leadership. it's a bad situation, but you have a chance for minority candidates to do some good. i'm not supporting what is going on. but i think that like, this is happens, you know throughout political history in the united states. redistricting is a battle all the time. and it's going on and on and on. and with data process and some of these tools, they can do it with more precision and it looks nastier, but it's the same game over and over again. >> what i do not understand, because it switches depending on who is in and out of power, you would think that there was a process where it says this does not work. >> you said before that this is a bipartisan phenomon, it has gone on for hundreds of years. they do the same thing that arie is talking about. they are trying to build reliable republican districts and democrat districts and in the south it looks worse because of the racial element to it.
