Closing in berlin bars and restaurants for german capital now have to shut their doors at 11 pm authorities are hoping to avoid a new lockdown despite rising coronavirus infections. Im told me a lot of ball welcome to the program a ceasefire between armenia and azerbaijan appears to have been short lived just hours after it came into effect Azerbaijans Defense Ministry released footage of what it claims are strikes against the Armenian Army and says the attacks are in retaliation for violating the cease fire on media in turn has accused its full of breaking the deal the 2 former soviet republics earlier agreed to russian demands to halt their decades long conflict over the disputed region of no corner karabakh. Hundreds have died in fighting over the last fortnight caught in the middle of thousands of displaced civilians. A mother and child forced to take refuge in a school. Who is just one of several azerbaijani families who fled here from nearby villages there are scaping heavy fighting near the border of not going to care about the tour and that lives apart. We have cash in the gulf as we have children we were forced to come here but we go back and forth even if they destroy our house we will go back by fast or youre a guy that if its. Over the border in the disputed region of nagornokarabakh this armenian father surveys the wreckage his 2 sons have been fighting to protect this breakaway territory he blames azerbaijan for the devastation. There from us every day 15 to 20 times a day we cant leave basements or shops are closed theres nothing to eat. One of going to carry back is officially in azerbaijan its controlled by ethnic amini and forces the last 2 weeks have seen the worst fighting since a war over the disputed territory ended in 1994 russia has been mediating between these 2 former soviet states in the early hours of saturday morning a cease fire was announced. This is the republic of us a by john and the republic of armenia are starting substantial negotiations with the aim of achieving a peaceful settlement as soon as possible. Now there is to be an exchange of prisoners and the repatch relation of bodies. But for families like these cold top in this conflict their biggest dream is for a last in peace. From all im now joined by dr tanya on research in south caucasus at the university of minneapolis thank you for joining us can you explain why we have this blame game between the 2 sides over the breaking of the truce. Sure. Well in all sorts of wars of course blame game what happens it is natural it is to be expected. And to be believed obviously at this point it is difficult to tell but given the fact that. Controls the flow of information and the armenian side is more or less open on these regards. It is up to you. To really judge who could be breaking the truce into situations but we have a situation of truce at the moment and what army and government government under. The leadership have confirmed as of 1520 minutes ago is holding so and we normally see russia prominent on the world stage on a range of issues but on this particular one its been hesitant to get involved why is that. Russias role is really complex hes. The only country that is supplying weapons to both countries to the both conflicting parties. Tremendous amount of diaspora cresent presence for both of these countries in russia upwards of 2000000 armenians an operative 2000000 azerbaijan italy and russia so russia does not want to have this conflict spill over into interethnic conflict on its territory so its trying to tread you know. Rather gingerly on the issue hand is trying to be more or less their arbitrator whether if they are succeeding in doing this remains to be seen at the moment but it is sort of their role in the conflict right now and thats further complicated by takis evolvement. Yes actually. It is actually complicated because of turkey and no way turkey has been trying to sort of could its weight and insert its title into the conflict on the side of massacre by which these modeling conflict even further and its making the solution to the conflict even more complicated because now we have nato member country who is inserted its force into a conflict it really had no business to be in in. Yeah ok its clear there is no easy fix but whats the way forward and can a diplomatic solution be found before this all gets out into an all out war. Deployed exclusion these really the crux of the question in this moment and. Honestly. Do western governments and russia need to war in a court together to bring the parties together and say these are the solution and there are actually brain works that have been. Finished over the years on how to see diplomatic solution to the conflict but the come up to completing parties are so entrenched in their positions that at this point i think diplomacy so. Enter. Hes really failing in the moment and western governments need to be much more forcefully and bold in bringing those parties together ok. And research on the south caucasus at the university of minneapolis thank you very much for joining us with those insights thank you so much for having me thank you. President donald trump has resumed his Election Campaign with his 1st public event since contracting the coronavirus amid the resurgence in the cases across the nation trump took off his mask and addressed hundreds of supporters from a white house balcony to declare that hes feeling great as he recovers from 1900 he told the chairing crowd that the pandemic which has killed over 200000 americans is going to disappear. I want you to know are they going to defeat this terrible china viruses we call it i and were producing powerful therapies and drugs and really theyre sick and were going to recover and the vaccine is coming out very very quickly in record time as you know its coming out very very soon we have great Great Companies doing it and theyll be distributing it and we will through our military very very rapidly. Joining us is correspondents nice almost kind she is in washington covering the events for us. How did trumps 1st public appearance go. Tell me you know you said it this was a President Trumps 1st outing since being released from the hospital and i think its important to talk a little bit about the optics of the president a little bit over a week ago tweeting that he in the 1st lady had tested positive for covert 19 now holding a large event at the white house with hundreds of supporters now they were mostly Wearing Masks many of them received temperature checks when they entered the premises and the president s house speaking from a balcony so maintaining distance but we dont know if he was still expelling the virus so really remarkable to see such a large of a vent given the risks that could be involved now what did the president speak about well its interesting to note that many of the people who were in that crowd were members of a black conservative group and there are also many latinos in the crowd so the president really making an appeal there to a group where he doesnt normally perform very well he also as we heard in that clips that that he was going to defeat the china virus and he said that this was a peaceful protest for law and order the reason for that is that the president and his campaign believe that he performs the polls particularly well on the issue of law and order not just among his supporters but also among more moderate democrats and republicans that might be swaying one way or the other at this point he doesnt however poll very well at the moment on covert 19 the majority of americans not happy with his administrations handling of the pandemic on till now it is however been difficult for the president to move the spotlight away from covert 19 when he himself contracted it and has been suffering from it so tommy this event really an opportunity for the president to move the narrative away from the pandemic and back onto the campaign trail and hes back on the tempering trail as you say but hes not clear of the virus yet is a. We dont know tommy i mean theres a lot of crucial information that we dont know right now the 1st most important being when the last time it was that the president took a task whether the result was negative or positive and if he is still contagious and indeed a lot of medical professionals here in the u. S. Are issuing serious concern of the fact that the president is resuming activities not just concerned for his health but also for the people around him we cant forget that theres been a large contagion at the White House White house itself among his inner circle what we do know is that President Trump was speaking to conservative media from the confines of the white house the last few days and he made an interesting admission he said that the 1st 48 hours of the illness were actually really touch and go and he said i could have been a bad victim that is in stark contrast to what the president tweeted when he left the hospital which is that covert isnt so bad and that dont let it dominate your life but the other words that weve heard from the president last few days is that he is off of medication that he had some long scans that came back relatively clear we are waiting for his physicians to confirm that information but he says hes feeling great ready to get back out onto the campaign trail and the 1st event is scheduled for monday in florida a large rally expected to be held there tommy ok Sunni Islamist gonda in washington thank you. In germany rapidly rising corona virus infections have prompted action from field florence to the capital berlin has joined frankfurt and cologne on the list of cities where new cases have exceeded achieve measure bars and restaurants have to close but theres some doubt about whether the new restrictions will be enough to stop the spike. 11 pm and its poor in with rain but that doesnt stop these young people here in berlin neither does the rise in corona virus infections in the past few weeks the police have had to clear public squares and parks people were ignoring hygiene and social distancing rules now the city is cracking down. And it is on since the end of the Summer Holidays the focus has shifted to young people who got infected during leisure activities especially in pubs people get infected because they dont keep their distance when it gets late. And absent if its a speech about. The new rules a strict no more than 5 people can gather at 11 at night private parties will be limited to 10 instead of 25 guests bars restaurants and kiosks will also have to close between 11 pm and 6 am bartender jango is frustrated. Time is crucial for us thats when the bar is running at full swing with lots of customers around and then to say you have to leave now were not allowed to serve you anymore is it true thats the end for us. And what happens after young people have to leave the bars at 11 oclock well they actually go home its because i was on the form but im not planning to go home until 11 i want to live my life and enjoy it as much as possible. But as long as those who want to drink will get their drinks before hand they get out of all from the supermarket and drink it anyway until 5 am no matter whether the bars or clubs are open of the boss of mom because of moms assessment of course i want to go out for dinner in the evenings and sit together after 11 but personally i want to take people with a higher infection risk into consideration i can step back. The new restrictions are set to remain in force until the end of this month but if you infections keep rising the curbs could be extended.
