"states areting, already on alert. on monday, the governor of massachusetts ordered the national guard to be on standby in case of turmoil following the election. in oregon, a state of emergency for portland, citing concerns for potential violence. the oregon state police and county sheriff will take over management of public safety in the city. governor brown has directed the national guard to be on standby." those are some events taking place in the lead up to election day. you have probably seen this where you live. here is what some of the sites in washington, d.c. are. now to another state that will be closely watched today, florida. findsn from tampa, who himself as an undecided voter. go ahead. caller: i appreciate your show, because you really let america speak. i think that is what this is all about. i have tried to remove myself from watching two personalities who really do not seem to act very civil in themselves with name-calling, anger, blaming, picking on each other's families and it is disgusting to me. i look at this and go, i am not voting for a man. let's look at the second person behind the bill, there's a harris and mike pence. says, iinside that have a plan. i do not know what the plan is. but i see attempts to control more power, rather than people. i see people being elected that are getting in, then doing what they want to for the sake of their party. i would like to see america rise up new leaders. i would like to see colleges be balanced in their teachings. this is the result of 30 years of an educational system -- i am a teacher. i am 61. and i want people to think instead of being moved by media produced campaigns. let's hear people speak about the plan for the future and an ideology and a constitution again. that is why i am undecided. i do not like either option, but i do love america. host: in tampa, talking about the second people on the ticket. philadelphia in yesterday, making part of the closing argument for the biting campaign. after this virus. all we are doing is killing people. host: that is glenn referencing the conditions at the white house, that you will see in washington. as far as extra fencing going up at the white house, the plywood being put on buildings, not only here, but across the u.s. other law enforcement efforts being highlighted in the washington post, when it comes to federal use, saying federal enforcement agencies, including the bureau of prisons, agents have been told to be ready if called to assist in duties, such as guarding federal property, responding to public unrest. for of a contingency plan developed among months of protests in the country this year, and that sometimes the atvil rights division -- th they would send personnel to 18 states to monitor for compliance with federal voting rights laws, something it regularly does during election, while the fbi will monitor from the bureau headquarters as well as field offices across the country. that is in the washington post, if you want to read that story. we will hear from chris in maryland. offer: hey, just to start with your first question, i am going to vote today because it is tradition. you usually vote on november 3 and that is what i am going to do. out of all the commentators, i like you the best, pedro. host: why are you voting for president trump? caller: because he is not a politician. he didn't start as a politician, he is still not a politician. all these democrats, all they have to say is hate. it's all about hate. i'm almost 60 years old. i have never seen plywood upon the retail shops. that is to protect themselves from the peaceful rioters, sorry, peaceful protesters. they are running on hate. as far as what you will do for health care, the only thing i have heard from joe is more masks. you cannot mandate masks. you cannot make people wear masks. they should wear masks. i wear one no matter where i go. i live in maryland, a democrat state. do not mind protecting myself. and other people as well. but that is all i have heard from joe is mask, i have not heard anything else. host: that's a supporter for president trump, talking about voting for him for a second term. we will continue on with the calls all throughout the morning, hearing from you on this election day. 202-748-8000 if you are a supporter of joe biden. 202-748-8001 if you support president trump. perhapsre undecided or supporting another candidate altogether, 202-748-8002. the course of the morning, we will also be joined by reporters in key battleground states to talk about what is going on on this election day and what expectations might be. of the tampa bay times is joining us from florida. thank you for joining us. guest: no problem. host: you said it was prediction time when it comes to today, what is your assessment from what you see going on? operatives, party insiders, experts, we poll those who are inside of the politics, and the conventional wisdom is most of them give a slight advantage to president trump in florida, a state where republicans have a lot of muscle memory for victory. democrats have had a tough time winning statewide elections here, when president obama is not on the ballot, so republicans have an edge in that regard. we have seen democrats going in with a slight advantage in their turnout so far. host: what is the expectation of turnout? guest: that remains to be seen. we have had so much early voting, it is hard to know if people were just shifting how they vote to earlier in the process. voting by mail is tried and true here, and people are taking advantage because of the pandemic, more so than in years past. it is unclear if they turn out will carry over to election day, where we will see 80% in some of these large counties, the are traditionally democratic strongholds, or if more people just decided to vote early and we will see sort of a steady, but not as energetic rush to the polls today as perhaps in other presidential elections. host: one story you wrote was the focus on hillsborough county. tell us where that is and why it is important to look at that part. guest: hillsborough county is the county around tampa, one of the largest cities in the state. it makes up a big chunk of one of the largest media markets in the country. more so in tampa than anywhere in the country. it has been a bellwether from 1960 to 2012, it shows the president correctly in all but one election. but that streak was broken in 2016, when hillary clinton did better here. the question going forward is is this a bellwether or a democratic stronghold, a place for the democrats hope to sort of upset what they will see in rural parts of the state. it is growing quickly. it is emblematic of the growth we are seeing across the state, where you have so many puerto ricans moving here, so many middle-class people, many millennials moving into our downtown. and it is also demographically basically a microcosm for not just the state, but the entire country, if you look at the wealth, socioeconomic status, the race and gender breakdowns, it is pretty much identical to the country, so people look to it to see where the presidential overall turnout is going to be. host: in the new york times, there is a profile of the biting campaign, particularly for latino voters. you talked about that population. talk about the outreach from both sides for this community. guest: donald trump's outreach has been focused exclusively on those who come from cuba, venezuela, countries where the message of eight "socialist" democratic party is the most effective. and we have seen president donald trump make tremendous gains in the cuban community, especially in south florida. he is outpacing his supported there in 2016, and joe biden is struggling to break into it. however, non-cuban hispanics, puerto ricans especially, but also those from mexico, honduras, fast-growing populations, tend to be more democratic. engaged, andget they tend to register as no party affiliation in florida, meaning not a democrat or republican. however, when they do vote they more often vote democrat than not, it is just a question on whether turnout will be. we saw a large push from joe biden in the weeks leading up to the election, trying to get that community around orlando, around tampa, to show up for him on election day. host: joe biden is expected to make another couple of appeals in florida today, i suppose that is suggesting what you said about where things stand. guest: harris will be here. she was just here over the weekend. we had dueling rallies with biden in tampa. and lastly, multiple trips from president obama. florida has had the attention of both campaigns and really showing how close it is and how it will come down to the wire. host: you among many others will be looking at florida, as part of the electoral victory map. will we have a clear-cut view of florida with either candidate winning the state? guest: that is a big question we do not know. unlike other states that are dealing with a larger flux of early voting and mail-in ballots for the first time, florida has had a long practice of counting ballots. after the 20 election, where we had recounts in most of our statewide races, the law was changed to allow county officials to count the ballots before election day. that will eliminate a lot of the backlog and allow the returns to come in sooner than expected. of course, if it is a razor thin margin, then i think it will come down to a couple of counties, where there is turnout. even if 90% of the ballots are counted by the first couple hours going into the evening, if we are heading toward a close outcome, regardless of those precautionary measures and steps taken, it will still be tough to know who the winner is by the end of the night. host: what legal forces are in place on either side in the state? guest:guest: we have seen discussion from lawyers from both campaigns about what they would do in florida. there's some already, some issues around felon voting. an amendment in florida was supposed to give a large expansion of the voting rights to felons in florida, but it was rolled out slowly and with issues, identifying who the felons are it is possible we will see many ineligible felons cast ballots and there is already discussion about challenging those ballots from republicans. on the other side, democrats are concerned about how the state applies a rule, which is decided county by county. you have places with little training in sort of the forensics of matching signatures and deciding which ballots count. and already we have seen studies that show african-american voters and students are being disenfranchised by that, more than any other demographic. if it comes down to a recount, i think the questions and concerns will follow along those lines, less around the early voting and vote by mail procedures, like we are seeing in pennsylvania. is a political editor for the tampa bay times, steve joining us for the conversation on election day. thank you for your time. guest: thank you. host: for those on the phone, we have a supporter of joe biden. go ahead. caller: good morning. i think every american should vote for joe biden. becauseon i say that is it has nothing to do with the economy, foreign trade, nothing to do with tax cuts, nothing to do with any of that. joe biden can bring the country together. that comes first. thethey no one mentions, -- in nazi germany. isf the country feels it disrespected, you do not have a country. donald trump has always needed cia, the nfl,fbi, the media. everyone is always against him. he needs an enemy to thrive. host: what convinces you about joe biden, that he can bring the country together? that is one of the reasons i'm voting for trump. and everything else. , this the pandemic country was coming back. jobs were coming back. of these factories in china pollutingff that are and they are all coming back to this country that has the cleanest air there is. as far as solar power, they are not there yet. i do not think solar power can support the whole world. i do not think it has advanced that far that it can do that. host: ok. that is charles in new jersey talking about his support for president trump. when it comes to election day matters, to the topic of hacking. the new york times talking about the arm of the government that deals with that, the united states cyber command. they reported that cyber command, which runs the military defensive operations in the online world was largely on the sidelines in 2016. for 2018 midterms, the command took a far more aggressive posture. in addition to sending teams to allied countries, it sent running messages to would be in its firsts offensive operation against moscow. it took at least one of those troll farms off-line on election day and the days after. 2018 operation was focused mostly on russia, according to what is publicly known. this year, officials have described efforts from iran, china and russia potentially influencing the boat. cyber command has also widened, adding officials would not identify regions, but not the countries they had operated before 2020 but added cyber defense commission -- malware used by adversarial teams and other -- host: that in the washington post this morning. if you want to read it there, we will continue taking your calls about this election day on some of the issues like voting places. you can comment on who you voted for. you can call us, post on social media as well. also, we will focus on specific states with reporters who have been closely following these events. pennsylvania, closely watched in this cycle. thank you for joining us and giving us your time. guest: thank you for having me. host: what you make of the aggressive nature just in the last days or so of candidates going to this state? guest: i think both campaigns think this state is in play. i do not think either campaign feels like they have pennsylvania locked down. i think they are particularly concerned about blue-collar voters. if you remember, democrats onlyht joe biden was the candidate to be able to be donald trump with blue-collar voters. we will see if that comes to pass. i think trump is concerned he has lost a few points with blue-collar workers in the southwest corner. but, he has gained support in the northeast corner which is the area where joe biden is from. ishink they know the state in play and they are trying to do their best to keep those margins down. biden does not want trump to run up margins and red counties like he did last time. trump is trying to cut into the margins in the blue counties. host:host: we saw in 2016, the president cut 48.2% of the support their versus hillary clinton at 47.5%. razor thin margins. are those margins still at play today? guest: it still feels like a close race. biden had a lead here for the last year or so, but his lead has been within the margin of error in most polls. at has felt close. i think you need no more proof than how often they have been coming here. they have come here more often than any other battleground state. host: how many people have voted so far in the commonwealth? what is the potential for turnout today? guest: more than 3 million mail-in ballots have been requested. it is my understanding that more than 2 million have been returned. i can tell you i went to my polling place this morning, i had to turn around because i never would have made it in time for this interview because the line was so long. i have never seen a line like this at my polling place. it was stretched around several blocks. and then you had full parking lots at the church and nearby communities i was stunned. host: thank you for showing up. if turnout does become a large factor, who does that benefit? guest: it depends who you ask. mightcampaign thinks it benefit them, the trump campaign thinks it benefits them. by and large, the mail-in ballots that have been returned so far have been democrat voting. trumpre expecting all the supporters to show up today, but there are still plenty of democrats who have not voted yet. at all. they are going to go to the pulse today too. we have to wait and see. when the pennsylvania election will be called is a big question mark. host: can you explain that? guest: we have seven counties in pennsylvania who have said they will not start processing mail until tomorrow. they just want to focus on the traditional voting today and they will get to those others tomorrow. thever, our counties with largest populations like philadelphia, suburban counties, allegheny county where pittsburgh is, they are all starting to count their mail-in ballots today. lawsuits,a number of also. we will have to see how some of those work out. mainly, the holdup could potentially be the counting of mail-in ballots. the reason why we have so many mail-in ballots is the pandemic. host: talk about the legal battles that could end up because of all of these battles. what is your sense of the teams in place there? is my understanding that trump is having philadelphia and counties out there like micah murray, chester, buck, delaware, he has people on the ground there the processing. i know they are very concerned about -- the main point seems to be right now, ballots that come in after election day. as you know, the supreme court allowed if your ballot is received up to friday that your vote can be counted. campaign isp fighting that. however, ohio has basically 10 days. you are dealing with a lot of different states with a lot of different rules. the trump campaign has lawsuits in several states. there could beat election fraud with these ballots coming in later. in his lawsuit during the primary, his campaign failed to produce any example of widespread fraud in the primary. --far during the selection this election, we had one case of fraud in luzern county. it was a republican man trying to vote for his dead mother. with that in mind, talk about areas of the state, even as result filter in over the next few days, what areas of the commonwealth will you be focusing on as far as determining who wins? guest: it is weird st. george is a battleground state, but it really is this year. i'll show a net can grace between president trump and former vice president joe biden. we also have two senate races up for grabs. that goes a long way in explaining why georgia has so much national attention. the reason why georgia is so close lies in two main factors, the suburbs of atlanta have slowly but surely flipped blue. 2016 when hillary clinton flipped two of the three biggest suburban counties. the other reason is the white vote. polls show joe biden getting about 20%-20 9% of the white vote in georgia. racially polarized state like georgia, that means the state becomes competitive. 2016, hillaryt to clinton got only 21% of the thee vote for host: -- white vote. host: how do you look at those who have already voted and those who expect to turn up? record 3.9ave a million people who have already cast ballots the selection. our turnout record in georgia is 4.1 million. we have almost exceeded the entire 2016 turnout in georgia. includingunties, bigger counties have already exceeded that. what the election day looks like, nobody knows. figure, and this has historically been true, democrats tend to win the early vote. no one knows how much the surge in early voting has affected that if republicans and democrats are cannibalizing their election. what we do know is one million people have been added to the role since 2016, making the electorate younger and more racially diverse than ever before. host: we are just seeing this coming over the wires. in spalding county, there are reports by cbs that all of the voting machines are down in that county. talk about election machine security overall in light of this news? >> this is through one of the biggest issues we will be tracking. all day today. election related issues. we have a new voting system. in the june primary, it was a disaster. we had hours long lines. people waiting up to 10 hours to vote. bringing lawn chairs and accessories, which is always a problem. what we have heard so far is scattered issues not only in spalding county, but to cap -- fulton county which is democratically leading -- leaning. what the secretary of state has warned of his long lines, urging people to be patient and stay in line. that is what democrats are saying too. come with a plan and stay in line. be patient. >> as it comes to results, will we find out tonight who wins georgia? guest: i do not think so. i think we will have a replay of 2018 between stacey abrams and governor kemp or there are still tens of thousands of mail-in ballots that need to be tallied. usually, those are always county -- counted, but there are an afterthought. as georgia has come closer and closer, no way can project the winners of the races without tallying those votes. we might have hundreds of thousands that remain to be counted. if you look at the margins in georgia in 2012, 2014, republicans won. in 2016, president trump one by five points. in 2018, governor kemp by 1.5 points. you can see the trendline getting closer and closer. host: let's highlight some of those races. david purdue against jon ossoff. what is important to know? host: when it comes to the audience, north carolina is a battleground state. why? dividedt is an evenly state. it has been close in the last few elections. it went to trump in 2016. if you look at a path to victory for president trump, it has to include north carolina. president016, the winning, what is it looking like? guest: [no audio] host: i believe we are having internet connection problems. are you there? guest: i apologize. host: go ahead. guest: all of the polling shows a statistical tie. biden has been ahead by one or two points in nearly every pulled on recently. there has been a heavy early voter turnout in north carolina. more than 4.5 million votes have been cast. absentee, by mail or in person. those results will be known shortly after polls closed. host: what is the process for counting those polls? will that be done tonight definitely? guest: the state board of elections says 97% of votes will be counted by the end of the night. north carolina has won a recent case in the supreme court that says they can count votes postmarked by election day received all the november 12. down toversal -- is 130,000 and expected to shrink today. we may have a result in north carolina by midnight, or shortly thereafter. host: what is the expectation for people turning out today to vote? guest: that is a big question. seen the biden campaign makes up -- line that would put today's turn out at about 600,000 per it i've seen estimates that indicate may be 800,000. . biden or the democrats are leading through the early vote, it is going to be early -- difficult for trump or republican candidates like tom tillerson to make that up if the universe of people who vote today is less than one million. host: if to pour looking at it on a map, what particular areas are you focusing on? are focusing on wade county and mecklenburg county. they want to run up the margins in those two blue counties. that ring them are counties that have voted for donald trump in the past. can republicans keep their margin over 60% in those counties, or do democrats start to eat at those? angelesvid in los giving us his assessment of why he is supporting joe biden. you can do the same for the remainder of this hour we have. a couple more stops along the way featuring reporters in key states we are paying attention to. iowa being one of those. joining us for that conversation the chief politics reporter from the des moines register. thank you for joining us. guest: good morning. host: i suppose some people would say iowa is a battleground state. tell us why. guest: there is a good reason to question that. trump carriedd the state by 9.4%. i think a lot of people going into this election thought it would be another easy victory for him, but it has proven to be much closer. iowa saw gains for democrats in the 2018 midterms, so now they are building on that into 2020. joe biden was in the state this week campaigning. a lot of polling has shown this race can net, including at the des moines register. in september, we showed them to be tied. polls show trump pulling ahead in the final days. todayl wait and see whether he ends up being able to pull it out, but it was a much closer race than a lot of people expected. host: that base coalescing. what areas of the state are responsible for that? iowa.: some parts of white men in particular. independents appear to be coalescing. we are also looking to the suburbs, just like everywhere in the country, to see how those voters swing things and whether there is enough support there among women in particular to give joe biden an edge. host: we have been talking all morning about people who voted early versus people who will vote today. break that down for us. iowans about 51% of voted prior to election day. that polling showed about what you would expect, that democrats are voting early. they are mailing and their ballots, showing up in person to vote early, and republicans are largely waiting until election day to cast their ballots. so it will be interesting to see, as we get results, how that affects things. iowa was able to start counting its absentee ballots yesterday and so some of those should be available quite early. i think we will see a democratic edge in those early returns and then throughout the night, as we get results from in person voting, i think republicans are likely to make up a lot of that ground. host: we saw issues with tabulation at the iowa caucuses. does that come into play in this election? guest: they are a totally different animal. i think it has given iowa a glimpse into what can happen if you are not prepared, and especially if you do not set expectations correctly. i think there have been much better expectations set going into this, saying there is a lot happening we have not done before. maybe have some patients. did not doo that -- that in the iowa caucuses. people were expecting results as soon as they were over and that clearly did not happen. expectation setting is different and this is a totally different system. the caucuses are run by parties and this is a state run election. the state has a much bigger handedness than it does in the caucuses. i think we are hoping tonight runs much more smoothly. host: when it comes to expectations, what have officials told you about whether we will know tonight who gets iowa? guest: there is a very good chance we know who wins iowa anight assuming it is not very close race that needs to go into a recount. election officials are telling us that they will be able to process those votes relatively quickly, that we should have the numbers tonight. host: one of the races aside from the presidential race is the senate race featuring the incumbent, joni ernst. talk about the race for those who may not be following it closely and where those candidates live. guest: this is a key race if democrats are looking to regain a majority. this is the second most expensive race for senate in the country, behind north carolina. there are people putting resources into this to try to swing it away from republicans. joni ernst is the republican, elected in 2014, so she is seeking a second term. by is being challenged democrat theresa greenfield, a businesswoman who has never held office before. she has run a campaign challenging joni ernst on health care. she has really targeted senator ernst for voting to repeal the affordable care act. she has said i will be an advocate for farmers, an independent voice for iowans. it has been a close race. this is another that has been close throughout. pulling had shown greenfield up by about 3% through the duration of this election. and the register's recent polling showed the base coalescing around ernst. .4% lead.hem a -- 1.4% lead. host: what are you watching tonight? guest: turnout. if republicans -- we have seen the early vote surge. that favors democrats. but if republicans are able to make that up tonight, that could really do some good for them. so we will be watching turnout, different parts of the state, the rural areas, the suburbs. we will be waiting to see whether joni ernst is able to pull this out. it will be interesting to see if donald trump wins the state, the republicans hold onto the senate. that is a real possibility. joining us very early from iowa, the des moines register's chief politics editor. thank you for your time. guest: thank you. lake jean is next in twin michigan. before we go to them, we will show you joe biden again. we told you that he was expecting to visit some states today, particularly pennsylvania. let's hear a little bit of what he has to say. has long been a republican stronghold. a democratic presidential candidate has not one here -- 1976,t won here since when carter beat ford, but that could change tonight. voting has been intense. 9.8 million have voted early already. that is more than the people who voted in total in 2016. have tell you democrats about 10.5 million people to vote total. it could be 12 million people who vote when it is all said and done. that, in theory, bodes well for biden. gives himd electorate a better chance of winning texas even though it has been reliably red. host: as far as pulling -- polling is concerned, what is the difference between the two? guest: it is margin of error polling. are some polls that show biden leading. the dallas morning news had a poll with biden leading. it is within the margin of error and it has been like that throughout the summer and fall. and a margin of error rates is a race you have to take seriously. -- error race is a race you have to take seriously. it will be cringe worthy. republicans will be up all night worrying about it. we will have to see. there is a chance that democrats can break through. host: how many expected to vote in person today? guest: you know, a few million. that is expected to be largely a vote that favors republicans. as i heard listening to the show, republicans have been waiting until election day for whatever reason. votetially, the republican statewide here on election day is larger than the democratic vote. the question is how much of a lead did the democrats bank with early voting and can they also get voters out on election day? are there new voters in this process that wove -- that will wait for election day and vote for biden? host: when it comes to the legal challenges to these votes, we have had a couple leading up today. talk about the state of the legal challenges. guest: there was one in harris county where 127,000 ballots were at stake that were cast as so-called drive-thru voting locations. a judge held those ballots can be counted, 127,000 of them. so that is positive if you want every vote counted. also, harris county officials one decided to only have drive-thru location for election day. that is at a place that is building. they do not want to put other ballots at risk because of these legal challenges that are going on, so it was a victory for democrats. republicans were able to knock down the drive-thru locations in harris county down to one. host: what is the policy for counting ballots? is it starting today? guest: it has already started. it has not been publicly released. generally, right after the polls close, at 7:10, we will get a drop, and you will see all the early vote totals there. and that will give you an indication of where the state is going. of course, election day is also important. but you will have a little preview right after the polls closed today. host: how has the state determined when they will announce a winner? has there been discussion on that front? guest: that depends -- it is a big state. it depends on when the votes are counted. every county is different. some counties do a better job of counting votes and others. -- votes than others. there are smaller counties. there are sometimes glitches on election day that you have to deal with. we are expecting a long night just because it is a big ballot, a lot of races, a lot of interest, so they tend to try to get it right here, so it could be an early night if there is a decisive winner in some of these races, but,, then again we could have a long night. i do not expected to go weeks or days. -- expect it to go weeks or days, too far beyond election day, but we will be ready for a long night. host: one of those races of interest is the senate race in texas featuring john cornyn and his challenger. talk to us about that. guest: a lot of that depends on the presidential contest. there is not a lot of straight ticket -- there is straight ticket voting in texas. -- there is no straight ticket voting in texas. you have to vote for the candidate. corn and has been in office since 2003. senator cornyn has been in office since 2003. it depends on the trump vote. i talked to the senator. he said, hey, with 12 million potential voters, that is uncharted territory in texas. he feels like he is winning. a 4, 5, 6ose race, point race maybe, but you do not know, with all these voters in the process, how they will break. if biden wins texas, then i can challenger also having a strong chance of winning as well. keep in mind, a democrat has not won a statewide race in texas since 1994. host: why do you think senator cornyn is facing such a challenge this time around? guest: he is not only running he ist the democrat, running against the political climate. there is an anti-trump climate in urban areas. he has lost support in suburbs. push bye is a strong progressive activists to register voters, track those voters, and have a turnout tonight that's big. this turnout you are seeing is empowered in part by anti-trump sentiment, but also by democrats that have been working hard for years to try to climb back into contention in texas. -- athis is still a strong state that leans republican, so cornyn has a strong base of support, but the unknown is how well did the democrats do in organizing in 2016, how strong is that anti-trump sentiment?
