And indeed, we have been able to develop facilities around the gulf of mexico on our east coast to help expert to the world who wants her natural gas pray they want to natural gas because to have choices from other countries and their replacing other types of fuel, whether japan looking for replacement for nuclear and whether its other countries looking to replace their indigenous fuels, it is a great opportunity for that. On the west coast we have limited lng export facilities. Being able to have an lng export facility that speaks for itself currently
Asian Countries<\/a> have to go from the gulf of mexico over to asia and clearly to have a strategic lng export facility on the west coast will help her asian friends and partners and serve as u. S. Lng as well. Thank you chairman and thank you mr. Menendez. I recently spoke with doctor faith of international agency, the impacts of covid19 on the
Energy Sector<\/a> and what we need to do to get it back on track. He urged the consideration of an aid package to invest in
Innovative Technologies<\/a> that will help our
Energy System<\/a> becoming cleaning and more reliable like renewables, storage,
Energy Efficiency<\/a>, advanced nuclear and
Carbon Capture<\/a>. The act which are committee spent the last year end a half putting together would invest billions of dollars in those sectors and innovation has historically been calloused for

Research Community<\/a> so they can begin to develop vaccines and therapeutics. It used
Artificial Intelligence<\/a> in the highperforming computers to also go through the several hundred compounds that were potentially able to be used to develop vaccines and therapeutics. We were able to reduce that number down to a manageable number and we put that out into the medical and research committee. I have one final question very quickly. Historically the last few months including even reaching negative prices which ive never heard in my lifetime. For the first time in history. That means the great prices at the pump for you and me that it could lead to negative consequences and job losses
Come International<\/a> instability among the developing countries. So, i am aware of using
Strategic Petroleum<\/a> reserve to release the pressure during this time of the demand thats what is the chosen deal we have to respond to the
Global Market<\/a> instability, and argue concerned about the stability of the overproducing nations, and if so, what do you think we can do in congress or should we do anything . We must remember that preceding, there were actions by saudi arabia and russia in which they decided to increase supply and cuts prices to such levels that would be illegal in the country to do so but to meet the demand in the economic revitalization these are u. S. Producers that primarily were unconventional but they were the ones who came forward to make america the number one producer of oil and natural gas. Where the department was able to play a role is to support the president in his conversations for the first time in history the u. S. Was able to dictate to the countries to get together and to control their supply and frankly talk to saudi arabia about reestablishing the prices. All of that helped. The point im making this without the policies and the technologies that were in place to put the u. S. In that position, we would have never been able to bring death to bear against the country so on a
Going Forward<\/a> basis, we need to make sure we can continue to lead the world into being able to being the leading producer of oil and natural gas when necessary. Other countries will look to us for leadership and will play a strong role in determining the price

Nuclear Fuel Supply<\/a> chain. The report clearly states russia has organized its
Energy Supplies<\/a> with their strategic interests. This includes what we used to power our homes and businesses through the
Nuclear Power<\/a> plants, 20 of electricity in the
United States<\/a> as a result of the market manipulation america and uranium production is at its lowest level think we cannot really tolerate their behavior in this. Commerce department is currently negotiating the import limits with the
Russian Federation<\/a> and today im sending a letter supporting the commerce departments efforts to extend and reduce how much is used in
Americas Nuclear<\/a> reactors. The president s leadership you mentioned in the department of commerce established the workforce we did release the strategy to the leadership and that will allow us to put in place the necessary for us to reestablish the ability to produce the uranium that we would need to both serve the
Nuclear Deterrent<\/a> that we have in the propulsion as well as the stability so its important that we can do it here so its a comprehensive program and the answer to that is yes but we are also in the business now setting up what we can do in this country to ensure they have the mining capability, the conversion, the enrichment and the fabrication. These are things we need to ensure that we can provide what we need for both domestic and security purposes. I appreciate its important to me and to the nations security to preserve the domestic fuel supply. It comes more than two years after the miners. Given this urgent need to salvage what the department identified immediate funding. We have put in place programs that will feed into the establishment. We are happy to do so. Its been a
Long Time Coming<\/a> and we look forward to working with you and the appropriators to ensure we get the requested amount that we need to make sure we can have this
Going Forward<\/a> into the future. To expand the tax credit for
Carbon Capture<\/a> utilization for storage of related
Carbon Dioxide<\/a>. This was raised yesterday at lunch with the president and a number of members in the
United States<\/a> senate. The department supported the irs as it developed the proposed rulemaking. I support that and continue to urge them to release the ball making as soon as possible. We took it to the president yesterday. Can you talk about the importance of largescale
Carbon Capture<\/a> utilization and storage for the
United States<\/a> . Thank you, senator. This has been a top priority of our department to work with treasury and the irs to try to get these rules followed up on congress enacting. The
Reason Congress<\/a> extended the tax benefits tax credit for the
Carbon Capture<\/a> utilization and its technologies to take some the cost of the technologies to put them on existing units to help eliminate some of the
Carbon Emissions<\/a> that we have. We have the facilities whether it is power generation, manufacturing, refineries. We have those that can benefit the 45. As you mentioned secretary perry sent two letters that the secretary has weighed in on with others. Ive had many calls with the irs and the efforts to try to get this out. We have some good news to believe that its going to be forthcoming. But i want everybody on the committee to fully appreciate what is available here. There is capital out there ready to drive down the cost of this technology and put it on the existing new facilities and this will go a long way to maintaining. Thank you for your work its good to be with you at the
Pacific Northwest<\/a> laboratories event. Thank you for participating in that. One of the things the community has brought up obviously we are always fighting to make sure we get the appropriate amount in the budget. Suggesting maybe we use this opportunity to create a higher investment and quicker reaching milestones. I think last time the budget recovery act have 6,000,000,004
Environmental Management<\/a> program and i think 2 billion extra went to the tricities. Is that an idea that we should be looking at and how will it help us meet the agreement and what else could it help us do if we looked at that kind of
Economic Investment<\/a> . Thank you senator for that question and let me make a commitment to you that we will do everything that we can to meet our legal and moral obligations to clean up those sites to the constituents and we also pledge to maintain the relationship that we have established with the state and the union and the workers. You make an excellent point the trip is one that would make any american proud to see both what is accomplished when we needed it during world war ii and what it has become today. The challenges are many but when you go out there and see the progress that has been made and the people out there, you realize we have an opportunity to build on the successes that we can. I was talking to the site manager yesterday and he says weve developed the concept that enables an advocacy to continue told the story and you can then get the resources that you need to continue to progress. Energy System<\/a>s and you probably are aware of the bill senator manchin and i coauthored that authorizes integrated
Energy System<\/a>s programs that will improve the resiliency and longterm competitiveness of the nuclear industry. Could you give your thoughts and guidance as we move forward on these enterprises . Thank you for the question. I was delighted to read the integrated
Energy System<\/a>s built. As you may be aware that a couple of years ago over at the department and working with the leaders and the white house we decided to bring together they
National Laboratories<\/a>. The. And the national
Energy Technology<\/a> laboratory. We wanted to see how it is we can break these and what each lab prof to bring to the end integrated modern grid system. It can be flexible, different fuels to be able to take advantage of a lot of the
Energy Created<\/a> a. You can create thermal heat for electrolysis to create hydrogen and different fuels and products and technologies so that was a comprehensive technology. We had several meetings and laid out if you had an opportunity to collaborate in a comprehensive way what could you come up with. I will say that the administration doesnt take the position on the bill and we have prepared to continue to offer
Technical Advice<\/a> on them. Its what they bring togethe ben the
Energy System<\/a>s. Your vision in that regard is to be greatly commended us the world moves over the next decade and sentries to most of the
Nuclear Energy<\/a> which it has to unless there is something in the health care that we havent heard about that can create energy so thank you for that. Changing gears for just a second at one time of course the
United States<\/a> had the sole position on
Nuclear Energy<\/a> indeed a
National Laboratory<\/a> of my state first reactor was built in the first three light bulbs that were built with
Nuclear Energy<\/a>. We built reactors there and things have slowed down obviously in the

Nuclear Fleet<\/a>, the 90 plus that are being reduced. Most of the world is actually going the other way. China is there, russia is there, we are there. Give us your thoughts on how we can continue to compete and improve our competitiveness we all know that our interests are broader than our competitors in the
Gold Standard<\/a> and they are interested in seeing some of our competitors have no interest in that whatsoever. Give me your thoughts on that if you would, please. Thank you for the question, senator. Happy to do so. Nuclear power is an important industry not only for the current civilian
Nuclear Fleet<\/a> but also its important that we maintain the
Global Leadership<\/a> in the technology that goes along with building the next generation fleet. Why is that . We know how expensive it is but why is it we should look at this back the fact of the matter is we have benefited from the fact that other countries have always looked to the u. S. To have possessed nuclear technology. The best, the highest safety standard and
Health Standards<\/a> and indeed they wanted to use our technology so the way that the global
Nuclear Fleet<\/a> generally developed was that they would enter into the agreement which requires the countries that use u. S. Technology agreed for nonproliferation and long enrichment purposes and we have the
Gold Standard<\/a> in place. They are turning to nuclear rather than natural gas for
Electricity Generation<\/a> because they want to preserve the oil and natural gas for export for the revenues. To build the
Nuclear Facilities<\/a> in these other countries. We as americans could care greatly they are supporting the developer to future technology by investing in the next technology. We think a small module reactor is there,
Congress Approved<\/a> advanced test reactors so we can look at different fuels and fuel cycle and indeed congress has directed us to establish and fund and build and design a test reactors all of which goes to allowing the u. S. To continue its leadership and that will serve us while indeed it will serve the world well so that other countries will not use others dont share our values tr values and technologies they will not require them. They have
Gold Standard<\/a> in place of nonproliferation and not enrichment. Well said. Thank you. Thank you madam chair. Thank you for outlining that. Weve been working on it for some time. Thank you, madam chair. Do i understand it to be correct in your existing position you havent had a chance to visit the facilities in new mexico at this point . I did not. I had a trip planned, however i was not able to make it out to new mexico. I would be run as if i didnt say as things settle out and people are working at los alamos and we are testing extensively that workforce so i would be run is to invite you to see those facilities. I would look forward to that opportunity. One of the things im frustrated by this is just not an acceptable level. You on can you explain how the scope of work at los alamos can be executed with half of the resources . Thank you for the question of. First of all in establishing the budget, ive been briefed on it for the hearing we were spending some carryover funds if you will if you may request and received money into fiscal year 20 there continues to be a lack of clarity about just how much prior to the funding is going to be available to the next fiscal year so can you provide me for the record the correct amount of available carryover and the amount. I would like to comment the secretary. Ive spent a lot of time on the phone with him as a result in thiofthis emerging crisis workig through pickups in the ability to be nimble in the face of the crisis that the national lab in particular they are doing amazing work some of it at the global level some of its supplychain issues and establishing a. So do you have ideas for how to streamline and reduce the barriers that allow us to maximize the laboratories leaning in to be the problem solvers. Thank you for that question. And indeed you did describe a situation where the labs are both leading the world in many ways try and define to combat covid and i know that youve been in contact with the secretary. Indeed he and i had multiple conversations about that. I believe the answer is what you see it that way th in that way y has been handling your respons responses. We have a
Good Relationship<\/a> with the lab and we know the management and leadership and we are able to fully work with the governor and with your office so that we can guess in a way that wouldnt rely on the way that weve done it in the past. One thing we have all learned during this crisis is that we cannot continue to do business as usual. They are powerful weapons in this fight i just want to see them utilize to the fullest because that is what the workers want to do as well. They are bringing solutions for work every single day and we want to use those solutions. When it comes to the
Energy Efficiency<\/a> standards that is a question that i will have you respond to for the record. Thank you. That has been a high priority of mine and i look forward to providing you answers to that. Thank you, madam chair. Specifically how you plan to exercise the crucial role in the small refinery exemptions during your tenure as the deputy secretary. Are you going to consider past and are you going to use the post 17 scoring for compliance the polls before the courts decision made . Thank you for that question. As you know we take our obligations to be sort of a consultative role seriously. They send us applications and we diligently review them and make determinations on eligibility regarding a. They are entitled to make the application and i will be perfectly honest having been part of some of the drafting that was going on a it was a surpriswas asurprise to see thet decision to be honest where they interpreted certain phrases without any time included a to have for every year since 2011 you had to have requested an extent did. I think that has created a problem with what they are going to do. I can assure you that as they send over these gaps to be consistent in that decision we will review them expeditiously and return down as promptly as we can to the epa with that determination as we have done in the past. I appreciate that and your willingness to work as expeditiously as we can. I think its an important issue. My governor sent a letter to the epa administrator asking him to look at paragraph seven of the act allowing for the administrator and in consultation with the secretaries of agriculture and energy and all in part based on the determination by the administration. Theyve been engaged in these issues but throughout the entire administrations. They want to take care of both the refiners in the
United States<\/a> and the ethanol produce producers. Its been a key priority for the administration on this. Our role is again consultative with the u. S. Department of agriculture. Unlike where the department of energy and the consultants will. However, we will im sure when the epa begins to act we will provide our assistance and evaluate the application. I will say that its a little bit different from the disproportionate hardship impact on the severe economic harm to a state or a region or to the economy. Speaking of differences, how did that develop and conduct the department of
Energy Compare<\/a> or differ from that conducted by a private company . The biggest difference is the role of the department is one of the basic research that the private sector wouldnt have the resources or the willingness to go through. They wouldnt have the capacity that we would to take the technological rest. They would invest in things that might take the product to be a breakthrough product. The governments role i governme what breakthrough
Tech Knowledge<\/a> he might result in new products and that is the role that we see the government should play. Its more basic at the early levels of the
Technology Readiness<\/a> levels as opposed to doing a lot of research ads may be technology was already nine where someone is commercially available. That wouldnt necessarily be a rule that we see. However it is always important to ensure the technology we developed could actually be commercially deployed at some point because we established the office of
Technology Transitions<\/a> to allow that to take place. We do have a role to try to push this technology that was developed through
Research Dollars<\/a> at the department to get to the industry and the commercial world so that it can be deployed [inaudible] [inaudible] [inaudible] [inaudible] thank you for allowing me to tell you what we have been doing of late. During the covid, this is the article related to that, the secretary and i basically ordered the department is to look across the
Energy Efficiency<\/a> and renewable
Energy Office<\/a> to see if we could for their any of the cost share payments on some of the renewable projects that we fund and go out. Maybe we can negotiate with them on the cost share and perhaps puspush milestone for timetables out. Weve also worked with the
Loan Program Office<\/a> to see if they can also give some kind of forbearance if necessary on a needs basis. But we also ask them to go out and solicit those that might be interested in making applications with a department that we can consider. So, we were taking that at that role. Now during covid19, weve been pushing them out in rapid fashion and these were opportunity announcements [inaudible] i think the record speaks for itself. Thank you. [inaudible] thank you for that question. We absolutely believe [inaudible] we will follow the law at the department. The thank you, senator. Thank you again for being here. Louisiana has two folks at the top of the office. But you also know that its been one of the states hardest hit by both the demand destruction for oil and a lesser extent and natural gas and you understand the implications of the familys livelihood. So, as i mentioned in my remarks, with this comes the responsibility if you will to get the
Energy Economy<\/a> going back to work. Some of that is related to how will we get the economy back again but the 1 degree that you feel expanding storage were other options may help preserve some of these energy paying jo jobs. We have an obligation to get u. S. Workers back to work weve identified the authorities that we have on this it is interesting to note
Congress Gave<\/a> authority for 1 billion barrels a. We can have the capability of putting u. S. Produced oil when necessary into storage. That is one thing. Much of this new one would require some investment, so that would create the u. S. Jobs and we would have the benefit of employing u. S. Workers as well as providing future storage capacities
Going Forward<\/a>. That is one thing to consider. The other thing of course is as the chairman pointed out, the facilities continue to make their way through the regulatory process. We commanded to do our review on data so that we can, where it is economically feasible to do so, have the facilities in place. That will be u. S. Jobs. So, we are committed in many ways you heard as it was pointed out to the senator, we have been pushing the funding opportunities now. These resulted in jobs and projects and so we are willing to do whatever we can with the authorities that we have to have thand theresources that we have. You mentioned the increase stories base obviously with the department would they be issuing notices in the further space . They are being studied and looked out and as i mentioned it is likely to take some investment. Would you be releasing any more of this to the producers . That is the purchase of a
Million Barrels<\/a> and we also as youre probably aware completed an rfp for leasing in the 53 or so billion barrels available and looking at our options
Going Forward<\/a>. Theres a lot associated with that and can you describe some of the regulatory challenges in building
Carbon Dioxide<\/a> pipeline and how the federal government can help reduce the burden for the associated infrastructure . Thank you for that question and the opportunity to elaborate. The pipelines are necessary for either a. To be able to get the
Regulatory Approval<\/a> but we need, i think that this is something all of the states should look at whenever they are looking at what pipelines or what purpose. Its our belief they should be using the delegated authority to get to yes and not be an obstruction to the pipeline. Music to my ears. Madam chair, i yield back. [inaudible] first i want to thank you for your service. You mentioned a this week i want to commend the project to you and i hope that is something that you can pursue and empathize with your work. The. I would love to see this relationship at next years budget so keep that in mind. [inaudible] what they turn to another specific issue. Thank you for that question youu might have heard in the opening remark that we mentioned the initiatives that we have started these are comprehensive crosscutting and collaborative and one of them is the materials initiative. The goal as you mentioned is to diversify the supply to create and potentially find substitutes to drive the recycling of these into is a collaborative effort over which several of our offices and we look forward to working with you on that. The underpinning of breakthroughs. The electric grid has worked hard to maintain the level of their cybersecurity but we dont believe the gas pipeline system. If we have a cyber attack. Thank you for the observation and question. I will tell you congress designated us as they specific agency over the
Energy System<\/a> we have regular meetings within established a great working relationship we are working on that at i think you also have to keep them in mind as well we share these threats frequently with them and let them know when the risk level exceeds the amount on any pieces of equipment that might be put on their systems and we have a good working relationship with them and their trade associations and we are going to continue to remain to be very vigilant about that. We are doing what we can to ensure the system including the natural gas pipeline remains safe and secure. Thank you, madam chair. I want to thank the secretary for being here into th and the u are doing in your active capacity. A couple of items im going to follow up on is the
Strategic Petroleum<\/a> reserve as you are aware to provide more funding and authorize a shame to purchase the
Strategic Reserve<\/a> and are there any other aspects to it that you think should be included . Thank you for your willingness to introduce and pursue bipartisan support of this. This bill if it were to be enacted would provide us the sufficient revenue that we need to be able to purchase oil and put it in the
Strategic Reserve<\/a> from the u. S. Producers which is what our goal is. Also, this is something you have been working on and as you know ive been working on it as well. Please address the importance of getting the rule in place. Thank you for that opportunity. As i mentioned before this is a great opportunity to unleash the capital that can take advantage of these tax credits to develop and put in place economical
Carbon Capture<\/a> technologies to capture the carbon, process it and put the primary storage for the use of enhanced recovery. We have been working very diligently as you know with the irs, department of treasury and the omb to ensure we can guess this rules out. Its our understanding that it is forthcoming and we are looking forward to the release. With the institutions like the university of north dakota
Environmental Research<\/a> center do you think those are important tools for you to continue to develop
Carbon Capture<\/a> sequestration and do you support them. There is research that can be done with the project and the
Energy Environment<\/a> research. We have the formations and the worked together to are you concerned about early closure of these assets and the impact that it will have on the liability and recently in madrid and what are some of the things you think we can and should do to address it lacks thank you for that question. Indeed, we are concerned about the premature closing of the baseline units some inequities in the market formation in certain isos around the country and so weve been working in support of that to get the policies in place to be sure the actual cost of providing electricity is in the cost and all types of fuels would be treated equally when it comes to pricing. Storage Program<\/a> in place that would be a comprehensive approach to look at finding the solution and implementing one that is flexible for both interim and permanent storage down the road. We look forward to working with the stakeholders as we go through to put together a comprehensive durable and flexible plan. Technical Assistance<\/a> as necessary and we will certainly be able to

National Security<\/a> and i have one last question. [inaudible] but also have a working relationship although to see these
Community Activists<\/a> and there is that requirement. So just give us your thoughts to facilitate. Thank you for that question senators. In our conversations together, our commitment to have a strong
Indian Energy<\/a> program, program, there has been a great job also we have made a
Program Policy<\/a> factor different from other administrations if you have
High Energy Cost<\/a> and the funding opportunity and a first time applicant or recipient. Under both the scenarios we were pleased to inform you for the first time we have alaska the funding opportunities that we never had in the past. So as you point out and we do share your concerns about the 5050 cost share that is applied funding opportunities if you will and that does per on put the burden on the recipient all that we do fast some flexibility to negotiate but we have directed the indian
Energy Office<\/a> to look at all applicants and consider using the secretarys authority to renegotiate the cost share obligations. We are in the process of doing that right now. It is subject to current available funds but we have begun the process and we are happy to continue that. I appreciate that. Thats what we like and i have one final followup question for over a decade the department of energy title 17 program has helped commercialize advanced technologies to have a default rate lower than most banks providing over 2 billion in
Interest Payments<\/a> to the treasury their current me billions of dollars that could be used to help the next generation of
Energy Infrastructure<\/a> as we look to recover from the economy and the downturn for what we have already in the toolbox on top of that the gao found last year the title 17 loan program only promulgated 8 percent fiscal year 2018 and only 40 percent fiscal year 2019. I expressed these concerns at the
Budget Hearing<\/a> in march he shared he initiated a new formal review of the program and requirements. Do you have an update or can you provide me with an update of the formal review to share that it will ensure the program will obligate for appropriations . We share your concern about the low program on
Loan Program Office<\/a> have resources they can get the money out the door we requested outreach on that. One thing to consider initially in the
Energy Policy<\/a> act and then later amended by congress so it has several statutory requirements before any applicant is qualified to receive funds and that is to lower the emissions and the second one is the new technologies. Traditionally if you will they are technical hurdles to meet. s what we have done is we have asked for a review of our regulations and policies to see if there is anything we can do a neither statutory requirement. If i can interrupt, with such a little amount of the obligated funds that you can put out the door something has happened either the way they apply, the amount of bureaucracy involved what you are looking into and i applaud you for that please do something because something is stopping us from being able to engage to use that fund for what it was intended and you said new technologies things that can be brought forward to the energy market. So many things look at the
Storage Capacity<\/a> in
West Virginia<\/a> for our liquid gas for natural
Gas Production<\/a> would be tremendous for manufacturing we have been notified we are being considered but thats been a couple years. We are looking into it we asked our team to give us a list some are statutory and what we can do to help you. I guarantee it we will do all that we can to help you. After we get the report we will share that with omb to see if we can come up with recommendations
