That concludes our debate. Thank you very much. Jerry nadler has two primary chandler challenges. They debated Coronavirus Relief and afford will housing ahead of the primary. This is presented by Spectrum News new york one. Good evening. We are less than one week away from the New York Primary for congress as well as state senate and assembly. Elected to the positions will be grappling with a Major Public Health crisis and calls for Police Reform. New york one has been home of the debates. Tonight, a democratic primary debate for the 10th Congressional District. You can see it stretches across manhattan and brooklyn and includes the west side and sunset park. The seat is currently occupied by jerry nadler. Hes represented the district since 1992. Tonight, we joined by the former Cuomo Administration official and a former Campaign Aide for andrew yang. The rules of an agreed to by all the candidates. They will take one minute to respond to my questions. You can see this full debate on ny1. Com. We will start with some short opening statements. Jonathan herzog will go first. Mr. Herzog thank you. My name is to herzog. I was born and raised on the west side in the 10th district. Nearlyegal advocate with a decade of experience, endorsed by andrew yang. Liberal democracy is being torn to shreds. We are in the midst of crises on top of crises. Congress is been on recess. For the first time in a generation, we have hope. Our vision begins with a universal basic income and probably financed elections. Ofether, we will end the era stagnation and ponzi scheme inequality. Im asking for your vote on june 23 to build a new way forward. Thank you. Im a former government official. Im running for congress because we cant have the same complacency weve had for the last 30 years. We need a sea change across this country. Crisis,a health protests that will show our future. Our leaders are unprepared. Have been preparing for this kind of moment. I want to see job creation. I led recovery for puerto rico. Housing afteric have been blocked. Our congressman has been in office for almost 30 years. He writes strongly worded letters and empty talk. This is not the time for any of that. I will keep showing that i have it and i will show you how much i love new york city. I hope you will vote for me. Next is mr. Nadler. Rep, nadler thank you for hosting this debate. Its good to be here. This is a time of great crisis. 40 Million People lost their jobs and health insurance. Systematic racism continues. Trump whopresident in is completely unfit to be president. We have to work together. Defeating trump is not enough. We have to ensure social justice, to make your that black lives matter, to restore jobs and health care and do with the climate crisis. Thats why ive been leading the fight for all of these things over the years. Constituents will enable me to do these fights for another two years. Thank you, candidates. Reform, inal justice this is a time of great upheaval. People are marching in the streets every night. A twopart question. What public actions have you taken on the issues and if elected, what would be your top priority when it comes to criminal Justice Reform. A lot of ideas for out there. Nypd, what would your top priority be . Ms. Boylan thank you. We have to dismantle systemic racism and provide for substantive reform. There is no more time for lip service and no more time for cheap talk. We have federal standards for use of force. We have to mandate deescalation and demilitarize our police force. We need to have a public database. None of this is enough. If you look at the george floyd footr, this was over a 20 counterfeit 20 bill. Martin luther king jr. Fought for a guaranteed minimum wage for all americans. For a minimumht income for all. I showed up at protests pretty much every day. I think thats where i should be. I see people leading these efforts. I called for the mayors resignation because he has not led. Of leadership, his lack ppa, against the nypd. Ive called for defunding nypd. I dont think the justice act is nearly enough. Why would we give more money to it department of justice, doesnt have to use the money when it should be directed elsewhere. Our federal government is completely out of whack on things. The congressman is leading this itsnd pretending very transparent what hes doing. I give mr. Nadler a chance to respond, you called the mayor to resign. Publiculd lead to the advocate becoming the mayor. The think that would be better . I think he is of handling the current situation. That is what we have. We have someone who is incapable of even responding to the escalate deescalate. He has no authority in the situation in my view. For in january, i called the commissioner and leadership to be forced to live in the city. Theres no reason our Police Officers should live somewhere else. Its the opposite of community policing. Im very supportive of defunding and redirecting light of these resources. I call for the resignation of the mayor. Level, we aresic failing to deescalate the situation. New yorkers feel they have not been heard. The Police Department is running amok in every way. Ive been very involved in these black lives matter movements. The days of eric garner. Authors ofthe chief the justice and policing act that we just pass today. This band chokeholds, there would be a National Police registry. Refund it would do just about all the things that the black lives matter people are aiming to do. Im leading the fight over the next few weeks against the , they dont want to do most of what needs to be done to end this plague of Police Brutality and racism. Ms. Boylan none of this is enough. Household income is 1 10 of a white household. The median net worth of a black family is expected to be zero by 2015. This is before covid. Half of all lack households cannot be able to make rent. When america catches a cold, black people get the flu. Nearly, black people are 2. 5 times more likely to die than white people. Ofs is part of a legacy racism, chronic illnesses. Solelynnot be tackled through party lines. , alled structural reform parts of health care, the economy, criminal justice. If youve got universal basic , would there way still be a need to deal with criminal Justice Reform . What would that look like . Mr. Herzog we need to reimagine the police. I agree with Stacey Abrams who said defunding is a false choice. If you look at the new york Police Department, it is 92 funded by the city. Its not a matter of congressional money. What happens when you defund Public Services is they end up being privatized. We have to separate and demilitarize. The context is in of traffic citations. Collectors,re tax social workers, a military force. We have to on armed and demilitarize and make sure police are contacting civilians, Mental Health in circumstances, or i merely traffic accidents. We have a separate force that is unarmed and demilitarize. Ms. Boylan the problem with , we dont actually deal issues. Ues, fundamental every policy whether it be housing or education has advantaged white people. Example ofs a great moving to the middle class. All it moved into the middle class or white people. I think where jonathan is trying to go without having a sense of policy around it, we cant simply deal with Police Reform by demilitarize in police. Seeave to state how we housing, how hub works, how the department of education works, how to desegregate schools. Im one of the people who is doing true reconciliation. Not because we dont have to have actual results, its way beyond policing. It goes way beyond criminal Justice Reform. We want to use this moment to change the destiny of this country. Thats what we have to do. We need to to say fix housing issues, restructure how we divide support to americans, fix education issues, how we provide support to americans. And in very supportive of that. I want to get the other candidates to weighin on whether they think mayor de blasio should step down and how you rate his handling of the protests in the crisis over the last few weeks. I hes handled it very poorly. Electorate in respect to the mayor. Say that the leadership we need, ive been supplying that leadership. Im dealing with the issues of housing and the environment and that for years. Ive been doing this successfully. Dollarsught millions of ivehe housing authority, gotten amendments on the floor the house to increase funding for housing for senior citizens. Its easier to talk about these things. Most progressive leaders support me because they know ive been the progressive leader in getting these things done. Inzabeth warren and aoc their times are supporting my candidacy for reelection. Im very proud of what weve been doing. Should the mayor resigned . Ms. Boylan i think thats up to the mayor. Mr. Herzog heruld like to respond to point. Said no one is born hating another person because of the color of their skin. People learn to hate. They can be taught to love. Martin was a king junior said the evil of racism is economic plantation exploitation. Need to fundamentally restructure in reform from the bottom up. Slow gains will not suffice. We need true substantive systemic structural changes to move forward. Standby. It is time for a short break. Well be right back in just a minute. Stay with us. Welcome back to this democratic primary debate for the 10th Congressional District which covers parts of manhattan and brooklyn. I want to talk about the coronavirus pandemic and the response to it. As new york begins to reopen, there is a major push to reopen as quickly as possible. I want to get your views on whether or not we are doing it too fast. What would be your priorities as far as making sure its done in a way the properly balances Public Health needs and Economic Needs as well . Rep. Nadler i think we have to be guided by the Public Health. Thats what we do. Theongress, i am guided by Health Authority. One of the most important things we have to do in congress is what ive been leading the fight on. We have to enable people to stay at home if thats what the Health Authority recommends. We have get them basic funds for the money they are not getting because they cant go to their jobs. The cares act lots of money for people to pay to rent, small homeowners pay their groceries with. We need to extend that because the heroes act, we cant are swayed the publicans republicans to pass that. Nobody should have to worry about getting evicted, no behest were about paying the rent or paying the mortgage. Sureve to give to make that we can follow the guidelines and not follow the president or the republicans who are saying open up the economy because that will threaten everyones health. Indicated do it as when we can buy what we are doing with the virus. Weve got to have the economic supports for people, which ive been leaving the fight for. If we can get it through the senate. Is boylan . Was anlan the cares act abomination. 1200 for people earning up to 70,000 doesnt do much for most new yorkers. If you have to worry about a 100 of, you know that unemployment or emergency is fixed for most people. What mr. Nessler just mentioned, it doesnt help people at all. Eople are desperate they need help and they are not getting it. It should be 2000 or month. Thats just people on a personal level, the cares failed on that front. With smallled business loans. , all ofike shake shack these Big Companies that been this money. Ss the smaller firms that dont have the flexibility to bring people back and try to reopen their restaurants, they are left hanging. Thats exactly what im talking about when i talk about my experience in new york. I dont think we have seen a bit of how much economic recovery is going to be necessary. It is said that most of our leaders dont get that. If you see what he did with the heroes act, it hasnt been enacted. They talk about getting things done that arent actually done it. Act givesr the cares people more than 100 , itacement for their jobs gives people 100 in many cases. The heroes act is not been successful yet because of the republicans in the senate. Congress, you dont get your name on bills. You go to get things done. Ive gotten things done. We have a president and a Republican Senate and we are fighting against this. Will affectct everyones income. If we can get it through the senate and thats a function of. He republicans until the election, we have a Republican Senate. Mr. Herzog this is a congressmans biggest failure. Is a bailout, the largest since the financial crisis, which ushered in an age of impunity, unaccountably, and populist politics. Nearly 120,000 americans are dead, doubled the number in the vietnam war. One in five in new yorkers and 40 million or unemployed. If the economy had shut down sooner, 80 of deaths could have been prevented. He came back with a bill that gave crumbs to the people. Got 12,000 per virus case. Nebraska got 379 thousand. We have not listened to the scientist and Public Health efforts. Congressman nadler has played pandemic politics. Pandemic politics this entire time. If you look at the first covid case in new york it came line online before the congressional primary began. What did the entire Democratic Party do . It tried to cancel a primary, this is unacceptable, this is politicians denying basic science and intuition about face masks working and telling new yorkers to ride the subway and ae bus, all is well, this is failure. Rep. Nadler the fact of the do not knowat i where to start. We passed legislation to do everything that i was talking about. I did not interrupt you. The congressman the republicans have not pass it. Past it. One congressman is one congressman. I am not a dictator, i cannot dictate policy, i have led and we have done what we should do and we have to get the republicans to pass it. As i said before, the legislation we passed replaces 100 of peoples income. The problem is it doesnt for a short time and we have to extend that through the heroes act, which we are doing if the republicans will pass it. Ms. Boylan i just want to say that when the congressman said that all peoples needs were taken care of with unemployment, he is not talking to his community. In many cases, the bottleneck has been six or eight weeks. Enough to give people heart attacks, unknown to give people Mental Health crises because they have not been getting the help they need. It is so up alem apparent to me that he has no idea what his community is going through. Rep. Nadler we have passed the legislation. The Trump Administration administering it. No, you just said the legislation was great. Stick with your vote. If you do not have anything else we will move on. Rep. Nadler the legislation is great that we cannot have be held responsible for the Trump Administration doing badly administering it. Candidate gets a chance to ask one question of one rival. Mr. Herzog we have entered a new Great Depression under his watch, more than 40 million are unemployed and 40 of those are permanently lost jobs. Hate crimes doubled last year and two thirds were antisemitic. Would you pledge to support and unconditional universal basic income for all americans of 2000 a month per adult and 1000 per child during the pandemic and a thousand dollars 500dult and what and per child to preserve liberal democracy as we know it . Rep. Nadler the legislation we are supporting has given a guaranteed annual income as i mentioned earlier. I am supporting legislation that would go further. An unconditional, uncontested universal income . A secondn this is that i would like to factcheck congressman nadlers statement because i do not think it is true. Let me remind anybody, we are not checking sources, going online. Ms. Boylan that is fine. Thank perfectly fair. Tonight you said that you youlied the leadership and have talked about all of these women that you have assembled as tools to support you. And then you also said that you cannot be held responsible for what the president does and why we have not seen any change. So which is it . Are you responsible or do you have power, or no power and not responsible . Please answer. Rep. Nadler i am responsible for doing everything that i congressman can do. This country is not a dictatorship of one congressman. Things, weertain have to fight the republicans in the senate and the president. We have succeeded in getting a lot done, we have not succeeded in getting a lot done because the president is a fool, and not the president that i want because the senate is not the senate i want. Ok. Mr. Nadler you have a chance to ask a question of one of your opponents. The problemsone of we have in this country is the climate crisis, too much Carbon Dioxide in the air, with the asthma and New York New York and elsewhere. One of the major sources are gases admitted by trucks. I have been leading a fight to replace the trucks in new york with rail freight, which is much more Environment Friendly and less polluting, much more a part of a green new deal. You would oppose this change. Why are you opposed to this . Ms. Boylan the fact that you keep going on it is just kind of asinine, but at the same time, since we are talking about rail freight, i would like to talk about how all of your Corporate Tax money from Real Estate Companies are the biggest source of coal movers in the country. So actually, you are taking cold money. Do you want you are taking coal money, do you want to a
