outbreak of racial discrimination in. paris. history is made at the oscars a known english language film wins best picture for the 1st time and we'll bring you the latest from. welcome to the program until gail we start with breaking news in german politics and in the medical situation successor the leader of the ruling christian democratic party has announced that she is to step down and. had been widely tipped to succeed chance of a makeover when she steps down next year's elections a decision follows a scandal of the involvement of the far right alternative to germany in a regional election which has seen most. and control of the party threatened and weakened she announced her decision as the news conference hearing but then emphasizing that it would not affect germany's coalition government. sat as far as i'm concerned this has no impact on the stability of the grand coalition government i was the party leader and i am the party leader and i will remain in this position for the forseeable future of that what i have said is that i will not run for chancellor but other than that the situation has not changed. that's good but i think some from my days of being political correspondent simon young welcome simon what's behind this decision. well phil i think this probably is an a great carom bow as a personal view in fact it always was the orthodox view of the c.d.u. that these teen jobs should be kept to gether the chancellor ship and the the leadership of the party. but i think there are a great company karen barry has effectively been forced to step back because she's had too many crises she wanted to be the next candidate of the city due to be going to medical successor when she eventually steps down but she's never really managed to put her stamp on the party and the. problems last week in the range year where the c.d.u. was allowing itself to accept the support of the far right of the well that just was the straw that broke the camel's back for too many crises and we'll talk more in just a 2nd but 1st we'll take a look back at the tough time a.k.k. has had in the job she's had to she's only been here for just over a year. it was all smiles to begin with in december 28th and a click cramp karrenbauer was elected as maclin successor a c.d.u. party leader the former cylon state premier was merkel's handpicked air and firmly set her sights on one day filling her shoes as chancellor. her appointment as german defense minister soon after was a chance to prove her worth in a high office but within her 1st year a c.d.u. party leader cracks began to show after a number of gaffes a joke a carnival mocking gender neutral bathrooms sparked oprah from germany's l g b t q i community did it to let the threat of the traditional those toilets have these of a man who can't get decide whether they want to stand or sit while peeing. but while just weeks later a k.k. . they came under fire again after she questioned how opinion is manufactured online following calls from german floggers to boycott her policy in european elections. proposals to create an international security zone in syria were also badly received after social democrats said they hadn't been consulted before hand. all the while losses for the conservatives in regional state elections added to home load of criticism but still she vowed to go on. the apollo we want the best the brightest minds in this party and everyone should get involved and if someone has a different opinion from me that's a living democracy we can grow with it and i want this union to grow to make us stronger than we are today that's the aspiration that i bring to this party. but it was last week scandal in the eastern state of the regina the surge the final seed of doubt in a case of thora to the thuringia of the c.d.u. overstepped party line and cooperated with the far right a.f.d. to elect the new state premier now following her karen bowers resignation the conservative c.d.u. is left with a familiar crisis wondering yet again who can succeed angle america. side with this is a crisis for the c.d.u. is it necessarily a crisis for germany's ruling coalition. well a k.k. herself has been saying it isn't even the social democrats the city partners and the national government have been saying they respect her decision but at the same time they've been saying today that they've still got tough questions for the christian democrats they want them to draw a clear line between themselves and the far right they say that the events at the top of the c.d.u. in the last few days they describe as extremely worrying so they're trying to put a bit of pressure on within the governing coalition having said that i don't think the social democrats are very strong themselves at the moment so there are likely to want to you know break the government caused the government to fall which would you know bring forward elections and those could be tough elections for the sort of the democrats equally so talk us through some of the reaction to this decision simon yeah as i say the social democrats saying they respect their decision and many within the christian democrat ranks as well saying that economy minister peter out says this is an extremely serious situation for the c.d.u. and other senior figures saying that what really needs to happen now is that christian democrats need to come together there's been a lot of division lately and some of them are also making the point that it's not that still not absolutely necessary for the decision about who will be chancellor to be made right now who will run for chancellor in the elections whenever they come the set for next year even though a.k.k. said you know that that is one of the points that has driven her to make this decision now that she was hoping to become the candidate to succeed merkel and she doesn't feel she can really do that anymore so who benefits from a case decision to step down. well certainly the s.p.d. the social democrats the sort of main challenges the largest challenges at least they have been in the past. at the moment they're languishing in the polls but they would hope to benefit from this. in terms of traditional politics obviously a k. case rivals waiting in the wings to be alternatives to succeed manacled they certainly will have benefited also i think the far right a f d they their tactics in the state of the range year where they last week you know got their way at least for a little while well that had them looking good and looking jubilant and really trying to capitalize on that among their own supporters political correspondent simon young thank you. i'm sure some of the stories making news around the world will start in islands where the general election has delivered a surprise result left wing republican showing the face of the largest share of the vote between the 2 established centrist parties both of those had ruled out a coalition mr fane before the election because of its ties to the ira paramilitary group. people been gathering at the shopping center in thailand to pay tribute to the victims of the country's worst mass shooting that left flowers and messages for the victims at least 29 people died when a thai soldier went on a shooting rampage on saturday. parts of eastern australia have been drenched by the heaviest rainfall in 3 decades it brought floods but also belief after months of devastating bushfires 1000 blazes and replenishing water supplies in sydney a strong surf with top sea foam and swept along large sections of beach. a major storms bearing down on the parts of northern and central europe having already battered the british isles germany's entire long distance rail network was shut down as a precaution though it has now started to reopen some 50000 households in the southern state of bavaria are without electricity and almost 100000 in the czech republic. a tricky landing at london's heathrow airport. battling hurricane force winds the plane manages to touchdown. before pulling up again. taking off is no easy at around europe hundreds of flights were canceled. rail services have also been disrupted with chaotic scenes at london's rail station . train earlier but how do you know what something must come to pass or to scotland get on so are now waiting for the next one and it's being delayed. britain has borne the brunt of the storm with widespread flooding in towns and villages in the country's north. in ireland go away it was supposed to cancel the opening ceremony for its year is year paean capsule of culture and the aptly named wild atlantica way on the west coast took a pounding. germany has been hard hit to several people were injured as wind speeds surged beyond 170 kilometers an hour. in frankfurt the storm knocked a crane onto the roof of the city's cathedral. in those. it's actually quite shocking craig benson hard. to historical buildings and one of the major buildings in frankfurt i was very shocked. and on germany's coast even those who saw the winds as a thrill soon realized the danger the storm is now moving east with more damage expected. now the death toll in china's corona virus outbreak has exceeded 900 with both of 40000 cases reported across the country that after thousands of people were allowed to disempower from a cruise ship in hong kong after a 4 day quarantine resulted in them testing negative for the virus francis recorded just 6 coronavirus cases but chinese people and others in the country's east asian community say they are becoming targets for discrimination many have taken to social media to share their stories the interview correspondents on your family has been to paris has made chinatown district to find out more. a basement in paris is chinatown. these elaborate costumes were meant for the annual chinese new year parade the draws thousands of spectators but for the 1st time the event was called off the sea or suddenly 10 was a regular participant blames the coronavirus and the stigma if you would certainly it. was canceled not out of fear of the coronavirus but the fear of children being stigmatized with being told that asian children are coming back from school crying because they were singled out and made fun of they were insulted and called names so we didn't feel like celebrating that it's been very tough. it suddenly turned grew up in this neighborhood a melting pot known for its 1960 s. high rise apartment blocks and dozens of east asian stores and restaurants the frenchman is of chinese and cambodian descent and says he never really experienced racism opened in paris until a week ago. i was a. mess took the metro and as i sat down the person next to me got up and moved away and then he covered his mouth and nose with a scuff i realized it was a form of xenophobia and fear i was sad and shocked because it's far from being an isolated case accounts of prejudice avoidance and slows a piling up in france stalking the needs. here in southeastern paris the city's main chinatown which is home to large numbers of france's ition community the usually bustling neighborhood seems a bit subdued many residents are wary of speaking on camera but some are clearly rattled by incidents off with this abuse amid fears of the corona by a nanny and what a friend of mine who's asian was taunted and called a virus in the metro that's not very nice but has our customers wanted to know if our waiters had chinese nationality even though ours is a vietnamese restaurant seeing asian faces didn't reassure them fitted to the potomac has really given free reign to racism against asians something which in france was not really talked about and not taken seriously the issue was revoked aerated across the french media on the banks of the river sent. journalist lynn london has been following accounts by french have been targeted using the now popular hashtag i am not to buy it was. the french. she is long campaign that gets them in france but nothing prepared her for these responses to an article on the coronavirus in china she translates into english you shouldn't have weird beast this is normal they would do anything in that country the country is overcrowded nature is doing its work this is horrible like people they have no empathy we're just talking about sick people them and then they were saying racist things i want a virus is just a pretext to be hateful it will react clear said she was trying to be worth little and has been speaking out against the heat on talk shows and on social media she's also hit out at sections of own professions for example for this headline in the local newspaper warning of a yellow alert so far france has recorded only a few cases of the corona bite was if the numbers go up the fear is the prejudice could spread just the smallest so how well founded all these worries about. racism because of the coronavirus jennifer fung founded the asian american identity appropriate welcome to date you've written about the extent of racism the broke out during the sars outbreak how bad was that. it was pretty bad i grew up in toronto where there was a large stars sars in 2003 and it 'd really devastated the chinese community where it affected local business and it led to much of the same kind of the trial and racism that we're seeing now with the quote a virus outbreak so it's very similar then as it is now and so you're seeing examples this time around as well. yes i am so if you follow social media this is sort of a global phenomenon now where we're seeing folks react very negatively to east asian folks whether or not they're chinese whether or not they are from or have any contact with anyone from a site of active outbreak we're seeing slurs on playgrounds we're seeing folks avoiding folks on the subways and we're seeing social media backlash that is really to the level of racism that we heard about in the previous clip folks just using the current of virus as sort of a license to express very deep seated racism towards east asians and chinese in particular because i. did want to come on to that what do you think is behind this i mean is this ignorance and fear or is it is it just as you say an excuse a cover for people to be horrible. when i think that the current of arson and previously the sars outbreak are leaving are giving folks an license to be able to express a racism that sort of was pre-existant so we see the kinds of expressions tapping into stereotypes against asian and asians and asian americans that preexisted and existed for many generations so fears of being directors of disease fears of eating our foods these are stereotypes that have been around for centuries but i think that these viral outbreaks give folks a chance to express that kind of racism openly as a sort of cover so we've been seeing these kinds of stereotypes for a long time but i think that now we're seeing these expressions out in the open with folks feeling as if they have an opportunity to express that and it is a fear so suited with the outbreak but you know it's tapping into more deep seated stereotypes as well so what you say this this just sounds irrational people don't like chinese people or is there are people so now they have an excuse so it doesn't sound like there is anything rational that can be done about this no there's no point in health authorities or the government doing anything because it's going to hide absolutely. yes absolutely not so what we know is that in both the sars outbreak as well as the kona virus outbreak this kind of racial hysteria has no public health benefit scientists and public health officials have been saying that the best protection against current a virus is really frequent hand washing and not to stigmatize those that you think might be vulnerable or carriers of the disease we know that from the sars outbreak that the kind of racism that we saw had nothing to do with preventing the spread of sars and so this is really sort of an irrational emotional reaction to a virus outbreak that has no basis in public health protection and we thank you for joining us jennifer fan from re appropriate thank you thank you for having more of the day's news the u.s. military says 2 of its soldiers were killed and 6 of those wounded but an afghan soldier opened fire on them the incident took place in nunga ha province in eastern afghanistan afghan defense ministry reports one of its soldiers was also killed and 3 more wounded. african union countries have begun a 2 day summit in ethiopia focused on ways to promote peace on the continent south africa's president cyril ramaphosa took over the organizations
