De Blasio defends efforts to reform Rikers after highly critical report

NEW YORK (WCBS 880) — A new report released Wednesday from the federal monitor keeping an eye on New York City jails says conditions at Rikers island are chaotic and disorderly.
Just hours after the city’s Department of Correction Commissioner Cynthia Brann announced she was reigning from her position at the end of the month, a new report showed conditions at Rikers Island have still yet to improve.
“Uniformed leadership in the Department of Correction have been either unable or unwilling to dismantle that culture of incompetents in the jail,” says Mary Lynne Werlwas, with the Legal Aid Society.
