On what his administration is doing to protect Public Safety. President biden how are you . [indiscernible] how are you . Good to see you. [laughter] good afternoon, everyone. I want to thank President Biden for inviting me again to the white house. It was my pleasure to talk to you about Crime Reductions. In detroit collaboration is our strength. The biggest reason for Crime Reduction. Our man with his leadership on negotiations gave our officers a 10,000 raise to the strategies he employed. Many saw courts close down as a result of covid. Cases where backlogged and through his leadership, we were able to get the courts back open and get cases prosecuted. U. S. Attorney don eichmann has been a tremendous person. Focused on crime in violent areas of detroit while bettering quality of life for the most vulnerable residents. Our deputy mayor, todd, leads our Community Violence initiative, a program called shot stoppers which is supported by American Rescue plan dollars. While it showed promise, we look forward to the impact with strategies on crime to reduce crime. Partnerships with our prosecutor, executives, judges, state police and atf and fbi. American rescue plan funds have been a game changer. It helped us reach historic lows in crime. A reduction in homicide, our lowest since 1966. A 34 percent reduction in carjackings. These funds helped us retrain officers to develop Trading Centers to bring training to our officers and build urges in our community. By looking at best practices in detroit. New patrol vehicles dedicated to allow President Biden to respond to crimes. Qualityoflife issues. Abandoned vehicles. We used American Rescue plan to purchase speed signs. This is invaluable to combat those problems. Job opportunities, we have hired a different of new jobs to use civilian professionals, analysts, directors that were otherwise being filled by Police Officers and able to put those officers on the street and use those professionals to fulfill those roles. Something near and dear to my part as a mental trained professional myself, covid brought something we would never see in Law Enforcement and that is uptick in Mental Health cries sees. And working with trained professionals allow us to put a Police Officer who is trained on the street with an actual Mental Health professional to aid and assist us. In addition to that, we have a Mental Health professional in our 911 dispatch center that is able to give Immediate Services to those folks when they call in. City of detroit handles 14,000 Mental Health runs in 2023 and now 38 runs and we are on track to hit that number again. It works collaboratively with our Mental HealthTraining Center in handling those runs. In 2024 we are building on that success but we are not declaring victory against crime. We have too much guns and violence in our community. But we will work with our partners to reduce crime in 2024. Already as of yesterday we are looking at 18 reduction in homicides as opposed to last year this time. 30 reduction in nonfatal shootings and 40 reduction in carjackings and building on the progress and continue to work in our community and deploying called serve and protect where every single Police Officer will work a Community Service program in our neighborhoods whether it be a aiding a senior before they can patrol in a car. We are going to continue to expand our Mental Health response. We are grateful for the support of our partners at the white house. Thank you on behalf of every member of the city of Detroit Police department, i thank you, sir. We worked to reduce crime and improve Public Safety and whenever are going to continue. It is my pleasure to introduce the 467th president of the United States. President joe biden. [applause] President Biden you walk out the door and families are worried about receiving that phone call. Thank you for your service and sacrifice, not just you but your families as well. And thank to the Law Enforcement communities leaders who helped bring down crime rates to historic lows. We are about to talk about what is going to happen now. You just heard from the chief and we salute the cities that are making historic progress. Last year, the United States had one of the lowest rates of all vial of all Violent Crimes in more than 50 years. Murder, rape, aggravated assault and robbery have dropped sharply along with burglary, property crime and theft. It matters. As president , Public Safety and Crime Reduction is a top priority for my administration and for me and has been a long time back when i was chairman of the judiciary committee. Since day one, my administration in working with Law Enforcement, mayors and Community Leaders to do what we know works to cep people safe. As referenced during the pandemic, states and cities saw crime rising and faced deep cuts. We stepped up, thanks to my American Rescue plan which i might note not a Single Person on the other team voted tore, we provided 350 billion, 350 billion that was available to deal with these issues. And the fact is that we find ourselves could use it to keep Law Enforcement on the beat, communities safe from violence. 15 billion to make our communities safer and added more in grants to help. The Justice Department invested in programs because the American Rescue plan, we have the largest federal investment in preventing Violent Crime at any time in our history and thats a big deal. And we know being in Law Enforcement is harder than ever. But we expect it to be everything to everybody. Thats why we have invested in more crisis responders to work along side Police Officers. Mental health and social workers respond to nonViolent Crimes as well. And recruiting and training officers, more investments to take guns off the street. We are hiring more u. S. Attorneys, recruiting more u. S. Marshals and investing in technology and training to clear the court backlog, solve murders and deal with apprehending violent fugitives and bonds of trusts between officers and the people you serve. My budget calls for more officers on the street, walking the beat and working with Community Leaders and partners to gain public trust and advance Public Safety. Chiefs in this room know when the Communities Trust the police, we can solve a hell of a lot more crimes a hell a lot more faster and i signed an executive order in Community Policing and effective and i continue to call to pass the George Floyd Justice and policing act to make policing the law of the land and made historic investments to prevent crime and violence in the first place. These programs include people people who are in the neighborhood, people who have been incarcerated and released now and people who have been through it and know what they are talking about and we have a track record of reducing Violent Crime by 30 to 60 . And finally, my plan goes after the scourge of gun violence. I have taken more executive actions to stop the flow of illegal guns in history and beat the n. R. A. When i signed the most significant gun safety law in more than 30 years. We are going to finish the job and ban assault weapons and high capacity magazines because it has to be done. I formed the first ever gun violence White House Office of gun violence prevention and i thank Vice President harris for overseeing this important effort. Let me close with this, our plan is working but we have much more to do as everyone knows. And thats why we are here today. My administration is going to choose progress over politics and communities across the country are safe as a result of that, policy. There is no gritter responsibility than to ensure the safety of children, families, communities and our nation. And i turn this over to my domestic policy adviser to get this discussion going, ok .
