at level one, received a call from a water rescue at the plant. the crosby fire department initiated that rescue. the next morning or later that morning, somewhere after daylight and i remember it to be somewhere around 7:00 or 8:00 a.m. rk the members that were working down at the elc had a conference call with the plant corporate officers and they asked for a complete evacuation of the plant. shortly after that, an hour or so later, department of homeland security infrastructure protection contacted myself and chief reed with the fire marshalls office and others and we had extensive conference call and talked about what was going on out at the plant. since that time, we developed a plan with the crosby fire department, who is the incident
