Out ppe hospitals when they had only three days supplies left on hand. Developed a surge plan. Tried to develop our supply chains and beef up the ppe supply. Increase our Testing Capacity within the state. Our original modeling that was done by our state epidemiologist, we will try to share that right now, shows that by that first modeling prediction on july 21, they were expecting 30,000 deaths in the state of oklahoma. At this time, we have 432 deaths. We certainly helped decrease the number of deaths in the state of oklahoma. What we did with social distancing, safer at home, the closing of nonessential businesses, etc. Then we went to where we are today. We have had a total of 432 deaths. There were four new fatalities last night and 1000 new cases. Back in april, we were testing around 1500 to 2000 tests a day, that was our capacity. We have about 22,000 combined tests. Today, we have done over 449,000, 450,000. You can see the resolve is increasing numbers all around the u. S. We are watching the data very closely. It is very concerning to us. You can see that we are one of the states that are performing better than the National Average as far as positivity percentage. Currently on ppe, you can see the current days we have on hand in our stockpile. We are well beyond where we were when we were trying to find one day of supplies for everyone. We also developed our surge plan, that we still have in place. Our Health Care System had close to 5000 beds. We asked everyone to plus up by 40 . Everybody came together and found places and developed plans. They showed they were pushing up the capacity 40 . It really was in crisis mode, emergency mode. We had the covid flex sites and the sites of the army corps of engineers to build those stand of hospitals. We still have currently 240 , an additional 95 we can reengage. Those our extra additional hospital beds that are basically in place in case the Hospital System reaches capacity and needs to release covid patients. You can see the age group we have been talking about, the 18 to 35yearold age group has increased to be the major Number One Group of a percentage of people infected with the virus in oklahoma. The one we are really watching closely as the 65 and above age group. It has decreased from where it was to begin with. Currently, it is at 13. 44 . The cumulative is at 12. 7 . That is a 14 day rolling average. We are watching it closely. That it does not start to increase, as well. That is really all the slides that i have. I will talk a little bit about where we are. So, we went from our crisis mode to know being in a dish to now being in a Risk Management mode. I am talking to the Hospital Association and hospital ceos. They are all insuring me that we are doing well and have capacity still. Obviously, the numbers are up there. We had two days in a row where we had a thousand positives. That is always a concern. But whats more concerning are the hospitalizations and the deaths. We watch the percentage on a daily basis. The percentage has gone down, some, over the last few weeks as the numbers are rising. That is due to the 18 to 35yearold age group. Im really happy to take over any questions when we are than with this. I just want everybody to understand the situation. How we are basically assessing working through this. Right now, the hospitals are really doing a good job. They are wanting to really take the lions share of this and make sure they are able to transfer patients when they need to, and we have got the covid hospital beds ready for them if they need them. But so far, at least in the metro region, they have not had to engage in that very much. In tulsa, they had to use some. We are still good here in oklahoma as far as the number of beds. I would like to turn it over to the governor now for his update. Gov. Stitt ok, can you hear me ok now . Weve got you. Gov. Stitt ok. Thank you very much, commissioner. I appreciate the update on where we are at. I just want to take a minute to remind oklahomans, covid19 is still in the united states. We know that it is still in oklahoma. We need to take this virus very seriously. We need to come together and make sure that each one of us is doing the best we can to slow the spread. I talk all the time about the new normal, because we know it is here in oklahoma, it is not going away. So we have to adjust our behaviors. We have to be aware of our surroundings, wash our hands, we have to continue to get tested. Im just really proud of our health care authority, the department of health, all the different hospitals, how we have ramped up our testing. I personally get tested periodically throughout this whole thing. I got tested yesterday for covid19, and the result came back positive. I feel fine, i feel a little bit achy. I did my regular testing and it came back positive. I just want to be transparent with oklahomans from the very beginning. I want to share every piece of data and let oklahomans will exactly where we are at. I will be taking precautions. I am now isolated away from my family. I will be working from home until it is safe to get back to normal. I will be doing a lot more zoom calls. The commissioner and i have worked with contact tracers based on when my symptoms developed. I would not have been contagious since before saturday. I did not have the traditional symptoms of covid19. That is interesting for us to think about. That is why i want to encourage oklahomans to continue to get tested. I want to use my story to remind oklahomans that if you arent feeling well, we want you to get tested. Im going to keep working from home, isolating myself, and again, i feel fine, really, you might even say im asymptomatic, or just a slightly, little bit achy, but i really feel fine. I will turn it back over to the commissioner and we will take a few questions. When we are talking about our Hospital System, it is on everybodys mind. We talk about it every day. We did some as you know, you saw the original models that were projected in the state. We really changed that model by all the actions we have put in place. We did some modeling, and it says at our current 5000 bets, we would have to have 100 ,000 cases in 14 days in order to reach capacity. For now, we would have to have 7200 days each day before we reach capacity with Hospital Systems based on the rate of hospitalizations, discharges, length of stay, etc. If anyone has any questions at this time, we are happy to answer them. Stitt i got my results back at around 12 30 yesterday. Thank you. Governor, i know you said there was Contact Tracing going on to determine when you were infected. Any thought that it may have occurred during the president ial rally in tulsa, which was almost a month ago now, i realize . As i recall, you did not wear a mask at that rally. Gov. Stitt i dont think there was any way it was at the president s rally. It was too long ago for it to be dormant, based on the science. That is too long ago. It was not that. We based our Contact Tracing 48 hours prior to him developing any symptoms. And prior to that, as far as where he became infected is really unknown. It could be at any time within the last couple of weeks, but it wasnt so far back as when the rally was. They just asked my question, thank you. Koco, do you have anything . You had a meeting yesterday in the morning. I guess you tested positive after that. Are the folks who were at that meeting going to have to quarantine . Why didnt you wear a mask the entire meeting . Gov. Stitt i called the lieutenant governor. I didnt really talk to anybody else in that meeting. People were six feet away from me. The commissioner might be able to address whether anybody else will have to quarantine. Im happy to talk on that. We use a standard Contact Tracing protocol. Anybody at risk would have to be closer than six feet away for 15 minutes or more. We are in the process of talking to people, contacting them, and seeing who fits into that category. Trey savage. Have you canceled your plans to attend this weekends grand Lake Association festivities . Theres a bunch going on this weekend. Gov. Stitt yes, i will not be attending that. Pretty much, you will be meeting me over zoom. I will be working this way for the next couple of weeks until i am good to get back out. Is it interesting that the stateowned Power Company is so heavily involved in having a big weekend of festivities i coincide with local fundraising and whatnot . Does that interest you . Gov. Stitt [laughter] well, actually, i didnt even know that was on my schedule. So i dont know exactly what is planned in the grand lake area. Obviously, grand lake is open, we have tons of boating happening. We are 88 days into our safe reopening now. Oklahoma is moving forward in a very cautious manner. We have it in oklahoma. I am just sharing with oklahomans now, we have to be cautious, we have to adjust to a new normal. But it is here. We are going to have to just kind of continue to work through how we are going to deal with this. Hey, governor, im glad that you are feeling well. A question for you. What would you tell oklahomans who see these numbers rising every day, wondering why things will not be rolled back . What is your message to them . Gov. Stitt we signed 30 different executive orders to flatten the curve. We were in crisis mode in midmarch. You have to remember that. We build the capacity, our hospitals did a good job. We would have to have 100,000 or 7200 positives per day over a 14 day period before we would start approaching hospital capacity. That is plenty of runway to look for adjustments going forward. The point of the matter is, as soon as you go back to phase 1, 2, 3, you will have a little bit of a spike. I think oklahomans are doing a fantastic job. Oklahoma is less than the National Average. All the states around us are maybe double or above the National Average. So we still have some great facts. Do we have coronavirus in oklahoma . Absolutely. Once you do start opening back up, you will see more positive cases. When you slow things back down, all youre doing is delaying and flattening the curve. If we have already flattened the curve to build capacity, building capacity was our whole goal. At this point, it is way premature to think about slowing down or backing up a phase, because we flatten the curve. 1000 cases right now, even if we stayed there, i think we have had over 9000 cases over the last 14 days. Even if we had 1000 for the next 14 days, that would only make our hospitalizations somewhere around 700 or 800. We are in really good shape right now. I want to caution oklahomans. We have to adjust. This is the new normal. Maintain our surroundings and social distancing. If you feel achy like i was, go ahead and get tested. Make sure you dont visit people that are in the vulnerable population. And remember, look at the data. We are very transparent in showing its been 75 of our new cases under the age of 50. The death rate there is like. 05 . We have got some good data. Obviously, it is here. Angelica, go ahead. I know weve talked about this a lot, governor. But in light of your diagnosis, are you considering or thinking about a mask mandate now . Gov. Stitt not thinking about a mask mandate at all. Weve got, across the state of oklahoma, different communities with different needs. That is when we rolled out the color coding, so we can give oklahomans all the transparent data to see, are they at a heightened risk, with yellow or orange in their counties . And so, again, to me, we want to give businesses the freedom. I know some businesses are mandating masks, and thats great, but you cant pick and choose what freedoms youre going to give people. So if the businesses want to do it, if some local municipalities want to do it, thats fine. But again, we also respect peoples rights to stay home if they want, to run their businesses, or to not wear a mask. And so, the other thing that is problematic that people dont talk about is, how do you enforce it . Are we going to put people in jail . What if the mask falls under somebodys nose . You open up a big can of worms. This is a personal responsibility. If you feel safer, wear a mask. A lot of businesses are requiring them. Im just hesitant to mandate something that i think is problematic to enforce. Glad to hear you are feeling ok, governor. I am curious, i believe you are the first governor in the country to test positive for covid19. I am curious if there is anything you are going to do over the next days or weeks to help inform other governors of what this is like and help open their eyes to covid19 a little bit more. Gov. Stitt you know, thanks, carmen. I think that i am probably getting tons of texts right now from other governors across the country. I was shocked that i was the first governor to get it. Obviously, boris johnson, the Prime Minister of the u. K. Got it. Theres been politicians who have gotten it. A couple of u. S. Senators. But i am the first governor. I will let them know. It just kind of feels achy, like the start of a cold, is what it feels like right now, but i feel fine. All the kids, we tested sarah and all the kids. They were all negative. Ive been obviously around them quite a bit. They are all negative, which is good. That is the thing about this. One of my kids could have given it to me, now they tested negative, and now ive got it. You just never know. Where it is. Its a virus. It is in the u. S. , in oklahoma. That is why it is the new normal. And we have to continue to adjust our behavior a little bit until there is a cure, a vaccine, because this could be and i keep saying it this is something that could be with us for the next 24 months. And i dont think americans and oklahomans want to hunker in place for the next three months. 24 months. The good news is, the death rate is really coming down fast, because we are protecting the most vulnerable, limiting visitations to nursing homes. Stats. Re always good i would just like to add, the governor did the right thing here. As soon as he saw any symptom at all, he got a test. He immediately quarantined himself and started Contact Tracing and got his family tested. We are working through the process of all the people he was well. Tact with as can i get one in quick still, charlie . Go ahead. Governor, i know you are hesitant to put a mask mandate on the entire state. You said you dont know where you contracted the virus. We have seen you start wearing a mask in recent appearances, but does testing positive make you think and question all those times you did go out and didnt wear a mask out in public and around people . Gov. Stitt you know, obviously, if i knew i contracted it from not wearing a mask, that then absolutely. But no, i dont really secondguess anything. Obviously, i am Walking Around outside. I am in a baseball game with my kids. I gassed up at a gas station. I could have touched the gas pump. You start secondguessing and wondering all those different things, how you could have gotten it. It is out there. Its a virus. We have to continue to be cautious. I dont really secondguess anything. Again, it feels a little bit just like an achy cold. I am basically asymptomatic. Knock on wood, everything is fine here with this. A lot of oklahomans are reporting its taking seven to 10 days to get their test results back. How did you get yours back so quickly . And also your family get their so quickly . S done it depends on where they are getting their test done and what laboratory is used. I am well aware there is an issue with that. When it gets to the left, you lab, you should be able to get it back within 2448 hours. That is why most people are saying 2472 hours, because it takes time, depending on when it was picked up. There are still some places that are using labs that are still sending out of state to process. Those take longer. And then, sometimes, there is just an error in contacting those people. People are not being called in a timely manner. That is something we are aware of. We are working through that. We dont have control over all the labs. We certainly ou, osu, and the Public Health lab are working together. All the other laboratories, we dont have much control over. There are rapid tests you can get in certain places. You can get a test result back in 15 minutes. Those are not as accurate as some of the other ones. We usually want to do a confirmatory for one of those if it is positive.
