>> look at the past 25 years, it's obvious they want a nuclear device that can be a big boy at the table, they are headed down this road. they will past administrations at the republican democrats not able to stop this development and at this point it's a big problem with president trump that it's not a matter of if, but when. this individual gets bombed federal upset the balance of power. >> just a comment and then a question. we've been waiting for china to kind of put the hammer on them. sanctions only matter if sanctions abide by them. where are you with respect to relationships with china. meanings in asia, the president recently with this comment, where do you think this goes about putting the hammer on them, anything can happen. >> i think you are right. the concern is that they won't do anything, but it's in their best interest they will have to become engaged. the korean peninsula, so they like the balance the way it is right now. unfortunately, what you are seeing is then allowing the north korean to be a belligerent and if you are in their position, stop and think about it. by then doing what they are doing, they get a read on us as a country as well as the president on how they will react to certain situations. they are getting beneficial information as to how we would conduct military operations centers on says to military confrontation. the dangerous game they are playing if they allowed this to go too far. they could step over the line and endangered the entire piece structure of the region over there which is not in their best interests. how far they go is a good question. the mac feels like a good point to see how we react. when they move on to tax reform. a big step forward yesterday at a key vote to advance tax bill with two of the biggest holdouts. bob johnson is that accurate? are you still dealing with the difference between the pastor than the corporate rate? take us behind the curtain and what's being talked about right now i see is the closed-door meeting on capitol hill to urge senators to push ahead with the plan. >> i was inactivating. i was doing other things are not privy to what's going on. i think you can tell this is important to our members on the side of the building. the health insurance mandate is something we can expect in the house and something that is in the senate bill. it actually frees up some dollars to work with some other issues. i don't think we are that far apart. the president put together a working group of the house, senate and administration officials. they then fill in the details of those principles and they think we are very close. just a matter now working out the details. yesterday was a perfect example. the folks have issues and i think down the road this will happen. i think he gets done very shortly. >> congressman, i will play devils advocate, not surprising on this panel. corker flipping is a bit of a stretch. i will say he's putting in.mac and his son on the tax plan and it seems to me that if something that would get him inflating the cane overboard, but i'm not so sure it's the macinnis and if dynamic scoring of the gdp growth is difficult to track are expected then all of a sudden it would be an immediate tax hike coming in. that's how he's looking at it. i'm not so sure it's a coup by a moment. >> well, i'm not enamored with that provision myself. you are looking at the glass half empty rather than half-full. you need to look at it from all the economists if you look at the history of tax cut and when the students get in place, the size and scope of the one we talk about here, some record-breaking growth i believe. >> my macinnis and my macinnis in a few places to be accurate. >> i'm not a big fan of it. to me it's not a dealbreaker. the grow through experience, then this will be some folks who are empowering and allowing the middle class to keep their money to be able to grow our economy. if you listen to the president than this whole thing of all the discussions are about growing the economy and we can grow a lot of our problems that have been occurring the last several years. drain to the trickery that goss and the corcoran board and lankford and ron johnson did vote to get this bill out of committee yesterday, i just want to add, it is a non-dramatic increase on the american people in six years. what if we are in recession, fellas? >> they continue to push the next layman misconceptions out there that some of the fake news is putting out there, some of the democrat talking points to try to scare people into believing this is not a good deal. tommy the present tax system is a good deal for everybody. so let's look at how we can fix it. is it a perfect bill? >> commit leadership and desperate need for 750 million relieve package and we have been doing it for other industries, we have been doing it for other constituencies through the country. my county was a citrus capital of the world, the last thing we want to do is be dependent on foreign sources for agriculture products. we need to be able to come forward and bridge the gap so growers have a chance to replant. we have the lowest crop estimate in nearly 70 years. they were poised to have a rebound but -- because of greening and some other issues this was going to be the best year in probably ten years and then irma comes along. look, this is where help is needed. jobs, the economy in florida is relying on this. the second economic driver in the state, hopefully the delegation would be cohesive and see that the aid package comes through to florida growers. >> mr. hunt, bob, hopefully you will get the funding that you're asking for and that will help in the short-term relative to job and reemployment, but you're the expert given the length of time necessary to fertilize plant and harvest the crops. we are going to face a tremendous shortage, are we going to face a tremendous shortage with orange commodity in short-term as a result of irma? >> you know, it's still unfolding, the damage right now, but citrus trees can respond and come back with good care, the problem is most citrus growers had just spent $2,000 per acre and irma blew the money off the trees. we need the cash in order to continue to apply fertilizers and irrigation and everything they need, all the inputs to come back with that crop. so that's where this emergency relief is so critical to give all the citrus growers the cash in hand that they would immediately put right back in to grow. this money is going to go right back to fertilizer because we will not have a positive cash flow as a result of the fruit on the ground, but we can come back quickly with the best orange juice in the world provided we go -- get the help we need. >> robert, good to see you. i'm not all familiar when it's nonfema driven. is this part of line item or one-off approval? >> this is one-off approval. we have to make sure that the leadership puts in relief package and expect to vote on within the next two weeks. one-time appropriation. we did this in 2004 following the success of hurricane that is came to florida, it worked to them, made a bridge, return on investment with the federal government which was very good and not only sustained growers but helped them overcome the worst natural disasters of hurricanes in florida. we desperately again as cohesive delegation asking that this be done in the next couple of weeks. growers need it. maria: but this is one of those examples things that you can't control and you can't control, you just approved a budget $47 trillion not a lot of spending cults and you have to deal with situations that happened like this, where does the money come from? >> we would love to have an offset for all the billions of dollars we spend in relief. i firmly we believe we need to have line item for appropriation for natural disasters. we don't anticipate natural disasters, every state has one whether it'd be hurricane, wild fire, tornado, whatever. we need to start being proactive but we can't right now and say because we didn't let's just let the industry go. what precedent do we set out there specially agriculture. >> if i can jump in. when you think about florida you think about citrus and oranges, when you get 10 to 15 miles off the coast, the interior of the state is agriculture, agriculture supports all small towns up and down the states and the thousand jobs, 46 plus thousand jobs, that's where the payoff come back. we can get these people back to work, the economic vitality of all the little town wills come back. we let the citrus industry grow, you will see a much larger problem. it is critical. maria: you might see influx of people from new york, new jersey and california as well coming your way after this tax package passes, do you think that happens, congressman? illness, we don't have a lot of research on chronic disease because when we travel we are eating junk food because we are landing late at night and jet lag so we are not sleeping well, my usual trainer isn't him or gym isn't here, i will skip workout. if we mess those up, it's going to crash immune system, get sick more often and predispose ourselves so chronic illnesses like hypertension, obesity and those are the real killers here. maria: how many hours do you spend on the road? >> 200 nights a year on the road. i have a real personal question. you talk about cpr and issue of heart attacks with men and women traveling. i read an article recently where one of the things you can do is induce cpr yourself through aggressive caffeine, are you familiar with that, they say in between when you feel it coming on and you get aid, you could administer self-cpr? >> the way cpr works it is only used during cardiac arrest, your heart has completely stopped because the benefit of cpr is to basically mimic what the heart does naturally, pumping blood throughout the body. when you're pumping on somebody's chest they are dead and you are doing what the heart cannot do anymore by pumping the blood through the rest of the body. it's not nearly as effective as your heart. 20 to 30% as effective as your heart but in moments where you are going to be without blood supply to brain, kidneys, a few pumps can make a huge difference and i have never heard of self-cpr because you would have to be dead in order to be giving yourself -- >> if it's coming on do aggressive coughing to stimulate your brain. >> i have not heard about that. maria: what can you do, anything you can do to stay healthy while traveling? >> absolutely. a lot of impetus has been put on the companies to change policies to upgrade workers who are flying some of these crazy hours and days of the year, but the problem is companies can't be the sole proprietor of this issue. it has to be an individual thing, if you know you're stressed and not eating well and sleeping well, you to take control here, yes, you can eat burger when you land at local hotel but also a salad option, don't just say, this is the only thing available, there's always another alternative, always a way to get sleep in. i know you're a fan of snaps. maria: i am. >> that will give you a boost. it's about being smart. dagen: about inappropriate sexual behavior in the workplace by matt lauer. this is all we have right now. from the new york times this morning just hitting the tape. i want to bring in former white house press secretary sean spicer. >> you bet, good morning, maria. maria: harvey weinstein and then and then and then and this morning we have news on matt lauer, we don't have a lot of information, sean, we know that matt lauer has been fired from nbc news for inappropriate behavior, what is going on? >> well, i think considering matt lauer stature within news media, this is a huge deal because it really shows that there's a fundamental paradigm shift on how the issues are going to be handled and the tolerance level for inappropriate behavior is continuing to become a place where men in particular in this case have to be very careful and i think that the idea of nbc news in particular is taking this seriously shows how big of a deal it's become. you remember initially they were the -- they were the outlet that had the harvey weinstein story and then story circulated that they did everything they could to not air the story and had correspondent go to another publication to put it out. for nbc news to take this drastic step with one of the principled anchors of nbc shows how serious this issue has become not just at nbc news but throughout our country. maria: you're absolutely right and now, i guess, it's triggering more people to come out, more people to say, look, this happened to me and me too and that's a good thing because women or anyone who has been assaulted or the victim of misconduct, they're no longer afraid, sean. >> no, that's right. i think that's why -- maria: that's good. >> when you see big people like harvey weinstein in is that industry, when you see matt laer or al franken or conyers, large giants, if you will, within respected industries and in some cases beyond industry fall, i think, that it is a positive sign for women to say you don't have to fear any longer and you can speak up when something is inappropriate, over the line and you feel uncomfortable because you're trying to do your job or advance yourself in your career. maria: we don't have the details, but apparently staff -- a staffer had made a complain, nbc has confirmed this. nbc, today show confirmed that matt lauer has been fired for inappropriate workplace behavior. we will likely find more details about this. what do you want to say in terms of what's happening in hollywood, sean, because it feels like, you know, when you look at what happened with harvey weinstein, when you look at others, kevin spacey, a lot of the stuff was going on and everybody knew about it and, you know, you set yourself -- now you're telling me and now you're coming forward and you're denouncing harvey weinstein, but how many years were you complicit and allowed this to go on? >> right, i actually think -- one one of the things that's overlooked in the discussion because we focus on individual, how many women's careers did not blossom or switched industries because of the workplace environment that they were in and i think that's really interesting, how many careers didn't take off, how many careers were, you know, capt, if you will, because somebody felt that they couldn't speak out in the environment and i think that that is sort of the lost piece of this discussion, that there's so many things that could have happened if the things had been addressed earlier. particularly the left-leaning liberal institutions, nbc news, all of hollywood in recognizing that the folks on the hard left need to take a look in particular at their own behavior and the way they treat women for the champions that they claim to be and i think we all need to do it as a country. this isn't isolated into one thing. for folks that have spent decades preaching the higher ground it's time that we look at how people are dealt with, i think this is a very positive development that people whether they are male or female or how high they are on pole, they can feel freer to speak out. maria: maybe they can stop lecturing the rest of us. you mentioned the left, let's be fair here, there are issues right now on the right, you have roy moore in a problem of his own and, of course, last year during the elections there were several women who accused president trump, then candidate trump of misconduct, where does that stand right now, by the way, sean? have we heard from those 16 women recently, the people who charged then candidate trump with misconduct during the election? >> i don't know. i have not heard anything additionally in the last several months. maria: is this different. how might this be different? >> well, i think the only thing that makes -- first of all, i would say that all allegations should be treated seriously. we can't dismiss people who make those but i also believe that we need to make sure that we do give people, due process and individuals need to make sure that they have an opportunity to confront accusers as in any court, as in any accusation that is made under our judicial system. so, i mean, we have to take a look at the individuals but then we have a system of due process and make sure that people can't just be accused and be dismissed and so i think there's a difference between a workplace environment and a legal matter, so in a workplace matter, that is up to the hr department to decide whether or not within the confines of those employment agreements somebody is -- is violating the standards and practices that they have set forth in employment and some of the private organizations whether it's nbc news or the weinstein companies or what have you, that's one thing. i think in cases where you have an elected official, in some cases depending on what level of government it is, appropriate venues that that can be discussed and in the case of house and senate, there's a house and senate ethics committee but ultimately beyond those venues, there's obviously voters, you get to make a decision whether or not allegations that they feel have been made -- they have to weigh those in terms of how they are going to vote for a particular individual. so it's not as clear-cut in the cases of elected officials in the sense that in a private company just a matter of employment can be dealt with at the hr, then if that individual wants to look at cefl activity, that's their ability to pursue that or criminal charges beyond that. maria: i want to find out really what this is going to mean in terms of hiring, how the workplace changes, but first, as i mentioned earlier, sean, the today show has confirmed that matt lauer has been firearmed from nbc for inappropriate workplace behavior. here is savannah this morning on the today show. thereon this. >> for the moment all we can say is that we are heartbroken. i'm heartbroken for matt, he's my dear friend and my partner and he's loved by many people here and i'm heart brean for the brave colleague who came forward to tell her story and any other women who have their own stories to tell. maria: that was savannah this morning, saying she's heartbroken but the complaints got matt lauer fired, because of his behavior. >> obviously we don't have details. whether nbc or private entity have to look at standards and practices and whether or not they feel that the accusations -- in some cases the bar maybe a lot lower and say, any allegation or any inappropriate claim that can be verified is going to be dismissed. each one of these organizations needs to look within their own organization, whether it's the new york times, nbc news, the wine seen company and say does the accusation have merit, does the complaint, you know, cause us concern. has the employee, you know, what level does it rise to. there's a lot of factors that go into that. each entity has to make a decision as to what's in their company, what violates their company's standards and practices. maria: sean as former communications director for the white house, obviously you've been around communications your entire career having been in the gop for so long, what would be your advice right now as a communication specialist in terms of dealing dealing with te kinds of stories, matt lauer fired, obviously the leader of the network when it comes to news. >> there's a couple of things, number one, each complaint needs to be thoroughly investigate today figure out what level it rises to, does that merit, we want to make sure that every person that is accused of anything has the opportunity of due process. that they can't just be accused of something and dismiss without being able to plead their case or understand the facts against them but secondly, and i think more importantly, we have to look at the culture of every institution, there needs to be proper training and proper and clear guidelines as to the standards that every institution is going to set as far as what's expected of employees, male, female, old and young, certain behavior that's acceptable and unacceptable and we need to retrain workforce and go through and do this. i know that several institutions and several industries have start today really get on the forefront of this, it needs to be greater. i think that there's -- in some cases we can blame this on culture, we can blame it on generational differences but at the end of the day, those don't excuse that behavior. and so, you know, again, sometimes it helps us understand it but it doesn't excuse it and i think what we need to do is to make sure that companies understand that -- that you can call it what you will, cultural shifts, generational shifts, full stop, we need to be training everyone in particular company, workforce, industry and giving them the proper tools to say, hey, i know this term, this action might have been acceptable or overlooked in the past, but it's not going to be at today and nbc news, just moments ago nbc news chairman sent following note to our organization, dear colleagues on monday night we received a detailed complaint from colleague about inappropriate sexual behavior in the workplace by matt lauer, represented after serious review clear violation of company standards, as a result we have decided to terminate his employment. it's the first complaint about his behavior in over 20 years he has been at nbc news, we were also presented with reasons to believe this may not have been an isolatedded incident. to ensure that any actions that run counter to core values are met with consequences no matter who the offender. we are deeply saddened by this turn of events but we will face it together as a news organization and do it in a transparent manner as we can. that is the statement from our chairman andy and we learned this moments ago, just this morning as i'm sure we can imagine, we are devastated and we are still processing all of it and i will tell you right now we do not know more than what i shared with you, we will be covering the story as reporters, as journalists, i'm sure we will be learning more details in hours and days to come they are giving the insiders ability to sell at 30% discount which isn't surprise for private stock. that being said, lyft is going one way, it feels like uber maybe going a little bit the other way. in maintenance expenses but nothing is being done to address the problem. joining me to talk about advisory leader mike parker. mike, good to see you, thanks so much for joining us. >> thanks so much for having me. maria: characterize the situation for us, infrastructure we know, we all drive and we all take bridges, et cetera, and it really is not good. >> so, look, this is our turn to be good stewards, if you step back prior generations made incredible investments in infrastructure from public and private perspectives, the transcontinental railroads, the highways and we got a significant lead over countries because of that but we have been declining and haven't been reinvesting and rebuilding and reimagining what our infrastructure can be. dagen: is part of the problem, because i've pointed this, people want better infrastructure, they want infrastructure improvements but they don't want to be the ones to pay for it through increased gasoline taxes, although state -- state gas taxes have gone up across the country in recent years, the national gas tax has not gone up since '93, declining source of revenue because vehicles are more fuel efficient, it's not adjusted to inflation and literally the highway trust fund taken from general revenue income tax payers are covering, how is that fair or fix that? >> at this point about 70% of public spending in the u.s. is state and local on infrastructure at this point 30% federal, federal shares have been declining and so i think one of the things that you said that's really important, though, is that the public has been speaking locally and not just in red state or blue state perspective, tennessee, georgia, these are stated that voted to increase gas taxes but also los angeles metro, seattle, la just passed $100 billion of new fund to go build transit and to address what's been systematic transportation issues there. >> mike, we've had infrastructure bills in the past or the last eight years, ready jobs and found they weren't shovel ready, let's assume everybody votes in favor of this thing, the execution is big problem number one and number two, repatriation of funds, that maybe 25% would go to infrastructure, dagen, as a way to help stimulate and support this, what should we be looking for, what are the right questions? >> first of all take two steps. you're absolutely right, one of the right questions is we actually fund infrastructure, can we be sure that new investments target today worthwhile projects and projects are completed on time and they perform as we expect. i think it's also important question whether we are looking at repatriation or banks or anything else that will these policies change who or how we are funding infrastructure would actually lead to net increase in how much we are invest in infrastructure. >> from my perspective, if we have contracts that more closely pay for performance. if i'm buying power, like a kilowatt of energy or how to build a power plant. too often we are telling people how to build something instead of saying what we want and paying for performance. >> two comments because i'm supportive on what you're saying, the private sector would like to plow money into this. i have testified in front of the bank and gotten nowhere. the second thing is a few years ago, everyone was supportive of this thing, when you're putting fiber of the street actually fix the street at the same time. the idea that we could not get that passed tells you something the wrong. >> georgia was a perfect example where we had collapse on a major highway. it went to a private contractor who had a bonus and it was finished in remarkable time with quality. so i think the key here to your point is we have to get people that are responsible and accountable for these large amounts of money. maria: for sure. >> this is absolutely the case. i think the public too often has perhaps seen that we may have certain goals and we haven't met them when they made commitments in the past. creating approaches is important. really important question, you're asking about shovel ready, to think it's a sustained policy, infrastructure can take a long time to have the insight that is bob was talking about, before you dig up the street make sure you're fixing it once, if you're doing that and six months and a year you may drive up materials' costs and not do the project that you need to do. maria: you have to roll back some of the red tape and takes forever to get anything done because of bureaucracies in washington. >> if i want to get into business, i want to do the steel plates here in new york or georgia to cover and six months later come back and fill them, i want to steel plate business. maria: mike, great insight, thank you for blue brave colleague who came forward to tell her story and any other women who have their own stories to tell. and were grappling with the -- a dilemma that some people this past few weeks. i do know that this bracketing that 70 organizations had been going through is important is long overdue. the change have to happen. inks for joining us. what level of due process is an employee of a private entity entitled to before the bosses decide that. there has to be some basic fairness. an entity with the size of nbc was advised that there has to be some investigation. if to the acid asked the defendant has version and then you can call it. otherwise he has a substantial close of action. the nbc news president in the statement that was put out said while it's a first complaint about his behavior we are also presented with reason to believe that this may not had been an isolated incident. the question now becomes can they take into account complained about and if pursued and if proven would be suspicion to fire him. they can take into account almost in the information that they can gather about it as long as they present it to him. i doubt that this broke last night. it sounds like it's been brewing for a little while. the complaint was made monday night apparently from one staffer i don't know what happened in terms of looking at the past 20 years. he's very highly paid theoretically nbc would know him nothing and they would be exercising an option give it to them under the contract. his lawyers may very will say five ways we can challenge us. we won't challenge any of it if you buy us out. if nbc really wants to make a message to the employees in the world obviously they might say were not buying out at all. i'm surprised at what you both told me. a person is highly compensated. monday night we received a detailed complaint about inappropriate sexual behavior. the basic fairness that your employer was not the government owes you live ethics beyond reproach. i don't think they would ever put the reputation of their family and their company at risk. there also joined by general electric. is a temporary victory. this was a pliny preliminary application. it goes back for a full fledged trial and then there is the right to appeal. the president ought to nominate today whoever he wants to run this entity permanently in the senate should confirm that person and then this will be over with. whatever you think of this bureau is entitled to a full-time director who will were going into a budget process it's hard to believe that the head should also be running the consumer protection program. they didn't end around. on the fact that they created this financial protection bureau in the sense i i'm glad the litigation happened. as frustrating as it has been. did the congress and act some entity immune from the politics and if so is that lawful and constitutional. a drama queen loses her head. eli manning bench. the cornerback congratulations on this charity. we have talked about this before. your charity has merged with all hands volunteers. for the last 12 years i've been looking at the pattern of that natural disasters. and maybe some day comes in to rebuilding homes in schools. it has been happening over and over. they are waiting way too long. we started to see we could much faster. and that's why we merged. we wanted to make sure it's not just about first response but about smarts -- smart response. we are committed to that. we come in early and stay late for rebuilding listening to the communities that they need. after hurricane harvey we came in right away and make a commitment to stay two years. computed these duties that were impacted by natural disasters for them to lose everything. someone will be there to care for them. it's easier to have a skill and make that kind of commitment to be there for two years when you are bigger. as you know they have a charity day every year. on september 11 we lost over 650 employees. and since then he has seen that it is a million dollars. it's really inspirational in and of itself that saturday on 911. said that on 911. it's very close to my heart. i've done it with you as well. and deal with clients knowing that every order you are helping to facilitate are going towards that. all of the partners at the firm's just we love it. we lower -- a door that day. i didn't know petra's story i felt so lucky because i still have family and feeling home to go with. that's why think it's very important everybody has something to give. we can do sir. >> in any case completely unacceptable i had no idea anything occurred i don't know how could it occur but to the extent that it does it is completely unacceptable has to end so we've got to foith how this is done so we can prevent from it happening. maria: your working on ways to end that that you will not be using taxpayer money to shut people down, for speaking about sexual misconduct. >> i will be happy to vigorously support making it impossible for somebody to use taxpayer money for purposes like that. >> speaking of taxpayer money we got to get to tax story, a sense of where this stands right now in terms of getting a bill, to the floor, for a vote this week? >> we had a big step forward yesterday. as you know, the budget committee passed our measure this is a necessary step to bringing this to the floor. we can do that. i think today as early as today we might very well have a procedural vote will allow us to begin consideration on the senate floor of the bill, as you may know under the senate rules it will be open to unlimited amendment we expect that there will be many amendments constructive and some to tear the bill down we will have to deal with them, but i think we are on a path, to getting this done. we've been meeting very long marathon meetings with folks who raised genuine concerns that they have on our side, i think we are finding ways to address those concerns so i think we are going to get there. maria: okay o so you are going to get there what the cost we have been talking this morning about trigger that was implemented or put into this bill, as a result of what bob corker wanted dagen something we were complaining about basically says that tax rates are going up in six years if you don't see kind of growth that you are predicting isn't that right. >> as you pointing out maria there are tryingers we are talking about individual tax cuts go away, 2025, there is a 10-year window on this, and six years out, if you have a tax increase, put in place to appease mix of bob corker congressman what if the economy is in a recession and that is the reason revenue declines? would you vote for something that has this tax increase trigger in it? >> so the bill that came out of the senate finance committee when i sit did not have triggers i don't like the idea of putting in triggers basin revenue i like the idea of passing legacy so we have a provision, that we are going to work out the details, it will take a look six years from now, and determine whether or not we are at the revenue projections we are making today based on current policy of the federal government, i certainly hope and i believe we will be exceeding those revenue levels in which case no change happens, this, however, the revenue is below the target, then we will have to implement at that point seven years from now some kind of tax increase that will generate a certain amount of revenue over next 10 years, i don't think this is optimal but look there is lots in this bill that i don't think is optimal getting the corporate rate 20%, fixing international system, a big discount for pass-throughs, lowering rates for middle income folks there is awful lot that is good in the bill. >> senator. >> go ahead bob. >> thank you, moving i really to the left side here just two questions i would be curious where you stand. where do you stand on the chip program? and where do you stand on daca? are you supportive of -- proceeding on the children's insurance program as well as the dreamer's act. >> i think there is overwhelming support. we will restore chip at some point fortune i think the -- most states i think the clock runs out january sometime i think it will probably happen in december. on daca i think a little bit complicate i think other aspects that we ought to deal with. when if we are going to which i suspect we will i think all feel sympathetic to folks who are brought to this country as young children for instance. but if you do grant a legal status to those folks when many of us could support you have to acknowledge it also encourages other people to do likewise to bring their undocumented kids could invite a flood of new illegal immigration we should deal with some of the -- the consequences of that. and i think it should all be dealt with in a package. >> senator, bob nardelli here i am encouraged with positive side of what you have talked about, relative to new tax bill i think very encouraging certainly will help stimulate the economy. and going to require a vote on party lines, for sure. i think you would agree with that. i just don't understand, and i am sure a lot of the public out there, doesn't understand why a senator would throw something in a wrench to try and derail this thing and then is not even going to be in the senate to life to up what he proposed. >> well, i -- okay i think you are alluding to my colleague senator corker on this, in fairness to senator corker, i think he always wanted to get to yes, i think he always wanted to be able to support this he supports very much pro-growth provisions on the business side. but you know he's got concerns about whether or not we are going to have the revenue that that we are projecting i think you should ask him about how he views that trade-off, in my mind, i think you don't create any uncertainty ylly you have low rates allowing the full expensing of all capital expenditures very pro-growth examiner holding 24r50es out of 52 revenue senators as you appointing out correctly a democrats don't give us votes if stuck at 49 we don't have votes they won't let this happen if we do have votes if we've got 50, 52 votes on senate play for wouldn't be surprised if a few democratically senators join us. >> you've got a lot of pro-growth ideas in corporate said to no doubt about it but where is the pro-growth in the individual side of this? i mean that is what some people are wrangling with senator because the truth is, you are in some areas, raising taxes on people who pay taxes so you got a greatly groerth story on corporate side, on the individual side of the this tax plan a little mezier. >> the veracity coming majority of individual taxpayers families individuals, they are going to see tax cut that is a fact. every single income category h hasing a regret tax reduction will will be outliers yes if upper >> i -- a very good question i guess we will wait a few years find out the answer to that but as i think about it the slow start to voice wireless was because the infrastructure was not -- back to your point wires towers weren't there verizon at&t have been spending this year at&t going to spend over 20 billion dollars historically and this year, verizon has spent about 17 billion dollars, when you think about the money being spent in this, the infrastructure is there, now it is the let's get the content providers. >> let's not forget what amazon is spending on original content. >> right. maria: amazon they are spending big dollars billions of dollars to create -- have new people creating original content. >> maria this is why the -- the department of justice, suit against at&t in my way of thinking i am sorry it is silly silly. maria: we will be watching that you are not alone in that thinking, obviously good to see you -- >> thanks so much for joining discuss danny strigl there, breaking news matt lauer has been fired over allegations of mismisconduct in the workplace sexual behavior response from coanchors next we are minutes away from second reading third quarter gdp economists expecting growth 3.2% we will have the number right after this break. back in a minute. . maria: welcome back gdp hitting tape we bring the second read on third quarter gdp hitting the wires as you see here we have growth numbers, for the third quarter gdp, of 3 -- better than 3%, 3.3%. third quarter this is better than expected we were expecting 3.2% here we have a 3% quarter once again, dagen this is the second quarter that we are looking at better than 3% growth this is second estimate it could be revised again but better than expected trading on anticipation of a good number getting it. dagen: i think some is better economy begets or creates a better economy lifts people's spirits i pointing out earlier the zmeeconsumers as confident since early 2000 consumer confidence 17-year high incredible job growth low unemployment rate also, every major developed economy in the world is growing in sync this year. >> i think one of the reasons 3% number we keep seeing bob nardelli the fact regulations have been rolled back because you know, companies have been spending so much money on lawyers, and keeping up with the regulatory environment this president rolled back regulations in a big way this year, i think that is the reason you are seeing 3% numbers. >> extremely, extremely positive to corporate america to see that kind of action rollback, in epa, other regulations i think you know, dagen to your point to have another 3 pers plus gdp unemployment down i would certainly expect entitlement expenditures go down should help on tax reform trying to balance budget. >> for the first time we are hearing firms goldman sachs, barclay's, predict 4% growth, global next year. >> all good for tax tax reform argument at the end of the day this will give them a bigger argument on do you make why why they think their numbers are more accurate, irrespective most economists will disagree with this type of scoring back-to-back quarters gives them ammunition they may need. dagen: i hope they don't try to use good growth as cover for dragging their feet that is what i hope doesn't happen. maria: let's point out one of the reasons for the second estimate, and it is business spending for decades businesses sitting on cash, unwilling to make new investments because i think the regulatory environment was so fierce but you are seeing a change here one of the things is business spending. is increasing here so good number markets have not changed much nasdaq actually just went negative dow industrials has been at this level throughout the morning even before -- >> i think the other thing that we touched on earlier, is we are really seeing smooth transition from yellen to powell the closest thing to yellen more right leaning than left lining at the end of the day not a huge transition to federal reserve. and you are going to see, a low rate environment steady hikes. >> i think a real smart selection on the part of the president. >> i would agree. >> a smooth transition there isn't disruption there is continue newity gives court america confidence going forward, continue to to expand capex, invest in companies they belief a much more business friendly environment. maria: you want cuts permanent. >> on business side they are. >> yesterday really the market rally you could see argue because of powell's testimony more than anything. >> yes. >> optimism about tax? last night a federal judge refuses to block president trump's appointment of mick mulvaney. >> rejected argument from leanne english, your thoughts was justice served here what should we look for at consumer protect bureau going forward. >> this makes for great theatre but makes for really lousy economics makes really lousy democracy, so richard cordray previous director came in under a legal cloud, clearly he is departing under a legal cloud as well i don't know what miss english is attempting to do i don't know if just a member of the far left trying to get a merit badge from resistance movement but the bottom line is all the legal authority is with the president. for two daibdz under -- two dedicated president has opportunity to name successor what justice department says what the legal counsel at cspb obama pointed legal counsel that is president trump has the ability to name. then, the only circuit court opined in the nation ninth circuit, by the way, very liberal circuit also previously opined that the president has the opportunity to make this appointment, so i don't know what they are attempting to do but makes us somewhat the laughing stock the bottom line is, mick mulvaney is interim director if for no other reason -- brought down universities to -- doughnuts to work she didn't. >> close the loop on the cfpb can you name kinds of things this agency has done for consumer every day we hear another story about wells fargo, so yesterday, we heard that wells fargo bankers were you know taking advantage of people just to get better bonuses, where was cfpb on this. >> asleep at the wheel, so here is what is so ironic, number one we have an institution that is arguably the most powerful unaccountable agency in the history of our republic ostensibly supposed to be on vanguard forefront consumer protection and totally asleep at the wheel of wells fargo, where obviously, cases of theft and cases of fraud took place. it took the l.a. city attorney "l.a. times" to break the story. maria: that is right. >> our committee investigated this, we have documents showing cfpb was completely again asleep at the wheel they came in at tail end, to impose a fine frankly a maximum of the fine that their legal counsel believed should have been imposed. and so i don't know what they were doing but besides many, many respects trampling upon due process separation of payers checks and balances they were incompetent in the charges consumer protection case they should have been involved? >> that is why i bring it up congressman sort of obviously you are talking about wells fargo every day, and misdpeedz yet an agency fighting for consumer i don't know where they have been would you want this job long term do you want to run this agency? >> you know i am kind of hooep with the job that i have at the moment happy at moment it would be fascinating job an important job to have a bottom line is we need consumer protection, but we have to know the greatest form of consumer protection is competitive transparent innovative markets that are vigorously policed from force and fraud we need agency to enforce the law not make the law unfortunately cfp.d. designed to be a judge a jury. dagen: prosecutor rolled into one. so it is an abuse of power probable the reason why i believe one of two government agencies in the last 50 years that has ever been found unconstitutional by a court of law, in this case psh case d.c. circuit. >> let me ask you what you have been doing obviously rollback in regulation has been significant this president least regulatory prior to that time. cutting the number of fragile pages by what 36% or so you've been really critical to all of this, to what would you attribute 3.3% gdp number i feel rollback in recreations allowing businesses to open purse strings tell us how you see it and what is to come in terms of of the regulatory environment? >> well it is fascinating if you will just stop beatings morale would indeed approve we have had 8 years of economic regulatory beatings by the obama administration, and we get basically a 1/2 to 2% gdp academy, we just stopped beatings all of a sudden we've got two quarters of 3% plus economic growth. listen i am very happy i have had the -- the great opportunity to go to the oval office three occasions get signings in from president major regulatory rollbacks congressional review act this about president has been more aggressive than any other president on congressional roux act i don't think president is getting credit he zfshs rolling back object regulatory burden crushing our banks load to stagnant paychecks dead eastbound jobs decimated savings diminished american dreams think about what would happen if we had fundamental tax reform and if we could go to conference with the senate and roll back so much of the dodd-frank act putting so much capital on sideline even today. >> you think tax reform bill will happen are you expecting a senate vote this week?
