>> if you look what the government is achieving and has achieved on climate change it is phenomenal and last year was the first year on record that renewables produced more of the energy of this country than fossil fuels. he will note that since 2010, 99% of all the solar panels that have achieved that miracle were installed under this government. we are reducing greenhouse gas. >> the problem is government figures show it is missing the carbon budget let alone by 2050, it will be 2099 before the country meets net 0. we discovered this morning two former conservative leaders have also turned down the job formerly done by his minister. maybe you could make a joint approach and he would like to take on that job. he's over here in the chamber already for it. his own former tory minister said we should have clear actions and agreed planned and a roadmap for the year of action but we do not. wise the prime minister failing so spectacularly to measure up to the scale of the climate crisis this country and this planet is facing? >> this is beyond satire. it is the first major economy in the world to have set a target of carbon neutral by 2050. we are leading the world, we have a wonderful summit in glascow, one of the most fantastic cities in the country at the end of the year. >> this country isn't meeting its target and isn't due to meet its target and i think the prime minister should recognize that. even the paris targets are not enough. the un says we have just a decade to change course if we want to avert a climate catastrophe. let's look at something else. the prime minister promised to lead from the front and guarantee there would be money and people but these promises are not close to being met. >> i'm not sure what the right honorable gentleman is talking about. if you look at what the government has delivered, what our conservative policies are backing green tech, backing innovation and a dynamic market economy which is the solution to these problems we have cut co2 emissions in this country since 2010 on 1990 levels by 42%. that is an astonishing achievement. at the same time the economy has grown by 73% thanks to free-market conservatism. >> former minister said my advice, you might not like it but i am going to read it. my advice to the prime minister making promises, ministers, employees or family members is get it in writing, get a lawyer to look at it and make sure the money is in the bank, not my words, hers. this country won't meet its net 0 target until 2099. this government has banned offshore winds and his funding billions on fossil fuel projects abroad. is this what his minister means by absence of leadership? >> mister speaker, i think the grotesque failure of the leader of the opposition to understand what is happening in this country's economy let alone in the fight against climate change is quite mind-boggling. i can inform him today this country is leading in not just producing that technology to generate offshore wind but the northeast of this country leads the world in producing and designing those fantastic turbines and it is because of that technological innovation that we are able to expand our renewables. in 1990, this country was 70% dependent on coal power. we are now today -- and want to reopen the coal mines. today we are down to 3% and by 2024 it will be 0. that is our plan, what is his? >> it was the labour party that proposed climate change emergency motion to this house on may 1st and the prime minister is questioning things that happened in 1990 and "after words". during that time he was a climate skeptic who didn't say anything about this at all. poor leadership is nothing new to this prime minister. when he was foreign secretary he cut the number of climate attach as across the world by 60% in our embassy and reportedly said are you not going to still this out to the media to his staff. considering his monumental failure in advance of prop 26 isn't it just a continuation of his climate change denial statements he was regularly making up until 2015? >> the honorable gentleman -- this government is delivering a fantastic agenda in tackling climate change. we lead the world in going for a 0 carbon approach. his own approach is utterly unclear, and a disaster for the uk economy. people are conscious he would confiscate people's cars and prevent them having foreign holidays. we have a plan that will allow the uk economy to continue to grow, that will create jobs and tackle climate change. >> i'd my the prime minister's a vivid imagination. unfortunately his vivid imagination seems to have taken over from his memory. you might recall saying climate change is a primitive fear without foundation. the prime minister of bangladesh said any consequence of failure to deliver climate action plan must fall equally on every country. the cost of our inaction is devastating to every living person but our prime minister is failing on the biggest stage on the most important issue of our time and his former minister describes preparations in whitehall as vital, not tying inviting, obvious station, petty political squabbles and black hawk briefings. now one of the prime minister's sitting newspapers out of number 10 because he doesn't like the briefings. >> when he'll he face up to the climate emergency and take the action necessary to turn glascow into the turning point when this world will stop the levels of pollution and climate change we are having and go forward to a sustainable future because his government's policy simply don't take affect. >> this government is showing world leadership and we are going to have a fantastic summit at glascow. he mentions the media at an inquest about what happened in the general election and the labour party wasn't the leadership that was at fault, it wasn't -- it was the media, the failing media i call them. i am a journalist, i'm not a journalist and i think the people of this country don't blame the media, they can see the media do their best to represent the reality of the reality is the government is getting on with new hospitals and more police, tackling climate change. 30,000 pounds stock in salaries for everyone in the country. it is not about the presentation of the facts, mister speaker. it is about the reality and he can't cope with the reality. >> i am absolutely delighted funding is starting to flow to rebuild hospitals such as 5 million pound siege funding going to nottingham university hospital nhs trust. does the priming is to agree with me this conservative government is committed to fulfilling its manifesto and deliver for the nhs? >> it is very odd he should deny the country's wish to have trade deals around the world when as i understand it their proposal is to try to rejoin the european union and have a different currency whose name they have yet to identify to have a border and just after the country has taken control of its outstanding marine wealth to have it back to brussels. that is their policy. they should concentrate on doing a better job. >> a strong society needs strong families as our manifesto said and we will champion vulnerable families. will the prime minister prioritize family homes and insure family hubs are linked to the earlier strategies to the troubled families program and children services reform? >> that is why we have given another $165 million to extend the troubled family program this year. >> thank you, mister speaker. in the past few years violent crime has risen 152%. in the past two weeks my constituency two people have been killed in two separate events and others remain seriously ill or injured. the governor's promised to reinstate 20,000 police officers but is it the simple truth that are residents, 12% last year, 6% this year picking up the old bill and then the party opposite is no longer the party of law and order but a party of fear and disorder? >> he is making a point about violent crime. i share his anger and we are putting 20,000 more police on the streets and we are tackling the county line drug rise behind violent crime. we will get that crime done. >> the prime minister is conscious of the widespread concern in this house about plans to involve huawei in 5g networks, the concert will be increased by the news this week that france is building a new 5g network without involvement of huawei following the lead of australia. if they can do it we can do it. can my right honorable friend confirm he wants to reduce huawei's involvement over time and can he give a time schedule so the involvement will hit 0? >> we will be reducing the involvement of huawei below the 35% market and in his general vision which i share. what has happened is a failure of like-minded companies to produce an alternative to the 5g network except that provided by high risk vendors and that is why we are doubling the budget and working with some of the countries he mentioned in order to produce that diversification. >> in november last year the person -- independence assessment was moved. no notice has been given for the change. the next bus takes one hour and 44 minutes but in the case in point my right honorable friend's constituency, it takes 5 hours and 15 minutes. mister speaker, this is the reality, will he instruct his minister to remedy this matter immediately? >> i think the honorable gentlemen for the point he raised. we need to improve our bus services across the whole country and we are investing $250 million immediately into producing buses at my right honorable from the chancellor has many more such investments in the pipeline. >> thank you, mister speaker. sometimes we are the train and sometimes we other tracks and last week we have taken control back and is the prime minister agree with me that now is the time for us to be the track between manchester and boston? >> is indeed, that is why we have given the combined - urging the campaign, given combined mayoral authority to 300 million pounds under the deal. and shared billion transport funds, we have given them the tools. let's hope they follow his urging. >> last friday i visited a school in my constituency and the state of the school buildings was the can'sian, leaking roofs, rusty shower rooms, moldy changing areas. when will this government understand the cost of education is high but is a worthy investment in the future of our schools whether a child is a whiz kid or needy, every child deserves to be at school in an excellent and inspiring school building? >> that is why this government is investing 14 billion pounds more in education, raising funding for private schools to 4000 pounds per head and 5000 for every secondary school and we can only do that because we are running a strong dynamic market economy and that is what we are going to do. >> to help genuinely spread opportunity across the country can i encourage my right honorable friend to have a free budget chat with his chancellor about extending the government's welcome plans to reduce national insurance contributions for employers of x service personnel to other groups who find it difficult to get a good job including ex-offenders, those with disability and long-term unemployed. >> i thank him and his family for everything they do, i will take up that suggestion with my right honorable friend the chancellor. we cut taxes on working people. we cut national insurance. they would hike taxes and keep people in welfare. >> it has been two years since the wind rush scandal exposed tension and deportation of commonwealth citizens. while we wait for the publication of the lessons learned review the government plans to deport 50 people to jamaica by charter flight next week. will the prime minister immediately suspend the flight until the lessons learned is published in the recommendation? >> i think the house will understand the people of this country will begin to send back foreign national offenders. >> the terrorist incident last week reminds us that rule of law remains a fundamental foundation of democratic constitution but the explosion of judicial review and judicial activism have led to a litigious this in our society, distorted questions which are to remain exclusively political. how will my right honorable friend ensure parliament remains a legitimate source of law as we take back control? >> my honorable friend is a distinguished lawyer it is right to speak up for the value of our legal system. we must protect judicial review. it is a vital part a system but we should also ensure that it is not abuse to conduct politics by other means or to create needless delay. >> for many years, there has been a facility especially since it was closed in 2017 yet patients are still traveling 20 miles to better serve this. will the prime minister explain how this demonstrates mental health care his party promised in 2012? >> we are putting record investment into the nhs report and a total of 12 billion going into mental health care. that is a record some. >> i would thank my right honorable friend for the question on huawei. the australian agency analyzed the involvement of any a moment of huawei in determining any involvement would lead to major risks and espionage. can he give an undertaking this country can create an alternative to huawei in the next two years? >> yes, mister speaker, we will do nothing to endanger critical national security infrastructure or prejudice corporation with partners as suggested and we will work to ensure hybrid spenders cannot dominate our market. >> the prime minister will note under his government there have been consultants across the uk leading to a strain on services. how is he going to make sure now that we left the eu the consultants from overseas are working in hospitals across the uk? >> we instituted nhs visas to attract talent from around the world but is a devolved matter for the welsh labor government. >> the prime minister is right, keeping our country safe, will he support my campaign in my peaceful market town and i remind him he is welcome. >> that was rude. the answer is not yet. >> last week it was revealed my constituent harold graham starved to death moments after the du p stopped his benefits. is initiated body was only discovered when they broke down his front door. the first priority of government is to keep it citizens safe. how many more vulnerable benefit claims will have to die before he starts to value their lives? >> this is a tragic case and she is right to raise it. we have allocated $36 million to improve safeguarding and decision-making cases like this including the creation of a new independent serious case panel so we can scrutinize and learn lessons from tragic cases and improving guidance. >> will my right honorable friend join with me on behalf of the house extensively and best wishes to those who were injured in the attack last week, i welcome his intention to legislate as a consequence of this attack and will he agree her majesty's government has no option but to legislate, to contain the threat of x terrorist offenders where they pose a threat to our country. >> my right honorable friend is entirely right and most people in this country would agree the system of automatic early release of terrorism offenders has run out of road and it is time to find a way to properly scrutinize by a parole board or equivalent. >> thank you, mister speaker, thanks to the tireless work of my predecessor paul flynn and my honorable friend and the families and children with epilepsy, medical cannabis is now legal in the uk. can the prime minister answer for the families of sick children who need medicine, when this medicine would be available and the session to meet these families and personally assures him he will do all he can to help? >> it was this government and my right honorable friend the health secretary who did legalize cannabis. and he will certainly be happy to meet your constituents this afternoon. >> thank you, mister speaker. too often substances are letting down people in the option. will the primus to further this government back buses in an essential way not only to commit villages and cities but also unlock potential of self yorkshire? >> the government as a whole is passionate about buses. i can assure him we are going to improve our buses. and i thank him for the lobbying he is doing. >> we know the prime minister has farms in every opportunity and a failure to russian donations, but his repeated refusal to publish -- it is unjustified on unacceptable. can the primus to tell us clearly without bluster when the reports of russian interference will be published and why it is delayed so long and what about security matters? >> absolutely. that is why we are putting 48 million pounds into improving our railways but never forget that that lot would re-nationalize the railways and when the railways were nationalized, they deserted the network with privatization, rail use doubled. >> last week we lost a political giant, and outstanding parliamentarian and seeker of justice for everyone. until this day, the murder of paul flynn. he was beat to death by an ira gaining. they broke every bone in his body, so much so that his mother couldn't place his hands in his coffin. in the aftermath of that the finance minister said paul would make criminology -- will primus agree to me they should retract that, publicly apologize and give any information he has about paul's murder?
