[applause] for more than 30 years, its been led by one of the great jewish leaders of our time. The one and only. [applause] as ceo, markham shaped history through his visionary leadership. Thank you, malcolm, for all you have done and continue to do for the jewish people. [applause] we are grateful that malcolm will continue to provide us with leadership and strategic guidance in the works of our new chief executive, william. [cheering and applauding] william is well known for his past experience and drive and we look forward to his resolute leadership. Its more than these exceptional leaders that makes us strong. Its manifested in the passion and commitment executive it for all of you gathered here today. We live in complex times. On the one hand, the jewish people have never been freer or more influential. At the same time, we face unparalleled threats. We experienced this paradigm just three weeks ago when the conference of president visited saudi arabia. The great threat in the land. But the same things that shares common with israel as we face mortal threat at the hands of our mutual enemies, of iran. Similarly, in january, we visited with the Prime Ministers brief cypress with the Lateral Alliance between him and israel, so much the other countries are joining in. Together, with them, we face the hostility of turkeys president and desires to rebuild. Yet, with all these threats and more, the greatest challenge we face is our own unity. History has taught us that that can be our downfall. We know far from being a platform for bigotry, the platform for the bigotry over our subjective do. [applause] without the discussion over the years, as to whether we have a markup, right now, we must look inside and commit to making peace amongst ourselves in support of israel. [applause] we must set aside our partisan differences and find Common Ground in support in the u. S. Israel relationship. You need not be unanimous but we do need to be unified in our support. The u. S. Israel relationship is stronger than ever, thanks to the efforts of all of you. Together, we will make it even stronger. We will take our message loud and clear. We will not slow and we certainly will not be stopped. My friend, you are the front line. Let us reengage and reinvest those who have not yet achieved your level of passion about the state of israel from those within our faith and from outside. C. , i was her. Good afternoon. Im delighted to meet with you. Im mayor of washington d. C. [cheering and applauding] my hometown, our Nations Capital and the greatest city in the world. As mayor of the city like washington, one of the most exciting and rewarding things i get to do is build relationships with communities, with leaders around the world. Last year, our ability to work closely with israel a little bit easier when we launched nonstop flights between washington, dallas and tel aviv. [applause] members of my team were actually on the inaugural flight last may and then in june, i that more than 40 people from d. C. On trained mission to israel. Every one of us was grateful for that and it makes sense for us to make it easier for d. C. And israel to Work Together. After all, israel is the startup nation and d. C. As the capital of innovation. When we team up, we know anything is possible. During last years trade mission, i had the pleasure of meeting with three mayors, the mayor of tel aviv, jerusalem and haislip. There i learned so much about the challenges facing each of those cities. We gained a true understanding of israels vulnerabilities in the region and the world. We got a glimpse of just what is possible when great minds like that. Is there that we celebrated a new collaboration between the National Health system, washington d. C. The healthcare campus there. The department should a partnership that will improve the lives of children and families in both nations. That trip was just the beginning. The beginning of relationships, new ideas and opportunities. Opportunities to build solutions that challenge our city and our people and the jewish people around the world. Israel has been and continues to be an important trade partner for washington d. C. And the United States. Together, we will ensure it remains so. For the longterm. Thank you so much. [applause] for being in washington. I voiced an interest in politics and i like the idea of sitting down with members of congress and explaining to them the importance of israel and the relationship. What i thought was interesting was the opportunity to engage the highest levels of government and really to not only write a check but to do some work that would have a meaningful impact. I got the opportunity to build the relationship with a member of congress and he has virtues in this district and while he was sympathetic to that relationship, it was not something he spent a lot of time thinking about. I went in to see him and built a terrific relationship with him over a number of years. I felt more comfortable engaging with other people and i got to know other members in the congressional delegation and numbers from other parts of the country where ive got connection. They know and trust you. So having a credible source of information somebody who spends the time to get to know them, not because its their job but because they are passionate. I think its incredibly powerful. Please welcome former member of parliament and uk trade envoy to israel. I want to tell you about the 10yearold, a boyfriend because of last year czechoslovakia. In march 1939, his mom and teenage sisters. As the last time. They were rounded up and being sent to being murdered in 1942. He couldnt even speak english when he arrived in the uk but he grew up to become the youngest head teacher in the country. His honored by the queen and he brought up four children. Ladies and gentlemen, that little boy was my dad. [applause] its because of him that i am here today. [applause] until last year, i was a member of the uk parliament. I left later. [applause] i left antisemitism. [applause] but i come to you today the message of hope. Want to tell you how good this minded people of all backgrounds can come together and stand up and fight antisemitism. I grew up as a teenager, i wanted you help and build that society. I was elected in my 20s, a Senior Advisor to gordon brown. I was elected as a member of parliament and served as a government minister in my 40s. I am proud to say i was an active member of labor and israel. [applause] i was only one of three mds who spoke up against the jcp zero deal with iran. [applause] historically, the labour party had always been steadfast and support for israel including under the leaderships of gordon brown. It was not until 2015 when an obscure member of parliament was elected leader that everything changed. As soon as it began to shift, i started speaking out. Not once but repeatedly and consistently. [applause] for me, with my background in the parties and responsible, there was no trace. My parents told me that predators lead to intolerance and persecution every one of us has a duty not to standby but to make a different to fight discrimination, hatred and bigotry wherever we find it. [applause] so i campaigned inside against extremism on the one side against israel, each and every time they reared their ugly head. In 2018, while participating, i was introduced to a holocaust survivor as a british member of parliament. He looked up at me and said, from which party . When i replied, he asked, are you not ashamed to be in the party with all of the antisemitism . , never forget hearing those words. He asked that question in the country where my entire family was murdered, it shook me to my car. Thats when i knew i would leave the party. [applause] its still not as easy it might seem. However the party, it had been my life. I didnt know if i should bring another party or stop fighting, but to shine a spotlight and inspire others because thats all of us should do when we see a wrong being done. I suffer independent parliament and i remain grateful the Prime Minister, teresa mae appointed me to serve as the uks envoy to israel. [applause] i should add that i attempt boycott isolate israel. [applause] s in the general election was told in november, i decided not to seek reelection to parliament. Instead, i was determined not to do everything i could to speak with a very clear focus and prevent Jeremy Corbin, a man who called hezbollah his friend, from becoming our countrys Prime Minister. [applause] we set with the mainstream campaign to attract those politicians endorsed antisemitism would be defeated. Indeed, in december, Jeremy Corbin received one of the worst defeat in uk history. [applause] [applause] i am so proud, so proud of the way ordinary decent british people came together, rejected racism extremes and stood up for the jewish community. [applause] we defeated Jeremy Corbin in the election, we have not yet defeated the poison of antisemitism nor the demonization of the jewish state. That will take years of hard work. It may have started with one Historic Campaign but it will not and it cannot end there. [applause] while i trust a reminder that you have many allies in the fight to strengthen and protect israel, i hope our story also serves as a notice about how rapidly things can change. My friends, attacks on the jewish state must be exposed for what they are. An attempt to isolate and we can the one and only democracy in the middle east. Extremism must be stopped at first sight the rest the fingers directly to the same of the movement. [applause] aipac has a crucial role to play. The work in the congress in the corners of the United Kingdom parliament as well. Your fight is our fight. We must ensure israel, United Kingdom and United States Work Together to promote our values and seek peace and security for our world. [applause] is in, my father passed away almost exactly a year ago. In our last conversation, he said to me, he said i want you to know im very proud of you and i really agree with all the decisions you have taken. [applause] and i hope to continue to lead my life in a way that would make my father proud. So i make you this promise. Ill be standing with you every step of the way as we defeat extremism and support israel. [applause] always count on me. Thank you very much. Thank you. [applause] please welcome United States marine corps veteran emma garcia. Thank you. Imagine parent know the value. We dont concern ourselves with affiliation because our Common Mission is what matters most. We serve sidebyside to protect and defend our country. An American Veteran knows the value of young allies and dependable trends. Just take a look. Im the daughter of two pound veterans and the granddaughter of navy veteran. I joined the air force right after college. A lot of my heroes in the military, its back to that jfk ideal of doing something for your country. I wanted to give back and be part of something bigger than myself. Think veterans immediately, when it comes to National Security threat that israel faces, we get up. Service members and veterans and service members, we share a common bond. Commitment to the service to country, service to community, service to family. We hold a lot of common values and its not something you can say as you look around the region. Our success has been a result of our investments in our people and resources and part of that investment is working with alliances. Coming up with advanced technology that not only supports the u. S. But theres a lot of topics shared. Weve invested technology for the state of israel but now we are in the value of that phase. What israel does for our International Defense translate directly over into technology, strategy and tactical advances for the u. S. Military. In our security and strength of the future. As military folks, we know how important it is to continue to support israel while they can support themselves and take care of themselves. My promise to aipac is to not become complacent by educate people about israel and take a stand on the local couple. For some veterans, i think its a tremendous opportunity to be involved in something, to be involved with an ally like israel and further that relationship, i think it is tremendously rewarding. Its something you cant help but be engaged with them. Its been wonderful to continue that. [applause] please welcome thank United States secretary of state, michael, pay off. Michael pompeo. My thanks to aipac chairman goodman, my friend and betsy and all the incredible numbers and amazing volunteers for putting this amazing gathering together. God bless you all. [cheering and applauding] have been here a few times, when i was a member of congress, i got to know if the aipac team. I came to love them. It is wonderful. It never gets old to be here with so many great friends in the relationship between america and israel. This. [cheering and applauding] you should know theres no president in the administration who loves israel more than President Trump and our team. [cheering and applauding] i was going to walk through the things we havent done in three years but we all have to get someplace tonight. Lets look at what weve done since last time i stood right here. We declared the common sense truth that the israeli settlement arent consistent with international law. [cheering and applauding] we released a groundbreaking decision. [applause] President Trump took out one of the world worst antisemitism, some of money. Soleimani. The Previous Administration is to say that Osama Bin Laden is dead and its a lie. I think we could do one better. Soleimani is dead and israel and the United States are alive. [cheering and applauding] whats really important about that, is the nation of the middle east and the world recognizing just how enduring israel is. Coming to recognize that the martha middle east embraces israel, the brighter their future will be. Thats what i want to focus on. Under President Trump, israel is a partner. Rightly so. [applause] are special nation, pioneer experience, basic rights to freedom including religious freedom, rough and tumble politics. Today third election, they cant get enough of them. [laughter] think about the benefit israel brings to the region. An example of pluralism and great speech. [applause] it is a robust free market, innovative, entrepreneurship is rewarding. Its a place, a unique place in that region. A place where all work freely without fear or favor. [applause] good things have ripple effect, you know that. They set the example for pluralism. Productive israeli economy, theres nothing to fear for religious minorities. [applause] in december, Boris Johnson announced plans for the government to pass an antipdf law. [cheering] that same month french parliamentary voted antisemitism as i spoke about last year. [cheering] greece inside first have pursued a new Energy Partnership with israel as egypt and jordan. [applause] guatemala, honduras, have recognized jerusalem as the capital of israel and it intends to do so come join. [applause] looked to at the budding trend in the middle east, israel golf majors are warming to her, and 2018 they received binge and yet in yahoo for a visit, the very same year the uae played that is really an answer the last room outfitted not once but twice. Last year the iranian friends allowed is really in your list to visit for the First Time Since 1994. , Saudi Crown Prince said i believe the palestinians and israelis have the right to have their own land. I remember being in that room when ambassadors from irene and Prime Minister Benjamin Netanyahu both had remarks. Now these are just small examples, just a few glimpse of harmony and still much more progress to be made but i think these antidotes suggest a growing attitude, is shift among some of israels neighbors and the more the middle east embraces israel the brighter the future will be. That is true for the entire region. [applause] as i said earlier theres some around the world who still refuse to see israels shining example respect them as a nation for the number one sponsor of antisemitism in the world islamic or republic undoubtedly the worst, the regime continues to soak hatred of jews to serve their own corrupt and through textbooks, state media propaganda, the poisoned declaration of the unelected leaders. How sad given iranians give century to jews during the holocaust and help them escape persecution during iraq. It does not have to be this way. Let me be clear, the world knows, the world knows the noble iranian people do not hate israel or jews or any other religious group, its a bigoted intolerant regime that does. [applause] and it is that regime, it is that regime and its views are the reason President Trump said so clearly that iran will never obtain Nuclear Weapon while we are on watch. [applause] so who else refuses to respect israel, sadly members of congress who do too. In november, i received a letter from 106 members of congress that criticize moving the embassy to jerusalem closing the Palestinian Office in d. C. Halting for an assistant to the west bank and gaza in the rethinking at the state department about the settlement issue. The claim in the letter was the discredit to the United States as an honest broker between israel and the palestinian authority, they claim the severely damaged prospect for peace, they claimed this endangered of security of america, israel and the Palestinian People. You know, that discredits the United States, what damages piece, what endangers security, it is not recognizing the truth. The truth must be spoken, is what President Trump and her administration has done. [applause] the harm. [applause] the harm to israel, the harm to the region, the harm to th relationship comes from denying jerusalem is the capital of israel by denying the palestinian and washington was 100 necessary following the 2017 remarks at the un. What damages in discredits the United States in our relationship with israel denying palestinian terrorism has been the obstacle to peace. [applause] it discredits this relationship when you denied the settlement issue is a political dispute and not a political puzzle and ill have more to say in just a moment. Finally, the un. The un calls Human Rights Council and the high commissioner michelle. For those of you who are watching the council released the database of companies doing business in East Jerusalem and the settlements in the west bank. That release from the United Nations only serves to facilitate the movement and delegitimize israel how sad, i remember reading after its release, this is an organization that was set to opt to ensure no people ever again based horse like the jews faced in the holocaust and it is now antisemitic. [applause] this administration was right when President Trump asked us to lead an International Institution that grossly betrays the most fundamental mandate. [applause] my friends, President Trump and his team are standing and we know the more the middle east embraces israel the brighter the future, thats why weve taken action against those who would harm or weaken israel. Weve enacted the strongest Pressure Campaign in history of the Islamic Republic of iran money for terror. [applause] we rally nation and our own hemisphere and in europe to declare a terrorist organization in its entirety. And we have had other nations join us in banning the house phone around dangerous military actors, the airline of choice so it cannot move around weapons and fighters in the region that put israelis at risk. [applause] on the settlement issue, the settlements we cannot be more clear, we concluded the Obama Administration did not help the peace process. Or prospects for peace. [applause] we worked, we got it right, and in the 1970s declared the still billions settlement beyond the green line were illegal just as Ronald Reagan had rejected a few years after it was written. [applause] let me remind you that no less than senator schumer said at aipac in 2018, it is sure not the settlement that is a blockage to peace. [applause] and further on the settlement, i know some American Companies are wondering, some of wondering how to move forward in the wake of the Human Rights Councils released at the database i spoke about, it may not seemed like much to some of you but this is a real threat. I am proud to tell you that this afternoon the state Department Released official guidance on the subject. Heres what we said, we said we share your frustration, we will continue to work with trade and invest in israel, these are the Human Rights Council nor the office of the high commissioner for human rights has the power to tell you what you canna cannot do in business in the west bank, dont be intimidated if you been subjected to imitation because of the database, let america know in the United States will respond to take action against members of our Business Community that are being threatened by this release that was so sorely mistaken. [applause] it is consistent with all that we have done. We will stand for strong, free, democratic and prosperous middle east and a prosperous israel at the heart of the middle east. The more the middle east embraces israel the brighter the future. It is quite simple. We stand with israel, we stand for peace in the holy land, we stand with the great israeli people and we stand for the them breakable bond between our two great nations rooted rooted in our shared traditions of freedom and equality. That tradition goes back to a beautiful local teaching. That all humans are created in the image of god. [applause] that matters with what we drive all we do together. I know that is what everyone in attendance believes and i know is what the members of aipac believe, its what we all believe in may god bless this god institution of aipac and may god bless the United States of america. Thank you all. [cheering] september 2019 iran conducted a strike on two Major Oil Refineries in saudi arabia. Using armed drones and cruise missiles the unprecedented attack took half of Saudi Arabia Oil production offline and one night. A similar strike on Strategic Military and economic sites in israel could severely impact the jewish. As a small country israel has only three seaports, one Major International airport and five plans which reduce 80 of the Domestic Water supply. Iran has drones and relations in syria and iraq. Unlike a conventional missile that flies in a high predictable line, these weapons like close to the ground and harder to intercept. They are fast maneuverable and can be flown in swarms with precision guidance, they can fly directly into the most sensitive part of Critical Infrastructure and as iran further entrenches itself across the middle east it is supplying these weapons to militias operating on six fronts around israel, israel always prefers the path of peace but the jewish state must be able to act decisively to defend Israeli Citizens against the threats with vital u. S. Security assistance and a continuing technological advantage, israel will have what it needs to defend itself by itself. Please welcome aipac director of legislative strategy and policy and Government Affairs yes, sir kurtz. Good afternoon, its harder and harder to get legislator to come together on issues in a bipartisan white and leaders to come together and yet we have with us today a leader who has done so throughout her career, she has been willing to reach across the aisle for a Good Partnership and get things done. So i am honored to introduce today one of our true champions who has made the relationship and bipartisanship a top priority for working congress for decades. As a result of her Leadership Congress has passed bills to make israel and the u. S. Israel relationship stronger. As a result of her commitment america support for israel safety and security has never come into question please welcome and join me in welcoming the policy conference stage chairwoman of the House Appropriations committee in an amazing proisrael friend and leader congresswoman nita lowey. Thank you for being here with us. As i mentioned, you know so well its getting harder and harder to get leaders from the opposite party to Work Together to get things done. And yet, you have this amazing relationship with your counterpart, your republican counterpart on the appropriations committee. [applause] and you are able to pass all 12 appropriation bills in the house and pass an amazing proisrael legislation. Can you talk to us about what the secret of your ability to Work Together. First of all, this is my 32nd aipac meeting. [applause] and i must tell you sent you know im retiring at the end of the year it has been to me, such an honor and privilege to work with you, when you come into the office you know the facts, you know the whole story, i dont have to tell you anything. I just listen, so lets applaud all the members of aipac. [applause] thank you, thank you and thank you for your advocacy. Now the question was about bipartisanship. And i have been very clear that aipac must remain strongly bipartisan. [applause] we have to know the facts as you do and members of congress we welcome you to our office whether youre from the left, right or the center. Because you understand the importance of the israel United States relationship. Now i have been a strong democrat but i have always worked closely with my republican sometimes im chair, sometimes im ranking, depending who is in charge around here. But what is important and essential that you can tell us a thing or two because you have the facts and i look forward to aipac always remaining bipartisan, it is key to your success. [applause] your great example in your working relationship with congresswoman granger and others, lets get to your topic, aid to israel, you been a consistent supporter of aid and overall foreign aid in israel in particular, yet weve seen several president ial candidates that have talked about cutting aid or leveraging aid in order to get israel to change its policy on some issues. You have oppose those efforts in the past. Can you talk to us why theyre so damaging. Absolutely. First of all i dont have to tell anyone in this room the importance of your vote and if anyone out there is suggesting that we cut aid to israel, it comes from their ignorance frankly and they dont understand the importance of the israel United States relationship. And i know when you come to the office, you have the facts and its up to you to keep coming, i understand that more than 10000, 2,018,000, i applaud all of you and i dont want to underestimate the importance of your coming here, you getting the information and most of all you are giving the information. Because not every member of congress grew up in bronx, new york, was a member of the young israel concourse, had a mother who is committed since i was a little girl, i understood the importance of the israel United States relationship but you cannot exhume the everyone understands the importance and by the way when we are voting for aid, a lot of that money comes right back spent in the United States of america and you know that and i know that but not everyone knows that so the facts are absolutely critical. Its also important to have key leaders like yourself and charge of the process and thank you for your support. Its been difficult because when i was elected head of the procreation committee, i was in charge. I couldve chosen a bill that is now up to 150 billion and very important to me, labor hhs, a lot of good things that matter to all of us or the foreign aid appropriation bill that has about 52 billion, we try to stretch it as much as we can but there was no question that i have the opportunity to be chair of the whole committee and there was no question that i wanted to retain the chairman schiff of the committee that keeps israel secure and keep strengthening the u. S. Israel relationship. [applause] we are very lucky you did. Thank you. So you are about to conclude over 30 years in congress and in that time. Youve seen a lot of changes, a lot of challenges, talk to us in terms of the u. S. Israel relationship, what has been the most satisfying moment in the 30 years and whats been the most difficult. Well, that is very tough. Because i know and most of my colleagues understand how important their relationship is, not just to israel but to the United States of america and how important it is in that region of the world, i was just in israel to commemorate the loss of millions, billions of people and we went to osher with first and had of the commemoration there, you never can take anything for granted, no one can predict the future so for me and for my colleagues and for everyone in this audience, we have to make sure that the israel, United States relationship remains strong, this partnership is key and whenever i go to israel, i was just there, i make sure i continued to talk about the strength of the israel United States relationship both to israel and to the United States of america and i have been a strong supporter even before i got to congress and i will remain an important supporter after i leave congress. Before we conclude, this will be your last year in congress and ever since you first came to congress in 1989, i had the privilege of watching your drive within the ranks of the democratic leadership. And watched you take leading roles on so many vital issues. But the issue of the u. S. Relationship has always had a special place in your heart, you have never been afraid to stand up and vocal support of that relationship whether publicly challenging and then chairman of the subcommittee, that was by the moment. I dont want to share that with you. [laughter] , one of the moments i will never forget but you stood up there and successfully took him on which was a great moment or president whether republican or democrat who have gone astray. You leave behind an enormous legacy. A vital pro israel legislation and almost a relationship with key members of congress who learned from you, the value of u. S. Israel type. No exaggeration that u. S. Israel alliance would not be nearly as strong as it is today or not for the incredible work you put into it all these years. [applause] in that, you follow in the great tradition of the many jewish women throughout our history who have really made a difference for the jewish people and you have. [applause] every person in this room owes you an enormous amount of gratitude preview will be sorely missed. Please welcome United States ambassador to israel david m freedman. Thank you, thank you so much. Before i start, how about one more round of applause for our great, great secretary of state mike pompeo. [applause] thank you again, it is so great to be back here on this big stage now for my third time, thank you aipac for giving me this opportunity. We came into office in early 2017. On the heels of a great betrayal of israel by the United States. The failure of the United States to vote against or to veto the United Nations Security Council resolution 2334. It was a resolution so hostile to the state of israel that it literally deemed the western wall to be illegally occupied territory. We also inherited the jcpoa in an agreement in which the last administration released more than 100 billion to the Islamic Republic of iran, the worlds most lethal state sponsor of terrorism and gave it a pathway to a Nuclear Weapon. Iran used those funds to enhance its arsenal Ballistic Missiles and expand its malign activity throughout yemen, iraq, syria and lebanon. All the while shouting death to israel and death to america. Incredibly, none of that disgraceful activity was even prohibited under the jcpoa. We did not answer office on the 50yard line of the u. S. Israel relationship. No, we found ourselves deep within our own territory and playing against the wind and so from that of Vantage Point we set out to work you all know what happened next. President trump fulfilled his Campaign Pledge the same pledge made but ignored by his predecessors and moved the United States embassy to israels undivided and eternal capital, the city of jerusalem where it must always remain. [applause] President Trump understood the security of israels permanent retention of the golan heights. And he recognized israels sovereignty over the strategic high ground. [applause] and in a rebuke to our predecessors shameful endorsement, of resolution 2334, this past year President Trump and secretary pompeo reversed 40 years of flawed legal analysis and concluded israeli settlements in judeo and samaria do not violate international law. [applause] i would like to put a finer point on this last issue. When secretary pompeo issued his opinion on settlements, hysteria overcame to the progressive left. One by one i heard in a red of the socalled recklessness of the legal conclusion. Everyone knows they said that settlements are illegal. My friends, this just tells us how far the goalpost moved against israel during the last administration. The United States position on settlements was developed in the immediate aftermath of the six state of war. Our chief diplomat on this issue was the former undersecretary of state eugene who left his position as the dean of the yellow all school to serve our country in negotiating the United Nations Security Council revolution 2422 universally acknowledged foundation for the revolution of the conflict. In the primary fact witness on the subject of the legality of west Bank Settlements stated that israels rights to build them was in his words, not my words but his words, unassailable. He was right then and President Trump and secretary pompeo are right now. [applause] on the security front, President Trump exited the jcpoa imposing crippling sanctions on iran and he killed the wars underworld most dangerous terrorist soleimani. [applause] iran is still an enemy of the United States and israel but its a far weaker one and there is no doubt that we will prevail in this critical conflict. [applause] so having reached midfield to return to our football analogy with regard to the u. S. Israel relationship, we embrace the diplomatic challenge of trying to advance a peaceful resolution to the israelipalestinian conflict, on january 28 of this year President Trump unveiled a position for peace, prosperity and a brighter future. We are very proud of his vision, i think it represents a realistic viable and achievable two state solution that protects israels security and give the palestinians a pathway to independence, greater dignity and statehood. [applause] those who accuse this plan of being too proisrael just happened to read it carefully enough. Proisrael on the issue of security security is not a game. It is not political. Security in this part of the world is life and death. We will never compromise Israel Security and in keeping this pledge we are ensuring the security of the palestinians as well. [applause] by the way, you probably heard every political figure from both sides of the aisle promised you just as i did that they will never compromise israels security, i understand why they do it. But when you hear that and you hear those words, dont be so quick to applaud, the devil is in the details. You should ensure that they will not return to the disastrous around you. And you should make sure that they will not impose upon israel, their view as to how israel should defend itself. [applause] if you get the wrong answers to these questions, i would suggest you run, dont walk from the socalled friends predictable administration demonstrates not just in words but in deeds and unprecedented detail just how committed we are to israels security. [applause] and sure, our plan is proisrael on keeping jerusalem as israels undivided capital. That has been the american law since a Jerusalem Embassy act passed overwhelmingly in 1995. Anyone who speaks of returning the embassy to tel aviv is rejecting a generation of overwhelming bipartisan consensus. [applause] jerusalem has been assessable to all major faiths only since 1967 under israeli control. [applause] i will tell you something you may already know, the last thing the arabs in jerusalem want to be transferred to a separate palestinian state, indeed, we witnessed the arab communities and israels northern triangle protest about the prospect of being part of the palestinian state. And to its credit, the state of israel said the same thing. It wants to keep the arab minority intact. As every democratic country, their issues and israel would be absorption in a minority population especially those who do not accept israels right to exist or serve in the defense forces. But compare how israel treats its arab minority with the rights of minorities and other surrounding nations and lots of other nations worldwide, frankly israel has a lot to be proud of. [applause] the far left will not say this but the truth is the vision of President Trump offers a tremendous opportunity to the Palestinian People. It represents the First Time Since a beginning of the conflict that the state of israel has agreed to live sidebyside palestinian state under precise terms, conditions and territorial dimensions. And allocates the territory in judeo and some where are the students . [cheering] come see me next year i will get you better seats. [cheering] when you stood on a college campus, here israel castigated as a nation on subjugating its oppressed minority, this plan which is been overwhelmingly endorsed by the israeli population conclusively proves just the opposite. [applause] now some have challenged the president s vision is leaving too much land to israel, imagine that. They demand that the jewish state should surrender in some places, the burial place of abraham, isaac, jacob, sarah, rebecca and liam. Where jacob dreamed of a ladder with angels ascending to the heavens and descending back to earth and where he received the word of god. Where the ark of the combatant resterested for hundreds of yeas before enter being removed to jerusalem. The capital of the jews, where joshua led the israelite nation across the jordan river and where john the baptist baptized jesus. Were all familiar with the ugly term, the term used by the nasis where the jews were not allowed. Let me make something abundantly clear, under the trouble administration the biblical heartland of israel in judeo and samaria will never be. [applause] we have been accused of sponsoring a wedding without a bride we were fully aware of the initial certainty of palestinian rejection, that strategy has been the Standard Operating Procedure since the daves of camp david. But i trust you have listened carefully to all the reaction on the world stage. In many respects, they have been unprecedented and incredibly positive. Two weeks ago president went to his favorite move in his playbook and sell combination of President Trumps vision by the United Nations Security Council. He wen was not expecting a 14 1 vote with the u. S. Veto. He was confident that he could isolate the United States and israel from the rest of the world. But thanks to the diplomatic efforts of Jared Kushner and ambassador kelly graff, president could not even muster a majority of votes, he pulled the resolution and returned home emptyhanded. [cheering] the world is changing. The world has grown tired, perhaps even exhausted. Of the field palestinian leadership. , the violence, the corruption, the payment of terrorist, the incitement of hatred and the breathtaking disrespect for their own peoples human rights and basic freedoms. The Palestinian People deserve so much better and we will continue to make the case wherever and whenever people of good faith are willing to listen for the palestinians to engage on this plan. To all of us in the proisrael community, we need to speak in one voice on this. We need to speak in a voice that demonstrates that this is a realistic plan, where serious consideration and negotiation, we do no service to israel or the palestinians by criticizing the plan without giving it a fair reading, as theyve heard from so many across the aisle. Just to give you a sense of how disturbing this has become, we have been accused by reportedly serious people who claim to love israel. Of creating a vision that establishes a palestinian bond to stun it was created in the 1950s by the racist regime in south africa, which forcefully evacuated its black population from within racially mixed communities, pulled them from their homes and drove them into racially segregated slums with no infrastructure or menace of services. How dare anyone refer to our plan as having that purpose or effect not a single palestinian is being forced or asked to leave the home not only are they being combined with an overcrowded or underserved territory but the geographic footprint is more than doubling, they are slated for multibilliondollar infusion of Investment Capital and they have a pathway to statehood if they can abandon their self destructive path enter practices. [applause] i have wanted to say this for some time to my friends on the left. Hating donald trump is not an israel policy. [applause] the only reason you do not like her pulsing israel is that you do not like our president , and regrettably you will remain unnecessarily and needlessly divided and potentially miss a onceinalifetime opportunity. [applause] had president obama with whom i had profound disagreement, had he move our embassy to jerusalem, how do you recognize israeli sovereignty, heidi restored sanctions in iran and opted President Trumps vision for peace, i wouldve been the first to applaud and still be applauding today. [applause] of course none of these things were composed by president obama. In fact they were achieved by president donald j trump. [applause] and for that we should all be the first to applaud and still be applauding today. [applause] i am prepared to fight for the soul over nation and how it supports israel. I think this is a fight that as is important for america as it is for israel, are judeochristian values are at stake. So many of our close relatives died because they were jews. Our task, think that is not to die as jews or zionist but to live as jews and live as i nest into live as patriotic americans. [applause] , not to define ourselves as perennial victims but rather to seize the miraculous opportunity given us to anchor the u. S. Israel relationship for our children, our grandchildren and generations beyond, its a challenge that together we can meet and we must meet. We all want peace. We will not bring peace by failing to hold the palestinians accountable from Online Activity that makes peace impossible. We will not bring peace by andal jean palestinians reductionism at the un or elsewhere. We will not bring peace by applying standards to israel that no other nation facing the same risks whatever observe, that is not the path to peace. [applause] so please, all of you who love israel work with us to help bring a real piece to this region that has suffered for so long. We can and should unite on the president s vision and encourage our elected officials to endorse it and do all we can to induce the palestinians to come to the table, lets do this together, regardless of our political stripes, or religious practices or are ideological leanings, this is above all of that. The founding document of our republic, the declaration of independence declared all people to be endowed by their creator with unalienable rights. How did our founders no which rights god deemed to be unalienable. By reading the bible of course. And from where did these biblical pronouncements come in the words of isaiah. Our kids go to defense schools, the Different Community centers, coming from different backgrounds and have a lot of barriers between them, they have doubts about others because they think what do they really share, i heard, i went to the meeting and i was impressed by his talk. People are born into the world of tasks, not liability, i built the center of pip enter pittsburgh and the whole idea was its not for all the children that environment and good food and sunlight and flowers cannot cure, build vision for Manchester Corporation as the environment shapes behavior, it was very important for me that the First International replication because his vision is beyond the United States, and israel, treating arabs and jews in the same environment under the same roof for the same curriculum with jewish instructors and arab instructors. We dont push it, we just let it happen. The students who come there are surrounded by people who are affectionate and caring about them as human beings. And what weve been able to do is translate that into an academic and arts program that develops the students and help. I also want to thank howard for the entire list advocacy and extending the advocacy to address the audience. We saw broad and bipartisan consensus and support of israel and america. Unfortunately that consensus is under attack like never before. The United States is on the cusp of an antiisrael movement gaining real political power. Just look what is happening tonight while we are here defending democracy, Bernie Sanders is boycotting aipac, instead of standing with israel, he is campaigning with congress most vocal supporters about the vile bds movement, in fact at this very moment one of them is getting ready to Headline News rally in minnesota. She is the same person who introduced the pro bds resolution in Congress Last year. Who said israel supporters have dual loyalty. His antisomatic action caused her own party to draft the resolution to condemn her. And who attacked me for defending israel saying it is all about the benjamins. You may know her as congresswoman omar. [crowd boos] we the friends of israel must hold the line and beat back the dangerous trend of blaming israel. When aipac is falsely accused of bigotry, we are right to call it out. Because we know the aipac stands for, is stands for unity, aipac stands for security, aipac stands for hope. [applause] that is why i will always stand with aipac, probably, persistently and unapologetically. [applause] i guarantee each and every one of you this, as long as i am in congress i will never be silent about my support for israel. [applause] to each and every one of you, the 18000 citizen act in the audience, i want to say thank you, thank you for your passion and dedication. I know aipac does not give a rating or an endorsement but i endorse you for what you are doing. The people in this room may come from different backgrounds and support different Political Parties but each of us share a common goal, that is why we are here. Tonight i want to focus on americas special relationship with israel, despite the growing influence of the vocal minority who would abandon it, i believe our special relationship is unwavering, precious and worth protecting. Let me address several of the pillars. The first pillar is that it transitions political ideology. Our friendship with israel is rooted in National Security concerns but its also rooted in shared values such as sovereignty. For some reason in violation of all common sense israel condemned more than any other country by a socalled global community. Let me say that again. A responsible democratic nation with the rule of law is rebuked more than dictators. Simply for asserting its unquestionable right to be safe in his homeland. If it is morally backwards, nothing is. This may sound obvious but it needs to be said, israel has a right to defend itself from missiles and bombs and tunnels and knife attacks. [applause] the United States should let the world know where it stands. But how can america share, we never abandoned her closest friend in the middle east. Its up to congress first, we have a responsibility to understand our alliance from every angle. In the best way to do that is to go to israel with members including from other parties, that is why i have visited israel five times in ten years with 189 republican members in congress. [applause] it is also why i work closely with my good friend, the majority leader to make sure our trips are bipartisan. [applause] i am proud to report that last years trip brought over 15 of the entire representatives to israel at the exact same time. [applause] think about that for one moment. 15 as you see this picture of the entire house is in israel at one moment, republican and democrat, understanding the value of our friendship. These trips build commodity across the aisle of israel and beyond, the benefits is it unto decisionmakers and decisionmaking. This is the greatest value. Members tell me the most impactful trip theyve ever taken. The second pillar of our special relationship is it is mutually beneficial. We see this not only in the realm of National Security but in domestic value in california navigating water shortage is a reality for our residents, livelihood and productivity. Our friends in israel face similar circumstances until recently israel was considered to be water deficient country. It was not uncommon for residents to hear regular reminders of the need to preserve water. This problem lasted for decades until the innovation of israel people broke through. Smart technology and policy, transformed israel from the driest nation on earth to what some describe as a water superpower, during my last trip our members were asked to pick an issue to go to, i sat there and i watched California Republicans in California Democrats and the delegation meeting coming together to learn how to bring that technology back to california. [applause] it was actually the first time ive ever seen california members talk about the water issue without fighting, it seemed like a miracle. But as we all know from the first prime is a untrue minister of israel, if you dont believe in miracles, you are not a realist. My point is this, United States and israel are united by more than military cooperation. Working together on science and technology is another way our relationship is beneficial to American Interest and provide for greater security. I think the coronavirus is also going to bond us together to show the world what we can do with technology and others to save people who even disagree with us. [applause] that is why congress is working to expand Security Assistance to israel to include nonmilitary cooperation, the third pillar of our special relationship is a priority. The Trump Administration has proved a time again, weeks before the inauguration President Trump announced his intention to relocate the u. S. Embassy to the rightful home in jerusalem. [applause] and i made sure to take every member of congress to the embassy for a picture. [applause] as we note previous president talked about it but this president acted until the embassy moved, some predicted the move would lead to chaos, they were wrong. The president recently announced the middle east peace plan of another example of her unwavering commitment. Pastor ministrations have shied away from the complex issue. President trump reamed in, his plan offers a pathway to a brighter future, its a significant step toward the universally desired goal of peace and stability on just and fair terms. It should be seriously considered by everyone, then theres the un armed embargo in iran which expires on the 47th anniversary of the october work, if that happens the consequences would be steep, is the interest of preventing more violence and it must be extended, once it is america and all peaceful nations must redouble our efforts to ensure is vigorously enforced. [applause] all of these actions send a simple message to our friends. America will never set conditions on israeli Security Assistance. America will always have israel facts on the world stage, america will not revoke our commitments or renounce our values, most important america reaffirms our unbreakable bond. [applause] the final pillar of her special relationship its enduring, our ties began only 11 minutes after israels independence. When the United States was the first nation to recognize the state of israel. [applause] since then we built a bilateral relationship almost without comparison. Today we built the Robust Security Alliance to protect their citizens and stabilize the middle east. Together we built new technology to grow our economy and strengthen the middle class. Together we build vibrant democracy to practice beliefs and pursue happiness. America is grateful for our friendship with israel, were a better nation because of it and we must never shy away from defending it. [applause] it is our responsibility to pass it along to the next generation. This is the only way it will survive. That is why we need the 4000 students that are here today to hear it. [applause] to them and the others i said Ronald Reagan said freedom is never more than one generation from extinction. We did not pass it to our children in the bloodstream, and must be fought for, protected and handed on. That same applies to bond with israel. [applause] friends, we cannot allow those who accuse a pack of bigotry, dual loyalty to smear us in the special relationship we fight for every day. Our mission is too important to let them succeed, now is no time for silence, more than ever we need your strong voices walking the halls of congress. More than ever we need your clear support for israel and opposition to antisemitism made clear to any candidate who seeks your support. More than ever your future of the special relationship depends on you. Our task is to maintain american support for israel and both parties. [cheering] let me begin on a happy note. At least some jews can play basketball. The he she bit University Basketball team is known as the mcabee, they won their conferend disqualified for the ncaa. [cheering] now, i was not that good, i was not one of those jews that could play basketball, i played at Madison High School and our teams motto that year was we may be small but we are slow. [laughter] anyway, i want to think your great leadership, your new president , shes going to do a great, great job. The board chair, howard, and my dear friend fellow new yorker bob cohen, all of whom have dedicated themselves to strengthening the bond between the United States and israel. I want to recognize all your distinguished guest and all the members of aipac. All of you who keep the organization so strong, especially my fellow new yorkers, raise your hand new yorkers. [cheering] but i love all of you from all the other 49 states two. I want to thank you all for what you do to strengthen not just israel but the United States. I am so proud, ive been told that there are many students here, students stand up. [cheering] there are more than 4000 students here supporting aipac, god bless everyone of you. [cheering] and you know students, i have a grandson noah, he is one years old, he learned how to climb up the stairs, crawl up the stairs and called him backwards, hes a genius. But when he is older, i hope he is like you, the students in the crowd today. Because you come here and do what you are doing. Educating the world about the history of our people. As we all know many of your peers do not know the long history, the struggles, persecution of the jewish people. And why it is so important to all of us to have a strong israel and the strong american israel relationship but you students, you will teach them in one day god willing, my grandson will will be joining you in doing the same thing. [applause] now tonight i wish to speak about the need to maintain strong support for israel, a strong bipartisan relationship and the threat to jewish communities that we are facing around the globe. There is no question that the state of israel has come a long way in the past 70 years but threats to the land of israel and the jewish people are growing and unfortunately have been for some time. The International Community of the United Nations never misses an opportunity to single out israel for combination. Hamas is still intent on kidnapping and killing is really citizens and increasingly desperate iran, plots to undermine israel in every way, rhenium proxy are operating in lebanon and iraq, and syria in the chaos in syria and the middle east sits on israels doorstep. A little over a week ago rockets landed in the playground, a playground, thats where they sent rockets. My friends, the safety in the security of israel must always be a priority, a high priority of the United States and as long as i am leader in the senate, support for Israel Security in the senate will be nonnegotiab nonnegotiable. [applause] but, we can only hope to defend israel from these threats so long we had maintain a united front, democrats and republicans together, we all know, we all know that the wounds of politics are changing, they blow fiercely during election years like this one. But no matter how fiercely the winds may blow, we must not let support for israel because up in the mail strong. The friendship between our two countries must be unshakable. The friendship between our the bond between us must be unbreakable. Support for the friendship between our countries does not depend which party you belong to. Plain and simple. [applause] in no matter what, we must keep the u. S. Israel relationship bipartisan. This is been a mission for me and it must be for you and all of the friends of israel. Whenever i have led a piece proisrael legislation, even when democrats have the majority in the house for senate, i always made sure i had a republican equal cosponsor because the foundation of our relationship must remain bipartisan as it has been for decades. I am proud, very proud that the overwhelming majority of democrats the u. S. Israel relationship, we have and we always will. [applause] now we know, there are those who speak to use israel as a way to score political points. They treat israel as another talking point, another way to stroke and stoke resentment between the two parties in washington. My friends, these voices do a disservice to israel and the United States, or politics they be more polarized than ever but its incumbent on all of us who care about the u. S. Israel relationship to keep it bipartisan. The relationship between the u. S. And israel and i any single party in any single election, any single president. [applause] as you know well, the Security Assistance the aipac champions every year is passed by democrats and republicans in congress because both parties believe israel maintain a qualitative military edge to defend herself. The three missiledefense systems which defend israel from attack are funded by both democrats and republicans in congress. The Taylor Force Act which stops funding that directly to imprison tears and their families was passed by both democrats and republicans in congress, i helped lead the way for that. A resolution of posing bbs in an effort to delegitimize israel past the democratically controlled house with 398 votes, the vast majority of democrats and Republicans United and that is how it is and thats how it must continue to be. Americans from across the political spectrum, democrats and republicans, liberals, conservatives, independent must continue to stand united in their support of israel, its in americas interest to stand with israel and our support for israel does not mean we lucite of the goal, supported by is really my ministers and president s of both parties of two states living sidebyside in peace and security. I have no illusions about the prospect of piece in the moment in history, i spoken on the stage many time and ive spoken about the history of intransigence by palestinian leaders into many in the arab world to recognize israel only as a jewish state. Sadly while some progress has been made those days are not yet behind us. But the possibility for a two state solution must be maintained. A two state solution that ensures a safe, secure and democratic israel that can live sidebyside with the demilitarized palestinian state that provides dignity and selfdetermination for the Palestinian People. The only way i know that your position and thats mine as well. The only way a solution can be achieved is through direct negotiation between israelis and palestinians. Not by international Pressure Campaign, not by the bds movement, not by solution imposed by foreign capitals. Unilateral action taken by either side could diminish the prospects of future peace. Unilateral action might foreclose the pathway to peace, that has always been a pacs position as it should be. Real diplomacy through direct negotiation what a long and arduous road is the only path for a durable peace between the israelis and palestinians. We must not shut the door on the piece, all of us in this room want to see, we must keep the prospect alive, the administration should resume funding to organizations that bring israelis and palestinians together, i joined aipac and im so proud the aipac has supported Bipartisan Legislation by senators coons and kaine democrat, graham and gardner republicans, known as a partnership for peace which supports joint Economic Ventures between israelis, palestinians and americans as well as programs that bring the next generation of israel and palestinian leaders together. I am proud that aipac supports these efforts, the extremists on both sides who pretend that the other side does not exist or just going to disappear are living in a state of denial, together we must strive for secure peace. [applause] now just as we must continue to support our friend and ally israel, so to are we called on to confront a greater and more ancient threat to the jewish people antisemitism, the poison that chased countless jewish people from europe including my family and killed so many who remained including many of my relatives. The same poison that scattered the jewish people to the winds and made us foreigners in our own countries, that poising, the same poison unfortunately, tragically is beginning to fester here in america over the holidays, usually a time of peace and rest with family and friends, there were several vicious attacks on jewish communities in america. A kosher deli in jersey city with a target of a mass shooting that wounded seven and claimed the lives of three jews included a prominent rabbi in the home world of brooklyn, i just saw his father yesterday when i visited the community. Not two years later not two weeks later on the seventh night of hanukkah a man attacked a gathering of Orthodox Jews in muncie new york with a machete and these are only the latest example of the rising tide of open and antisemitic violence that has visited synagogues from pittsburgh to california, antisemitic violence on the streets and in our schools, antisemitic violence at the home of the rabbi on a quiet hanukkah night. My friends, the rise of antisemitism in the United States is a National Crisis that all americans must fight. [applause] i do not use those words lightly, the history of antisemitism in the world has taught us to appreciate what america has meant to the jewish people. And how much Better Things are here then elsewhere in the world. But the people over faith have learned the hard lessons about how antisemitism and violence against jews walk handinhand, we have learned hard lessons about hand how antisemitism thrives in societies were bigoted as him goes unchecked an idea is and propaganda force. We learned the hard lessons about how when people of goodwill and good faith are silent or dismissive antisemitism grows and gathers force. In germany in the 20s and 30s when the nasis began their Long Campaign of violence and dehumanization against the jews in germany, too many in europe into many, many jews here in america were silent. Too many called isolated incidents and did not speak out forcefully and we all know what happened. There are so many differences between her age in the 20s in the 30s, think god but we have learned the antisemitism unchallenged unbridled will grow and gather strength. We cannot and must not allow antisemitism together anymore strength and we must do all we can to protect our vulnerable institutions, so on the stage surrounded by friends of israel and the jewish people, i called on congress to quadruple funding to protect at risk synagogue, at risk other houses of worship, that our families gather to provide the hardened security that we need so this will not happen again. [applause] i need your support to tell members of congress how important this is. My friends who you heard from a while ago chairwoman lowey has been a strong supporter of this program. I want to take her tonight in a time of emergency in the 20s and 30s to few spoke up and did what was necessary to face down antisemitism. We, our generation will not make the same mistake. The bipartisanship burning brightly, a National Election will douse fuel on the flames but we must never, never let that partisan poison the bipartisan support that israel has always enjoyed, we must never, never let support for israel the sharp into another partisanship, another tool in the arsenal of political peddlers who party strategists, that is the path shortl surely. They have been able to count on the support of the United States from the days through the very first breath when president harry truman became the first to recognize as a member of the family of nations, there was another president , president kennedy who said that friendship for israel is not a personal matter, its a National Commitment, these words, that National Commitment has inspired me my whole life from the time i listen to my transistor radio to the newscast of the 60s were praying to hashem that israel will survive, from the time i listen to my predecessor in the senate go before the United Nations as our ambassador to defend zionism and condemned the hypocrisy of the united nation. Up until the very moment i have never once doubted the commitment of our nation to support israel and i intend to continue the great work those in the past have done to keep it that way. [applause] now we are going to have hard work to do. But israel, the small sliver of land that is represented the hopes, dreams, aspirations of the jewish people for over two millennials is worth the effort. And i swear to you, as long as i am the democratic leader, as long as air breeds into my lungs, i will do everything in my power to maintain the unshakable, unbreakable friendship between israel and the United States.
