bill unless they get a clean immigration fix which will not happen. does that mean we're heading for a government shutdown? we'll ask arizona congresswoman martha mcsally. we're following a story about the russia dossier. congressman ron desantis told me yesterday, he has requested to declassify all documents every single one related to the dossier. he wants to know if the fbi used the fake document to launch surveillance on the trump campaign. we'll have more in a few moments. adam shapiro on capitol hill, with very latest on immigration battle, a battle it is. adam. reporter: it's a battle on immigration. republicans are trying to figure out how to navigate this because if you do the calculus, the funding resolution, continuing resolution would not pass likely without democrats. paul ryan may have to do a deal with democrats on immigration and daca. here is what the president tweeted out recently. statement by me last night in florida, honestly i don't think democrats want to make a deal. they talk about daca and are to the ready to help. we're ready willing to make a deal. they don't want security at border, they don't want to stop drugs. they want to take away money from the military which we can not do. my standard is simple, america first and make america great again. rand paul walls on "fox & friends earlier today. he said there could be a compromise but it will take both sides to get there. >> i think the immigration debate is sort of separate hopefully from funding of the government but that is a question. will the democrats hold up spending and funding of government over this issue. i always thought immigration would be settled separate from the spending issue. i still think it will be and should be. reporter: democrats point out they had a deal along the lines of what president wanted on tuesday. of course we know what happened last week with certain kinds of comments behind closed doors. here is what dick durbin said moments ago about where this is all headed. >> if they will help us reach a bipartisan compromise to protect those who were protected by daca and give those who were eligible to sign, "dreamers" a chance, it is clear evidence to me that they're moving in the right direction. reporter: to sum up this equation for the one last time, trish, to get a resolution to keep the government funded past friday night you will need democrats. in order to get democrats, paul ryan, mitch mcconnell will have to do something with daca. want to put money on either of these out comes? back to you. trish: that's what we do, we put money on things. thank you very much, adam. joining me republican congresswoman from arizona, mortgage that mcsally. congresswoman i should point out you're running for senate in arizona. do you think they will get anything done or we'll look at a government shutdown? >> let's be clear this week, the only deadline isthe government funding. we need to make sure we have a deal that supports our troops, fund our military so they can keep us safe. it is democrats that decided to hold the funding discussion hostage to something that has nothing to do with a deadline this week and that is daca. they need to separate it. they need to stop playing politics with our military and our troops. those deployed right now, family members back here, i can't imagine what they're thinking. that they're creating this false crisis that they seem to do in washington, d.c. that has nothing to do with our government funding. so this week the focus should be and american people should demand we get to a funding deal to fund our military, support our troops, move past that while we continue to negotiate in good faith on border security, immigration issues that are the highest priority while addressing the daca issue. the deadline is not this week for that. they are turning it into a false crisis. trish: congresswoman, this is frankly what both sides of the aisle do, they play politics at times when they absolutely shouldn't be, thus is the world we live in. so with that in mind, are they looking to gain some kind of advantage here in that they believe if they hold out and they shut town the government over this, they look to immigrant populations in the united states of america as though they're the heroes because they're working on behalf of that population and maybe they don't care so much about our military population? that is not their base? >> i don't know what is in their hearts but that strategy is reckless and irresponsible. our troops right now are in harm's way they need the resources, they need training equipment an certainty in order to keep us safe in increasingly dangerous world. they will have to answer, if that is the choice they make, they will have to answer to the american people that they decided to side with those here illegally over our troops. that is really a poor decision and their responsibility as leaders in our nation to knot buckle to any sort of political pressure trot extremes but actually sit down and do the hard work. the most important job of the federal government is to keep us safe and support our troops. that is the message to them today. trish: they want a clean "dreamers" bill. they don't want it attached to any kind of funding for a wall or any kind of border enforcement. they want a path forward for these "dreamers." is there any chance that the president or any republicans will go for that? >> there is no freakin' way, trish, that clean "dream" act is passing. they need to get off the planet they are on and come to the table and negotiate with us in good faith. i introduced a bill last week with some of my teammates that we believe are the highest priorities for addressing the issues of border security, of public safety, and national security related to our broken border security strategies of the past and our immigration policies of the past while addressing things like chain migration, the visa lottery. again real border security to address the highest priorities of americans. we want them to come to the table. i was at that meeting in the white house. trish: i know you were. you know what? i was actually quite pessimistic about the whole thing. i was one that said i didn't think you guys had a chance getting something done. i watched, congresswoman, i thought you might actually see a real negotiation now but what is it that you can give them what they want to enable something here to get done? >> i with ask them all to look at our by our bill is a good bill that addresses again border security for people like me who represent border communities and border states. we have to stop these cartels from trafficking through our communities. it addresses the priorities of ending chain migration which is extended family migration, plus ending visa lottery, addressing clothing loopholes cartels are ticking advantage of unaccompanied minors. trish: in exchange for what? >> in exchange give hem legal status, can stay to go to school and not getting any pass to get ahead of people done this legal way. this is reasonable approach addresses roots why we have a daca population in the first place and don't get another one in the future. trish: in some ways everybody should be a little bit happy and everybody should be a little bit -- many members of the base do not want any legitimate status for "dreamers" because they fear that might encourage more to come here. so you guys are losing out on something. yes, the left is losing out on something because you will say you will enforce these borders and we'll not allow more of this to happen. >> right. trish: seems reasonable to me but no one seems to be that reasonable in d.c. these days. fortunately you are. >> exactly. if you look at our bill, it gets to the root causes of why we have these problems in the first place, addresses very real security issues. doesn't incentivize additional illegal activity or reward those who brought the daca population here in the first place. you have the white house asked for 70 points. we came somewhere in the middle, prioritized reasonable approach. we're asking for negotiation. trish: hopefully the government doesn't shut down over all of this. i want to thank you. by the way, food -- good luck of the senate campaign. i liked mex of barry goldwater in your enuns sy ages speech. >> i flew around in the world war ii trainer that the type barry goldwater flew. i was fighter pilot. talk like one and ready to fight and win this campaign. trish: congresswoman mcsauli, thank you very much. >> thank you very much. trish: president trump said he is not racist and never used the s-word to describe haiti. two republican senators in the room say they don't recall the president using those exact words, watch. >> are you saying the president did not use the worldwidely reported? >> i'm telling you he did not use that word. >> i did not hear it and i was sitting no farther away from donald trump than dick durbin was. i know what dick durbin said about the president's repeated statements were incorrect. trish: regardless of what the word he used, does the word itself matter? i know it is not what -- hey, my husband makes fun of me i still spell my swears. i don't approve of that language but in other words, if you say hellhole or you know what hole, is it really that different? one may be more vulgar than the other. to jump from have garrett to actual racism -- vulgarity to actual racism that is kind of deep. these countries he with referring to in language a lot of us don't like but people do use, they're pretty disfunctional. i mean you just look at the economies there. you look at the challenges there. you know, it is tough, right? you've got per capita gdp there in norway of nearly $70,000, in the united states nearly $60,000. in el salvador, 8,000. in haiti, almost 2,000. they very different economic equation and life expect tan sy in part as a result of the higher per capita income. now puts norway ahead of the united states actually. el salavador is 91. matey is 146. they have rampant crime in these places. economies are challenged. people struggle to get an education. it is great to have hard-working peel to come here, but is there anything wrong to say okay, we need nurses it this year? we'll go to the philippines and find highly-educated nurses to bring them here? or we need engineers. and they have tremendous engineering program in india and we'll bring those people specifically here for engineering jobs if you're not asking for the moon. you're just identifying what it is that we need as a country and going out and cnbcing it. joining me right now conservative review contributor tom borelli and democratic strategist, robin biro. why is this so wrong? >> this is wrong, trish for the very simple reason when donald trump said this, i don't disagree these countries are beleaguered, when he said this, why are we getting immigrants from these, you know what hole countries -- trish: he didn't say because of the color of their skin, robin. he said these are countries that are highly-challenged, why do we want people with these significant challenges coming here when we need doctors, we need nurses, we need engineers? >> because we are the land of opportunity an they want to escape those countries for that reason. that means they want to make their lives better. they can do that here, just like my neighbors who are very successful nigeriaians who own their own company. trish: i have got news for you. it is not year 1776. we got a lot of people here. we have a pretty big population. we have such a big population, no one knows how the heck we'll pay for social security because all kinds of entitlements are there. it is not 1776. we have a big population. the whole idea saying just come to this country and make your way here, tom, it doesn't work anymore! >> no, absolutely. just to need to apply common sense here. and what is really going on this is about the 2018 midterm elections. democrats are desperate. president trump is doing a super job and what they want to do is use the race card as a kryptonite to stop the president from continuing to do his super job. look at the economy. the economy is growing gdp 3%. they think maybe 4%. over a million people have gotten bonuses because of the tax plan. unemployment is low. black unemployment is all-time low since they ever measured it. that is a problem for democrats. they're so afraid, the black community will wake up to the empowerment of a growing economy under president trump. trish: you know, one of the things i find most disturbing about the left is this idea somehow you have to keep people habitually in poverty, give them these little handouts, marie antoinette-like, let them eat cake like, stay happy enough to keep voting us into office as opposed to people realizing they can do it themselves. they can be successful themselves. that has been a big distinction, a fundamental distinction between the two parties approach to the economy. it is why i like the come serve tiff approach to the economy because i'm all for empowering the people. robin, you don't think the people can do it on their own? >> trib, you just talked about little handouts. this tax plan gives people a little handout for the middle class. 15 to $20 per paycheck. trish: i know you, you and nancy pelosi think it is just crumbs. >> armageddon. >> money is money. but, but, i want to say the reason that this is looking racist, he basically said we can't have countries from people that are black. trish: he never said black. >> let me finish. the implication is the we can't have people coming from these countries what we know to be predominantly black. why can't we have people coming from countries like norway who are predominantly white. trish: you are interpreting something. i heard this, i thought to myself okay he is referring to challenged countries. i never even, because i don't think that way. i didn't think black, white. i thought challenged country. >> only democrats think like that. because race is the only thing they have, exactly. they need to gin up the base. lindsay fram during hearing called those companies hell holes. president obama used the "s" word to describe libya. we didn't hear anything about that, did we? left-wing media and democrats are desperate. president trump had great early part of the week. they called him crazy. he had big open meeting showed him in command and in control. who was sitting to his right? you know said they didn't expect a ton of growth in 2018. now thanks to the tax plan they came back and rejiggered their estimates on growth because there will be a lot more car sales as a result of the tax cut. look at futures soaring up, up 136 gain of half a percent. we're points away from 26,000 on the dow. hey, we could get there this week. tell you who wouldn't be surprised. that is adam johnson. you wouldn't know anything about this market, right, if you were watching the competition because they're taking the day off! hanging out! >> of course they are. trish: forgetting there is a lot going on in the world. >> they don't want to talk about the freight -- great economist. one of the things fox news has done well address the fact that we have president in the office making news about the successful economy. why gdp is going to 4% and economy boeing a lot higher. trish: you are in agreement with jamie dimon and he said that to maria the other day. he said 4% is completely in reach. this is the most hated bull run ever. >> that's true. trish: it is politically motivated. people say i don't like donald trump yet my investment portfolio keeps going up. >> i liked your enter view with carlos ghosn over the weekend. you said to him, it is politically unpopular for a lot of ceos to take the side of the white house. he said it is not about taking sides. it is about the numbers and about the facts. the fact is that what is happening right now in washington is making it much easier for companies to go about their business. it is making it much easier for people to lead their own lives. he have one has more money in their pocket as a result to deploy capital if you're a person, to spend money if you're a person, or deploy capital if you're a corporation. i love this story. it is uniquely american. trish i do believe gdp is going to 4%. if you look at previous tax cuts back in the '90s and early 2000s, the congressional budget office significantly underestimated what the benefits would be and i think that is what is going to happen. trish: not everybody likes the archie bunkerresque kind of commentary that sometimes comes out of our president's mouth. >> sure. trish: he is very, very blunt. >> he is. trish: that was a closed meeting. the bluntness came out. i don't think it is one bit racist. we were having a conversation with the last panel. he was making observation there are countries and communities that are struggling and we want most educated people coming here, the people that can help the country the most. that said, it is hard for some people including some investors to divorce the man from the policy. >> right. trish: i asked carlos ghosn, if you're going to grade them on what the economy is doing, how do you do that? let's show you a quick clip. >> well as a business person i just applaud this economy. obviously i can not -- trish: therefore the president as well? >> exactly. i mean, you need to give the president the merit of being the main person responsible for the economy and all the decisions being taken are positive as a business person, i applaud it. trish: i mean he is going out on a little bit of a limb, right? you think of what happened to kevin plank of under armour, ceo said a lot of policies are very good. people started saying i will not wear under armour sneakers anymore. he runs the risk i will not buy a nissan. credit is where credit is due? >> when you have all these companies, you named several from wells fargo to bank of america, to pnc financial and union pacific, the railroad, on and on. walmart giving bonuses to employees because of tax reform. that is wonderfully american story. if you look at numbers you have to embrace it. i had a couple of conversations over the weekend with some people who have voted on the other side of the aisle so to speak and i had to just kind of take a step back and say, let's look at the numbers. trish, here are the numbers. because of earnings and employment in the economy we already have growth of s&p 500 earnings of about 7 to 8%. that is really an employment story because so much is consumer driven. to that you add the stimulus of tax reform. that is good for about 200 billion. you add 100 billion for fiscal stimulus. because we will get a budget. don't worry, the government's doors are not closing. you may get another 80 billion from infrastructure. you add that all you, you could see corporate earnings go up 14 to 17% this year. that is a powerful story for stocks. it is not a story you will hear on cnn or msnbc or other networks. they don't want to talk about it. no, but the fact if you just look at the numbers and completely honest about it, that is the situation. that is why futures are up today. that is why stocks keep going up. why i am so bullish. take the, take the rhetoric out of it. if you don't like some of the things the president says, that is okay. you're entitled to your opinion but look at numbers. the numbers are very strong story. trish: adam, i will quote my good friend neil cavuto here at fox business, we are not red, we are not blue. >> right. trish: we are this color right here, green. >> green. trish: we want the opportunity for everyone to prosper. that is what this is about. adam, thank you for coming in. >> thank you, trish. trish: a lot of questions about the emergency alert. can you imagine getting that on your cell phone? >> i'm sitting there, what do i do? what do i do? there has to be a better way or system for this. >> i guess we're in paradise here but to be threatened like that, and then not knowing where my husband was, and he is, that we weren't together, that was really, that is what scared me the most is that we weren't together. trish: can you even imagine? getting a text message like that on your cell phone? it caused all kinds of panic, widespread panic in hawaii. this alert was sent out on cell phones across the state warning of imminent missile attack. given what is going on with north korea it didn't seem impossible for something like this going on t was declared a false alarm 40 minutes later. what happened into the 38 minutes in between? the alert came between a shift change, someone hit the live alert button. days later officials and residents are wondering how the heck it happened? why don't they have a alert button to tell everybody false alarm? will carr in honolulu with the latest. hi, will. reporter: and trish, state leaders here are continuing to face an onslaught of criticism. we also learned that the agency responsible for that botched text has been receiving threats from aggravated residents who didn't know where to go or what to do when the text alert came out on saturday morning. many thought that north korea was sending a missile in this direction and that it only had 15 minutes possibly left in their lives. now the governor has since apologized multiple times, and that seems to have really resonated with president trump. >> he said it won't happen again. part of it is people are on edge. maybe we'll eventually solve the problem so they won't have to be so on edge. reporter: saturday so chaotic some families tried to put their kids down into the sewer during that frantic 40 minutes or so we learned the mistake was a result of a employee with the emergency management agency in hawaii hitting a wrong button during shift change. that employee has been reassigned while the investigation continues. >> i talked to him this morning, just encouraging him to hang in there. we need to find out what is going on. advising that we'll get ahead of this and just to hang in there. reporter: evidently there was a flaw in the alert system that made it so they could not send out a corrective text for 38 minutes after the first text. now they're going to be state and federal investigations looking into exactly how that happened and how they can prevent it from ever happening again, trish. trish: wow. i kind of wonder if there were some moments there where maybe there were a few i love yous exchanged and people had to think about the end being possibly near. that is terrifying and really terrifying. reporter: people racing to be with their families and figuring out what to do with a minimal amount of time. trish: thank you, will carr. joining me buck sexton, radio podcast host and former cia officer. you're telling me your girlfriend was en route to hawaii and you saw this text. >> she was in the air. i wasn't sure exactly what time she would be landing but she was landing in honolulu. within short order i realized this had been a false alarm but for about a minute it was very disturbing to say the least. trish: yeah. you worked at the cia. is there no better kind of federal system for something like this? i mean it seemed as though the state didn't have a system nor did the federal government? >> there is shock on a couple levels here. one is that the state government of hawaii could be so incompetent with this it is one thing for the button to be pushed accidentally. that is hard to believe, but that it would take 38 minutes to make this problem go away, or at least correct the problem is just unthinkable. in an era of social media where news and information can spread instantaneously, that it would take the government 8 -- 38 minutes is totally unacceptable. it talks about the realistic response we might need to have in ha because of north korea or other nuclear armed rogue states that pop up in future. iran and others come on the list. trish: it reinforces of reality of the times which we live. you're right. somebody could have put out a tweet. they could have gone on the news stations. they could have held press conferences. there are many other ways to communicate with people. i just don't understand how you would let people panic like that for so long? >> clearly on the military side there would be redunn danny and things in place to prevent a nuclear exchange. that has been around for a very long time. at the state warning level this was not something that was receiving a lot of attention. it was not particularly high on the priority list. given that hawaii is already a concern because of the range of north korea's missiles, it is time for hawaii to take this more seriously and they obviously will now but it is not a good day for the state government in honolulu. trish: by the way they're trying to blame president trump. >> i saw some of that. trish: why not? >> trish, it is unbelievable, that everyone isn't saying we have to go to look into exactly what happened, because yes, it is bad. when you're talking about that dossier being basis for what could have been a fisa warrant, that is the critical question, are these uncorroborated allegations leading to surveillance at trump tower? fisa is supposed to be about foreign intelligence and people outside of the united states. meanwhile we're talking about unmasking these individuals during the conversations, the trump transition team t would put, everything would be compromised. mueller's investigation included. if there is with a constitution violation that would open up these gates. trish: would that mean for president obama and his team if they had some hand in it some way, shape or form if that is the case? >> there is potential for crimes being committed on that end but take a step back from that. no matter what side of the aisle you're on, the mueller investigation is continuing, right? and people want to have answers. say that information comes out that leads to indictments or leads to prosecutions no matter who they are against, all of that evidence could be compromised right from the get-go if there was constitutional violation. so no matter what, wouldn't you want to know what happened? trish: absolutely. i mean it is mind-boggling to me that we haven't heard more about this. i mean to me, when you talk about a russia scandal, this is it. i mean if the russians were feeding false information to a british spy who was then giving it to the democratic party who in turn is giving it to the fbi, you want to talk about messing with the united states of america and trying to use our very strengths, our democracy against us? that's what russia could have done. >> absolutely and that's what this investigation is supposed to be about whether or not russia was interfering with the american democratic process. this is a piece of it. what was going on there?
