Transcripts For CSPAN3 Former National Security Adviser Susan Rice Others On Foreign Policy 20240713

Practitioner of trade, economics and Foreign Policy altogether and spent many years in the u. S. Primary to is latest and well talk about that as well as Foreign Policy and some trade. Please welcome lambrinidis. Thank you so much for joining us. I come from a bulgaria but lambrinidis its not switch so forgive me for hesitating. I thought you were gonna call it lamborghini laughs you have to work. Lamborghini us for later. Im going to start with you by talking about a very recent announcement that has to do with the u. S. And the eu. The u. S. Is putting seven and a half billion dollars in terror tariffs on the eu. Because of the eu subsidies. Where is all of this headed . Is the trade border now between the u. S. And europe feasible . Its not a great place to be in. They World Trade Organization moved and the official rulings that the European Union was subsidizing airbus and the United States with subsidizing boeing. Both were found to be in the tours. I found out from my american friends that when they lost a case he tried to settle it and you discuss the issues of settlement that could be obliged to others and very sensitive and part of the industry. The u. S. Has decided that theyre going to apply what they legally can apply for the air bus case and how much will be entitled to receive in about six months. We will be forced to apply our own tariffs. They are down and settling and the situation that is necessary. The thing key here to everyone understand is that the country around the world are building civil aircraft today are 100 subsidies with air control with the roads are hoping that they could flood the international market. It is in our fundamental strategic interest for europeans and americans not to be fighting over this issue, but to be setting the rules for everyone else as well. As the u. S. In europe are fighting everybody else is gaining ground . Without rules we can set the rules. I hope we will begin discussing very soon and can avoid most of these negative consequences with those tariffs. He might have heard there is a u. S. President ial election in about a year. Really . Does that help or hurt this effort . Do you see things like the latest tariff announcement as a domestic political messaging . Or do feel just the opposite . That the election and the u. S. Economy to remain in pretty good shape is going to moderate our temper in the president s resistance . We have proven up to now that we are part of the future and its very bad for the u. S. Economy. There are no winners and indeed you see also today the industrial manufacturer investment in the United States going down dramatically. Every business person i talked to says that because they security creator around the world with the World Economy because of the trade war is the reason why they will not take the risk to invest in things that they dont know if they can make money out of. Theres a supply chain as you know now with one particular city and one particular town and one particular country. Absolutely, if there is if there is a tariff or a trade war that the u. S. And other major countries in the world would have an effect on their economies and the u. S. As well. The vice premier and President Trump are meeting. How do you see the state of the u. S. And china right now . Is it constructive on seeing whats next for the eu or is theres fundamentally different approaches that the u. S. Is taking . China is a very bad trade competitor. They subsidize their companies and their products, they do all these things at both the u. S. Want to stop doing. The real question there is how to actually achieve that. Theres no question in our mind that if we were together with the europeans and americans that we will make sure that not only china plays by the rules but those rules need to be amended but this can be done with a maximum possible consensus for everyone around the world. Because whether or not we like it china is the World Economy and is doing things and unfair things and for me, michael is to have this alliance when it comes to trade. Highlight as we did in massachusetts last week and as we did with kentucky and texas and other states recently, to highlight each others best partner by far. But people dont know and that they should know is that the European Union fundamentally is 28 countries coming together. Those countries deciding that theyre going to eliminate their 28 individual legal regimes and combine under one. That, which is a difficult exercise has created the Single Market in europe and the most open and prosperous part of the world while 520 million people. The fact that we have the European Union and that market has allowed the u. S. Companies to set up shop anywhere they want to. And be able to trade and sell everywhere to those 500 billion rich consumers without any barriers. This is a and thats why they are in europe and will make anywhere else in the world and thats why we have our own a big, Strong Companies that invest in this country also creating millions of jobs for americans in virtually every state in this country. In efforts with the eu and have attention that would hurt u. S. Businesses . Im hoping that we have the biggest relationship anyone has in the world together right now. If we build on it that we can create even more prosperity for our people. This is michael at least in my job. I want to talk about texas in a minute. I want to talk about Foreign Policy first. Some very disturbing developments about the turkey and syria border. What will you do to address the move into syria . Who have done at least two things in the past 24 hours. President juncker of the secretary of state 20 other states are united and will stop immediately in the military action and are not wishywashy about this. It is dangerous and destabilizing. Its fundamentally weakening what we have with the way that it is dealt with with some of the allies we have in syria. We have also made it a very clear announcement that we will not in any way support any efforts of turkey to forcefully transfer refugees back to syria to change the demographics of the country to put them there because we also think it is very dangerous and could radicalize people and can take away human rights and millions of syrians and create more violence. What turkey is doing now can create more violence, we think we should all be stopping that. You used the word wishywashy, do you think the u. S. Is being wishywashy . Has there been enough clarity in terms of response from this administration about the u. S. Position on what theyre doing what the consequences and what they will be . The development of u. S. Policy in the country right now and what we can do at this stage is make this to turkey which is a candidate to the eu which has a special relation with turkey. What we as they think will happen and that will have an influence there independently. We were told that its legitimate security concerns which should be addressed but is not done with weapons in this case and only creates more violence among the turkeys interest in politics. We will continue to support turkey in turkey where in the past 3 million refugees right now from syria and elsewhere and the issue is the biggest by far the supporter of those refugee camps in turkey among the turkish government. But we will not be supportive in exporting this problem back into syria in a way that the security concerns and human rights to. Youve been on the job here since march. Indeed. Youre saying this like its a good thing or a bad thing . laughs you have to hit the ground running because theres a lot of stuff right . I havent stopped. Or the ground hasnt stopped me. laughs we all feel that ray white about now. The audience really doesnt know yet and can you give us a quick minute or two introduction to who you are. Youre born in greece but youve been in the United States into teenager basically and that brings it back to greece. I was born in greece and raised in greece. My went to a boarding school and didnt have a very strong connection to stay in greece. I came to the states and word to a college in massachusetts and i didnt know what to do with my life so i went to law school. laughs then i went to connecticut and i came to washington and practiced at a big law firm here and the greek army found me and went to serve and i went back and i caught back in greek politics and i stayed. I did many things in my life since then. I go back and think my god its almost too many. I was the Vice President of the European Parliament and then i ran the Foreign Policy for the European Union. Then they thought that hes been to enough difficult countries lets send him to the u. S. laughs its an easy duty, easy rotation. Youre years in expertise were in trade. Absolutely it, wasnt trade. It makes it easier to deal with these issues here. The issues are on the top of the agenda and there is a rhetoric that somehow theres fairness in the trade relationship and its very important to address this. For those that dont know it is goods, services and its investments in the profits you make off of those. When you look at the openness of the u. S. Market and the openness of the European Market and the facts and the figures that you see is that they have a slight trade surplus with europe. That is something that new here with the deficits and goods trade but the fact of the matter there is that there are consumers that make decisions on what not to by both in europe and in the states. People in the states to side that are very much appreciate that they want to buy it and thats a right and then that they want to buy an American Services have a big surplus because thats what works with the economy. But we have been fair to the u. S. And have not been fair to us but we have some disagreements and those cases will sit down to negotiate. I am very hopeful as i said before that we can negotiate and weve had it already but look at what is happening in the past year when it comes to the reports of energy and what has happened in the u. S. And what happened after president uber the past july which exploded because we decided in europe they want to diversify an issue that we dont rely on any particular country and that the u. S. Has a renewed an amazing ability to export and we invested billions in building the terminals all wrong and that to come in. Its a win for the u. S. And win for the eu, this is what they can achieve and do and this is what folks are going to help with the u. S. As well. As we close these conversations, we like to talk about one fun thing. There have been a couple of really fun things that your residents were having a party for and about and with many guests from kentucky and a party from texas. Youve taken an approach as you have said of flipping the script on what a new party should be about. Can you share with us just before we go a little bit of what youre doing . Id love to. Usually when they come to the United States we go around washington and different states and the u. S. Should like them. He should like europe because we give jobs to the up and we should like europe because thats something that i do and i do everywhere else. But never has the opposite happen which is trying to find ways to indicate to americans why the europeans love you. This is in fact 60 million europeans in this country who have come with their families and in this situation with the same. The bridges that we have built in the personal bridges and when i came to my house in washington which is a very beautiful house, the obamas are two houses from the left just to give you a sense of where their houses situated. Im very well protected. laughs in case you are wondering. I walked in because the previous ambassador and his wife at a beautiful collection of their own and i saw those laws i said, okay, what can i do and i asked my people and i sought thats interesting but i dont want my house to be a mirror reflecting myself. I wanted to be a window were i came to serve in. Then i thought, can i get fired from the state . Thankfully, for a number of instances a fantastic museum in texas which is the museum of fine arts decided to donate to me a huge collection of art and fantastic collection which is now in my house. We have decided to have a celebration of kentucky which is the biggest one in the state and would bring im sorry you are not there laughs we had the best bourbon and in both events a congressman from kentucky and from texas and are not interested with my favorite greek art or maybe yes or no but they were there. There was a lot of press and media interest and we had the mayor of louisville and kentucky and other mayors there from texas. We created something entirely different. We told people only why we are grateful for this country and we feel like we are. We want to tell americans why we are grateful for what weve done for europe and why when it comes to the challenges in the future why this is going and were subsidizing aircraft and robotics in and where the space is going and what were doing up there. All of these are issues that can determine big values matters such as freedom, security. We cannot lose that and we have to Work Together and win this battle. With texas is not a question of whether its going red or blue, its whether red texas is going with the eu. Ambassador, thank you so much for spending time with us this morning. applause i hope congressman raskin brought the bourbon. The Montgomery County bourbon. Jamie raskin is the representative from the Congressional District which is right next to the district in front the side of the street you might be on the Congressional District and the other side around the sixth Congressional District. My house was right at the edge of the eighth Congressional District. Hes also a member of the house to disagree oversight committee. So he sort of busy these days. And also constitutional law professor that will talk about this morning. Welcome congressman raskin. applause thank you for joining us. I didnt know you are on the outskirts of the eighth district. When it is where you and last time next time. Thank you for your service. laughs so why dont we start with constitutional law. Were all thinking about it and thats what you do. Its been a crazy couple of weeks its, safe to say. Do you think that the current impeachment inquiry is ultimately headed to the Supreme Court . If not, why or why not . There is no go for the Supreme Court when you look at the constitution and the house of representatives that is so powerful of impeachment because of the senate as he sold power to try an impeachment with the president or not and the founders explicitly rejected the idea of having the Supreme Court involvement. What President Trump thinks all these problems will be solved by his friends in the Supreme Court is one at a Supreme Court is not going to be able to be solved. It is an important statement by the founders of the governance here. Considering the idea of making impeachment a process and they rejected it. They said is too important to leave justices who have been appointed by the president which will rest with the people in article one. On a period of rediscovering the fact that we are not coequal branches. A lot of my democratic ways we get on the floor and saying mr. President please choose a branch and yank them down and subject them to an entire semester of constitutional law. There are coequal prank branches they will overthrow kings and got rid of monarchy and theocracy and are placed with government by the people and the constitution and with the people are a Perfect Union established duchess and tranquility and provided for Common Defence and Child Welfare and the posterity with establishing the constitution of the United States of america. The very next sentence is all legislative power is vested in the congress of the United States of america. The house representative in senate. The sovereign power of america and the people created the constitution and that power flowed immediately to congress. So we represent the people. We have an enumeration of all the powers of congress and everything from regulating congress to internationally and establishing the post office and intellectual property and immigration and all of that is in there. Including an article in section eight, clause 18 at all the other powers are necessary to execute and then you get to article two and the president s main job is to take care of the executed. One of the four sections is about impeachment. At the president can be reviewed for committing treason another high crimes and misdemeanors. The president straw and forcing in implementing the laws that we adopt. We have the power to impeach the president if he violates the law, he doesnt have the power to impeach us. A moment in American History over trying to recapture the original vision and design of the frameworks. Are you arguing in this age that executive power has been consolidated over the last three president s. Are you trying to argue that theyre actually a more Important Branch . Okay. Yes. laughs i want to get back to the design of the constitution. We have this imperial imperialist presidency and this president has declared under article two, he can do whatever he wants. Theyre making the argument about im not subject to criminal investigation or criminal prosecution because congress has the power of impeachment. Congress is encouraging an impeachment process and the i
