The Job Retention bonus, the Kickstarter Program for young people, and we are also doing a huge amount to support the aviation sector. One of the companies, virgin, has now come out after extremely difficult and productive conversations. That is the work of this government, getting companies through it. Helping people through it. He has to work out whether he will support or oppose the Governments Program to get people back into it. [jeers] last week, the shadow chancellor said that here in the house of commons said he supported the program and this week he says he opposes it. Which is it . That is just rhetorical nonsense. [here, here] it is perfectly proper and right to set up a part of the package and the support of the government and highlight where there are problems. My problem with the Prime Ministers dismissal of this is that since the chancellor sat down, 10,000 people have lost their jobs. The Prime Minister should focus on them and not the rhetoric. Productive rday projected 3. 5 million unemployed next year. I want to press the Prime Minister further. A huge employer alongside the 12,000 redundancies announced, ba is trying to force through the rehiring of the remaining 30,000 workers on worse terms and conditions. It is unacceptable. The Prime Minister sent in email to ba staff. They should not be in a change the terms of conditions. Using furloughs to do that. That was the second of june. Will the Prime Minister make clear that they cannot be allowed to stand without consequences for landing slots . We are absolutely clear that we want our Great Companies across this country to support their workers and to keep them in employment where they possibly can. I made that point clear just in the last couple of weeks. British airways and many other companies are in severe difficulties at the moment. And we cannot with a magic wand , ensure that every single job before the crisis is retained. What we can do is encourage companies to keep their workers on with a Job Retention scheme, a Job Retention bonus, and a massive program of investment of 600 billion pounds, and Investment Program to build, build, build, and create jobs, jobs, jobs. [jeers] that is what im talking about, rehiring 30,000 people being rehired on worse terms and conditions. He should call it out. Yesterday, the Expert Advisory Group published a report. On the challenges this awesome and winter. They were asked to do so on the office of science. That report assessed the reasonable first Case Scenario reasonable worst Case Scenario of this automatic winter including a second covid spike and seasonal flu. It set out actions to mitigate the risks. The report was clear. July and august must be intense preparation. Did the Prime Minister make clear that he intends to implement the recommended action in full and at speed . Not only are we getting on with implementing the preparations for a potential new spike, but he should know that the government is engaged in record investments. 34 billion. What the house may not realize is just in the last year since the government has been in office, there are now 12,000 more nurses in the nhs, 6000 more doctors. And it was thanks to their hard work that we were able to prevent our Health Service from being overwhelmed this spring. And we will take steps to ensure that it is not overwhelmed this winter as well. [here, here] that is the whole point of this report. It sets out the worst Case Scenario and tells the government what to do about it. I am surprised hes not committing to fully implement. It is vital to government learns the lessons from mistakes made and ask now to save lives for the future. One of the key recommendations commissioned by the Government Office for science is that testing and , tracing capacity need to be significantly expanded to cope with increased demands over the winter. The reality is this. Trace and track is not working as promised as it stands today. , the report makes clear that it needs to be significantly expanded to cope with the risks of autumn ed winter. What assurance can the Prime Minister give that the system will be fit for purpose by this september. Once again, the investment rate is working at an absolutely unprecedented scale. [jeers] 144,000 people across the country have now agreed to selfisolate to stop the spread of the virus. He keeps saying that the test and trace operation is failing to contact and people are failing to get enough people to selfisolate, but actually, they are doing fantastic work. 80 of the contacts are found and they are getting through to the vast majority of people that have the disease. I can give the assurance that our test and trace system is as good as or better than any other system anywhere in the world. And yes, it will play a vital part in ensuring that we do not have a second spite this winter. What i think he should do instead of locking the confidence of the country in the test and trace system now is the , time for him to return to his previous script and build it up. The problem with the Prime Minister quoting the 70 of people selfisolating, it has gone down. It was 90 a few weeks ago and every week has gone down. So i would not quote the latest figure looking at the trend. I would ask the question has the , Prime Minister actually read this report that sets up the reasonable worstCase Scenario and tells the government what to do in the next six weeks . Has he read it . Of course im aware of the report. [jeers] we are taking every reasonable step to prepare this country for a second spike. I might say to the right honorable gentlemen, get behind the government and what it is doing or not. He has previously supported and come to this house and said that he supports our measures. He now says i think that he doesnt support. I think what he needs to do is build up the confidence of the people of this country cautiously to get back to work. Cautiously restart the economy instead of endlessly knocking the confidence of the people of this country, knocking their confidence in our schools and the safety of our schools. And knocking our confidence in our transport network. Now is the time for him to decide if he backs the government or not. [here, here] it is entirely possible to support and point out the problems. Standing up every week and saying it is a stunning success is kidding no one. It is not keeping confidence in the system. Not that it is a stunning success when it is obviously not true. The afternoon i am meeting families of the covid19 bereaved families for justice group, a group of hundreds of families who have lost loved ones. They say we will not let the deaths of our loved ones be in vain and we will not allow the government to risk a second wave of deaths without learning from their mistakes. They will be listening to the Prime Ministers answers today. So what would the Prime Minister like to say to them . Mr. Speaker, i join with every member of the house in morning the loss of everybody that has died in this epidemic. I can ensure that through them, the victims and their families, we will do everything in their in our power to prevent a second spike in this epidemic. That is why we are investing that is why we are taking the steps we are. That is why we are investing massively in our front line staff. In the last year, recruiting 12,000 more nurses as part of a program to recruit 50,000 more, preparing nhs for winter. We will do everything we can to protect our country. And to stop a second spike. What he has to decide is whether he wants to back that program or not. Because one day, he says it is safe to go back to school and the next day, hes taking the line of the union. One day, supporting economic programs and saying a duty cut is unacceptable. And one day the result of the brexit referendum and the next day, today they will tell their , troops to do the exact opposite. He needs to make up his mind which brief he is going to take today. Tomorrow, the tory government will publish legislation for the Biggest Program since the scottish people wanted all the voted overwhelmingly for the Scottish Parliament in 1987. The decisions of the Scottish Parliament must and will be decided by the scottish people. The 70 pounds or more that are going to be transferred to the elected people in scotland. Wants is trade barriers between england and scotland. Not to be able to use sterling. He talks about unelected at unaccountable people. What he wants to do, mr. Speaker, is hand the powers that we would give back to scotland to brussels which is neither elected nor accountable. Our thoughts are very much with eva and her family. We will, of course, look at everything we can do to support her and her travel arrangements. Under this Prime Minister, we suffered one of the worst traits worst death rates in the world. And europes worst death rate for health and care workers. Previously, he has refused my demand for a repeated inquiry, immediate independent saying inquiry saying it is too soon. , even back in 2003, he voted for an independent inquiry just months after that conflict just started, in the iraq war. If he still rejects an immediate inquiry, will he, instead, commit, in principle, to a future Public Inquiry . Yes or no . I said several times that i do not believe that now in the middle of combating a pandemic is the right moment to devote huge amounts of official time to an inquiry. But of course, mr. Speaker, we will seek to learn the lessons of this pandemic in the future. And certainly, we will have an independent inquiry into what happened. After such a difficult few months for everyone people with , Mental Health conditions are especially suffering increased anxiety. The effects of isolation, months without treatment, and most importantly, a lack of early intervention. Can the Prime Minister outline the steps the government will take to make sure that people with Mental Health conditions are not left alone or behind . I thank my honorable friend for campaigning on this issue which is incredibly important. It has been particularly during lockdown. Have increased our funding for Mental Health care to 12. 5 billion and we are now publishing the National Strategy for disabled people which will cover all types of disability occluding physical and Mental Health.
