We also know the voluntary system guidelines has not been substantially updated since 2005 since before the iphone is even available. Took another decade to make small changes adopted 2015. Theres more we have to do to gather to bolster trust in the election system thats why this congress has enacted hr 2722 that requires individual paper ballots with wireless and connectivity for those mechanisms for Election Technology vendors so just last Month Congress appropriated 25 million to the states to improve Election Security. Election security is a democracy then by and for the people republican and democratic or third party or no party at all we are resilient but rely on having votes counted as cast i now recognize our Ranking Member for Opening Statement he may wish to make. My agenda since becoming the Ranking Member continues to be focused on nonpartisan and effective oversight of our nations elections was maintained by the state and not the federal government that doesnt mean this committee and the house itself does not have an important oversight role to secure elections our witnesses here today have state and county and local jurisdictions as clients. We also have witnesses who have experienced the threats from foreign actors are not going away. It should be noted the Senate Intelligence committees report that there were no indication votes were changed or systems were manipulated or any Voter Registration data was deleted by russia or any foreign actor. Dhs secretary with the open hearing in june 2017 that we do have confidence in the overall integrity of the electoral system because the voting infrastructure is resilient. While we have faith in the electoral system we still have a responsibility to strengthen the relationship between states and the federal government to ensure votes will be contacted protected we do have some disagreements how to accomplish this mission but i believe our goal is the same between paper versus electronic and state versus federal we should focus on areas with federal beach that needs improvement with a bipartisan agreement as we have seen in this Committee Many times in the past quickly created in past help america vote act in 2002 providing muchneeded funds to states to update Election Security and voting infrastructure to create the Election Assistance Commission one job was to create a set of specifications and requirements of Voting Systems could be tested.
