"The court has ruled that there are indeed extraordinary circumstances that allow the introduction of the curfew," the judges stated, adding "The coronavirus pandemic is a sufficient reason for this." On Feb. 16, the District Court of The Hague judged that the curfew had to be lifted with immediate effect. According to the judges, the government had illegally made use of the Extraordinary Powers of Civil Authority Act as there was no case of "special urgency".
