say trump won. what happened this the briefing room today was reminiscent to a lot of folks of that first official day of the administration when mr. spicer came in to insist that more people had seen this inauguration, period, than any other. what is happening over there? >> the white house can't seem to decide to declare victory or defeat on this first spending bill. you have the budget director coming out and saying all t great things they got. and then you on the day and the morning with donald trump tweet being all the terrible things -- not exactly terrible thing but why they were confined to this type of deal because of rules in the senate that require democratic votes. really complicated idea that they somehow were boxed in because of bad rules and yet won. you can't have both things at the same time. this left some confusion among white house reporters when they had this briefing today and sean spicer after the budget director spoke left the room and didn't take questions. >> shane, americans watching who have perhapsed in their lifetime
