We met with a who are working to cure Sickle Cell Disease and develop treatment for major depressions and shrink cancer tumors in children. We heard from participants whose lives have been changed by Clinical Trials it wasnt informative moving experience as well. Each year the subcommittee holds and hearing to hear from the director of the nih as well as directors of five or six of the institutions. Todays hearing does an opportunity for the subcommittee members to hear more and to hear from directors of an additional five institutes and centers. Which is very important to all of us. I joined the subcommittee about 25 years ago. We were doing every director to testify. It has been a long time since we have heard from many of them. In fact ill the plain spoken about this and my Ranking Member congressman coal knows about this this. I wanted to include the National Institute of nursing, i want to include the National Center, and the National Eye Institute as well this morning. Unfortunately, the administration denied our request on the grounds that we did not provide a weeks notice. Im disappointed but, nevertheless, we will find another opportunity to hear from other directors. Again, i think we ought to be inviting every director at least every two or three years to be able to listen to what you are saying and how we can assist in that process. It is critical for the subcommittee to get a full picture of the nhl portfolio. The in h approved our quality of life and save lives. Im so glad that the congress increased the nih funding by nine billion dollars, or 30 . The subcommittee did this on a bipartisan basis. Over the last four years. The house bill increases funding for each of the institutes buy it 4 . Its a statement of our values and i reflect one of our commitment to invest and basic Biomedical Research at the nih. Its not overstating the case to say that the nih has prolonged every american. Because of this research we have childhood decrease cancer mortality by 50 in 35 years. We have a vaccine for cervical cancer, a drug that prevent hiv transmission with 99 effectiveness. In fact, a recent study in the proceedings of National Academy of Sciences Found that nih research contributed to every single one of 210 drugs between 2010 and 2016. That is your impact and it is amazing. Im glad we have her back, she is had the most excuse absence of all time but it is great to have her back and just to our witnesses now have already said this, at some point i have to get up and, go i will be coming back it has nothing to do with your testimony ive just been called away and i want to congratulate the chair for scheduling a perfectly timed hearing because we need something to bring us together and you guys actually do that, so it is wonderful to see you as always i think the chair of the full committee, today we have our second Budget Hearing on the National Institute of health and again i want to thank the chair for having us here, and inviting some of the institute, we do not get to hear from them as much as we should and i associate myself with the remarks he made about that, i look forward to making more about the research being done and the prosecutors of the future, i would also be remiss if i do not recognize doctor Francis Collins, i want to congratulate dr. Collins on reaching an amazing accomplishment of leading the nih for ten years as director and he has read me say this before but hes clearly the best politician in washington d. C. , if he could he would vote barack obama and, trump that is Pretty Amazing span of appreciation in which the manner he has led the nih and create deal of National Confidence obvious in his ability to assemble this. He has been there for many years and it is an advocate of groundbreaking Research Foreign agents approved by age funding, and as they said the four years of sustained funding increase which was as the chair said very bipartisan, owes agree deals who frankly our confidence and dr. Collins as the leader of this institute as well and he has made the case appear for a lot of years as to why this is an important investment in this committee and the bipartisan fashion has listen to that, i want to highlight some of the work being done that frankly local ed universities in my district through the support of the nih, sometimes they seem to miss that when they announce a new cured, and everest is funded by the nih, so we have to work on that, but working with the colleagues in Oklahoma State university and science enters, researchers at the Oklahoma Medical Research foundation are using a novel three dimensional model made up of human tissue to study the respiratory on virus, i wont write twice, virus affix the law as, this virus is a leading cause of pneumonia worldwide and takes a particularly heavy toll on children, and nearly 100 percent of them by age, to the virus is highly contagious and for those with weakened immune a systems like things like asthma can mediators are even deadly, this reveals what predisposes infants to severe infection and create a launching pad of their piece down the line, this long in a petri dish model will prove to be valuable for studying other lung infections like flu, allergies, and asthma. Another area of focus for the medical Research Foundation is lupus, it affects up to 1 million and a half americans, and averaging heavy toll on African Americans, and native americans, loop is is a chronic auto immune disease that causes inflammation throughout your body. An auto immune disease is a condition in which are bodies own immune system is responsible for the information of its own selves, the information scene and lose can affect various organs and tissues in the off body duty joints, skin, but, an internal war, against the disease can be severe and potentially lifethreatening, can cause permanent organ damage, currently theres no known cure for a loop, is it remains a top ten cause of death in African American and hispanic weve had between the age of 15 and 45 and to understand more about it scientists are conducting largescale genetic analysis of lupus patients and healthy volunteers. We will focus on 25 jeans that have been previously linked to the disease and the goal is to identify the genetic operates that disproportionally burden African Americans with lupus. To study this on the groundbreaking work, it is already done in the loop is space, including discovery by one of its own researchers doctor judith jeans, and they can actually relieve and delay the symptoms of, this as they have discovered these medications are now the standard treatment for care of manys lupus patients. There are countless studies like this taking across the United States as a direct result of nih funding, and age fault sisters such ingenuity, opening a new fields of medicine and Biomedical Research, all americans benefit from this research, future generations who will benefit from the promises from the research being done today. Despite some of the controversy that can surround this bill, support for research in an age has been broad, bipartisan, and has been supported by leadership in the house and senate alike. And now i dont want to take up additional time quite frankly id rather hear from them about their exciting research, but i do want to thank each of you and your, colleagues those institute and Senate Leadership that were talking to us for their passion, dedication, and hard work. With the work the nih has and will change the course of disease, detection, and treatment for generations to, i Hope Congress continues to be a supporting partner in these efforts, thank you madam chair for holding this hearing and i yield back my time. Earlier in the year however the Trump Administration submitted a budget that would cut the nih by almost five billion dollars, its Crystal Clear that President Trump doesnt really understand the nature of this committee and how bipartisan it is and no regard for the National Institutes of health in the cutting edge work you do to save lives and advance curious and improve the health of americans, despite the president s harmless and misinformed efforts to cut the nih, we have responded resoundingly. Unlike the president , my colleagues and i prioritize the health of all americans, we are on track to invest billions more than the president would for our worldclass National Institutes of health. Our house passed fiscal year 2020, labor health and Human Services education and related agencies bill would provide two billion dollars more for the nih, including a critical across the board increased for all the nih institutes and centers, this would allow the nih to better respond to scientific breakthroughs that result from astonishing foundational Research Done at the institute such as those with us today. We have the distinct pleasure to hear from several Institute Directors who are leading innovation in their respective fields and there is so much innovation going on, doctor collins i dont know if you just threw the numbers of the institutes in a hat to try to pick which ones are here today but i really look forward to hearing your remarks, not only will we hear about the encouraging advances today but also the exciting innovations that have just erased, we are tracking a real lifesaving achievements that with our continued commitment had and investment could soon be on our doorstep thanks to the nih is extraordinary work, so rest assured we have the administratives attempt to slash the budget will not end, we remain committed to ensuring that you have the tools at the resources you need to deliver for the american people, so i really do want to thank you and i look forward to our discussion, thank you all for everything you do just to improve lives, thank you.
