good the bad and the broken i'm burned off in berlin this is the day. watch you have to lose by trying something new like from this pandemic this horrible plague that came in from china it's going to disappear one day it's like a miracle it will disappear the united states will withdraw from the iran from the paris nuclear deal climb in a court for absolutely no dissent and for absolutely no reason i got a page for you frankly we can't win this election. and the administration will be inaugurated on january 20th thank you god bless you and god bless america. also coming up the cold hard truth about the russian winter every year on january 19th russians test their body and soul by taking the plunge in the festival of the epiphany. guys and why are you doing this. it's a piston each day so we have to wash away all our sins just of us how you think the water has magic balance when. no idea but believing is everything. owed to our viewers on p.b.s. in the united states and to all of our viewers around the world welcome we begin the day on the eve of the end of the presidency of don't trump these are the final hours that donald trump can call himself u.s. presidents the final hours that he can call the white house his home he has spent most of the day we understand meeting with advisors and issuing some 100 presidential pardons it is doubtful that he spent a minute preparing the oval office for soon to be president joe biden trump will not attend biden's inauguration tomorrow and he will not be at the white house to greet the new president and 1st lady the respect shown to donald and melania trump by baraki and michelle obama 4 years ago will not be on offer tomorrow will be gone by noon on wednesday gone but not for good as president elect biden will soon experience the reach of the trump presidency will be long and lasting tonight we survey what 4 years of president donald trump meant to america's role in the global order what has changed what is broken and what can if possible be repaired the w.'s chief international editor richard walker starts as all. chaos in washington a pandemic out of control. an economy on the brink they do not get a nation profoundly divided. like you would not run the us has enough crises going on at home to take up the energy of any new president but the rest of the well every bases don't ing. china is now a rival superpower. russia he's openly hostile. and climate change threatens everything. unveiling his foreign policy team joe biden said he would tackle all these challenges by rejecting trump's slogan of america 1st and reviving american leadership at the head of the western alliance america's back ready to lead the world not retreat from it once again sit at the head of the table ready to confront our adversaries and not reject our allies this new spirit from biden is being warmly welcomed here in berlin and in other capitals around europe and yes on this crucial issue of china the europeans have started doing their own thing. the e.u. has just to greet a sweeping investment treaty with beijing ignoring requests from the biden team to wait and work together i'm glad merkel herself was the driver of the deal which will be a money maker for german companies. it's not a great omen for biden's plan to hold a summit of democracies he wants free societies to line up together to challenge china seeing it as a growing threat democracy everywhere you want europe fully on board european leaders too often condemn china over human rights abuses but that really turns into action and many a wary of being sucked into a long term conflict between the u.s. and beijing but any european hage ing on this could expose the underlying tensions in the transatlantic relationship which burst into the open under donald trump if europeans believe they can remain neutral in a growing rivalry between the united states and china and sort of have an equally good relations with beijing and washington and at the same time expect the united states to be the 1st responder whenever anything happens in europe i think they're living in a dream world that that's not going to be possible this was the heart of the crisis between the u.s. and europe during the trial years from school and european allies as freeloaders and that has shaken trust perhaps even permanently because one day trump or someone like him could be back now if europeans look at the transatlantic alliance that is a stronger degree of course and that world and who. and europeans need to build up their own research and their own strategies to be able to act in a more indeed and the death throes of the trumpet ministration have added to fears that the u.s. has become fundamentally unstable a power that allies can never again depend on in quite the same way. ultimately that means that biden success or failure at home will profoundly affect what he can achieve abroad he says america is back. but the rest of the world is asking is it too broken to lead. well my 1st guest tonight can speak with authority about the presidency of donald trump in his book the room where it happened former national security advisor john bolton offers a detailed account of his 17 months as national security advisor to president trump john bolton also served as u.s. ambassador to the united nations under president george w. bush ambassador bolton joins me tonight from washington d.c. embassador it's good to have you on the program you recently said that feeling tonight well i think. foreign governments foreign people in general should understand that donald trump is an aberration in american politics he's an anomaly he's not an indication of the future of american politics or stability of our constitution and i think the inauguration of joe biden return a sense of normalcy to the country not necessarily normalcy that i'd like to see i didn't vote for trump or biden i wrote in the name of a real conservative republican but i think hope that biden can return to a less all arise less partisan political dialogue and i think that will be good for the country and good for our relations with the rest of the world i want to draw a moment from your foreign policy experience you tweeted that the 1st crisis for president biden could be a national or a threat to national security from iran do you blame that on trump's maximum pressure policy. you know if anything i blame it on the president for not following through on the logic of that policy and bringing the regime in tehran down i don't think we're going to have real he said security in the middle east until the regime of the ayatollah is replaced not just because of their threat on nuclear weapons but because of their continued support for terrorism and their conduct in more conventional military operations in iraq and syria in lebanon and yet. we know that the us president took the united states out of the iran nuclear deal you were in favor of that it happened much to the dismay of the opposition of the other signatories of that agreement including germany and the u.k. tell me what did you know what did donald trump know that apparently the british and the germans still do not know about the danger of the iranian regime. well they may appreciate the danger of the regime but they overestimate the effect of an agreement. that iran signed that said that it should not get nuclear weapons the deal itself the 2015 deal is based on a flat out lied iraq that they never had a nuclear weapons program we know after the dairy israeli intelligence raid if we didn't know it before that of course they had a nuclear weapons program and i think they never gave it up there's no strategic indication that the iranian leadership is prepared to do that so this is yet another agreement by one authoritarian state to a bunch of gullible democracies that says oh yeah we'll give up that nuclear weapons program in exchange for tangible economic benefits the north koreans have done it by my count 4 times in the past 25 years so the iranians knew what their audience was and i think what trump did was to say i'm not going to play this game anymore and if president elect biden if he tries to inject the u.s. back into that nuclear deal and everyone else says yes is that going to be in your eyes a disaster. sure it will it will allow iran to continue along the course that it's now pursuing look it was the critical mistake that was made in this deal and it was made at the entrance of the united states i'm not blaming the european countries plus to a last iran to have any uranium enrichment or plutonium reprocessing capability at all you know in the u.s. and licenses nuclear technology to saudi arabia or the united arab emirates 2 of our friends in the region just. just a few months ago the united arab emirates recognized the state of israel to get american nuclear technology they had to give up any claim to enrich uranium or reprocessed plutonium then they turn around and find that we're allowing iran to do just that so all i'm saying is we should treat iran just like we have good friends like the united arab emirates the saudis and others and give up the front end in the back end of the nuclear fuel cycle i don't think they'll do it because it has nothing to do with the peaceful use of nuclear energy it has to do with ethnic and indigenous nuclear weapons program let me switch gears here and talk about domestic politics for a moment the democrats we understand may call witnesses in the impeachment trial of donald trump have you been contacted about being a witness in testifying. no i have not i know that you refused to testify in the 1st impeachment trial if you were asked this time around ambassador will you say yes. now i didn't refuse to testify in the 1st the peach new trial and you know the democrats never issued a subpoena for me what happened was they issued a subpoena to my deputy charles compliment which was followed immediately by a letter from the white house counsel directing him not to attend his deposition by order of the president so from and had the congress telling him to do one thing and the president telling him the other and he did something that really offended the democrats in the house of representatives he asked a federal judge threw on a day well faced with that outrageous behavior by conference the democrats withdrew their subpoena and never issued one to me so i'm here they know my address if they want to send me a subpoena look at it with care when you say yes. i will look at it with care i don't know what i had to say about the current impeachment article but you know the democrats are just full of fun if an investigation determines that republican members of congress were involved in any way with the storming of the capitol on january 6th what in your opinion should be done well i think anybody who is found to have had any involvement. even simply being a coconspirator and the violations that occurred by that assault on the capital ought to be prosecuted to the fullest extent of the law they ought to receive the maximum possible penalty without any possibility of parole and frankly if the key got lost somewhere along the line with me either. when i ask him embassador you have said that you knew when donald trump was elected back in 2016 you knew that he was not fit to be president and yet you took his offer to be national security adviser why did you do that if you knew that he was unfit to be in the office to begin with. to try to make sure that the united states didn't make catastrophic leave bad decisions would you prefer that i and many other people felt the same way i did who came in to serve the country in the trumpet in the station would you have preferred we ever placed 5 people with these fingers dragged along the ground and drooled from the corners of their ballots. so you do you don't regret. having to answer that question what no i mean well i mean you don't regret working for donald trump as national security adviser i don't regret working for the government of the united states no not in the slightest ok ambassador john bolton it's good to have you on the program tonight we appreciate you taking the time to share your insights thank you thank you for having. well from politics to the pandemic here in germany the number of infections is finally on a downward trend after more than 2 months of a partial walk down that is the good news the bad news the numbers they remain too high today chancellor angela merkel met with the leaders from germany 16 states to agree on making that partial walk down even more restrictive we're looking at live pictures of her speaking right now the chancellor saying that the goal was and remains to force a drastic reduction in the number of new infections. and for more now we want to go to one of the german chancellor's chief scientific adviser rolf via there he heads the european bio informatics institute in cambridge england it's good to have you on the program you have warned that if germany does nothing it could end up like it is in britain at the moment with this new variant there seemingly spreading more rapidly what are you advising the chancellor should be done now. well i think the. extension of locked up and typing all stumble through is absolutely the right way. to tuition which looks good. but i. can just. situation. in. the u.k. where. the overall numbers went down in a month by something like 40 percent but when we did. my group did some proper analysis later on and of these here you could show. why the. variance 50 percent in this timeframe we knew very. 400 percent. this is something which could be the same of course here. we have a situation where. a percentage of. the 117 is. that we can go. and also come to levels we can we've contract tracing in isolation people. we need to. ask you that the numbers are not as good as the government would like to see though is that because people are not being the rules of the current lockdown or is it because this new very it is simply spreading maybe more than we expected it. well i do think that it. is. spreading so quickly already i think the numbers are too low that is defined i believe it's some sort of lockdown fatigue. so i mean it's as long as things drag on mall people get sick of it. it's not a reaction. so 5 all went fine so. maybe you shouldn't worry so much this if you would just it's just human behavior you adapt to the situation think it's not x. come on take it a bit easier so that's why and why it's really important to have a clear messaging saying the real dangers which outfit you see in you know of a situation in the u.k. in ireland we have a bad situation in spain it's not. in the last 2 days. 25000 new cases were reported before her. at the friday 10 today but it's really shocking numbers and it's driven by this new variant and therefore we need to act and we need to also introduce. new measures to better survey it vaccinate as quickly as possible as many people as possible so it became a race. against the virus trying. to win this race by immunizing as many people as possible is it the fault is it happening mr of all it is the immunization the vaccinations is that being rolled out quickly enough are you satisfied with the speed well actually i think. vixens situation is something i wouldn't have believed a couple of. year ago because we would be so quickly already in a situation where we have a few things on the market and some of the banks in very soon coming onto the market so i'm really very very pleased with it but on the other hand we know that we need what we need to. planet and we need to stamp is. everywhere so besant huge need to pull this and it's and we need to just accept the fact. that limited amount of. available at the beginning bed needs to be used in the best possible way but very soon in. the banks and available we probably can inject into people we can off well we certainly hope that that situation will come sooner rather than later mr ruff either scientific advisor to the german chancellor mr father we appreciate your time your insights tonight thank you. every year on january 19th for the feast of the epiphany devout and daring russians freeze their fears and take the icy plunge into. reports. this is one of the coldest winter i see moscow has ever seen. in the last a decade i've lived here for 5 years and i've never seen people taking the plunge in such a call to it's minus 20 degrees celsius. even so these brave muscovites have come here to the moscow canal is they all want to take part in a popular off a duck's christian tradition. because celebrating at tiffany's this way has become popular among nonbelievers too as it's sad that week i said bath can be good for your health 6. for christians believe that on january 19th today so is the day when the jesus christ was baptized all water became holy and taking a dip in a natural spring can wash away your sins and even your illnesses. usually the ice hole is blessed by a priest as the night before people jump in the sea a many christian communities have warned believe us not to take an ice bath because of the coronavirus. nevertheless as our own 50 official public ice holes in and around moscow the moscow city administration has even set up a rescue service points there and i'm going now to ask these russians why they doing these. themselves i'd also would like to know if these people actually believe that these has miraculous healing power was. discussing why are you doing this. it's a pity today so we have to wash away all our sins just of us are you think the water has magic balance no idea but believing is everything. that you it's so cold why are you doing this to your body to mobile as a starter finally the cold it is the warmer the water feels seriously this isn't my 1st time it's a really a russian holiday and i like it. of a village and the water has miraculous powers yes really miraculous i have never gotten sick i've been here when it was wet on this holiday when there was slash was never sick. so as there are lots of health benefits as we just today aren't but apart from the health benefits there are also a lot of health risks associated with this i swimming so it's not advised for those who are not the used to such activities plus you definitely have to be brave like these. you're either shot or they're from a public ice hole or i had snow in the saw horror they don't usually go together but over the last few days there's been snow fall and the world famous desert i want to take a look at this and where snow has left beautiful patterns in the sand dunes although we gets cold at night here normally there just isn't enough water in the atmosphere for rain let alone for snow in fact this is only the 4th time in 40 years that snow has been documented here in the desert. all right the date is almost done but the conversation continues online you'll find us on twitter either at u.w. news you can follow billions. it's about power. it's about the foundation of a new world order the silk road. china wants to expand its influence with this trade network and so the conflicts are inevitable the consequences unpredictable and the can is book of the shaking the chinese state has a lot of the money at its disposal to implement and that's how it's expanding and asserting its status and position in the world basically for barclays china is promising its partners rich profits but in europe there's a share of the morning you can't ever accept money from the new superpower it will become dependent on it. china's gateway to europe. starts feb 19th. this is g.w. news winds up from berlin tonight locked in the lock to germany's coronavirus restrictions will stay in place until the middle of february a meeting between chancellor angela merkel and the country's state leaders resulted in a decision that the recent drop in infection rates is not enough to ease restrictions mass will now be required on public transport as part of tougher new measures to control mutations of the virus also coming up and on the final full day of the trial presidency the president issues pardons and it's a political slap in the face mitch mcconnell the most powerful republican in congress accusing the president of using to provoke the mob that stormed the u.s. capitol last week a shocking move that could be enough to help the senate convict strong in his 2nd impeachment. i bring coffee it's good to have you with germany is taking steps to get tougher on the coronavirus the government tonight just announcing measures that will see the current lockdown extended to mid february it comes after an hours long video call for meeting between state premiers and the german chancellor. then i don't live in the us. in the spread of the virus is that it's a serious risk that we see more clearly than we saw on the 5th of january 20th could see and that is the mutation of and of the viruses with but as we see in britain and in ireland they're not only there but only. why is there such a danger there because the head to me a logical of the knowledge that we have had so far suggests clearly that's this mutated strain of the virus is far more contagious and this is one of the main reasons why there's been such high rise of infections both in britain and in ireland. which it is not mutated virus train has been detected here in germany that we don't know how many cases there are individual cases are clear to me scientists have told us that it is not yet dominant in the time has come for the board to prevent the danger that we find with this mutated strain if this mutated strain had already spread all over germany and the rise of infections would be like we have seen in other countries namely an explosive arise with the consequence that we would be exceeding the response capacity of our hospitals and this is why once again we have sat down and discussed things and decided on some tighter restrictions here to try to contain the spread of the diverse considerably more we know that if the number of cases are. lower then the mutated strain of virus will not be able to spread so quickly so this is why we're going to continue on the path that we have entered into through new measures and we're doing it at a caution for the country to be protecting the health of the people in this country but also as a precaution for the working world and the economy which is what really set. for if there was an explosive increase of the spread of infection is now i'd like to emphasize here regarding individual positions that 1st of all we have agreed that all of the measures that we put in place until the 31st of january will be extended into the 14th of february we must do there's just of course going to be very tough for everyone we know it's a major step and we know what it will mean for everyone involved secondly. the private meetings that we allowed will continue one household meeting with one other person who does not belong to the house or that we would like to draw everyone's attention to the fact that infection terms it is best if the number of people you meet remains a small but constant number kind of bubbles if you like so that you're not creating potential infection chains. that are any bigger than they have to be we're going to expand compulsory medical mask wearing surgical masks or f.f.t. to quality masks or k 95 masks in order to have a higher level of protection particularly in public transport and in shops this is now binding these to be worn. and. generally when you have contact with another person for a longer period of time we would advise you to wear these medical masks what we're aiming to achieve with this is to reduce contacts in public transport to the extent that there will be far fewer passengers in public transport at any given time so that social distancing will be better possible how do we want to achieve this on the one hand to encourage as many people as possible to work from home this far fewer people working from home than we had in march to mars to do. everything we can as well to read to use the large number of passengers a public transport system at particular hours by staggering the times when people go to work and by having everyone wearing medical masks we've thought long and hard about what we should do about schools so we know that it's incredibly difficult for the children involved and their parents. but there are indications that we must take seriously that the 117. 2 virus spreads the money children and young people more than the virus we've been living with so far we must take these indications seriously which is why i would like to refer to our decision from the 30th of december. which we now must extend until the 14th of february and we must have a response directive implementation of this agreement we've agreed on that after a long discussion so that our schools will be closed and at least children didn't no longer have to go to school anymore and the same will happen with the nurseries now we know what our teachers and nursery workers have done and we'd like to once again express our gratitude to them for what they have done in helping us overcome the pandemic particularly for children and young people. and coming back to our nursing homes and geriatric care homes in recent days we have had 10000 german armed forces soldiers to help us to carry out the testing which is practical help for nursing homes and geriatric homes and this is also true for institutions for people with disabilities which is very important because they have a different legal structure and are often for get forgotten. there is the german chancellor angela merkel speaking just a few moments ago or it is because of analysis of these changes i'm joined now by our political corresponded emanuel you've been listening to this talk to me about the stricter measures that have been decided. well 1st of all france i would like to start by the super lining highlighted by the chance of those she say that the situation gave us hope because infections rose slowly getting not getting down this thing is starts because of the new very and these there is that then share of infectious go increasing again and that is why we have strict to measures being implemented on top of the current loved being reconnected so district or measures that we see when i came from home pod was a bone of contention says the beginning of the pandemic and i'm going to america say that's right now there were less people working from home than that were last march when the pandemic started here in germany and do this was something that took a very long time for the regional leaders and a chance for the to agree upon it is to make it compulsory to make it mandatory for companies to ascend their employees at home and now the ministry should send out a directive to companies that we have then the facility date and enable a working from home for the employees and teed up the least made march into now it was only a recommendation so as to reduce contacts but they have to be reduced not on the outflows but does so on the way to work and when it is not possible for employees to work from home then offices must be reorganized so we see less people you know in the same room or they have to wear a medical surgical mosques or 52 mosques that should be provided by the employer you know a lot of people will probably think these are measures that should have been taken months ago let's talk about this new strain of the virus that has been discovered in bavaria what do we know about it. well this isn't your very own displays different from debbie 117 that was discovered in britain some time ago disney or variants was discovered in a bavarian hospital it was found in the 35 k. of a 1000 patients we don't know yet if it's more in 6 years so it deadlier than the current virus but so far medical experts say that any variant of done to reduce the impact of the vaccine are w.'s mengal shots with the latest tonight on this lengthening lockdown here in germany thank you are to the united states now where several members of the national guard have been withdrawn from their duties guarding the capitol in washington d.c. the decision follows vetting of the guard for links to extremist organizations 25000 members of the national guard are in washington securing the capital head of the inauguration of u.s. president elect joe biden and in the senate chamber in washington today republican majority leader mitch mcconnell accusing president donald trump of provoking the crowd that ransacked the capitol on january 6th bust on the senate convene we had josh reclaim the capital from violent criminals who tried to stop congress from doing our duty. the mob was. there were provoked by the president and other powerful people. i was mitch mcconnell speaking there hope to see mark's double trump's last full day as president of the u.s. trump believe the white house with what some opinion polls say are the lowest approval ratings of his 4 year presidency he will also leave washington d.c. in a state of high alert the f.b.i. is vetting all 25000 service personnel which we mentioned you were involved in president elect joe biden's inauguration on wednesday officials have expressed concern about a possible insider attack or another potential threat security concerns have gripped the city since that violent mob stormed the capital on january 6th. down tell in washington usually buzzing with people and traffic know a ghost town. on the other side's traffic jams and checkpoints a city split into the center has become a militarized zone. and the u.s. capitol remains under a strict lockdown just days before the presidential inauguration we are just outside the closed perimeter and this is close as the general public can get to the u.s. capitol which is currently cordoned off by a 3 meter high fence and razor wire which is currently installed on top of the fence and we're going to go inside the perimeter and out to get a glimpse on the preparations that are underway for an inauguration day that will be unlike any other in american history. soldiers instead of visit or as some 25000 members of the national guard us securing the capitol grounds there has been some concern about a potential inside threat as not everyone is happy with the new president it's a sticky situation as far as politically and. course i am i have my own i have my own thoughts politically but in uniform i you know i can't give a damn but i'm here to do a job i'm here to follow the order organization. is doing and we're carrying on with that mission. ladies and gentlemen the president of the united states joseph jr and on the west side of the u.s. capital some normalcy is coming back rehearsal to and sound checks where 2 weeks ago thousands of trump supporters stormed the symbol of american democracy. the rehearsals for the inauguration ceremony were just completed and on this very long usually thousands gathered to cheer for their new president well this year many things will be different fear of an attack on the president means a ceremony with hardly any guests the national mall will remain shut down and authorities asked citizens to stay far away for the sake of their own safety. in the downtown area buildings have been boarded up again after a year of protests and a pandemic these views have become a common sight for many washingtonians but businesses are suffering the business was not from last 8 months because we in the commercial area and this is the commercial hub all the offices around us are closed and the security has beeves of so much you can do you and we have a little bit of a delivery business but mostly all the roads are closed. a life behind fences and roadblocks those who live here can't wait until the new president is sworn in. all right here's a reminder the top story that we're following for you. the news. will continue until the middle of february the decision comes from a meeting of. that just finished one that has also mandated compulsory met square on public transport. you're watching the news stephen beardsley is up next with business stick around he'll be right back. he's quite. as it seeks. to understand the. need to take a closer.
