On behalf of the General Assembly welcome to United Nations his excellency the president of the french republic your excellency macron you have the floor. Thank you very much madame president. Ladies and gentlemen, ministers and ambassadors. We are here at the General Assembly at a time when the secretary general has chosen an extremely important topic such as climate which we discussed yesterday and we see more and more everywhere and more and more around the world that many things that lead us to feel pessimistic. We are not meeting the challeng challenge. The demands we have set for ourselves in the goals we have set for ourselves of Global Warming or to combat diversity there are many tensions. Around the world and the level is unprecedented as we see what just happened in the goal for a few days ago so the challenges that many friends in the sahara are facing and i see many Friendly Faces from other parts of the world and these are complex and cruel with the civilians against humanitarian personnel or rights defenders it is the age of impunity that has opened with trade tensions that are increasing and increasing worries about technological changes and impacts. I dont want to draw a picture that is extremely pessimistic and i know that you are tired of listening to speeches and everybody gives you a litany of reasons of which to despair however we have everything to meet these challenges in the unprecedented way first of all we have the knowledge. Never has science around the world been so abundant. And to see that to meet these challenges with everything we are developing with Technology Every year we have the knowledge and detail and funding. There is no lack of funding around the world. We have the capacity to innovate that is an equal on a number of topics of combat pot treaty one dash poverty. We have the awareness of our young people and also Public Opinions are better informed and aware. We have a framework here even. Framework free states that are ready to deal with the challenges to prepare for the future. We call that a framework for multilateralism to deal with specific issues specialized organizations. So what are we lacking . Why do we keep pronouncing speeches and keep giving our people the illusion we cannot do anything about it . So speaking here before you i remember the text that has given me sustenance and it is so unique in fact wrote in 1968 what we are lacking is courage and a lot of courage and often enough. And here i would like to say the appeal i would like to make to you is for us to bring that courage onto subjects just to start. The start to start doing peace and act responsibly and take responsibility the courage to build peace because you need courage for that. Because each time is taking a risk not simply defending your own narrow interest or those positions that led to the escalation of tension. In every region of the world that is to take a risk and to rebuild trust. And in so many regions that is what the middle east today needs in the region of the gulf, that region needs that. And the courage. Not just reprisals or promulgations. No. It is the responsible actions followed by transparency from the first time i spoke at the General Assembly, i shared my convictions of the iranian issue and said that strategy of the pressure on the program could only lead to an increase of tensions of the region. Unless there was a clear process for Diplomatic Solutions and in 2018 after the american withdraw from the agreement of 2015 i proposed a global one global framework to the jcpoa with a more expanded approach with issues raised by the program after 2025 after the regional crisis but what do we have today . The american strategy, the european and russians they try to preserve that agreement and iran has responded by a maximum part pressure on its neighbors. And in this context, the growth and tension we have seen over the past few months on the 14th of september have clearly changed the situation. So bearing that in mind today we have a risk of serious conflict based on miscalculation. Pieces at the mercy of an incident or miscalculation and consequence would be very serious. There are two serious so what should we do . More than ever i sincerely and profoundly believed time has come to resume negotiations between United States and the signatories of the jcpoa and i ran those that are affected by the security and stability of what should be the conditions and the goals and the targets of these negotiations . First of all that i ran never to acquire Nuclear Weapons or a solution to a crisis in yemen and third, a Regional Security plan which also incorporates the other crisis of the region with maritime navigation and then finally lifting of economic sanctions. I am not naive and i dont believe in miracles. I believe it takes courage to build peace. And that is why it is important for the United States, iran and the signatories of the agreement to show the courage. With the same conviction we will continue our work that we discussed at length during the g7 summit on syria, libya, now with regards to syria i want to salute the announcement made by the special secretarygeneral yesterday as a step forward to finally establish the Constitutional Committee that has been so long awaited. Also looking at the humanitarian situation we need to be vigilant and demanding we are all attached to the stability of syria and all its regions. And the need to protect all its people and we will continue working to have an inclusive and lasting that will demand the work of this Constitutional Committee but also to secure territory to allow also a free electoral process to enable all syrian citizens and i very deeply believe that we need that Reconciliation Congress and with the engagement of germany with the stakeholders with that lasting peace to only be built with that reconciliation. And we have always been committed and there the future lies of that lasting cooperation in the region among those member states. And of those armed forces. And then to fully incorporate those goals and then to incorporate those under Chapter Seven and to combat terrorism and to turn our energies into stabilization and this is essential. And in sudan we did not even suspect it without even the force of the sudanese people with the dialogue and thanks to the work once again of the African Union and that with ukraine has taken the first step and putin has responded in kind but that progress has been made but here we know again though should be the next steps and to build a lasting peace by working on the ground and with the normandie format on each one of these topics the same question is asked of us how to have that effective framework of cooperation between state and i believe it is possible. I dont believe the problems that we are facing can be resolved by diluting responsibilities to see that globalization disregard the president trumps said this morning that i dont believe the crisis we are experiencing can be resolved by turning in words by isolationism. I truly believe in patriotism. But that which combines the love of a nation at the same time i truly believe in sovereignty. Sovereignty to ensure the economy but also conjugates with the need to cooperate. What we need today is to reinvent what i call not in this old multilateralism that is repeated but rather based on cooperation that strives to produce concrete results we have demonstrated the effectiveness of this strong multilateralism and after the decisions for the with one of the United States to withdraw the Paris Agreement with the un and the world bank of the one Climate Summit other actors and stakeholders with the Climate Action summit by launching momentum and we demonstrated that ratification the same agreement is the success of the approach and those of various topics those are the same pragmatic multilateralism using to combat terrorism around the world the christchurch issue in paris and i welcome the Prime Minister of new zealand those 50 countries to join the initiativ initiative. With those platforms that have been set up to take concrete action and i think we will go further but we have a concrete and Effective Response and we need to continue the momentum the capacity of innovating of these challenges in my partnership for democracy is a part of this we have to be original and inventive in terms of security the major challenge today is that we are no longer capable of stability in a world that is increasingly after leaving a two polar world over many many decades. So now we have a new order that replaced the previous and we are trying to resolve problems effectively. I truly believe peace requires the dignity of the human being. Which cannot be the subject of relativism of recommitting to these values and these situations to build peace and stability and to offer concrete solutions and we speak of these challenges and inequality and every single expert is telling us in great detail if we find ourselves weaker today because too often we have challenge the truth to get back into the shortterm interest and this has led to a loss of faith and inequality to increase once again in the world and within countries our contemporary capitalism is functional. It has produced a level that is unprecedented we are no longer dealing with poverty of gender inequality between regions and climate inequality speaking of the most vulnerable of those that have been affected even more by reduction last year to have an agenda those of the g7 and the determination at the heart of the agenda i just want to report very briefly it is a collective contribution we can make on this so that a response begins to emerge to accompany the collective engagement for what we saw. Is just with the short term thinking we committed to have a very committed agenda to africa for security and stability and development and more broadly to have a true Security Development reciprocity agreement with africa. Against this backdrop we will have a summit based in the partnership and the involvement of Civil Society with this process. Next it is the agenda that puts gender equality at the center and then we launched and initiative 250 Million Euros to support Women Entrepreneurs in africa and we will make sure this project as quickly implemented with that initiative to initiate by African Women operated by African Development bank. And for which the Major Economic powers have decided to invest in order to support it we support to protect the victims of Sexual Violence and launch a Global Partnership for quality that we have expanded during the General Assembly. It consist of the state to choose to join to take one National Measure for the benefit of women by using best practices around the world. This is essential we dont even have it in our own society. We see womens right to dispose of their bodies challenged. Everywhere very see inequalities between men and women become is a step backward for civilization and its terrorism that wins and backwardness that wins and a step word back for education and growth and step back for economic growth. That is why we strongly support the United Nations of this agenda for three principles to emancipate, protect and insure to quality. We have steps for generation e quality that will take place in 2020. It marked the history of our organization at the time. Twentyfive years later there can be no question of backsliding for taking steps back. We need to move forward. Now, this battle encourage and responsibility is also something that we need to think of when we talk of healthcare and here to we are seeing too much backsliding into many steps back into much difficulty in accessing healthcare in regions of the world even today in spite of the efforts on the tenth of october in [inaudible] there will be a conference to reconstitute the fund to combat aids, tuberculosis and malaria. It is in this at this tribune in 2002 they called on the establishment of the fund to combat inequality in the face of combating mortal diseases. That was achieved with the help of the g8. Over 30 million lives have been saved thanks to this fund. We are on the bridge of eliminating major pandemics and in the next three years we might be able to save 60 Million People more. It is simply to state it is inconceivable that for financial reasons or unequal access there can be no question that people shouldnt be able to have access to treatment to prevent or to cure a specific disease or to prevent the diseases im spreading again. Inconceivable and this is why in leon we need 14 billion and have three more weeks and we will work as hard as possible to make sure this global fund is reconstituted and enables us to meet our ambitions. Lastly, on the climate because here again we need to fight against inequality. Its one of the topics on which the courage of assuming responsibility must be demonstrated basically there is a constant paradox on climate when we are collectively becoming jaded to it. Weve established a framework and we gave young people the possibility to speak their mind and we tell them its great to hear what you have to say but at the same time we keep acting just as we have in the past without changing anything and that is cannot continue. I want to say that with regard to combat against Climate Change and diversity. We need to take concrete steps and we need to change our collective approach and we need to strive to change the way we act together with our entirety societies. First of all, we need to focus on our ambitions. This is crucial if we want to seek to bring the increase below [inaudible] we need to take key decisions in the area in particular on carbon tax with a real minimum price with texas and this is absolutely crucial that we should focus on the agenda. These greatest decisions are important and they need to be taken right now we need more broadly to involve all countries and focusing on being Carbon Neutral by 2050. He talked a few moments ago to you and talked about this. We need to continue to work on the crucial strategy. India is just said it is prepared to get on board with this agenda and its coalition and i know that china is keen to focus on climate and i know that together if we focus on Carbon Neutrality we can fundamentally change things to meet our objectives and to this end and then it will take place in europe will be decisive and the second thing is to bring together our additions and this is what i said yesterday. We cannot say what were doing everything. Its absolutely fine and at the same time continue to depend on so many countries and its crucial that each and every country with the assistance of the International Community with financing and proponents to understand are limitations but its important that each country move on and then its crucial that the major countries of this world start financing new polluting in developing countries but we are continuing to export financing and there are so many projects in developing countries finance by developed countries that open up new polluting structures and in a way we are seem to developing countries youre saying to the poorest countries you for you trying Climate Change is a thing and you can continue to pollute and its all right in your country and that is inconsistent and irresponsible. Let us be clear we need to involve all of [inaudible] by refocusing financing for sustainable development. Everywhere in asia, africa, the future of Energy Productions is also to move from cold to no longer depend on this. In the same way there is a need for us to build a climate fund that really meet these challenges and in a few weeks time there is the reconstitution of the climate fund and i would urge major partners here to provide crucial financing and there are many countries including ourselves that have doubled and please take that commitment it will be decisive and on this topic of consistency as i said yes today we can no longer have commercial strategies to that are promoting free exchanges just promote their own agenda consider Climate Change. I believe in having an exchange but i dont think this must be unreasonable and it must include the Carbon Neutral carbon zero focus in zero d4 station that at each and every stage we must find compensation measures but we for some countries to make efforts and continue to train with those who dont do so. We cant continue to make statements on this podium and to import those products run against this and it will not change overnight [inaudible] it leads to d4 station and that involves changes, deeprooted changes and involves partnerships and strategies with the countries of origin with our businesses and finances and im not saying to everything is fine and that weve done everything fantastically but however it collectively we are not transparent responsible and if we do not insist on being consistent between our words and actions if we do not marry up private and trade that we will never ever going to achieve it. It will take some years but it needs to be started now. There are two topics on climate i would like to underscore here before concluding. If we want to be successful in this Battle Forest and oceans these battles are crucial in reducing and maintaining biodiversity equilibriums on these two global issues we are currently losing the fight and losing the battle. Im sorry, yesterday through everyones commitment i believe we took it an important step forward in terms of defending the african forest and it would serve a primary forest of our planet. We have countries who have commitments and i would like to underscore germany and norway commitment and countries and ngos and there are most countries affected by the amazon as well. May all those who wish to join join but we need to move forward and make progress and by this meeting we are going to ensure that we can invest and to promote products that promote reforestation and all these projects to help the amazon in the african forest that helped to preserve the forest are absolutely crucial in combat is to combat the destruction of diversity and we are seeking biodiversity and there our challenge is there. There is the key congress in france and in 2020 and the cop in beijing in 2020 as well. Need to have clear acts taken by 2020 and on the oceans now we are absolutely struck by the recent reports of the its absolutely devastating and we are currently losing the battle and we started to build the major transport Companies Seeking to reduce the speed and that is just the start. We are very far from winning. I like to talk to you about overdoing for the primary forest and here want to talk about the oceans and taking specific actions we need to win the battle. Were talking about initial change but i want to date very forcefully here what we are trying to do collectively is crucial and we are collectively trying to change our collective organizations, political, and social ones to reduce inequality and to prevent them. I dont believe that the right response to contemporary growing inequality in the area of climate and education taking each country through taxation its through education and access to healthcare and is also through more International Corporation and a robust agenda to combat inequality however, fundamentally that means we need a reconciliation agenda and what we are seeing in front of our eyes is on the one hand ongoing rhetoric to demand things and i do hear it and it pushes us to act but we must not denounce things anymore. Our predecessors have announces previously and they set up a group of experts but this is just a rhetoric and what is there apart from that . What there is is a degree of comfort with doing nothing with an action. In the middle of this is the group perhaps uncomfortable with what people are trying to do. No, let us build this agenda of reconciliation together and forcefully with focusing on our young people and businesses and investors and with governments of good faith to say we have the backs and continue to establish the facts and let us henceforth change our Consumer Habits of production habits and investment habits in our governmental habits and our citizens have it so that collectively we can be involved in the agenda for change. Staying in this denunciation and action will lead to nothing and i believe very firmly that the current two consumer response ability is to look at things straight in the face and to say what can be done immediately. We realized something will take time because in all of our countries there are producers who have depending on products that arent very good and we have also people who live in difficult areas and they have to move around and we cant put all the blame on them and we need to help them change and need to propose solutions to them. Through Technological Innovations and investments and by a true agenda to combat social climate inequality. This agenda for reconciliation is what we need and thats what i will implement from and thats what we need to implement and what we need to build right here. Ladies and gentlemen that is what i wanted to share with you and i believe in the courage to resume responsibility more broadly, i believe in the return of courage and i do believe that we have no other choice in any case and we have to work together. Our grandmothers changed and undoubtedly thats a bit less and perhaps more completed the previously and they understand that there are very healthcare, education, climate here with what we are aware that we will have to be accountable but i do not believe any more and pessimism. I do not believe anymore in division and i believe in our ability to propose things and to reflect and to think together and to build this agenda for reconciliation which everywhere will enable us to find a good pace for the future as well.
