That is because this bill is largely a made in america bill as well as an energy bill. The loophole is commercial enterprises can get a tax credit for their cars. So they can lease a car made in japan and still get the tax credit and pass it on to you. After the last man, there is a tax credit for used electric vehicles. I think it is 2500.
