Thank you for having me once. Again on the Small Business front, what are the differences between the house and the senate in the next scolded relief package, especially comes to the business effort. I think certainly, we would like to see a bigger carved out for Community Banks and the Credit Unions i have a longstanding relationship with Small Businesses in main street. We want to see main street help. And the past we bailed out wall street, detroit, the airline industry. I think the main street deserves to get an injection in their economy. Their biggest employers and the country, and as such, i think that they are having a rough time reopening. We need to help them out, so when we carve out and fund a bigger percentage of the funding for these Community Based banks and Credit Unions, we are guaranteeing that the money is going to the where it makes the most sense to the mom and pop stores, Small Businesses. People that have a longstanding relationship with communities. Is this effort are there any changes to actually who gets the money and if they really so to speak, deserve to get the money . We saw how last time during the first round of ppp, in fact many businesses were shamed into giving back the money. Some of the traditional Banking Institutions went right back to their preferred customers and Small Businesses were left out. It was doing the second round of funding that we caught our 16 billion dollars. We saw some traction and some actually help get into main street. We see now how businesses in new york, as they try to reopen, youre having a real hard time. Rent is an issue. Its a big issue for many Small Businesses. Rent is a big percentage of their operational costs. Of course, you need to get back and open, but they are having a rough time. I think were going to need additional help in the ppp program. I think this is far from over. Sir, a 600 dollar unemployment increase is expected to run out this week. It is the proper way forward, and should continue considering our previous gets talked about, at least from what he heard from Business Owners back in his state and ohio, it was a disincentive to go back to work. There are certain states that are actually being ravished and hammered by covid19. This is not by any means over. I know it was new york and jersey and the northeast coast that was hit hard at the beginning of the pandemic, but we are also not over there as we see people not adhering to social distancing. People are going about during the summer months. We are seeing upticks in the numbers in that area as well. Now we have texas, florida, and you have arizona, and other states that are being hammered by this pandemic. I think it is really sad to see how there is a rush to get people out and to reopen at any cost. I think we need to be very careful about this. We need to be delivered about this. We need to open the right way. We dont need the second big phase or wave of coronavirus during the flu season, or at any other time. We see how in other countries they have gone back to social distancing. Shutting down of businesses, and having quarantine and in many places, strict actions to limit the movement of people. To say that we want everybody out there outworking is a little bit responsible irresponsible. I think the 600 dollars will come in very handy to many people, because people are still hurting. The information that i get from my constituents is is there are concerned about backed up rent. They are concerned about safety for their children as the schools are about to reopen. There are really still skeptical about going out there, where there is large numbers of people congregating. This is a real problem, to rush people back to reopen it responsibly which causes deaths in those states. I think the 600 dollars, we should extend them through the end of the year. I think that is a sound policy. I think we do it deliberately, in a responsible way. You probably heard the information that on the negotiations that are going on in the white house with the senate, secretary mnuchin was saying that the enhanced Unemployment Rate or assistance will be renewed but will be based at 70 wage replacement. We are still negotiating this. I think there should be a stimulus check, certainly there ought to be rent relief. There is 100 billion dollars in the heroes act. I think that is critical. People are backed up three, four months rent. Folks are not sleeping and worrying about where they will get the money to pay the rent. Whether or not they will become homeless. This is still critical. There are specific businesses, like the Restaurant Business that have made specific i think its smart to do it that way. Restaurants in many ways defending our communities. People come from all over the city of new york and across the tristate area to dine in my district. That is how they get to know the district in harlem. East harlem and the bronx. People come to eat there. Restaurants work at a small profit margin to begin with. You are having a hard time opening up again, so we should be able at some point, to assist specific sectors of the economies, economies like the Restaurant Business. That is a smart way to do it. This week the Trump Administration signed an effort about the census and having those identified as illegal aliens and not being counted. What do you think that move . This is the First Administration that i have seen trying to, actually getting an undercount people, communities that help when we get a precise count. If you get a precise count, in each district, we will know the democrat fix of that district and well be able to assist them in the right way. First it was the citizenship question. Of course that was stopped at the courts. Now, there is this executive order asking foreign documents not to be counted. This is a disservice to america. This is a move to inject fear in the census count and to actually impact reapportionment. He is playing politics with this. At the same time he is trying to inject fear into the population to ensure and try to get people not to answer the census application. I think it is a disservice to america. The constitution is very clear. This is unconstitutional. Each city and state can lose 3000 dollars per resident. When they dont feel out there since this application. If you have children in the schools, understand that if you do not get a precise count, you will not be getting the resources that you need for your children. For every child. Undocumented or not. If you are Senior Citizen and you have to go to the hospital, understand that if you do not get a precise count, that hospital is going to be short changed. Your medicare, your medicaid may be hurt by that. This is really a disservice. Representative books from alabama was also suing on his own on this front. He had the statement put out in light of the president s action, saying that under count, including illegal aliens, and he aunts, by definition transience and nonresidents of any state in this census a portion count undermines when man, when you vote principles. That is a very rightwing interpretation of the constitution. These folks pay taxes. Many of them, sales taxes, other types of taxes. They contribute to the office of government. Of dreamers, for example. Teachers, nurses, doctors, Small Business owners. They are homeowners. Immigrants and undocumented immigrants research was done by some of the most prestigious academic institutions in the country. I have shown that immigrants tend to break the law less than citizens themselves. I dont know of any undocumented person that goes out of their home every day looking to get arrested. And be deported. On the other hand, they contribute tremendously to the economy. They take care of our children. Make a care of our very frail and and early. They mow our lawns. Them when they pick our crops and bring them to the table, but we dont want them in our neighborhoods. We are fine with them when they take care of our seniors and our elderly and sick. We are fine when they take care , when they fix our bathroom, our plumbing, or they do the lawn, but we dont want them in the neighborhoods. Shame on you, america. Slavery, shackled hundreds and thousands and millions of people the effects of which are still being felt, even over 400 years venerated,ld not be should not be out down to, they should be rejected, and these statues are representative of that very painful and shameful period of American History and they should not be a public view. Guest first, many folks across america were not able to say goodbye to their loved ones the proper way. Many of them are still very much traumatized by the fact that they loved their mothers or fathers or sisters or brothers or husband or spouse and we should have a monument honoring the heroes, first, because many of the nurses, doctors, and folks that work in highrisk jobs. The cashier at the supermarket was in contact with hundreds of people on a weekly basis. The delivery person that took your food into the house when you could knock it out during the pandemic was also a highrisk job. The bus driver, the subway conductor, these were folks that were out and about every day in highrisk jobs, and they should be recognized. Disconnect with family and thereat we lost should be a place where we can go and recognize them. For thoseld be a fund families, those folks that had, during the pandemic, and those families were left unattended, unprotected. Similarould be a fund to the 9 11 Victim Compensation fund. Injure legislation, we are getting a lot of support, and i think that goes across the country, to understand that this is important. Not only for america, for our souls. Thingk the overriding that weve been listening to today is that there is a segment of america that feels exceptional, that feel that anything that does not look like or sound like were moved like other and notow necessarily acceptable. Concernedsically about the way africanamerican people, and im an africanamerican 75yearold, who i have lived through the segregation and all that. Of the removal confederate statues from federal property seems appropriate because those people who feel exceptional want to revere those people who felt that people like rather,not people, but like cats and dogs and cows and should be kept in that position. I agree wholeheartedly. Host as a member of the Small Business committee, one of the things the senate is advocating for in any package is liability protection. From a business standpoint, is a good proposition . Guest it depends. There are certain businesses that i may say yes, it is hard to determine whether or not someone caught covid19 at their work. But we have to have certain standards, we have to have certain standards of how we conduct our businesses. That includes both employees and customers as well. So we have to determine what that is. And we have to have the standards that meet the threshold that everybody can feel comfortable with, both employers and employees as well as customers. I think that is important. As we reopen, we do it the right we make sure that we have the protective equipment that we need to have and make sure that we have the plexiglass dividers that we see very often in banks and other places where people need to feel comfortable and protected. So this is important that we have certain standards that we meet and we really dont pull away from the liability altogether that we establish certain thresholds for how we can conduct business. How do you stand on the payroll tax cut provision . Another thing i would ask you, congressman, the cause of the coronavirus, which i consider came from communist chinese party, i think we should be running the bill oral and with regards to china, i think we need to join the World Community and taking a deep dive as to what happened there, to try to prevent this from happening again. Certainly, this should be looked at. I agree. The should be looked at. The practices and wet markets and china, whether it came from a lab. We need to take a look at that to prevent it from happening again. But we need to do this within the World Community, within the channels that are established right now to conduct this in a fair way. That we dont become necessarily to tory will government that does things the wrong way, whether the reforms like it or not. We do it in a fair and equitable way to determine where it came from. What were the conditions there, and to try to prevent that from happening again, and if there is need to move forward with some kind of action or sanctions. We will take a look at it from the World Community, not necessarily just for us. This pandemic is affecting other countries. Brazil is being hit very hard. Mexico has been hit very hard. We see how europe how they are starting to get a second wave of the coronavirus pandemic. The entire planet has been impacted by this. We really need to prevent this from happening again.
