So it is with Dr. Rachel Levine, who led Pennsylvania’s response to the COVID-19 crisis as secretary of health. Criticism of Levine stems mostly from COVID-19 driven restrictions on businesses, actions related to nursing homes and the level of COVID-19 testing in the state.
