I want to thank the ambassadors and for their presence here today. Id like to turn to discussing the importance of cyber terrorism in our fight against our cyber warfare that is infighting against terrorism. Would you agree for small that our nation cyber activities are increasingly important as we carry out the fight against isis, al qaeda and the Arabian Peninsula . Okay. Do you have any thoughts related to policy funding or other legislative initiatives that we need to be embarking on to improve our Cyber Capabilities . Is a very big question and i dont think im prepared to answer that in its entirety so let me put a couple facets of the question is the second today. Were happy to come back and discuss it. It is a broad question but i want you to was nearly on the counterterrorism. I think one of the vulnerabilities that we face is that the shady figures who are willing to sell on the dark web exploit capable taking advantage of vulnerabilities and common use of Software Products have insufficient scruples to prevent them from selling to rogue states and they sell to organized crime and my concern is that they would also be willing to sell these sorts of Cyber Weapons to terrorist organizations. I am not aware of any intelligence indicating that that is in fact happening but its a risk that i think is or is that we should take seriously and think about addressing. Just days ago i visited fort meade, the armys Cyber Command specifically 780th military intelligence brigade text force echo. I was getting information about dod cyber activity as they relate to counterterrorism and i had the pleasure of visiting with members of the internet Indiana National guard in learning more about their work and so i just wanted to let people publicly know that im proud of their activities and as things come up i hope you let this committee know and our office about things that we ought to be doing here on the hill to further their efforts and others were involved in this fight. Id like to turn to another Technology Issue and its isr. As a diplomat you work with other countries in our nato allies quite a bit and have there been conversations with them about how they might help augment our resources in this area . We are constantly talking with nato allies and other allies about what we can do and what they can do to contribute more to our shared efforts. I suspect that isr would be no. As i think about counterterrorism efforts were one of the efforts that im troubled about is what i think is now a permanent problem of migrants and refugees. I have a very different thought that the president does about what to do about it but i actually think he is right that this refugee crisis at any point in time with tens of millions of refugees and migrants it does raise concerns about terrorists taking over the borders and raises other concerns. Even wellmeaning people seeking a Refugee Status moving into a country like jordan that doesnt have resources with like water can create instability in jordan and refugees from syria they going to lebanon when theres not enough of the School System for lebanese kids and this can create challenges. Terrorism, instability, there are major major issues that refugees and migrants operations create and frankly i think we used to thinking of refugees and migrant issues as episodic but frankly we have to view them as normal and likely to be somewhat permanent based on violence from the war, corruption and all issues that drive us. You the First State Department witnesses ive had before me since this happened you get the benefit of being asked the question about it but i was stunned when the Trump Administration announced saturday, friday or saturday, they were pulling out of the Global Dialogue on refugee issues in mexico this week. Every nation in the Un General Assembly voted on it nonbinding compact in december 2016 called in your contact that basically say this is refugee issue is getting out of hand we better come up with best practice issues to deal with it. The nations of the world are gathering in mexico this week to talk to what our new best practices for dealing with migrants and refugees. Principals meeting was called by the Administration Last week to try to decide what to do about the contact and the meeting this week. My own investigation into what happened suggest that going into that meeting the state department, department of defense, cia director pale in the un Ambassador Haley all believe that you should participate. Constantly having conversations with those in the middle east that can be transit countries for the movement of persons, legitimate refugees who need our assistance but also terrorists who might seek to exploit our hospitality. Were working with those dialoguing of the sources including in north africa and were in conversation with countries that could be the targets of attack melted by foreign fighters and try to exploit flows and elsewhere around the world. I would caution that the United States, whatever United States engagement is in multilateral institutions there are other constitution conversations taking place to address these matters of global concern. I understand that but would either of you care to offer a defense for why the United States should not be participating in this Global Compact that we agreed to support less than a year and a half ago .
