ballistic missiles coming nuclear weapons items in the bank said on money laundering. we've got to mention and that could be across-the-board tariffs. and you have chinese companies that the banks are the important thing. you have for instance a few bucks down the enormous banks of china branch and they were named for devising and operating. a money laundry scheme in singapore and bank of china is duval didn't dirty business in another chinese city. >> i sanctions enough at this point to do anything to change the way north korea behaves? this is a country with a major famine in the 1990s to not going to work. militarily, what's on the table? what are the possibilities sanctions just can't get it done? >> as they said come a tape of sanctions. her questions about military options. there is one military option we don't talk about and we really need to consider and that is interdicting north korean ships. we know north koreans saw big holistic missiles to the iranians. they can also send them by year which we have a difficult time dealing with across china. when they put them on the water, that is prime opportunity for the u.s. navy to stop this dangerous trade. we know the north koreans are selling chemical weapons to the series. we've got to stop that as well. this is something you have to go back to john bolton's proliferation security initiative to reinvigorated because this is something we can't allow. it's not just north korea. it's just the way the world works. we cannot allow people selling wmd. maria: south korea is tough right now showing its own power. do you think of the implications as a result of south korea's move? >> the implications of the president trump would not do what is reported to want to do, which is to terminate the u.s. south korea free trade agreement. the south koreans are bad traders and we really need to renegotiate as it's called, but not at this particular moment because we need our allies. this deal was never about trade primarily. it was about strategic issues that we need to solidify that a very volatile time. maria: when will we see real regime change in north korea? somebody's going to come and take this guy out. spin that the north korean people will do it because there's no a money culture and kim jong un is divorcing himself from society, losing support. not just regime elements around him but the north korean people who don't care for him. >> do you see it such a strong hold on power. >> china is not interested in now. >> yeah. the way to actually solve this is to give china interested by unplugging the chinese financial system. we do that the chinese will then do something important. they may not be over to convince kim jong un to give up his weapons that they can convince regime elements around him. those people are decreasing loyalty loyalty. >> want to just kill them? >> that's a whole other story. we don't know where he is. we know where he was on july 28th because he was walking around the missiles they are about to launch. most of the time we don't know where he is. >> they don't applaud enough at rallies. it's hard to think. >> north korea at this point it's not irrational at her. kim jong un is not irrational at her. >> they are so different. he surprises us. the kim family has its own pattern of conduct which received not only kim jong un, but is father and grandfather. they are very different than what we think, so we shouldn't be your image. maria: this is going to be what defines the trump administration. bigger than anything we've seen. >> this could be catastrophic every third or fourth day. it does seem like after those days have been muted language it calms down a little bit. i'm hoping us to go into labor day and into the fall the market wants to be constructive. a lot of good things going on with the market and i hope tensions diminished and we can get back to trading stocks and get the stock market higher. maria: the stock market was catalyzed higher last week before events. hurricane harvey leaving a trail of destruction in its wake, but actually called the risk a debate in washington. the white house republicans delay their showdowns until december. >> i don't think that's inaccurate. when we hear democrats and republicans talking about doing anything together, the market likes that. there are opportunities for congress to work together, passing the agenda with that feeling, tax reform, what the market would like getting back to earnings growth where we can have some ideas in the public market and. >> i want to ask you about this united technology rockwell deal. we seem to be living in a moment of monolithic companies. you've got amazon dominated the retail space. now you have united in making this big deal. what does this mean for investors in what is aiming for workers when you have so many big companies to dominate the economic landscape? >> means a couple things. companies have a hard time growing in if you like they can grow and get more efficient with more workers. richard also said about job growth is it does usually lead to jobs being lost. big company mergers obviously provide legal departments. it also says all the job growth, a lot of the job growth we've seen has been emerging growth companies. if you look at statistics, dashed >> would've less now because the big guys are dominating so many markets. from an investor perspective, should they be putting their chips on the blue chips and not the smaller? >> as you said a lot of investors looking at the companies. emerging growth companies have gone public yet these are the winningest owners. you look at all the job creation, the market created. facebook, amazon, google. three of our largest companies. maria: let's not forget if we were to get tax cuts on the corporate level, that's a big pots for smaller companies. >> jmp along with other firms working with people like the national venture association, u.s. chamber of commerce to get regulation to diminish and that is democrats and republicans. you look at the jobs act five or six years ago. we are working on that again. to see more job creation. >> how much does the market care about that? >> up a little bit more optimistic. even now it will be okay. the grand bargain, the thing people are talking about because they rarely have been. i am much more optimistic. they need something to get done. the calendar turns to 2018 very rapidly. maria: let me ask you about the ipo market. the device maker rocco looking to go public to become a leader in the war is going up against apple, amazon, google. what is your take on this ipo and what are the big biotech's last week that opened the floodgates. >> i hope so. that would be certainly good for jmp in the lehman family. import bank of the ipo is see innovation not just intact, the biotech wake, the biotech like you said. more innovation and whether it can technology. roku will have a lot of eyes on it because there's cord cutters that we talked about. but i do think there's an opportunity with less regulation and we need that. that's what this market really desires is more the buyers are there. tran do you put new money to work in this market. >> it would appear boosting a little test on the bottom side. i think bonds are not going a lot higher anytime soon. the bond market to 20 will make the stock is to get something done in this 12 days, what's your take on the upcoming meeting? jon: they will not get anything done, they have the debt ceiling and continuing resolution for spending. the question is whether they can get something done into october or november and i think the expectation right now is that they have to do something but it's going to be smaller than grand ambitions than anybody had at the beginning of the year and the president was elected. maria: at this point people are just expecting, hoping for tax cuts. >> what's interesting in the missouri speech last week, we did start to hear a few more details, way back earlier, they came back with a few bullet points, the fact that we are starting to see flesh out a little more, however, battlegrounds are being drawn among republicans and democrats. senate majority leader mitch mcconnell has the same issues to deal with as health care. gop and how do we pay for the tax cuts which we all know that we need and you have democrats lining up, if there are any tax cuts for the wealthy which we all know it's a way of framing the conversation and not accurate, they are not going to do one point. jon: the point you make about details is so important. the plans that have been coming out have becoming more vague as they lo along. the president's tax proposals as a candidate were much more specific then what they put out in april and even more -- and even more vague back month a sorry ago when the big six group came out and came with agreed upon plan and the only details that they weren't going to do import-export tax. >> you're seeing the conversation evolve a little bit. we know it's probably focused on middle class. probably not 15%. you're seeing evolution even as we haven't seen. maria: do they need democrats? jon: if they do something temporary, i don't know that kind of impact that has on investment. maria: are we going to have the kind of fight that we had over health care? reforming the tax system is much more important to republicans, 70% want tax system reform, 29% of democrats want the tax system reformed, so you don't have the kind of influence on the democratic side as usual because it's part of the president's agenda. jon: your question is simple, what's in it for me? what will they get out of it and i haven't seen republican -- maria: how about economic growth, how about jobs? jon: trump gets credit for the jobs. not only where is the credit -- maria: why did you take a job in congress? jon: what policies that they hold dear get advanced? maria: i understand what you're saying. >> they won't hold onto anything that will benefit the wealthy. >> that's why the tax cuts won't pay for themselves. these will be temporary tax cuts, temporary, they are not going pay for themselves, the corporate tax cut, they will try to make that permanent. exactly what you said, what you didn't want is what you're going to get because of tax crunch. maria: let's talk about immigration. attorney general jeff sessions set to hold briefing at 11:00 a.m., live on the president's plan for childhood arrivals or daca, kristin, what do you think about this, there's been really a debate on the president's plan to end this program after six-month delay. >> highly emotional debate right now because people say we are sending 800,000 dreamers home, really what's happening, the facts are that this is an executive order that ten states are getting ready to sue the president. maria: including new york. >> let's get a legislative solution one that includes republican and democratic ideas on this so they can be permanent law and not just executive order. it will actually afford more stability for those dreamers going forward. maria: again, you're not going to get the support on the dem side, how do you get -- >> there's already actually a bill in congress that both have agreed upon parts of before, there actually is, republicans know, democrats they love this bill, the dreamers act, the republicans know that this is an constituency going forward. they can't afford to completely negligent dreamers who can potentially be republican voters. jon: republicans are divided on this issue too? >> house speaker paul ryan. >> let's make the deal, let's do something on daca and maybe let's do something on wall funding or e-verify, isn't he just inviting a compromise and a deal here. >> the democrats will never compromise on the border wall. maria: because of harvey, they have pushed that out to december, have agreed they won't push for the wall funding right now. >> yeah, absolutely. hurricane harvey funding is much more important. jon: the president hasn't figured out how the guys working together, it's a very complicated beast, it's not a board of at? >> well, good morning, maria, the mayor of houston has come out and said that the city is open for business but when you come to parts of west houston like this neighborhood, you can see the streets are still swamp, the only way residents can get back in by boat and you can really see the impact. there is still water all over this part of the city, 85% of those impacted through this storm did not have flood insurance. now, yesterday we came into this neighborhood with one home owner, lisa, she showed us how much water is throughout here. she has no idea when she'll be able to get home. i asked her how she's coping with this, take a listen to what she said. >> i have friends and family who have supported me and they were e-mailing me and texting me every hour making sure i was okay, i did cry a lot, i was -- i had some bad sleepless nights but i will tell you with friends and family and the love of the houston, community we got through this. >> and we have seen that positive mentality from so many texans but there is frustration because the homeowners in this neighborhood don't know when the waters will go down. we are told that the water could stay at this level for jon: depends on how far they extend it, but there's a lot of talk about them attaching some of this to harvey and then getting that stuff out of the way and moving to heavy-lifting of doing tax reform. maria: and then there's north korea. we have a lot to talk about kevin mccarthy and also joining the conversation this morning the former president of shell oil jon hoffmiester is here. lot to come. big show ahead. don't miss a moment of it. we kick it off and that is north korea, moving intercontinental missile towards the west coast, two days after the country conducted sixth nuclear weapon's test to date. this time reportedly a hydrogen bomb. james mattis says the u.s. is prepared to deal with the hermit kingdom entirely, watch. >> we have the ability to defend ourselves and our allies, south korea and japan from any attack and our commitments among the allies are iron clad, we are not looking to the total annihilation of the country namely north korea, but as i said, we have many options to do so. maria: joining me now is the act's on institute director, paul. paul, thank you so much for joining us. >> good morning. maria: what do you make of this aggression from north korea, you heard what secretary mattis said, we are not looking for annihilation but can be done. >> right now kim jong un know that is the chinese are not prepared to do anything to change his behavior and that is the age-old problem of diplomacy, two countries, the united states of china, interests are not in line and it's the job to make china change interest or understand that its pursuit of interest where north korea remains tormenting the united states is ultimately not going to be in their interest, whether that means huge trade war, whether that means just the pressure of japan and south korea becoming nuclear states themselves, but it really is crunch time. i appreciate what nikki haley does, but whatever the united nations does is not going to change anything. it's between china and the united states and the united states getting china to understand it is not in their interest to continue what the past 30 years have been. >> paul, kristin haglund, here, of course, we have seen dialogue come out from the president and others in the administration recently about a potential, what would effectively be a trade embargo on anyone who does business with north korea, you mentioned that we need to make china see that this is in their best interest for something to happen with north korea, something to clang, what's your view on these potential embargoes, is that the kind of strength that we need to actually make some change? >> i think that what the chinese government should understand is that the president of the united states is willing to hurt them seriously economically, which of course, there's pain for us as well but much greater pain for a country like china not just economically but politically. xi jinping, he's trying to be the most powerful leader since mou and on his way to do that, he doesn't want any disruptions, now the time of the president of the united states to make it as painful as possible on what the future will be if he doesn't help us change the direction of the north korean regime. i think the united states is able to withstand the trade war if the president insists upon that. it's either that or we face nuclear blackmail for good. i would add one other thing, china should not think that north korea with iran nuclear agreement is never a threat to china. >> paul, we are talking about getting much tougher with china, enterprises with banks but obviously the reason we haven't done this before, this isn't a new issue, the reason we haven't done it is because there's a cost to the u.s., should you talk if americans should get prepared prepared if we get economically as tough with china as we are talking about here? >> i think a reason we haven't done it before, brian, is we have feckless diplomacy, naive people in power that we could manage this with pure diplomacy not backed up by force. as to the pain, yeah, i think that if you tell americans the iphone will be delayed, it'll take longer, it'll cost more, a lot of that will be painful but the polls are hear, americans are very concerned about kim jong un having nuclear weapons and the chinese have even more reason to be worried about harm to their economy, china is not a stable country. i think you had gordon earlier, he has been talking about for years, china is not in a position to weather economic hardships and our government needs to make that clear, jim mattis is making that clear on the military side and i hope privately they are making clear to the chinese government. jon: you talk about feckless diplomacy. this problem is now in the hands of donald trump to deal with, he will get the credit or blame on how this plays out, isn't this on previous u.s. presidents, president clinton, frankly president bush himself and also president obama for not being tough enough on this regime and not taking hard actions earlier before we got to this point. >> i think that's exactly right, i worked for one of those, george w. bush whom i honor greatly and president obama made it much worse to assume like a guy like kim jong un had any interest in not having the nuclear weapons that he needs to protect himself from everybody around him, not his own people, he doesn't need nuclear weapons for that but all those regimes around him. he's the problem. we should not forget, this is a regime that is the problem and it has always been a problem and china played a game and now they have a rabid dog they can't control. maria: stay with us, we want to get your take on what happens next. south korea as we speak is conducting a second live fire exercise as japan is also preparing for evacuations from that country. fox news senior foreign affairs is in seoul this morning. greg, what can you tell us, good morning to you. >> hi, maria, we have been to seoul, south korea on numerous times, a little bit edgier in the past, there could be more, quote, gift packages coming the way of the united states, one of those gift packages possibly, what reports are saying in the last two days, yet another intercontinental ballistic missile being moved to the east coast of north korea, possibly for yet another launch, no confirmation of that, this as, yes, the south korea military is out doing saber rattling. the navy in operations including a guided missile vessel. all of this, of course, in response to this past weekend's nuclear device by the north korean regime, kim jong un, i talked to one of my closest experts on this, his words, alarming, significant special write if you match that thing to an intercontinental ballistic missile and points out to the united states, he calls it a city buster, no wonder folks are making plans to get out of this country just in case, japan reports saying they are going to look at getting 60,000 citizens out if there are provocations, 200,000 americans including 28,000 u.s. troops, they have practiced that as well. again, we have here numerous times, big difference and one of the big differences is folks don't know exactly how the trump administration will respond to what kim jong un has been saying and doing, thank you. maria: yeah, greg, that's certainly to thing to watch. what will the trump administration do. greg, thank you, greg is live this morning in seoul. paul is still was, your reaction to south korea this morning, paul. >> i think south korea is getting ready and japan is as well for the day when north korea stays nuclear, we've not done what we need to do. china has not cooperated and the united states is going to remove our nonmilitary personnel, we are going to be prepared for whatever comes next and nuclear weapons will come back to south korea and they will come to japan, there won't be any options for those countries if they face a north korean regime that's not now going to be curved in any way. i wouldn't call it a withdraw in from the united states, this is a president, president trump, the united states will not be on the hook, we will be prepared to defend ourselves but countries will have to do a whole lot more and this is the message to drive home to china, the very thing you want the least in this world is for japan and south korea to have the means to take you out as well and they will do that if there's not a curving of north korea. this is what the crunching is all about. it's convincing china that the worst thing will happen to them if they won't help us now. the window may be closed, maybe too late. i hope the administration is going to try. maria: what do you think about gordon chang's idea, the columnist was with us this morning, the u.s. needs to impose sanctions that will threaten china's banks like the bank of america? >> absolutely. that is what crunch time means. i know i keep saying that. either we do these things now, trump is a war munger, he needs to ignore all of this because it's either now or never, if he does those things i believe the chinese do not want to face those risks. jon: the trump administration is talking about pulling out of the u.s.-south korea trade deal, is that a good idea with a key ally in a time of crisis? to hear mark walker say, we've got to be compassionate as well as fiscally responsible opposing any attachment of the debt ceiling situation to harvey aid. jon: this might be a case where you actually have republicans and democrats working together because democrats you saw argue during the obama era that they we wanted to raise the debt ceiling cleanly without a lot of conditions and i think they're willing to go along with this, they're willing to go along with harvey funding and we heard secretary treasury mnuchin, he and the president wanted to do this too. this might be unusual case where is there's actually bipartisanship. >> these are always the games that congress is playing. mnuchin has one thing on his mind, he wants to get tax reform. if this is the path to get there, this is the path we need to take. it's not gamesmanship, it's the process. >> it's not the time to walker that are deficit hawks to be making the argument. jon: if you don't do debt ceiling they'll be a lot of mayham. maria: exactly. we will speak with residents in houston about recovery efforts next. look at gasoline prices after flooding in texas, a breakdown expectation with former shell oil we found out how many years that money would last them. how long do you think we'll keep -- oooooohhh! you stopped! you're gonna leave me back here at year 9? >> we don't know what might happen two or three years from now is the whole equilibrium of oil supply versus demand shifts because of the deferral of capital spending on oil searching an exploration of production. having said that, when we hear the refineries are starting back up as trackers have more access to more distribution point, let's say the affected area of east texas and stations gave reloaded, we will see if settling down of what it takes. people will trust when they go to the gas station there will be fueled air. when they don't trust it, and they create the shortage by everybody topping up when the system is not the line for topping up tanks. maria: hurricane harvey has created incredible devastation for so many in texas and beyond. you've seen hurricanes before. sure to rise this hurricane versus what you seen before in terms of damage. >> we've known for a long time that water is the enemy of the whole distribution system, refinery system. when does the refiner of offshore production. so when they had the combination of wind and massive amounts of water, everyone knew that there would be consequences because of the tremendous amount of water they showed up. refineries are designed to keep water out. that means if water comes from the sky, water comes in and there's no way to stop it. you don't put a roof over a refinery. you have accumulation on the ground plus workers homes were deeply affected. when you have this combination of water in the ground you can't see the refinery and to help workers who can't get to work because they are at home taking care of their families, you have a precautionary shutdown requirement. you just can't keep operating. but once you shut down, it is like organizing a rocket launch. you have so many big mp says to organize when it starts back up. if the staff is not dare is not dare come you can't start back. nobody is going to tell their employees you've got to ignore your family and come to work. it doesn't work that way. you treat your employees at first back. you need to organize people in sight. everybody knows what their job is. you follow the process all mapped out to make sure there's no false starts or complications and you get the refinery back up and running. we know how to do it. we've done it many times before. the good news here in the reason we are not hearing about my damage after hurricane rita, katrina and others a decade ago, all the refineries hardened up infrastructure. they moved electronics and electrical is up above flood level so they wouldn't have to repair and replace them in the future and that seems to have worked very well. we are seeing the reports of major damage and that's a very good time to everybody that we can manage these problems. it just takes time. maria: will be watching. great to have your insight. john hofmeister there. in 20 minutes of attacking as house majority leader kevin mccarthy about harvey funding from the tax reform in the legislative agenda coming up. honda owners could receive $5000 in compensation following the toccata recall. thus the icon mario changes his job description. by the internet went wild over it after the mascot has left the plumbing profession. back in a moment. you totanobody's hurt, new car. but there will still be pain. it comes when your insurance company says they'll only pay three-quarters of what it takes to replace it. what are you supposed to do? >> the first thing is you got to play in. make sure you have the right kind of insurance in place in understanding what those coverages will do. for example, homeowners insurance will only cover wind damage. and so you need to be aware of what we have in place to protect her family. >> we just heard earlier in the show that 85% of those affected by hurricane harvey didn't have flood insurance. why do they do now? the federal government flood insurance program we are hoping gets re-up there. is that what they mean on? >> the first step is to reach out to their mortgage company as well as their insurance company. if they didn't have coverage coming out with one of those major loss thing with a walk through paperwork to figure out what is the government doing to help, but more importantly what do they have to do for themselves. >> for a lot of the people, property insurance is expensive in hurricane prone areas north carolina coast, and a lot of people say i'm going to take my chances because i can't pay the thousands and thousands of dollars it cost to insure this place. what to do when those coverages are though extensive. >> reach out and make sure you get with an insurance professional. thousands of dollars in coverage, you are talking about hundreds of thousands for your home. it is that authentication mentality where they don't have risk management and that's what insurance is. get coverage in exchange. >> what if you're a small business owner. commercial life and business place get intermingled. many are dealing with big business disruption losses. how do you think about that? >> on the business side you want to look again at the coverage you have. in business you need retained earnings. you need money set aside in case of a rainy day fund. the person beside you need that in your life as well. set aside to when life does happen you were able to take this emergency and turn it into an inconvenience. maria: i want your take on preparing for this. we want to point out that hurricane irma has been upgraded to a category five storm. this is accelerating the more sitting now. hurricane irma to category five. their employers are paying for it. we've got this alarming new study from research showing that workers spend roughly 150 hours a newly worrying about the work which costs companies $250 billion in lost wages. your reaction. >> that's a lot of money. 250 billion. this is people concerned about money not focused on a job. imagine if this is a health care professional for someone doing surgery. this is alarming. it's one of those things are as employers we need to make sure our employees vendors and you can't have have a plan for money. a lot of people think they need more money, but the reality is they are outliving their money. they can pull back that they have control over that would really relieve the pressure getting out of debt, having an emergency fund and budgeting. maria: how many people outlive their money? >> 70% of people live paycheck to paycheck. they have now a vice problem. >> this has a lot to do with wages that meeting. it's been years since we've seen a real significant uptick in wages obviously that the economy is doing great. people want to live their lives. they want to get out and spend. that slows economic growth. what would you suggest the budget start to cut back on? >> understanding the difference between a wanting the need. people get those all the time. >> what is the want and what they need? >> your housing, transportation, food and clothing. recall that the four walls. >> we want so much more. >> we do. just don't let stuff have you. don't get it using doubling of making a payment. >> type millennialist in my classroom and look at them in their ability to manage their money. it seems to be young people today are not getting the education financial planning at the high school level, collegiate level. d.c. that is a big problem? >> is a big problem. they are not used using cash. they have all these apps and money is not real. you can't manage something you're not aware of. i think it's important for them to get the education from their parents first and foremost, but also schools to give them away so they are going to need for the rest of their lives. >> in a lot of them are hard lessons about debt and money because they were the ones who lived through the financial crisis? a debt ceiling to harvey. i guess this was on your show once monday. yes number one attack the debt ceiling to harvey. they've moved in the last few days. maria: that's an important development. we'll talk about it with kevin mccarthy because the idea that so much has to get done in such a short period of time is worrying people. >> i don't need this as another conflict. what they should look for this week as the president coming out and saying he supports at the treasury secretary said because i will put pressure on congress to get that through. maria: stephen mnuchin this week and basically said he doesn't have the money in terms of getting the money needed to go to taxpayers unless the debt ceiling is raised. our top story this hour right now and congress returns from summer recess. first, lawmakers will vote on an initial request for $80 billion in disaster aid for vick to visit hurricane harvey. the house is set to take up the measure tomorrow. joining me now from capitol hill is house majority leader kevin mccarthy. majority leader, good to see you. thanks for joining us, congressman. welcome back. he just returned from texas. can you tell us what you saw? >> i spent the last two days during the portion of texas. some of the small cities, water towers are wiped out, schools can't dart, but the optimism i find with each place i went to was amazing. they've gone through number search and rescue portion. now they begin the rebuilding of it. i saw the best of humankind. families would come from other states just to feed people, just to provide clothing and others with the whole community getting together and working. first responders that have not been on this entire time even though their houses under water. the way people are getting back to one another shows that we will rebuild and actually be stronger. maria: this is something nobody in the real devastation. tell us about paying for this to the president asking for a billion dollars in relief money. stephen mnuchin, treasury secretary calling to raising the debt ceiling. are you willing to do that? >> the treasury secretary, not just haven't seen it. mick mulvaney, omb director, omb director, president or seen it. not just to put it out there. we have to do with the debt ceiling regardless if harvey arrived in america. now we are asking for more money to provide for a few months of run out of money. all they are looking at a simple numbers. if you pass the legislation, which we will do tomorrow, we go in session tonight and wednesday morning will pass relief to make sure fema has enough money to get moving right now for the cities and counties get the estimates in to provide more resources as we go forward in understanding what all the problems lie forward. you will hit the debt ceiling regardless and they are afraid with mnuchin is telling us if you pass the supplemental, they may not put the money forward without having the debt ceiling raised. the thing i look for is this is an issue we are going to have regardless. it's not one you ran away from. really what you want to have happen, congress has been successful in capping discretionary spending. on the senate said we did not get health care reform done yet but to do something about entitlement and now we've got to move to tax to get the economy going. that's the really start paying off our debt appeared once or pass a budget, republicans would've been able to do that in our budget balanced in 10 years to start paying off the debt appeared tree until you make a lot of good points and it's important because our viewers want to know about tax reform. are you saying he'll be voting on the cleaning bill tomorrow? are you going to tie it to debt ceiling increase? >> wednesday in houston will not be tied to anything. it will be almost a billion dollars. we also have to deal with the continuing resolution later this month. that will allow us to move some money forward delicate famous for more money, almost $15 billion to be on the short term for texas. maria: is it true that we were all worried about the funding for the border wall the president has talked about now that we have this bigger pressing problem of the devastation from harvey, the issue goes towards the end of the year. in terms of that continuing resolution, walk us through the next couple weeks in the continuing resolution and a ceiling increase your >> we've got a lot of busy things happening. we have to deal with rdp read the debt ceiling, continuing resolution which is about three months continuing resolution. you will deal a little later in the year. we have to finish up a war appropriation bills we've got the budget this month as well. the budget is the beginning of tax reform because it allows us to go to reconciliation to start tax reform. all of that will get done this month. for those members who get afraid and not want to tackle the tough issues, and i say the sooner we do it, the stronger we are and the more we can get done and get to the growth. remember, we've got another hurricane coming. texas, and those prayers are with you. economically, texas is hurting. you want to get growth going to balance budgets and pay down the debt. maria: we want to know if tax reform -- the president has been talking about tax reform. u.n. a lot of your colleagues have been talking about the need to get tax reform done. the president meet for the first time today with the so-called big six-figure colleagues at the white house colleagues and senator orrin hatch, kevin reidy, stephen mnuchin, mitch mcconnell, paul ryan. what are your plans for tax reform? >> this is a very good sign they are meeting with the president now. we are learning the lessons from health care, making sure the house, the senate and the administration is on the same page. we make policy in the world of politics. if there elements that can pass the house that can pass the senate, we ought to work those differences out. that's what we saw the border adjustment coming out. that's why i'm an even stronger believer that tax reform kicked out of the house this year in the meeting today is a good indication you got the chairs, leaders and administration together working out the differences. we all know the way to make america stronger as economic growth. for the last eight years, we have some of the lowest growth we've ever had. i always like to point out if you take the lowest year under the eight years of bill clinton, the worst year under bill clinton is still how your been the highest year under barack obama. this is the real challenge for america is getting tax reform done. we had the highest rates out there. we've got trillions of dollars sitting in other countries. bring it back to america and invest in america were sent it out in to america. maria: what are the priorities then? what talk about most important in terms of any tax package. a lot of people say there's no way you're going to get total full tax reform done in the 12 days you've got left this year the year in session while the senate is in session. i know one of those priorities is lowering the corporate tax rate coming s.? >> yes. you can't forward corporately without dealing with passage. small businesses create more jobs in corporations do. you've got to simplify it, make it progrowth. seven individuals, let's make those three. most forward. repatriation, bring the money back into america. that is a big investment to start out with a simplified as you go forward. people should fill this out on the coast guard. why did they have to go through all the difficulties. you take away the deductions. to make it fair across the board for all. tree into that sounds like tax reform. dealing with deduction sounds like fun tax reform and not my point. you got congressmen and senators saying i can't do this. i can't eliminate the deduction. mike and achievement are going to like that. that debate is going to create the kind of fighting we saw in health care. no? >> know, the members worried about a tough vote, maybe this isn't the right job for them. they've got to make decisions to make the country move forward. the meeting at the white house is the right meaning to do and the red tax reform is having. watch has been the budget as well. once we a budget done, that since the motion for tax reform. this is something that america needs. we need growth in this country. more now than ever before in the process especially after coming off of harvey. we've got to get the economics growing inside of america. maria: i agree with you. i haven't heard much in terms of individual tax rates. you want to lower the corporate tax rate than the small business. are you also committed to lowering individual people tax rates? >> and go >> adult make is so confusing. whitey of seven individual tax rates? just make it three. anytime someone can keep or their own earned money, they are smarter with how they use it than ever before. i heard a little teaser that somehow we want a tax 401(k). why would you punish people when they're actually saving for their own retirement and not looking to government? you want to simplify that even further. maria: exactly, this idea being floated to raise revenue for the tax owed by taxing the money workers put into the 401(k) is off the table. the >> my philosophy is you only tax on them if you want people to do rest with it. i want people to save more of their own money directory they are going to go. they are putting money into the economy going forward, dusty businesses in berlin, creating more jobs. maria: before you move on, mark mehta says you've got to have a bill on the president's desk by things giving. are you expected to get these tax cuts done this year by thanksgiving? >> while that's good news because mark meadows is one of the individuals talk about not letting us that the budget forward. i'm happy to hear mark meadows wants to see this stuff start moving further. as soon as we get the budget done we can start tax reform and we can have it out of the house. if we need to stay here longer to get it done, one of my jobs is scheduling the house. i'll make sure we get this done. if members are afraid, maybe this isn't the right job for them. they'll have to take tough vote to make the country move forward and not so we'll do. maria: let me ask you about the nuclear threat from north korea, connecting the most powerful nuclear weapons test to date over the weekend. now we know reportedly at the hydrogen bomb. the country expected to conduct another missile test in the coming days. diplomacy is the sanctions have so far failed. what is the answer? >> out the other countries realize the president trump has been talking about the seriousness of north korea and what they've been able to do. we need to speak with one voice not just in america, but around the world as well. we need to show the individual this will not be tolerated and cannot continue to move forward. there's a lot of ways to do this, but more people have to get engaged with it. china has a very big safe over north korea may need to be more engaged tax reform another wild card what are you telling clients to do in terms of markets. >> so the good news is if you look at the macroback drop from a fundamental standpoint you've got globally synchronized recovery continues europe surprises japan surprises. s 2k3wr0eg 1/2 all good giving us strong earnings growth, but the but is coming out of center a lull between great second earnings set of reports the third quarter what we think investors may begin to focus on, is what you said, korea, going to be the debt ceiling negotiations as well as we think september the fed will begin to talk about normalizing its balance sheet,could that create a pullback? yes, it could traumatic we don't think, so we are not going to try to time it so we will stay overweight equities. >> sound you are saying you don't expect debt sealing a fight end of you don't expect problems what if there are debt ceiling is not raised we have a shut down does that change your viewpoint. >> a big deal i don't think the markets are discount i think discounting potentially 11th hour thing again that is what tends to happen. but i believe the markets do think they will get where they need to go a government will not shut down, if the deposit shuts down, then i think you could see get a bigger pugback than 5% correction. >> how could markets respond, if president trump asks january januajanet yellon to say on she -- >> stable, a known quantity i think she has done a good job i don't like i think people don't like surprises what you see what is you get i think that will be a positive thing. >> do you think it is going to happen. >> scenario that i think the market has not priced in but can when you look at all the chaos over at north korea, you look at problems they are having advancing tax reform if president wants a win for the markets he is clearly watching how markets perform. >> right. >> seems like picking janet yellen an easy -- >> i mean i think would be positive, and i think a good direction for the president. >> how would markets respond rally? >> i don't know if they rally on that i think again, the risk is more the opposite if you put is one in place that they don't have a history. >> you are staying invested. >> overweight equities if we get a pullback we would tell investors take advantage that have more assets to equities if not where you need to be. >> things look at it here, with this water up so long, most floods don't last this long, usually water isn't as high as it is for as long as it has been, but now i mean the damage just gets multiplied no schools in houston next week. there are 13 super fund sites that have been afford so don't think about what is in that water that you are looking at out here, you mentioned treatment plants i think overhead shock kind of gives a sense of treatment plants two of them still 8 feet underwater they tell us this water is going to continue up for weeks. the -- guys that manage reservoirs flood control not drinking water reservoirs the guys that manage that say they are releasing water from those reservoirs until about about november, so this neighborhood look at it both sides of our little craft here as we paddle through both sides still with serious flood water, and going down no time soon. maria. maria: that is incredible, jeff, watching you -- in this kayak or boat that you are in, the water is that how a lot of people are getting around do you see other rafts like at a. >> reason we came in yes, in answer to your question although most people are out of here one paddling down maybe we will have it by the time i get there, there is a couple that stayed in, they just renovated house said we are not leaving this house, we've got water we've got food we are going to stay so going down to check on them, see how they are doing. it is not pleasant because there is no -- a tough situation. >> really is thank you for bringing this firsthand jeff flock as you see there with difficult task the difficult task continues rebuilding under way for many affected of hurricane harvey at least one estimate will cost 30 billion dollars to rebuild homes in the houston area a good deal of that burden false on insurance companies like all state, joining me right now chairman ceo of all state corporation, tom wilson tom good to see you again thanks very much for joining us this morning. >> good morning, maria. . >> you are back from houston what did you see what can you tell us tom? >> well first, what i saw was really very widespread and major disaster. and, you know, each individual has their own story obviously but hundreds of thousands of people displaced so that is terribly you have to feel empathy for those the people their homes positions memories waterlogged throne out you can feel good about america, you come back thinking, we are really prosperous country as you fly over houston you realize how much money has been created by our economy how many people have really good lives, then when i he get down on the ground, you see volunteers everywhere, so outside of all the houses people the thrown out water-soaked stuff because neighbors churches, of going friends, their relatives all came over helped get that stuff out of the house so mold doesn't grow. >> does 30 billion dollars sound right in terms of the cost of this? i think it is really too early to tell. what the cost will be. you because there are two parts first the homes you talked about, and, obviously, will be expensive because a lot of homes have been hurt. the then there is infrastructure another part, the difference between hurricane that has a lot of wind damage, and this hurricane, has mostly flood damage, is the visual much less dramatic, so when wind event happens those get torn off houses get knocked down, trees come down, bridges get ripped up, when rising water, it just goes up then comes down structures are still standing hard from a visual inspection to determine how much it will cost to fix. >> it what do you make of the fact that so many people did not have flood insurance? hope us understand, why so many people have lost everything now because they have no insurance. >> it is very going to be a problem it is going to be a difficult problem to revolve four five months private insurance companies like allstate if your car is caught in a flood we cover that we have many cars that were already talking to customers about, either getting them dried out or, getting them replaced, that process is relatively easy for us to do about 3,000 people down right now taking care of all our people in -- in whole area impacted by hurricane harvey. some remote some on-site so that is the auto pieces relatively it from a forward handled by private market as you mentioned houses are really covered by federal government. and only about 50% of the people in some of the he coastal areas that got hit hard by harvey by wind revisored if you get to harris county where hoouch is less than 15% of the population 75% of people are going to be coping with losses not covered by insurance because they didn't purchase it where it gets hard what we are doing, we are working with our customers, to help them understand how to access the federal government programs some aide some insurance, for our customers, if they have a federal policy, we will adjust it for them o work with them make sure they get their home rebuilt but it is going to be a difficult situation next couple months as people struggle to find money to rebuild homes. >> on top of all of that you've got to go with hurricane irma what are you doing in terms of irma we know floods in puerto rico declared state of emergencys. >> i met yesterday down in houston getting set up for irma to hit east coast not clear where we will preposition people right now prepositioning people in florida, because that looks like it is most likely when it could hit, but as you saw from the weather report it could go south and head over into the gulf, or it could go north anywhere along east coast we think about flexible we try to get people in multilocations irma is big strong hit if it hits bay county k another major disaster on hands. >> does it feel a different kind of hurricane season to you already? is this going to have a big hit on for example earnings? well it will not have a big hit on earnings for us, we buy insurance on our insurance, called reinsurance, and we have a 500-million-dollar deductible then we pay we split 5% of the losses above that, so the first 500 million is hit to our bottom line that is in contrast to 22 billion dollars of capital so this is not a financial issue for all state, we do have to rally our troops, make sure we get everybody to the right place. >> sure. we are good at that in fact we are always early, as relates to the whole country, i know we are subject to all kinds of debts we are the tornados job lynne or irma, or harvey or katrina we need to do better job figuring out to you to deal with these in advance as country what we tend to do government spraendz money out afterwards that is not the right way to do it. >> i know you displaced people throughout texas but also using drones. >> we are, yes, so particularly for when we want to adjust the house rather than having somebody get in a car drive to an area, climb up on the roof of a house we can fly a drone out there, can look at house we can do all the damage, assessment and settle claim with somebody over the phone using videos makes it faster, get money right away, sometimes we have to send people out to you can't see everything from the drone, but we are also using it to try to help people see if they don't know what happened to their house, you know they
