Nice place. Ive been hearing about this one, great job. Thank you for being here. Its an honor. A very important time in our country. A lot of things are happening. I think where it all ends up, it will be great for everybody. Its an honor to be at Gateway Church with the attorney general, william barr. [applause] and my friend ben carson, who has done a fantastic job. [applause] star, jerome adams, general jerome. [applause] along with a lot of my friends out in the audience. A lot of the great political leaders from texas. Some great friends. I want to take you for being here, faith leaders, members of Law Enforcement. So important for law order. We have to have law order. [applause] have strength. You have to do what you have to do. You look at seattle, we came in, just hearing about it. We were talking about it. The law order. Look at what happened in seattle. They took over a city. Big city. A big chunk of it. Cant happen. That couldnt happen here in the state of texas. [applause] i want to thank pastors Robert Morris and steve dolan. [applause] great people with a great reputation. Church, the team has been incredible hosting us. I would like to ask pastor morris and Bishop Jackson to lead us in prayer. Lord, we need you. We need you at this time in our country. I thank you for our president. I thank you lord for our leaders. I thank you. Bible whenhe something is repeated, holy, holy, holy, thank you, thank you, thank you lord that we are about to bring tremendous progress to a problem that has been here for a long time. I thank you for this administration. We pray your blessings, your guidance today on this meeting in jesus name. Muchther, we thank you so for what you are doing today. You have revealed so many things, even evil. Us ak that you would give tongue of the mind, that we should know how to speak to the heart of this nationj. The wording season to him thats weary, and morning by morning. And speak. Ld hear we have a great and courageous president who is a problem solver. Mouthpieceak as your and act as your instrument. We thank you. Amen. [applause] pres. Trump i want to thank you, bishop and pastor. We are going to be discussing pretty important things. It is all important. The timing of this is very appropriate. It was set up a long time ago. Here to listen to community and faith leaders. We will be hearing from a lot of the good ones. Some of the great ones, but a lot of the good ones. To present their vision of advancing the cause of justice and freedom. From day one, i have in fighting for the forgotten men and women of america. I think we have been doing a great job of it. We have been doing a lot in many other ways. It gets lost a little bit sometimes. We have done so much. And recordsetting funding thats historically black colleges and universities. [applause] we created tens of thousands of jobs with opportunity zones. Tim scott. We had the great senator from south carolina. He came with an idea and i thought it was a great idea. We got it done, people said it couldnt happen, nobody thought it would be successful. Tens of thousands of jobs and investment in communities where the money wouldnt go. The lowest black unemployment in the history of our country. We will get it back again soon. [applause] in recent days, there have in vigorous discussions about how to ensure fairness, equality, and justice for all of our people. Unfortunately, there are some trying to stoke division and push the extreme agenda which we wont go for, which will produce only more poverty, more crime, more suffering. This includes radical effort to diss fund defund, dismantle and disband the police. They want to get rid of the police force. Thats what they do, thats where they would go. You know that, because at the top position, theres not going to be much leadership. Theres not much leadership left. Instead, we have to go the opposite way. We must invest more energy and resources and police training. And recruiting and community engagement. We have to respect our police, take care of our police, they are protecting us. If they are allowed to do their job, they will do a great job. You always have a bad apple no matter where you go. There are not many of them. I can tell you there are not many in the Police Department. We know a lot of members of the police. I was listening today, a friend of mine was on. Said some of the best people he has ever met our policeman, Law Enforcement people. They are taking care of people that in many cases they never even met before. And at great danger, great risk. They get shot for no reason whatsoever. They get knifed. You saw that the other night. Horrible thing. But there is no opportunity without safety. In chicago, 48 people were shot and 18 killed in one day. Sunday, may 31. You dont hear about it much. Every child should be able to grow up in a Safe Community refrom violence and fear. The have taken a lot of Police Protection away in chicago. They have great police in chicago. They are not allowed to do what they can do better than anybody. They can do the job easily. Americans are good and virtuous people. We have to Work Together to confront bigotry and prejudice wherever they appear. We will make no progress and heal no wounds by falsely letting tens of billions americans as racists or americans. We must get everybody together and be on the same path. If we dont do that, we have problems. I think we will do it very easily and go quickly. We have so many different elements of strength in this country. We have such potential in this country. The greatest potential. We are the greatest country in the world. When we get off subject, we think about things that dont matter much. The important things we dont even discuss. We are here to discuss them. Politicians make false charges and are trying to distract from their own failed records. They have very bad records. These are the ones that cause the problems or cant solve the problems. The same politicians shifting jobs away. Took tremendous advantage of all americans, africanamerican middleclass. So much of that wealth and money and jobs went to china and other countries. And they get trapped in a government morass. They get trapped in bad government schools. I will be announcing four steps to build safety, opportunity, and dignity. First, aggressively pursuing Economic Development in minority communities. We are doing it powerfully. We have done it in opportunity zones. We will go above that. At the heart is increasing access to capital for Small Businesses. Thats with minority owners in black communities. We will get it done. It should have been done a long time ago. It has been very difficult for some people, unfairly difficult. We are confronting the health care disparities, including addressing chronic conditions and investing substantial sums in minorities serving medical institutions. We have medical institutions in some areas of our country that are a disgrace. I was going to say not up to standard, they are much worse. They are a disgrace. Third, we are working to finalize an executive order to encourage Police Departments nationwide to meet the most current professional standards for the use of force, including tactics for deescalation. We will also encourage pilot programs that allow social workers to join certain Law Enforcement officers so they Work Together. We will take care of police. If anything, we are going the other way, we will make sure police are well trained, perfectly trained and have the best equipment. [applause] the things we have heard, because i know a lot of people in the audience, they are successful people. We hear things that are not thinkable. I had never even heard of this before last week. It started about a week ago where i heard they wanted to close up all police forces. By a very liberal governor in washington. They want the police force closed. Its not like they want to bring money into something, they want to actually close. What happens late at night when you make that call to 911 and theres nobody there . What do you do . White, black, or anybody else . You are dialing and somebody is breaking into a house and happens to be a violent person. Think the best. You have very violent people. When breaking into your house at 12 00 in the evening, you dont have a police force, they are talking about not having a police force. Thats not happening with us. We will have Stronger Police forces. Thats what you need. In minneapolis, they went through three nights of hell. I was insistent on having the National Guard go in and do their work. It was a miracle. Everything stopped. Ill never forget the scene. Its not supposed to be beautiful, but to me it was as you watch policeman running out of a police precinct. It wasnt their fault, they wanted to do what they had to do, but they werent allowed to do anything. They were running down the street. They werent allowed to do what they were trained to do. They took over the precinct, burned it down. They are pretty good at construction. That was almost what we call a complete renovation. If you are lucky. It was very sad. I dont think ive ever seen anything like that. Of the fact ud i called, i said im sorry, they went in. It was like a knife cutting butter right through. Saw thehe scene you scene. On that road in the city, minneapolis, they were lined up. There were some teargas and probably other things in the crowd dispersal, but by the end of that evening, and it was a short evening, everything was fine and you didnt hear much about that location having problems anymore. They went to other locations. Seattle would be so easy to solve. Here of thevernor great state. As would other of your political leaders, including your lieutenant governor. It would solve it quickly. A lot of it is common sense. Its probably more courageous the other way. I wouldnt want to do it the other way. It is very unsafe. I just want to tell you we are working on a lot of different elements having to do with law, order, safety, comfort, control. We want safety, compassion, we want everything. Happened two weeks ago was a disgrace. What happened on numerous occasions over the last two weeks, people were killed. A number of people were killed. It was very terrible and very unfair. A number of them were Police Officers. It was a very unfair situation. We dont want to see that. With strength, you wouldnt have it. People, theytroyed have destroyed businesses, they have destroyed africanamerican owned Small Businesses. Hopefully they will come back. Providing funding for a lot of Small Businesses. Hopefully we get everybody online and open up the stores and Small Businesses again. We are working to finalize an executive order to encourage Police Departments nationwide to meet the most current professional standards of force. That means force, but force with compassion. If you are going to have to do a job, if somebody is really bad, you have to do it with real strength, real power. People said i dont know if we like that. I said we have to dominate the streets. You cant let that happen, what happened in new york city. You have to dominate the streets. [applause] i was criticized for that statement. They said its a terrible thing. Do you know who dominated the streets . People you dont want to dominate the streets. Look at the damage they did. I will stick with that. Maybe every person will stick to that. We are doing it with compassion. Dominating the street with compassion, because we are saving lives, saving businesses, families were being wiped out after working hard for 20 and 30 years. One woman worked 35 years building a store, and in one night, it was wiped out. Withe renewing our Call Congress to finally enact will choice. School choice is a big deal. [applause] is the civilcation rights issue of our time. Last year, for the it is a civil rights issue of our time. To aan have children go school where their parents want them to go. It creates competition and other schools fight harder, because they say they are losing, they have to fight harder. So many different ways. There are groups against that. You have unions, others against it. They are not against it for the right reasons. They are against it for a lot of the wrong reasons. We will get that straightened out. Weve done a lot. Weve had tremendous success with choice. We also have choice in the military. Before i came here, the vets would wait in line. It wouldnt be acceptable to you, to the bishop, i know its not going to be acceptable to you, they would wait for five weeks to get online where they were sick. There were feeling badly, would get online, and say it was a sixday weight, a two week wait, and you would have people online that werent very ill and more terminally ill before they got to see a doctor and died. For years, they had been trying to get veterans choice. That means if you cant get to a doctor reasonably quickly, you go outside, go to a local doctor, and the government pays the bill. It is very cheap by comparison. It is much better. Most importantly, we take care of our vets. [applause] its one of those many cases where it is less costly and better. Sometimes you see a building costs less money than another, because the one that costs more is what looks better. The one that is cheaper looks better. They ask how much more you spend, actually we spent less. You can do that. Its called you have to know what you are doing. Thats only good for the real estate people here, which there are plenty. I want to thank everybody. This is a tremendous place. This is a great city with tremendous people and tremendous pride. I say the same for the state of texas. , i gaveernor came to me him so much money. He kept coming and asking for more. Finally, we took good care of texas. They were looking for the next hurricane. [applause] they had a big one. They say you had the largest water dump ever. It just didnt stop. It came in, you thought it was gone, then it came back out and reloaded. The governor came and wanted to build a barrier so the water would hit the barrier and not come into certain parts of texas. Scientists have one more request, after we gave 28 billion. We watch pennies, but when it comes to texas, we dont watch them too closely. Governor abbott said just one more request, and it is very small. We have a way of building a law. Up and down it moves with the times. I said it sounds expensive to me. It moves with the times and it is not a lot of money. Can i ask you to do me one small favor . How much is it . 10 billion. I said start working on it. We can do things to get rid of those. You can hit pretty hard. Were you affected very much during the hurricanes . We had a lot of people who were displaced that came to this area. Pres. Trump we took good care of everybody. This is one of my favorite places. I know we are doing very well here. They kept saying texas is too close to call. Friends of mine said its not too close, you will win it in a landslide. [applause] one man got on television and said i dont know where you come from, but i dont think it is too close to call. I think he will win by a lot. It was 8 00, the polls were close, donald trump won the state of texas. [applause] we are doing good here again. Fantastic have done a bringing back in a rapid fashion. You had a couple of hours or you bought a barrel of oil. 37. As if they gave you 37. There has never been a thing like that ever. Now it is getting closer to 40 a barrel. We got it done fast. Russia and saudi arabia got production. They were very proud of it. Withupply changed rapidly covid19, whatever you want to call it. Ive never heard so many names. You have 30 names you can call it. I call it the plague from china. It is not good. Stopped inve been china, but they decided not to do that. We will have to figure that one out. Fornt to thank everybody being here. It is a very spectacular place. I want to introduce the secretary general and the Surgeon General, who is a young star. Nd ill, take over. Thank you, mr. President i would like to thank the leaders, the civic leaders, religious leaders, and colleagues from Law Enforcement. Spectacle in minneapolis was jarring to the nation. It forced us to confront and reflect on longstanding issues in our nation. Those issues relate to the relationship between Law Enforcement and the Africanamerican Community. Back and a broader abouti have been thinking how we achieve the American Dream for all communities. I am proud tosons serve this administration is i think the president is moving forward on the critical elements necessarily to ensure that opportunity. First and foremost, economic growth. With that growth, there is no opportunity. [applause] second, education. Issue of civil rights our time. Without a good education, they are not allowing our young people to seize their opportunity and pursue their dreams. [applause] as the president mentioned, its only by empowering parents and giving them the power to choose the education for their children that we are ever going to be able to obtain that. Third is moral discipline. Our young people that have to have the discipline to seize the opportunity, to make momentary sacrifices for later gain. Traditionally, that has come and people can find it from many sources. Traditionally, it has come from religion. Which our founders believed was the foundation for a republic. [applause] and we have to stop policies that undermine religion. Relegate religion out of the public square. [applause] now i get to my job, which is safety. Without safety, you cannot have progress. You cannot have a decent life in a community. This was struck home to me 30 years ago when i visited trenton when i was attorney general last time i went to a small barbershop in an africanamerican neighborhood. There are people they in the 60s and 70s. I said we are in our golden years and we are living behind bars. Look down the street. Those bars are on our window. The criminals run free on the street. We have made a lot of progress since then. The crime rate has been cut in half. A big part of that has been improvement in policing. The progress we have made in policing. The progress Police Departments have made in building relationships with the community. I think Law Enforcement has understood there is mistrust in the Africanamerican Community toward the Law Enforcement system. When you reflect on our history, you can understand why. For most of that history, for the last 60 years, the institutions in this country, the laws and institutions were discriminatory. There is not a protection of the law by law. Its only been since jim crow that our laws had been changed to provide for equal justice. The civil rights effort up until that time was to tear down institutions. I dont think now is the time to be tearing down our institutions. We have been on a march for the last 50 years reforming our institutions. We dont need to tear them down, we have to be mature about this. Ton we see problems, we have redouble our efforts to reform our duchennes and make sure they are in sync with our values. I dont think anyone who is honest would deny we have made a lot of progress in policing over the last 50 years. In fact, one of the things about this episode in minneapolis was how fast the state and federal Law Enforcement responded to dealing with that action. So i think what we saw something very bad, it has helped galvanize the will in the country. We cant let that incident obscure the fact that progress has been made, that policemen are by and large an overwhelming majority good and decent people who care about their community and put their lives on the line for us and their neighbors. [applause] and we cant lose sight of the fact, we cant let it obscure the fact that the real oppression and danger to our communities comes more from Violent Crime and lawlessness than it does from the police. We have never had a president more committed to reforming Law Enforcement and peace. Done that with the first step back and the Police Commissions since lyndon johnson. Im very optimistic about what we will be able to do, given his leadership, also the leadership of our police forces, around the country increased. We have become better and better lead. I think the Police Profession is itself committed to addressing the issues we saw in minneapolis and completing the process of professionalizing policing in this country. We are working on a number of things through the Commission Set up and through an executive order to propel the process even faster. Encourage how we can the adoption of guidelines about the use of force that are acceptable to the community and Police Profession, but also to certification of police forces. Activities assuch increasing grants to encourage the use of coresponders. More police are being asked to deal with problems that havent previously been a problem with Law Enforcement. They have to deal with homeless people, a lot of Mental Health issues. With drugto deal addition, drug addicts. Providing Additional Support to the police in these areas will be important. The department of justice is committed to support the president s efforts and to all we can to bring good out of this. Thank you. [applause] pres. Trump Surgeon General, go ahead. Thank you. [applause] thank you, everyone for coming today. I want to start off by saying many people across the country and the great state of texas are hurting right now due to the tragedy that occurred to george floyd. I want to extend my condolences to the floyd family and the entire texas community. I know you all live together, you Work Together, you play together, and you hurt together in texas. I feel that for you. [applause] me to giveent asked you an update on americas covid19 response. State to cooperation with and local partners, we are making progress against the virus. Towards a safe reopening. Through strong public and private partnerships, america has done more than 20 million tests. That is a big number. Its not just about the number itself, but how many tests are coming back positive. We have a positive rate under 6 nationally. From a Public Health perspective, if we are under 10 positive, we are doing a great job. There are a lot of challenges, but i want you to know we are moving in the right direction. Data shows we are in the right direction as a nation. This has happened thanks to the opening of over 500 communitybased testing sites, the work of private sector partners in the u. S. Public health service, which i help lead. 70 of those sites are in cdc designated vulnerable areas. That means we are taking testing to those who need it the most, to those most at risk. We also have testing at 92 of americas Community Health centers, which serve low income areas and communities of color. We helped equip our frontline workers, health care heroes, with 94 million n95 respirators. 149 million surgical masks. More than one billion gloves. A large portion of those supplies at the president and secretarys direction, are going to Nursing Homes. I want to give you a shout out. Texas has led the way in nursing home. 100 of Nursing Homes have been tested. They are leading the way in testing people in correction facilities. Over 95 percent of people in corrections facilities tested. That is what you should be tremendously proud of. [applause] efforts have allowed states to do a safe reopening while we work to monitor the incoming data. We know we will have clusters. We adjust policies as needed. Safe reopening is crucial for other areas in health. We need americans to return to cancer screenings. My wife just finished cancer treatment. If she had to wait six months to get screened, she might not be here today. We need people to get surgeries, vaccinations. 4. 2 million children are behind on vaccinations because of the covid closures. Every 1 increase in unemployment equates to a 1. 3 increase in suicide. 1. 3 increase in suicide. We want to reopen safely. We also have to remember that being shut down has health consequences. We know being out of school is bad for your health. We need to get our kids back in school safely. [applause] i have a 15, 14, and 10yearold. Has aw that covid19 tragically crisp disproportionate burden on communities of color. Rates thanigher whites. Hospitalization rates 3. 5 times higher. Five times higher for American Indians and alaska natives. The virus is exploiting and exasperating preexisting Health Disparities and the outcomes and opportunities for health are in part the anger, the frustration, and fear we are seeing manifest in protests around the country. Thats why its important for people beyond talking about the and the whitehs house opportunity revitalization counter counsel are warped and focus on minority communities. Allocated money to medicaid providers and safety net hospitals. Disproportionately serving americans of color. I spent the last 10 years working at a safety net hospital. Those are the places doing work. We are focusing our resources towards them. We are working with the consortium of black medical schools to fund in scale local efforts in communities that reach communities of color. Cdc requires all testing data supported by states to include information on race, ethnicity, and zip code, to continue to further focus our strategy on the communities. Toegulating telemedicine make ongoing care for many medical conditions safe, accessible, and convenient for the patients and health care professionals. We cant afford to let people continue without care. The emphasis on Publicprivate Partnership is allowing us to progress towards a vaccine and treatments at a record pace at a part of operation warp speed. Just funded three Community Behavioral Health Clinics in texas with the cares act funding. Some representatives are here. Thank you for passing that. Addressing covid19 and Behavioral Health needs. Minimal health, Substance Abuse treatment, and in one setting, providing 24 7 crisis intervention services. Other notable Mental Health Awareness Training grant in austin to help officials, including Law Enforcement. Many are in the crowd today on recognizing signs and symptoms of Mental Illness and Mental Health crisis, and help an individual struggling. Thats all part of reform. The positive directions. Giving frontline workers the two wolves and training they need to take care of these difficult situations. As the mayor said at George Floyds funeral, leaders to invest in the underserved communities. Thats the white house opportunity revitalization counsel. The upcoming Surgeon General report on health and Economic Prosperity aims to mobilize and invest deeply and over time. On chroniccus conditions that impact black and good and brown people. Secretary as are instructed my office to accelerate the release of calls to action. Addressing the fact of more complications in much higher risk of dying around childbirth. Black women are four to five times more likely to die around childbirth than white women. Native american women are more likely to die than white women. That is after you control income, education, every known factor that we have. My second call to action is on hypertension neutral for all americans. It is costly and treatable. Control rates are low and stalled, especially in communities of color. I want to close by saying as we reopen, the basic Public Health recommendations we emphasized remain important. We flattened the curve, but it doesnt mean covid has gone away, that it is any less contagious or deadly to vulnerable communities. If you dont want to listen to me, listen to nolan ryan. Nolan ryan filmed a psa at the governors direction. He said wash your hands. Wash them more than you have ever have in your life. Number two, follow your local and state guidelines around social distancing. The virus likes to spread persontoperson. The more we can keep distance between people, especially people we dont know, the harder it is for the virus to transmit. Number three, when you are in a public face where it is difficult to keep distance, like the grocery or pharmacy, the cdc recommends wearing a Face Covering to protect neighbors in the event you have covid and you dont know it. Up to 50 are asymptomatic. Thanks to the hard work of Many Health Care professionals and commitment of the American People. Progress as ahuge member of the task was, we talk about what texas has been doing up until this point to keep people of texas safe, keep the vulnerable members of their community safe. Help, we will make progress. We will beat this virus. Thank you for the opportunity. [applause] thank you for your leadership and your courage. I dont know of anybody who can stand up to all the criticism you get every day. [applause] our nation is continuing path of renewal and recovery from the coronavirus pandemic. Since the beginning, the president has talked about being a champion for the forgotten men and women of this nation. Thats exactly where we have been concentrating. Its been an honor to serve in an administration with that goal. I am excited to see america bounce back. The economic infrastructure of our country is very strong. Secondary to the abolition of multitude of regulations and targeted tax cuts. The foundation is there. We will be able to get on that track quickly. Rebound,peed up this the white house opportunity and revitalization counsel was formed to really help the long forgotten communities achieve economic opportunity. Refocused at your direction to help americas hardest hit communities achieve economic recovery, overcome Health Disparities, and thrive educational and workforce advancement. To stimulate Economic Development and entrepreneurship, the council has worked to set aside additional payment protection funding for our nations low income minority communities and provide Technical Support to help these communities access the funding. They stated during the first round that the money wasnt getting to them. We are addressing that. I want to thank the different agencies. Virtually every Governmental Agency has contributed significantly to refocusing and addressing these problems. The groundbreaking initiative that encourages longterm in the forgotten communities will be expanded to include more of the underserved areas. Another Major Initiative improving health and Public Safety comes with several administrative and legislative proposals. Telemedicine and increased use of mobile care can be major catalyst in our mission to overcome health severities in underserved communities. Be done rapidly to Bring Health Care to people who have previously been neglected. We areher the effort, committed to reforming the infrastructure of Public Health data system addressing chronic conditions and at risk populations and working to address food, security, and underserved communities. That means healthy food at reasonable prices that are accessible. The data collection, we have 50 states, and we have territories in washington, d. C. , and we have Different Health care collection systems. We are working to homogenize all of that and make it easier to identify Health Issues and address them quickly. Proposals,lative such as advancing National Broadband access and investment in minority serving medical institutions will play a major role in improving the welfare of these forgotten communities. Making sure we have Broadband Access will give access to remote learning. We will have the possibility of taking the very best biology teacher, and instead of putting them in front of 30 students, put them in front of one million students. Those who have been neglected during this time and relegated to places where they are not getting an appropriate education will be able to access those things. To guarantee the fruits of these needts, we understand the to go for it with a longterm view, with a focus on education and Workforce Development. Education and Workforce Development leads to real independence for people. The Council Supports empowering disadvantaged students with dual and rope and opportunities to give a new shortterm education and pathways and increase access to capital for our nations hbcus. School choice measures. President ial scholarships. Second chance pell grants. All to reintegrate formerly incarcerated individuals. Initiatives that will prove valuable investments in our countrys human capital. We must remember these Innovative New approaches in education and Workforce Development are nothing less than an investment in our future. We only have 330 Million People in this country. Sounds like a lot of people. Compared to china, its a quarter of what they have. India, a quarter of what they have we have to compete with them in the future. We need to develop all of our people. Education played a big role in my development. I was not a particularly good student, everybody thought i was different, except my mother. She was always saying i can bring home much better grades. I would agree i could, but i didnt. Enough, my mother studied the homes she cleaned. She came from nothing. Married when got she was 13, died in poverty, is covered her husband was an bigamist. She was smart enough to study the people who had the beautiful homes. She figured the reason they did so well was because they were well educated and read a lot, and didnt watch a lot of tv. She came home and imposed that on me and my brother. We were not happy campers. In todays world, we would have called social services. Made, difference it starting to focus on education, starting to read books, to read about people from lots of different backgrounds. Entrepreneurs, scientists, explorers, surgeons. I recognized the person has most to do the person that has most to what happens to do with you is you. Nobody can stop you once you decide that is the case. [applause] that is why there is so much emphasis on education. It doesnt matter where you came from, you get a good education and you write your own ticket. We must reject the people trying to prevent school choice, prevent the president ial scholarships, all of the things that are there to empower people. You will see a lot of that coming out of this administration. Innovationtments and give me a tremendous amount of hope for the future of this nation. Mr. President , under your leadership, im confident the American People will emerge stronger from this pandemic, and more determined than ever. Thank you for your leadership and giving me the opportunity to shepherd the white house opportunity and reviser is asian revitalization counsel area it has also been a great joy to work on a daily basis with secretary ben carson. Thank you for your leadership and trust and confidence in me. I want to deliver good news along with dr. Carson and everyone on the panel. Often times, you dont hear about the work of opportunity zones, but the tax cuts the president turned into law in 2017 created the opportunities own initiative. The president created opportunities own counsel. 15was made up to take federal, three state and regional partners to move in a singular motion to direct resources into our most distressed, vulnerable, forgotten communities. Time. S a tremendous 270 actions found items to go directly into distressed communities to help the Vulnerable People of america. We felt tremendous coalitions, partnerships on the ground, we have been to over 60 cities. I have been to everyone of them over the last year to visit people on the ground. Education leaders, faith leaders, community leaders, business leaders, elected officials, democrats and republicans. The thing about poverty, it doesnt care what party you are. The thing about revitalization, it doesnt care what party you are. We are coming together as a people for the good of the community. Often times you may not hear about this, but we shouldnt convene such as this when all of these stakeholders at one table have to have the hard conversation what is the pain of the community . Why is the community distressed . Together, both blackandwhite, democrat and republican, come together for the good of this community for longterm sustainability for generational impair and because of that, because of these partnerships, because of these collaborations together, and many people at this table have been working together to bring about generational impacts so long after we are gone and history tells the story, the opportunity zones are more than just a program, more than just a concept, it is a mission that is to outlast all of us. I tell you as you are here, because a lot of times people see a Government Program as a checking the box. This is not a Government Program, it is built from the grassroots from the bottom up to impact the people in america. [applause] i would say tens of billions of dollars have been invested inside of opportunity zones. Publicprivate partnerships. Erie, pennsylvania, st. Louis, missouri, dallas, in my home state of texas and across the nation. Much money coming into our distressed communities. Even all of that to say though you dont hear about it often, we have put our hand to the plow and our feet to the ground. And all of these things were done prior to covid. I want you to know that right that ourpost covid, spirit remains the same, that our heart is sick, our faith is set. Our mission is not done. We are going to need all of you to walk with us, to convene with us, to teach, to invest. Mr. President , thank you. To all of my colleagues at the table, thank you for your support. [applause] you. Trump thank thank you, mr. President. I was thinking about 30 years ago, i was serving a small church. I asked Bishop Harry Jackson to teach us on race relations. To teach us what we didnt know. Because we dont know what we dont know. 30 years later, bishop harry and i are sitting on each side of the president of the united states. [applause] as concerned about healing problem we have had in our nation for a long time. Not just addressing one part of the problem, but the secretary justice,g, education, attorney general barr, thank you for being here. Governor abbott. I believe we are going to Work Together and we are going to see freedom and justice for all in america. Thank you. Pres. Trump thank you very much. Great job. Thank you, mr. President. I think right now, like any other time in our nations history, we need god. [applause] im praying to the holy spirit to put words in my mouth right now. I want the nation to hear me. We need the fear of god. [applause] mr. President , youre the only republican i have ever voted for. [applause] and i dont just say that to make you feel good, honestly, thats not my goal. Im saying that because you stood up for the word of god. Church, wes, as the have to pray for our president and have his back. When you raised the bible up after those folks bert that church, we are in a spiritual warfare. [applause] we cannot fight this battle with flesh and blood. We cannot fight this battle with politics. You cannot politicize oppression. I grew up right down the street. Eyeoked at skinheads in the her teen years old. My black father went to a kkk rally to protect me. I know what racism is. So when i hear words get thrown out about white supremacy, it eats me up, because these men arent white supremacists. Thats not what they look like. Im telling black kids across america right now, we always hear we dont have black leaders. Look at this table. [applause] we are not as divided as our politics suggest. We are not as divided as our politics suggest. But i tell you what, this president , when i walk into my prisons, im blessed. I teach in prisons across our nation. Men who are broken, the most broken man in our country. Our bible teachers are to serve those in prison. Our bible teaches us to serve the poor. When i walk into my class and i if you haveur hand gotten your sentence reduced from the first at back. Every single one of them raised their hand. [applause] thats because of you, mr. President , and thats because of policy. You are brave enough to go against what everyone else has said about you. Now im calling you to do more. We have a real issue in our country. The root of it does not get our eye off of it. The root of it is fatherlessness. Our kids dont have fathers. [applause] to live in poverty if you dont have a father in the house. Which means you are going to be sicker. We do not have to keep looking for the problem. It is time for americans of all color, im calling on my White Brothers and sisters, get out of your bubbles. Go into the communities that are underserved and lets do what jesus told us to do. [cheers and applause] we can bridge this gap. Is get out of do our bubbles, bridge the gap with these kids. We all have room in our homes boys touple liberal play with our sons and daughters. Let us bridge the gap with love and with being what we all know we are as one america. God bless america. Speaking on behalf of my pharmacies as well as a dozen or so others that have benefited in texas. Ablese of the loans, i was to not have to let any of my employees go. Hire additional employees because our Business Model changed overnight. No longer could customers come into our store. They were having to go through the drivethrough, which created a litany of other issues. For that, thank you. The reason i am running for office is because to me, capitalism is the most important thing. Capitalism has created this bastion of a freemarket enterprise we have in texas with dallas being the crown jewel. I am afraid we are going to lose that system that lifts people out of poverty. Leaders incall with the black community in dallas the other day and one of them and said something to me that stuck out. I cannot let it go. That is that i think he said it was an african proverb, but that is not embraced by the village will burn that village down just to feel its warmth. As republicans, we have to find ways to make capitalism embrace the people it has left behind. Itwe dont, then next time, will be villages and businesses burned down. It will be this system has lifted so many people out of poverty. [cheers and applause] so mr. President , i will be short. Thank you for your leadership. The infrastructure you present today is going to help a lot of people. It is going to touch businesses. It is going to keep communities safe with the partnership of lawenforcement officials and the ministers we have, and advocates. The next couple weeks, the American People are looking forward to seeing these second of orders you are going to issue on justice and Economic Impact test economic empowerment. We need your help, every locality, every group or organization, because it is really about bringing us all together. That is the secret ingredient. Level. Ts at the local thank you, mr. President. [applause] thank you for putting this together in our state of texas, right here in dallas. A lot has happened the last week. I am one of your officers. I am also one of your commissioners on your lawenforcement Enforcement Administration with attorney general barr. [applause] say thank you to to our great governor and leadership sitting right there. [applause] we have had some challenges because of what has happened with covid. I want to give you an update of what we have done on the commission so far. 125 witnesses, 190 statements of individuals and interest groups. Community organizations we have asked to attend have no showed. Those are the ones who can make the biggest difference when you are putting together any type of reform because they need to be the voice to tell us what we need. Law enforcement today is not what it was yesterday. In my 25 years we have watched is what wer Training Need the most. With this bill, you are going to see with this commission, you are going to see so many reforms come out of this. They could not have come at a better time. We cannot take back what happened in minnesota. Not one officer that saw that or federal officer that saw that said that was the right thing that happened. We condemn it. If i could have traded places with mr. Floyd, i would, because i would die for everyone in this room. That is our job. [applause] if i could switch places with any one of those officers there, i would have done that too, because i would not let that happen. I have to say this to the citizens we serve and the citizens listening. We see you. We hear you. We are going to make this better. [applause] thank you for your leadership. I echo the sentiments of some of my colleagues here today. Thank you for your stance on criminal justice reform. Thank you for not forgetting about the forgotten people. Thank you for your commitment and your support to the men and of this lawenforcement country. A ministryo of called hope for prisoners. We work with men, women, and young adults in difficult arenas of our judicial system to provide Supportive Services to help them be able to successfully reintegrate back into their homes, back into the workplace, and ultimately back into the community. Thank you for attending the graduation of for those 31 men and women released from prison. Wind thatell you the was beneath their wings because you came and spoke life into them. Visione on a whole new of life because of that. [cheers and applause] collects one of the huge components, this is why i am so supportive of your stance on Law Enforcement, because one of the key components to this reentry mechanism we built up is our partnership with the police. Our local sheriff in las vegas, nevada has given us close to 100 volunteer Police Officers that are mentoring and training men and women coming home from the prison system. Never before in the history of reentry, nowhere to this magnitude have the men and women from Law Enforcement come alongside formerly incarcerated folks and help them to successfully reintegrate back into the community. That is just further evidence that we serve a gigantic god that wants to bridge the gap. [applause] that is so important. The bibleants to do, calls it the repairer of the breach. Communities across our country, there is a disconnect between Law Enforcement and people from this population. When we are able to come up with a very creative ways to bring folks together, because you think about it, all across the country, people do not trust police. Do you know why . Because they are not in relationship with them. What relationship could you ever unless there is life rubbing up against life in the spirit of complete transparency, that we have more in common than we have different . Buildsthat transparency the relationship, and out of that relationship, established trust. It is something Second Chance employers have absolutely fallen and love with. You can tell the employer that the person that just came home from prison, the mentor is a captain of the Las Vegas Metropolitan Police department. , looking sofor that very forward to the direction we are going, and on behalf of the men and women who are incarcerated right now, our prison system across the country, thank you for creating the atmosphere for them on the inside, but i know you have dug the trench is to create an atmosphere for them once they get released, so i think you thank you. [applause] pres. Trump great job you are doing. Great job. Thank you, mr. President , for putting this together. I have learned so much from the men and women on this stage. I am a physician and i have had an opportunity to treat many patients with the plague from china. [laughter] with covid19, we have had a lot of opportunities thank you so much for breaking down some of the regulatory barriers in the fda to allow us to use medications like hydroxychloroquine. [applause] medications that are coming online now. Inc. You so much for that. Home in southng texas that had an outbreak of covid19. We saw a lot of nursing facilities around the country having horrible outcomes and many deaths. Use we decided to do was medication you are familiar with, hydroxychloroquine, and we saw tremendous outcomes. [applause] of officials, our lieutenant governor, the state senator, we were able to get access to those. One of the more frustrating things i have seen has been the resistance of some of the regulatory agencies to be more open to using that. I certainly know that covid19 has significantly adversely affected the Africanamerican Community and i really believe had there been more of an openness by the regulatory agencies, certainly by our medical boards all around the country, to use medications like hydroxychloroquine, i believe more lives could have been saved. For bringingnk you that issue to the forefront. I believe it did give us more access to medications. It is helpful for us. I believe it saved lives. I believe it could have saved more lives. I just want to thank you for the work that has been done. You have broken down a lot of barriers in regulation and in the business community. Certainly i appreciate what you have done on attempting to repeal obama care and all the efforts you have made towards that. That is going to improve access to care. I want to thank you for all you have done. We need to do a lot of work Going Forward to make sure we minister to those who are most vulnerable. We really appreciate that. That you for all the work secretary carson has done, thatary a czar has done our Surgeon General has done. Thank you for allowing them to have the freedom to innovate and do things and look at the data and make decisions. We appreciate that. Physicians are very supportive of you. We are supportive of everything you have done to help bring this very inexpensive treatment to the forefront. [applause] pres. Trump thank you very much. [applause] mr. President. Thank you for this opportunity. I am humbled to be here. I am with the glen hills Glenn Heights Police Department. You there is some phenomenal police work being done out here. Across the board. Across the board. Inconsistencylso in our procedures, our policies, hiring practices, termination practices, disciplinary practices, and i strongly support the need for standardization based on best practices for all Police Department our country. [applause] i think the president for his foresight for making these things happen. Of very goodtry departments. We need to be a country of rate departments. This message today is about the transition to greatness. We have an opportunity in this country to transform the future of Law Enforcement. We need to make sure that we have a relentless pursuit of dedication to public service. At all times and at all levels. , National Consensus policy on use of force. In thery participation national use of force database. It needs to happen. Statements for discipline, termination of Police Officers, that needs to happen. A public, Police Officer database, yes. Decertification database, yes. We need to get those bad apples out of our industry. [applause] we need to enhance Police Leadership and it starts at the top. We have great leaders in this country. We can always be better. We can always continuously improve. We need to implement and improve promotion and hiring practices dedicated to having officers pursuingrelentlessly our community. It is about not dividing us, but uniting us and understand, we come from the community. Enhance the ability for police stations to implement effective discipline. We need to make sure we have policies that establish a framework for a Community Police engagement that fully embraces that Police Officers serve, protect, and connect everyone in our community so we all can become better. We need training. This is not the time to defund Police Departments. [applause] when an organization or business is struggling, now is not the time to take away resources. You provide them. You hold them accountable and you set expectations and you manage them so they can be better. Thats what you do. We need more training. We need more specific training that is dedicated to the service of those that everyone we interact with on a daily basis. Those that suffer from Mental Illness. We need the training to be able to connect those people we interact with with those services. That is what we need in this country. With these few thoughts. I have a very simple saying to my officers, that we serve, protect, and connect. Together is better. As i look around this room i know that together we will become better and we will take this country to grade levels under the leadership of donald trump. [applause] pres. Trump thank you. These problems began many years ago. What has been exciting to me is the church began the abolitionist movement. It was the church, whites and blacks working together, the start of the naacp. Led inthe church that the civil rights movement. The church needs to come together. I believe we can unify better than any group and what we are looking for you to do is to give structural guidance which you are working on and you have already brought forth some amazing things, but i want to democrats cannot ear kenten and w cloth and stop black pain. Republicans cannot take someone time act and stop black pain. But i believe we have the man here he was courageous enough to begin something. I weep over this. I pray for you as you know. We believe we are going to get it right. I want to say one last thing. I lost my wife a couple years ago. I found out dealing with her that sometimes you just have to listen, feel pain. If you try to fix it too early, youre going to make a mistake. Your listening sessions are wise because it is going to give that cathartic process a chance. Want to take up too much time, but i wanted to say that. The people here, i challenge you, christians, black and white, asian, lets come together. Net.
