The director of information of the Consulting Company defense express, which, together with espresso channels, strives to highlight the most relevant trends in the field of security and defense our country and now Oleksandr Korinnyi is joining us, he is the head of the allukrainian association of united territorial communities. Mr. Oleksandra, i am glad to welcome you and to see and hear you on the air of kanaluso. Good day, mutual, glad to see you. Lets try it. Lets talk about all those important directions that actually form such a safe environment in which our territorial communities should exist, and lets start with such a first direction, namely, the creation of protective structures, bomb shelters, where our people go, or somehow protect yourself from enemy attacks. What is the Current Situation with protective structures, in terms of their quantity and quality, in accordance with the needs that, well, our communities have. Well, it is worth saying, first of all, that today we have two most urgent things in the state, the first is the achievement of our victory, the second is the safety of our people, as you absolutely correctly noticed, and today we have to work on it all together, it is not is a question of the state or communities, it is a common question for all of us, unfortunately, we were not fully prepared for this issue a largescale invasion, today, we have practically no safe territory on the territory of ukraine, so we have communities that are occupied, we have deoccupied communities, near the front, such communities that are in the body, but today it can fly into every populated place and even to the border with romania, so today we have to make the maximum effort so that people have the opportunity to be protected, and for this our. association and our partners, colleagues from the National Emergency situations, and international projects, donors, are making maximum efforts, we are training heads and local government representatives, how it should be, how to do it, we help through projects, repair, build, make new Storage Facilities , today, first of all, this is a very important issue, and it is absolutely timely, the construction of new Storage Facilities for students of our educational institutions, in a word , today there should be an elementary thing in the same bomb shelter, this is fresh air, complete security, drinking water, this, if there is an opportunity to do internet and other things, then this is very good, and we have to understand that our neighbor is nowhere will not happen, and this is a question even today, and tomorrow, and this. A question for the future, because well, i understand that in big cities, maybe in the capital there or in kharkiv, there is an opportunity to go down to the subway somewhere, in small communities there is no such opportunity, and on top of that we have to work constantly, but are there any general indicators regarding the satisfaction , relatively speaking, of the needs for protective structures, the population is free there according to the needs of children in the educational process, how many are there now . Satisfies those needs that exist according to the number of ours population, and since, well, i analyze in a different way for myself, if there are many schools, educational institutions in the communities, where a mixed Education System is used, then this is the first, the first sign that it is not possible to hide all the students of these institutions to those shelters that meet all standards. Therefore, most likely, there are still not enough of these institutions throughout ukraine, and we have to work on this, and today, and the special subvention provided for next year in the budget and this year, which is provided for educational schools, is very relevant, and i am very i hope that by the end of the year, we will certify and launch a lot of such shelters in our communities and they will be really safe, comfortable and convenient and will help to increase the share of that contingent of students who can study offline, because it is not only about safety, here also about the quality of education and everything, we must move to the point that everyone can have 100 of their students, those who are getting an education, but this still requires time and resources. Mr. Oleksandr, when you talk about a resource, we are talking about a state resource, are there others . Options, to look for opportunities, funds to expand the number of highquality bomb shelters in order to be able to safely survive these enemy attacks. I think that when for example there is a very complicated discussion in the country about the military pdf, uh, then, at the level of support, military formations, drones , there, medical things, others, everything that is needed for victory, the issue of building bomb shelters, shelters where they can save their lives our eu citizens in more or less relatively peaceful territories, is also clearly important, so it is possible one of directions of application those funds can also be shelters, but if we take my personal point of view frankly, then state funds, and the funds of our International Partners, and the funds of local selfgovernment bodies should be directed here, in a word, if we are talking about human life , here it seems to me that everyone should work as much as possible and in the maximum possible volumes, lets say this, because there is actually still a lot of work, most of those institutions that we conventionally. Today consider to be shelters, bomb shelters, these are the simplest basements, which also need to be worked on very seriously, i have seen several of your very clear comments about the fact that the personal income tax is going to be taken from the communities from the military, and you make a strong statement that in fact this money should remain in communities, because it really ensures their effective use, in what directions can these funds be used now in order to strengthen the protection of the communities themselves from various external risks, what are the mechanisms for using these funds from personal income tax from the military . Well, look, the bill 9559 was introduced in the parliament on the possibility of spending funds, its acquisition by communities of things for which they are intended the military and then handing them over to them, because to be honest, today there is no legislative basis, and Law Enforcement and inspection bodies always have questions for communities, who purchased, for example, drones and handed them over, that is why this project was introduced, but then i understand that due to the fact that there was another initiative to withdraw this pdf altogether, this draft law on today is not accepted, our proposal, the position is as follows we accept 95. 59 gives the opportunity to legally buy these things, and by resolution 590, which regulates. Treasury service, for example, we ban those things that are not inherent today in wartime, maybe this is also the construction of stadiums, skate parks, or something else, the roads that were built there, which are nonalternating, yes, there may be funds, but there may be funds, but these funds must necessarily go through local selfgovernment bodies , because to us very much the military often turn to us, we are turned to very often. Residents of our communities ask for help, today the lack of funds in the budget is primarily the inability of the communities to help their mobilized boys, and this is despair, and from our boys to local authorities, this i think it is a negative consequence, another issue, we also have to foresee the impossibility of using funds in other directions, and for this i think the cabinet of ministers 590th resolution is sufficient. Another question, which does not specifically concern the budget and pdf, but its distribution, it is more about, lets say, the collection of this tax, then it is a question of not all communities having this tax, and therefore it is perhaps worth it that this tax be distributed to all territories from where the guys are mobilized, that is, in fact, it goes after every military man, i dont i know whether the Tax Department has the opportunity to do this now, but this is one of the solutions, when all communities would distribute this tax throughout the territory and would have the opportunity to help their boys, but this is the subject of a very serious discussion, and we have time to on january 1, it will be discussed, and i think that these funds should serve. Defense capabilities, support of our military units, but should remain in the communities, mr. Oleksandr, thank you very much for these explanations, i hope that they will really hear us and these funds will really remain in the communities, i hope that your allukrainian the association will provide such optimal approaches in order for communities to develop and have various projects related to protection, thank you for the inclusion, i will remind our viewers that Oleksandr Korinnyi was on the air. Head of the allukrainian association of united territorial communities of ukraine. And when we talk about the number of bomb shelters, in fact, according to statistical data, the indicators are such that we do not have a sufficient number of protected structures for the entire population, there are also restrictions on bomb shelters in schools, according to certain statistical data , if we see them now, then, uh, it is about the fact that with protective structures, we can actually provide protection for approximately 46 of the population, and when we talk about the educational process, about schools, about kindergartens and such the other, then we are talking about slightly higher indicators, but also not quite. Enough, in fact, we are talking about the fact that protective structures of Civil Protection in educational institutions allow to provide shelter for about 57 of participants in the educational process, so our previous guest was talking about exactly that , that it is necessary to create such protective structures that should sufficiently meet modern needs, starting from wifi and ending with fresh air and water and other things that allow you to stay there. Some time. And then viktor joins us vytovetskyi, is the director of the department of organization of Civil Protection measures of the state Emergency Service of ukraine. Mr. Viktor, i congratulate you, i am glad to see and hear you. Good day. In view of your position , as i understand, you have a direction related to somehow ensuring the integration of certain voluntary processes to increase the capacity of communities with those bodies of the state Emergency Service that perform fire tasks in different directions, and i would like to start with a small touch, what is the Current Situation with the ability of the state Emergency Service to deal with, well, operationally fires, because i saw information that there are directions where fire trucks of the state Emergency Service are forced to spend an hour there to get to certain villages where such dangerous events can occur. Related to fires, well , i will say that the state Emergency Service provides response throughout the territory of ukraine, of course, but there are cases when the Response Time actually exceeds the standard and is much more than 20 minutes. As a rule, this is characteristic of rural areas, therefore one of the priorities of the government, and in particular of the state Emergency Service, is the development and assistance in creation of local subdivisions. And volunteer Fire Protection, which are in principle our first assistants and where our unit, the unit of the state Emergency Service is far from the scene, as a rule, our volunteer colleagues arrive first and can start some initial priority work before the arrival of the main forces, the forces of the state Emergency Service, and when we talk about these volunteer units, what exactly are we talking about, when we talk from the point of view of technical. Number, powers, capabilities, what kind of structure is it in general, how is it integrated, well, into life our communities on certain examples . I can say that it is legislatively integrated, and recently, thanks to the joint efforts of the state Emergency Service, the ministry of internal affairs, as well as the parliamentary corps of the verkhovna rada, it was possible to make changes to a number of laws, and by the way, i will continue. This work, but those changes made it possible to organize in more detail the role, functions, powers of volunteers, volunteers are included in the response system of the state Emergency Service, by including them in engagement plans, the socalled forces and means, this allows the dispatcher of the state Emergency Service to engage our colleagues to perform certain tasks related to extinguishing fires, liquidating the consequences of other emergency situations, now we can talk about the presence of more than 1,000 units of local and voluntary Fire Protection, and almost all of them are included in the plans for attracting forces and resources and are involved in extinguishing fires, as well as there are more an important segment is conducting explanatory work with the population on the territory of the communities where they were created. In particular, i will tell one number, it will tell a lot, for example, in the 22nd year, from the beginning of the invasion, the armed the aggressor, the abovementioned units involved more than 11,000 for departures and liquidation of the consequences of emergency situations, that is, we can imagine the help to the state and the state Emergency Service, in particular, which our volunteer colleagues provide, but these are volunteer structures, what they are provided with, how much usually there are people in one or another community to talk about the fact that such a volunteer unit has really been created, which can really effectively carry out the task. When a fire actually occurs, what is the typical picture of such a volunteer unit . A typical picture the next, on average, somewhere around 10 volunteers, we would recommend in order to talk about a combatready, effective unit. At the same time, there are different situations, absolutely , some communities have a unit in which there are 47, for example, volunteers, some where there are 34, but if these 34 volunteers are very active, lets say, and are focused on the result, and they live by it, then such units are also quite effective, therefore, there are certain recommendations, but the situations in the state are different, it affects directly, more precisely, it depends directly on which community, so much. The society in this community, but i want to say that where such units are created, you can observe how much society is organized around these units, around the tasks they perform, and this greatly contributes to such unity, precisely in the context and precisely on the territory of individual communities, and by the way, what is primary is the creation of such units, or when there is an active community that solves current problems there, then there are such volunteer Fire Departments subdivisions, if any the community is more lethargic, then it is probably quite difficult to achieve consolidation, the formation of such Fire Departments, there are some examples of the most cool volunteer fire brigades that have everything, including the most modern machines, good training and there, well, they really do it with such challenges that there sometimes brings us. Our enemy, you are definitely right, everything depends on the people in the community, because people, well, this is the main thing, it is the base on which, in principle, the unit is built. Now i i will deviate a little from the topic, now the state, by making changes again in the legislation, provides certain opportunities to communities to create subdivisions, i am talking about the fact that now the state emergency situations, in particular, has the right to transfer the equipment that we do not currently use from the state community ownership, and this continues now , well over 100 pieces of equipment have already been transferred, all of which have been transferred to communities for the needs of voluntary and local units, and several hundred more sets are currently under consideration at cabinet level documents for such equipment, which was released as a result of the technical reequipment of our units, both at the expense of state purchases and at the expense of unconditional humanitarian aid, which was very powerfully provided to us by our international colleagues, partners and inter, governmental and Nongovernmental International Organizations , thats why, of course, there are different units, i honestly wouldnt want to single out anyone so separately, well, if you insist, then i would name, for example, the unit of the volunteer fire brigade. In the village of dertsen, this is zakarpattia oblast, there are about 45 people on the register as volunteers and several units of various equipment for appropriate response to emergency situations and events, such a community is very powerful, so many other oblasts follow this principle, cherkasy, rivne, kirovohrad, well, almost, almost in all areas there is an example of positive experience in this regard, and you mentioned foreign aid, i would like you to tell about it in more detail, and about foreign experience, whether there are such volunteer fire brigades in other countries, how they are financed like them exist, is there anything that we should take as a basis, are there any things that are unique to our country . Well, of course, it was precisely the study of foreign experience that served as the reason why this, the development of this direction became such a priority in our country, in particular the number of volunteers, for example in the republic of poland there are more than 600,000 people, that is,
