Biden used the speech to take credit for the rollout of the Covid-19 vaccine, and to make a case for his multi-trillion-dollar infrastructure and child care plans. Bill Bramhall of the New York Daily News drew the president as Mary Poppins singing about a tax increase to pay for universal pre-k. The Republican response was delivered by Sen.
