This is day that when you fly from america the unpredictable is washington about to jeopardize the landmark agreement on Irans Nuclear program in the next fifteen minutes u. S. President donald trump is due to reveal a new strategy on iran that could see him withhold approval for continuing the twenty fifteen pact that is despite all signals race including the u. S. Government agreeing that tehran is complying with the deal well take you live to washington and bring you that speech in full. Welcome to the program so u. S. President donald trump is about to deliver this major policy speech a white house statement says it will include a new approach to iran including a more aggressive stance of its regional influence it could also see the president begin to unpick the landmark deal which curbed Irans Nuclear ambitions a major diplomatic achievement just two years ago as i say that speech is due to happen in the next fifteen minutes and well bring it to you live first this. The twenty fifteen agreement with iran struck under the Obama Administration united world powers as well as the u. S. China Russia Germany france the u. K. And the European Union put their name to it obamas success a u. S. President donald trump has never made any secret of his opposition to the agreement and here was one of the worst and most one sided transactions the United States has ever entered into frankly that deal is an embarrassment to the United States and i dont think youve heard the last of it believe me. Under the twenty fifteen deal iran was to limit the scope of its Nuclear Program and specifically its enrichment of uranium in exchange for the easing of International Sanctions against iran some in trumps own administration say the agreement is working and they oppose dumping the deal out right if we can confirm that iran is living by the agreement if we can determine that this is in our best interests then clearly we should stay with it i believe at this point in time indications to the contrary is something the president should consider staying where. The International AtomicEnergy Agency says iran stocks of heavy water used in some Nuclear Reactors twice exceeded agreed limits under obama but are now below that benchmark whether that is enough for donald trump only he knows that if. That is the. Well i was going to let all of us know sure theres a side that speech is due to happen in the next fifteen minutes or so likely to run late but as a side well bring it to you live but i dont let a speculate with tyson baka from the Aspen Institute here in the welcome lets talk about decertification right because this is what Rex Tillerson said is likely to happen that america will decertify the deal right explains well and so this is not we should say the u. S. Pulling out of the deal it is a process that was required in the United States by congress it passed in in two thousand and fifteen which basically said that every ninety days the president is required to guarantee that two things are occurring one that this remains in the u. S. National interest and two that iran is fully complying with the agreement so far President Trump has certified twice very reluctantly in that required a lot of heavy lift from some of his advisors including defense secretary mattis. If he decertified then congress will have ninety days basically to say ok what conditions would they like to lay for what would they like to do and if they lie new conditions for that they basically have an open and open array of options they could just take out the certification requirement say the president no longer has to certify they could say we would like to see new conditions laid out at the doorstep of the iranians that could include bans on missile testing that could be used for Nuclear Warheads that could be more invasive inspections that could also pull in other areas like Human Rights Violations or support for terrorist organizations so they could put a lot of things in there and then they could put sanctions on him placed on iran which have not have been lifted so these would be u. S. Only seven so this would be u. S. Only sanctions and in the truth is the United States has a very minimalist economic relationship with iran even since the sanctions have been lifted obviously the United States is much further away. From iran so the trade is not as as robust as it is with countries like russia china or the European Union also the United States has since become pretty Energy Independent you know because of the shell gas revolution so the dependency on iranian oil just isnt existant as it might have been if there werent this big shale gas transformation in the United States but you know to be quite honest there are Still Nuclear options the sanctions fields i mean if they were to put holds on the ability for the central bank the Iranian Central Bank to clear money that would basically shut off the spigot of the iranian economy to foreign currency that would be a big deal but as you noted that is not likely to happen ok i was going to say but presumably they could only do that through u. S. Clearing yes exactly ok this is quite a lot in the to unpick lets start with the whole notion of certification which seems to imply there was a reluctance. On the part of congress or the republicans to to sanction this deal that done right and in fact thats not just the republicans and Many Democrats also voted for this piece of legislation that allowed for snap back sanctions because in congress there was on the one hand theres a lot of iran hawks to be quite frank there are a lot of supporters of israel israel was a big opponent of this deal as was made clear in the speech several speeches by Benjamin Netanyahu before congress in twenty fifteen he came on the invitation of the republicans to speak before congress. Without notifying the white house that he was going to attend so theres a little bit of that legislative executive friction there in the United States this is all a lot of domestic politics but the secret thing is and weve seen this in the run up to this speech that President Trump is going to give congress does not actually want the United States to step back from this deal and theyve been signaling this recently they thought they had the cover of the executive branch and a a white house that would basically go along with the. Objective. Evaluations of organizations like the i. A. E. A. And the other p. Five plus one powers which have all said that it is complying with the agreement and so they thought they had a lot of cover to ramp up the rhetoric and put in place so snap back provisions that would never be actually used now theyre in this situation where theres could be used and republicans themselves including bob corker the chair of the Senate ForeignRelations Committee or royce the chair of the House Foreign Affairs committee have both come out and said we dont want to defeat certify we just want everything to be applied more stringently within the four corners of the agreement as it currently stands so is the thing right congress is essentially in favor of a deal the defense secretary matzos is in favor of the deal. Europe. China russia and all the rest of you who signed up theyre all in favor of the deal the only significant and i say seems to be donald trump so if everyone else is for it why is he against it well he is one of the naysayers theres also a constituency in israel which is against this deal because it believes that iran will just skirt the deal and is basically still allowed to do everything but have Nuclear Weapons and has will make itself turn key ready to get Nuclear Weapons within ten years so they do one of the conditions that people like tom cotton are pushing for is an extension of that abstention for developing Nuclear Breakout capability but the bottom line is that as weve seen from trump in the nine months of his presidency he wants to reopen every agreement he wants to put his stamp on every deal and he is frankly. Deeply inclined to try to erase the legacy of the Previous Administration so i hope those things. Perhaps dont make for the most. Skilled leadership globally better definitely hallmarks of this presidency thus far and uncertainty is something that he thrives that we have we have been given a hint of what is to come in this strategy of the white house is really. Took us through the main points so i mean there are there are a lot of things that could be on the table there or there like i said there are three main critiques that republicans have had now again theyve had that benefit of being able to kind of hide behind behind the fact that secretary kerry and president obama were going to push this deal in concert with the International Community but their critics are this one that the deal is limited to Nuclear Issues it doesnt include the whole panoply of support for terrorism support for assad Human Rights Violations at home etc etc so thats. And critique that it was cordoned off Nuclear Issues too they felt like it didnt cover a lot of areas the inspections regime wasnt hard enough it allowed for missile testing to continue three as was mentioned in the report there had been some light violations which had which had been noted and the fourth is as trump likes to say and i dont exactly know what he means by this but he says essentially the United States didnt get anything out of the deal so what is whats there for us essential now one could say stability in the middle east is something or a nonnuclear middle east is something there for the United States as the main guarantor of peace and stability to the extent that exists in the middle east but that is apparently not enough for this administration at least not for the president ok. For me Aspen Institute does stay with us well let it be said to you shortly if you can see just here in the screen. Monitor screen so thats the scene in the white house where were expecting the president to trump to speak in the next well hes shuttle to start in the next five minutes but im guessing its going to be in the next half hour or so if that so as soon as he begins to speak well take that live and then hes likely to be speaking about the Iran Nuclear Deal as well as americas relationship with that country for now though well move on to other news thirty one people have been killed in the wildfires raging across Northern California the deadliest in the States History with hundreds still missing the death toll is expected to rise dry conditions and fierce winds are hampering efforts to bring the fires under control blazes in the wine country north of San Francisco have been burning since sunday and conditions are forecast to worsen this weekend napa valley was the heart of californias Wine Industry but now napa and its surrounds have seen an unprecedented disaster. These men are among eight thousand firefighters who spent the last few days trying to bring the prices under control. Some houses down the street theres no better feeling you know its just there because theyre everywhere you know theres Little Pockets theres theres. Theres parts that we just cant get to dozens of fires have been burning in and around nothing valley since last sunday night they causes are uncertain but fanned by hot dry winds theyve scorched an area the size of new york city and filled the air with acrid smoke. Where in a mask because i know im in there for two three days now i live here and starting to really affect my bringing along so theres no let up expected in the coming hours and already these fires of ten much of napa valley from a Tourist Destination to apply swill little more than scorched earth reminds. Me speaking with mike the wild eyed journalist with that castle radio incessant home a county where the fires have hit the hardest hes been to see the destruction the first time. I was able to take a tour of some of those badly damaged areas of the city today for the first time with the Highway Patrol and i can tell you that witnessing the devastation in person is far more striking and dramatic than the pictures that you see on t. V. The two neighborhoods copy park as a dense working class neighborhood leveled flat desolate. In any direction you look at just what ground what the upscale found growth neighborhood has more of a war zone burned out vehicles piles of rubble where some of the citys most historic landmarks one hundred i can say that the recovery here is going to take a very long time. As might the while from matt cassel radio in Sonoma County california now to syria where civilians are trying to flee the town of raca as a u. S. Led offensive ramps up efforts to drive out remaining pockets of resistance the socalled Islamic State hundreds of fire hundreds of fighters are holed up there in what was once the groups defacto capital u. S. Airstrikes have pounded their positions and witnesses say theyve caused numerous civilian casualties the Syrian Rebels on the ground dispute those claims. They cant see the enemy fighters for the rebel group the Syrian Democratic forces start shooting at random hoping to lure i as snipers from their hideouts. A few hundred militants from the socalled Islamic State are believed to be hiding out in the ruins controlling a small part of russia the destruction is partly a result of u. S. Led Coalition Airstrikes on a is that reportedly killed more than eight hundred sixty civilians since june thats according to the organization air wars which tracks casualties by interviewing eyewitnesses but this commander disputes that claim. Stick you. Know thats not true you sometimes civilians are killed in the fighting but that rarely hit by as strikes when people try to flee the combat zone that shot by us tonight because. Well they step on i. A. S. Minds. Many have died that way. The Syrian Democratic forces will win the battle for rocca but its not over yet yes is making a last desperate stand here the remains of a car bomb and i guess attempt to stop Coalition Forces advancing. The u. S. Led Coalition Says it wont accept the surrender of ai as militants so the remaining jihadists probably want to get out of rocket alive. So the little box that you see there just below me there thats shows you the scene in the white house where we are waiting for a president to trouble the United States to come out and deliver a speech regarding americas attitude to iran theres lots of speculation that he will then in some way try to roll back from the of the landmark nuclear deal that has been done as soon as he begins to speak well take that live head of out there lets take a look at some of the other stories making news around the world ceremonies are being held in thailand to mark a year since the death of King Bhumibol at times are preparing to mark a final farewell to their beloved moloch in i five day funeral later this month the day of the kings death has now been declared a National Holiday in thailand. The turkish army has sent a military convoy across its border into syrias rebel held italy province its part of a joint mission with russia and iran to establish a deescalation zone harvest in Kurdish Forces are in that area a senior rebel involved in the operation says the deployment appears aimed at containing Kurdish Militia militia. Three skydivers of been killed in australia in what authorities believe with a mid air collision paramedics were called to Mission Beach in northern queensland after reports of one woman and two men were critically injured all three died at the scene.
