get to an agreement makes shut down less likely, and i think the kind of instability he crises budgeting that would lead to is a real problem i do think there are steps we need to be taking to make sure that we are budgeting responsibly sara and i have been working on together, i am pleased that last week took a major step if finance
Committee Bipartisan vote to lower, drug prices should safe american taxpayers about a hundred billion dollars next 10 years the type of work we can do across party lines to make a real difference begin to bring our spending down. Maria but you will vote for this budget deal. Yeah i think all in all, it is a good bipartisan deal allows to us address priorities invest in critical priorities to support
Small Businesses and
American Families keep our country safe, secure and free. Why do we always get to edge like this . We know one side wants to protect, military spending, more so than the other side, and it feels like, one side holds the other hostage you want military spending you are going to have to you know, follow the demands of
Discretionary Spending trilliondollar deficits every year. Do they not matter. We know we need to make sure that we are rooting out waste fraud abuse in federal spending what i hear what from constituents they want us to be able to invest in critical priorities,
Like Fighting ipoed epidemic in my home state
New Hampshire or making sure we have funding to support military to keep us safe and secure, that is important to everyone all mefrns james and i had been working together on a a number of things not just built in government shutdowns but taxpayer right to know law makes the government post what it is spending what it is spending monday on. Maria yeah right, we also have a
Customer Service bill also a bill with rand paul would help us, writer government to identify, duplication in any legislation. I am dplad you mentioned bipartisan work two of you working on this bipartisan prevent government shutdowns preventing future shutdowns providing automatic funding but how does that work in terms of busting the o budget. Well it works towards forcing us to actually get to an agreement actually have real babs qualify the same whats my mom growing up, she and my older brother in the room having argument say two of you say in this room until you work all this out right now we are always get to end of september countdown clock saying we are getting to shutdown that shutdown we lose money every time a shutdown wasteful for taxpayer difficulty on families workers out there trying to get permits loss that gainl goal get to end of fiscal year if everything is not worked out on budgeting area continue resolution continues to same level at the same time members of congress and
Staff White House
Office Management budget cannot travel we are in continuous session weaning as the week ends we stay in session until we get it resolved workers harlless in the process simple prosper point to say get work done stay there until work is done you cant leave until work is done. Maria very shart actually let me turn to trade important to country investors usmca hanging in the balance we had senator blackburn on congress maam issa whether or not we see bill coming to floor by depth when
Congress Comes back from recess. Are you expecting it. Has go through house of representatives firsts constitutionally revenue measure goes to house first, no doubt to senate good for
American Farmers good for
American Workers settles all trade issues a dispute for years now quite frankly catches up of on a lot of issues with nafta when nafta passed we didnt have internet at that point ecommerce traffic happening very important for us to be able to revol resolve those. If it gets to senate are you gets for it. A hearing on usmca in finance, this week, and you have some very important good provisions for instance
New Hampshire
Dairy Farmers what is going to be critical is enforcement provisions do make sure
American Workers and our planet are protected and have access to a real enforcement mechanism that is something a that we explored so i am hopeful about it
International Trade done right is a really, really good thing for
American Business and
American Farmers we just have to make sure the enforcement provisions really protect those same people. Is that it or is there
Something Else you want changed. I want to make sure at the enforcement provisions are really. Maria usmca. I want to hear what working groups the speaker put together in the house come out with in terms of their concerns of priority to requested changes. Everyone i have responded with from
Union Leaders to congress, seem to believe that this is much better than than nafta. So is this playing politics that were not getting this down to the house floor. Well, we dont know what holdup is on house floor at this point they have had opportunity to be able to take it up now for months we will see if they can get this worked out bring it will up my belief is some point nancy pelosi trying to be able to work with very divided house wants a joishth of dmafkt group to be able to vote for it trying to work, who has questionsanceed come onboard weve been free traders longer than a country this is in dlaigs of dlaigs of notguilty pleas king george was inhave i been ilting
International Trade. On the border do you think this is able to fix loopholes we had mark morgan on imperil fr. We definitely do i was at border last weekend will tell you
Critical Issues there
Border Patrol is one of the
Critical Issues they are not designed toosh able to house people,
Border Patrol like a police sayings arrested processed moved they are asked to be on hold there funding of defunded ice and whole abolish ice movement cant get additional funding for u. S. Immigration and customs is intent to dainetains. We need secure borders need to know who is coming in the country we have unprecedented drug epidemic in this country still should be concerned about terrorism absolutely need secure borders to secure conflict of interest with values we can do both been presenting with you falls choices either do this or do that secure borders treat people how a mainly the way we have always stood for internationally throughout history. Can you get that done by end of year. Working on it i have been to border twice there is
Real Estate Interest not only securing our borders but comprehensive immigration reform. I have wen there, too it is stunning it is a horror show the fact that all apprehensions surging extraordinary. Ineffective for cattels longer the ingredient says if you bring a child with you you are getting into america incentivizes adults to bring a child. Where is that i think it i think there are more factors than just that, and i think there are ways we can make sure that people show up for their hearings we can speed the hearings for people should be deported get deported faster, without, the harming children. United states should do. You can get this done great to see you both thanks very much for joining me. The
Second Democratic debate in books
Hillary Vaughn live in detroit there for the night has highlights good morning to you. Good morning, maria, well former
Vice President biden really was taxed last night not soninlaw had to did he have himself policies nor not being progressive enough but put on defense had to defend president obamas record in office, former hud secretary under obama castro, talked to biden about obama deportation rate while in office. Secretary, we together in many meetings i never heard him talk about any of this when he was secretary. If you cross the border illegally you should be able to be sent back it is a crime. Looks like one of us learned lessons of the past one of us hasnt. I to doesnt make sense. Consequent around the question mr. Vice president you want feedback president of the
United States need the to be able to answer tough questions i guarantee if debating donald trump not letting youoff hook did you say deportations were a good idea. I was
Vice President not the president i keep my recommendations in private, unlike you you would vote president obama more than anybody in this campaign you cant do it when it is convenient and then dodge when it is not. The last debate of the summer next isnt until september a lot of candidates he hoping momentum here in detroit is going to land them a spot on the stage. Maria wow looks like cory booker had best not a so far. Hillary thank you. Definitively fired up. He was

Big reaction yesterday, after
Federal Reserve chairman jay powell announced a quarter point rate cut first instruction since 2008 financial crises disappointed markets with
News Conference after the cut because he suggested this cut in rates could be one and done
President Trump said market wanted to hear the beginning of a lengthy aggressive rate cuting cycle joining us
Dagen Mcdowell the wall street journal
Jon Hilsenrath former california congressman darrell issa great to see everybody to talk about this quite reaction i want to start with dagen because we were talking about what the market would do yesterday whether or not a cut was priced in, i know a lot of people were hoping for 50 basis point cut the expectation 25. Exactly what would with 50 basis point cut say about future of our economy, that it is in worse condition than it is,
Business Investment is looking worse . We are more concerned about trade sanctions down the road . You are not going to get everything you want jay powell is not going to come out just lay out, what the next few months look like in terms of
Interest Rate cuts the classic we are going to waitandsee approach. And going to be, i did use that overused phrase data driven exactly what they got i dont think jay powell could have done anything that satisfied most investors. I would have been worried if 50 basis point cut what does fed know we dont know 51 low unemployment, 2. 1 growth
Second Quarter on top of 3. 1
First Quarter , why 50 basis point cut. One main message things going pretty well economy doing pretty well growing at pretty good piece one supplot dissension in powells ranks we
Pay Attention to flack from president about not moving in other aggressively looks like jay powell had some resistance inside the committee towards being too aggressive on
Interest Rates there were two ditch issents others saying i dont know how fast i want to move might be the case powell did not motive more aggressively didnt have mandate from here people at fed to be more aggressive. One of the things behind scenes he made mistake by raising rates. Back in end of the year. Right, and he doesnt want to admit he is undoing the maintaini mistake if he had done nothing could have done nothing said the economy is doing just fine, without intervention. One of the concerns, of course, was after quantitative easing the fed has trillions of dollars on books unwinding there wasnt a lot of talk will they continue to recharge a tool, that was used, to put so many years around the world, nobody is running these things off the books except u. S. , and right now looks like he is going to stop doing that, so the market has a reason to worry about a couple things, but and they did stop doing that how do you feel about fed continuing to run this really large balance sheet. I object to it, it was a test where they said that they could run it off at no cost. They havent proven they can run it off at no cost so i want them to prove them run it off otherwise, a tool world should never use again. Keep it in perspective they have run some of it off. A little. In terms of very. Very small amount. We have a stock market near record highs we have an economy that is in the longest expansion we have ever had in the history of the
United States, so you know it is kind of not according to plan. Thank good knows for
American Worker the american entrepreneur but lets not give the fed a lot of credit for panicking in 09 the world floodi liquidity not knowing how to back off. That is what we need to do. We need to learn how to use a tool or dont use a tool that is nothing but government throwing money at problem. You heard what

First Quarter 3. 1 you and i talked about capex spending a lot, this is really an area we need to focus on because, capex was down in that last gdp. Dagen right, and is there any jon can answer no sign that is going to turn around dramatically again, the trade tension with china seems to have cooled a little bit. As long as we are status quo, but when you when you make ceos nervous start pulling back in manufacturing supposed to be
President Trumps wheelhouse doesnt turn aaround immediately particularly if trade worries have not gone away. Consumer is driving things. Consumer is certainly driving things
Government Spending is driving things, one of the things that was up in the
Second Quarter, was
Government Spending low, and behold
Senate Voting today on a package to spend even more money, that that could be an important driver in this. A lot of spending of money i think there is another capex story to look at that is is what would have been in china isnt in china, so our

Trump Administration placing sanctions on irans foreign minister zarif one of the main negotiations iranian president hassani slammed sanctions calling it childish joining us u. S. National security advisory john bolton. Thanks. Yes, it important to put sanctions specifically on him on zarif. Remember that iran has been a state sponsor of tariff since listed by
Ronald Reagan in 1980s that is fundamentally illegitimate vietnam zarif mouthpiece irans equivalent of p. T. Barnum a sucker
Born Every Minute he found success eshgz in europe got them to agree to deal a con man a shill a grifter, this is the sort of step by
United States shows he is illegitimate. That that is going to do for him how does this hurt him. Well i think the idea, that he is a serious interlocutor with
United States is falls the
Decision Maker in iran, is ayatollah zarif is a mouthpiece for those concerned that misstep ought to consider a reuters story from mid june i will reputable news agency. Youve got in it your hand in a read headlined irans top democrat says his country executes gay people, because of moral principles that is our man zarif. Executing whatever whenever. Defenders with straight face when he tells us complying with iran nuclear detail take it for what it is would rth. President pulled out of that deal who is going to pull out next do you think iran is going to blow it off, he says he has been enriching uranium. Exceeded key let me say threatened to exceed a third trying to blackmail europeans to give economic befrz the key point i think the president understood this last year when he with drew u. S. From deal iran has never made a strategic decision, to give us the pursuit of
Nuclear Weapons, they could do it clan defendant clan defendant inly a lot of ways the president rightly characterized it worth debacle in american history, the middle east attacking tankers threatening oil shipments, in the persian gulf region, they have got conventional forces in iraq sira yemen still largest state sponsor of terrorism there is a very, very bad regime. So you know, right now it feels like the u. S. Is moves are being talked about in europe, but not acting on it, do we have an allied front against iran . Where is europe on this. Look i dont think there is any disagreements at all, on the objective making suring iran doesnt get
Nuclear Weapons there are still some in europe who think the deal was good deal i think that is beginning to change in brin for example that as they get closer to leaving
European Union the president very open to talking to iranians as he said since 2016 they dont seem to want to talk to us i think sanctions against zarif against
Supreme Leader legally iranians you need to change behavior fundamental ways they have not takening steps to do that. Maria do you see any efforts whatever swlaefr to respond saying we are not going to tolerate this not changing at all the. For reasons best onto them feel very sfwrong this that is great we feel strongly too he this will never get
Nuclear Weapons sport for terrorism other mallined behavior in middle east about about unacceptable. The second weapons test in less than a week, you have said tests do not violate kim jonguns agreements with
President Trump what should we make of tests . Well, that is that is a promising that kim jongun made to the president , and i think it is part of the basis on when president still has optimism we could negotiating with kim jongun, the south koreans japanese are concerned continental because they are within range we think of this particular missile, the president took unprecedented step on june 30th meeting kim jongun at demilitarized zone, into north korea, he held door open for kim jongun, he is showing him, the brighter different future north korea would have if they would make the strategic decision, to give up nuclearization week whiteing since june 30 waiting for working level negotiations president s is ready when time ripe for another summit lets hear from north korea. Does rush play a role in terms of iran on north korea. I think the russians at a take north korea first we urge all the time this they are tough on sanctions they enforce sanctions we the people the same way about china there is question about how much he leakage from both countries they have bone boating china and russia supporting iran, staying in nuclear deal we think iran has gothelp from both over years obviously, china a

Mitch Mcconnell under fire for brokeing two democratic impacted
Election Security bills,
Election Security set to be a major topic aahead 26020 your take on this. Both senator mcconnell
President Trump are absolutely committed making sure american elections have integrity not manipulated by outside
Foreign Forces two critical questions what is responsibility for state and local governments versus federal government i think
Mitch Mcconnell reincompleteing view of state and local officials all over country they are on top of the situation federal government is there to help second what are we doing to make sure there isnt foreigner interference whether vote counteding trying to interfere shaping public opinion, weve got a very, very forward leaning strategy on that, we are not going to follow we have not followed the
Obama Administration policy of sitting back and waiting to see if we are attacked. Last year we changed the ruled, on how to permit offensive cyberoperations we got them in place in time to take such operations in connection with 2018 elections any foreign government, thinks they are going to interfere, they are going to see counteraction by
United States, the purpose of that is not to have conflict in cyberspace the purpose to create stushgz of deterrents so russia, china north korea iran everybody else dont even think about attacking us. What do you think the president s biggest threat is today for this country. Well, i think he believes the
Nuclear Weapons other weapons of mass destruction really is most important thing, that is why he focuses on north korea iran that is why he is eager to talk about arms control and now not just with russia but with china too when has a large growing nuclear capability. To a lesser extent . Well, obviously, the threat of terrorism remains there is no doubt about it that is why he was so determined to defeat the isis territorial caliphate. I am wondering about china i know we talk a lot about the economic part of china but this is a
National Security riching as well. Absolutely is i think one key aspect of the trade dispute that i know you cover a lot is president understands the projection of political and military power depends on strong domestic economy china has stolen our intellectual property for decades, engaged in forced
Technology Transfers that is unacceptable. Great to have you on the program thank you so much for insights as snoolz thank you. John bolton joining us there coming up refinery disaster over 60 sent to hospital after massive explosion at exxon plant we show you that, stuart shores thoughts

Democratic Candidates narrowing after the debate even though nobody has actually dropped out that is according to host of
Varney Company
Stuart Varney join me right now with thoughts good morning. You are right, look nobody has dropped out but at this point except
Eric Swalwell i believe has dropped out what i am saying is i think he is down to four, are i think it is biden warren, i think it is sanders and harris those four, the rest i dont think they can catch up get into top tooir
Pete Cory Booker i dont think can make it dont see breakout up to top tier the rest of the field i think they are in there because they want cabinet jobs or want to get on the circuit i think nader in terms of leadership to those four, now, his about gotten winnowing out between now and the next debate september 12 in houston, that is run by abc. To qualify for that debate, these candidates have to each have to have at least 130,000 individual donors must score 2
Percentage Points on at least four acceptable pols that is pretty strict i expect a lot of people to drop out the second and third tier people will be dropping out i think at the end of the day all we are looking at is those four. And if any of those four is the ultimately nominee, it is going to be capitalism versus socialism in 2020 the way i see it. Maria you are right great illness. Thank you. Maria who do you think came out winner last night. I dont think there was a clear cut winner i cant think of one i can think of some losers i think mr. Biden is under real pressure because i dont think he looked very sharp some responses were kind of stumbling i think set him apart attacked by younger more vigorous people, and i think i it did not do nim any good last night. But its been on a tear lately. It took off even more yesterday. I think its a potential challenge for american multinationals, for corporate profits, because it makes profits coming back from overseas lower in value and it sets jay powell up for a fight with the president , who really does not like seeing the dollar get too strong. Maria dont forget, if the dollar cuts into growth and earnings, you will have a worse
Earnings Period as well. It actually could be an economic problem. The trade situation has been
Holding Back Growth a little bit. We really have to keep a close eye on that. Maria congressman . You know, last night, the debates were defined by
President Donald Trump because he is having a debate about how do we allocate the scarce resource which is access to the
United States for immigrants. Seven billion people in the world, six billion are economically challenged enough to want to come here for economic reasons, and hes having a healthy debate about controlling our borders, not closing immigration, but making real changes, and they were on the wrong side of it because all night, they were arguing with the possible exception of joe biden that somehow we had to have open borders while not explaining that are you going to let a billion people into our country . Obviously not. Yet donald trump is having that exact debate with the
American People of enforcing the borders and having an honest way to deal with it, fixing the fraud that goes on. So i think he defined it last night and i think its going to have a
Ripple Effect in addition to obviously trade is going to continue to be a big part of their debate. Maria we take in legally more than a

Investors wanted a big rate cut now and a lot more to come. When they figured they werent getting either, they sold and stocks went straight down. The debate this morning is whether powell made a mistake. The president certainly thinks he did. We will open the market in about a half hour and were not looking at much of a rebound so far.
