if is cal ye fiscal year, i want to raise this issue, senator rob portman. senator, you probably heard what the budget director was saying, if push comes to shove, maybe the president is right. sometimes a shut down would teach you a valuable lesson. you don't want to go there, but he did. what did you make of that? >> yeah, look, shut downs don't make sense. the last shut down we had, the big one was in 2013, and there was an analysis done afterwards, a $20 billion hit to the economy. as i recall, the approval rating for congress went down to 10%, below that of used car salesmen and anybody else. the taxpayer is picking up the tab. as republicans, we ought to become the democrats, work with us. don't be obstructionists and let's avoid government shut downs. i have legislation that says let's never have one again. continue the funding from the previous year, but lower it 1%
